Wisconsin Democrats introduce proposal to save Knowles-Nelson Stewardship Program

Democrats in the Wisconsin state Legislature released their proposal for saving the broadly popular Knowles-Nelson Stewardship Grant program from lapsing next year. The bill marks the latest step in a legislative effort to save the conservation program — a goal for which members of both political parties have expressed optimism.  

The stewardship grant program through the Department of Natural Resources allows the state to fund the purchase and maintenance of public lands. Created 35 years ago, the program is supported by a large swathe of Wisconsin voters, but a subset of Republicans in the Legislature have grown increasingly hostile to its continuation. 

Those Republicans argue the burden of land conservation falls largely on their rural districts in northern Wisconsin, which has the most land available for recreational purposes but the state purchasing that land takes it off the property tax rolls.

Republicans have also complained that the program lacks legislative oversight since the state Supreme Court ruled in a 6-1 decision last year that the Legislature’s Joint Finance Committee doesn’t have the authority to hold up projects through the program. 

Sen. Mary Felzkowski (R-Tomahawk), one of the program’s strongest critics, has suggested she’d support re-authorizing the program if it included provisions that capped the amount of government-owned land in a county or allowed counties to sell off existing conservation land.

Without action, the program will end next summer. In his initial budget proposal, Gov. Tony Evers had asked for the program to be provided $100 million per year for 10 years. The version of the budget signed into law in July did not include the program’s re-authorization. 

Another bill authored by Republican Rep. Tony Kurtz (R-Wonewoc) and Sen. Patrick Testin (R-Stevens Point) would re-authorize the program for six years at $28 million per year. To gain the support of the Republicans who want more oversight of the program, the bill would require that any land acquisitions that cost more than $1 million be approved by the full Legislature. 

Tuesday’s proposal from Democrats would re-authorize the program for six years at $72 million per year. The bill would also create an independent board with oversight authority over the program. 

The 17-member board would include members of the majority and minority in both chambers of the Legislature; two representatives from environmental organizations; two representatives of hunting, fishing or trapping interests; two DNR representatives, including one member from the Natural Resources Board; one representative from the Department of Tourism; one representative of the outdoor recreation industry; one representative from the Ice Age Trail Alliance; a representative of a federally recognized Native American tribe in the state; one local government representative and two members of the public. Members of the board would serve staggered three-year terms. 

Under the bill, the board would meet at least quarterly and have the authority to advise the DNR on all projects through the program. On projects involving grants of more than $2.5 million, the board would have full approval authority. If the board doesn’t meet to vote on a project within 120 days, it would be automatically approved. 

The Democratic proposal has been co-sponsored by all 60 Democrats in the Assembly and Senate, signaling the broad support for the bill among the Democratic caucuses. 

Sen. Jodi Habush Sinykin (D-Whitefish Bay) tells the Wisconsin Examiner that the proposal involves a lot of thoughtful effort from Democrats trying to make a “good faith” effort to answer Republican concerns about oversight over the program while getting it re-authorized. 

“Our intent in introducing these companion bills in the Senate and the Assembly was premised on a great deal of thought and seriousness,” she says. “That we have the expectation that Republican legislators will take it seriously, because, like us, they have been hearing from their constituents and constituents from across the state. This is an issue that people in Wisconsin 90% approve and they want action, and they want legislators to demonstrate that they can work together and lead with our shared values to get something done.”

In a statement, a spokesperson for Kurtz said his intention remains working to find a bipartisan solution to re-authorizing the program. 

“It’s always been our intention to find a bipartisan path forward to ensuring the Stewardship Program’s future,” the spokesperson said. “We haven’t reviewed their proposal yet, but look forward to continued discussions on this important issue this fall.”

Charles Carlin, the director of strategic initiatives at the non-profit land trust organization Gathering Waters, says the fate of the program is now up to Republican leaders and their ability to compromise. Carlin points out that it’s clear there aren’t 17 Republican votes in the Senate to support reauthorization. 

“As far as anybody can tell, there’s not 17 Republican senators that are going to vote to reauthorize Knowles-Nelson,” he says. “If they were to choose that strategy of trying to do this with only Republican votes, my fear and expectation is the bill would wind up becoming so weighed down with poison pills and anti-conservation measures, it would wind up not being a workable proposal. On the other hand if leaders in the Senate were willing to say ‘OK, this can be a bipartisan exercise, nobody’s going to get quite what they want,’ I think we’re going to see there are 15 Democratic senators eager to find a solution and we could get a decent bill passed with pretty overwhelming support from both parties.”

Carlin says he sees the Democrats’ oversight board idea as a good way to avoid the Joint Finance Committee “veto fiasco” that previously held up projects through the program while allowing the board to make “smart, educated and informed decisions” separate from the political games of the legislative process. 

However in recent years under Wisconsin’s divided government, legislative proposals have been met with hopes for bipartisan compromise only to end in partisan bickering. Last session, a proposal to get $125 million out the door to clean up PFAS contamination across the state died after initial optimism after Democrats and Republicans couldn’t agree on the bill’s language. 

“That’s a real concern. Where we had the most heartburn and worry coming out of the state budget, this Legislature does not have a good track record of getting things done,” Carlin says. “Even though there were promises made that legislators would come back to work and get Knowles-Nelson done, there’s not a lot of precedent for legislators working together. There are folks on the Republican Senate side who are simply not going to work in good faith to get this done.”

He says Felzkowski’s ideas on the subject are “not serious proposals” but that there are 10 or 12 Republicans in the Senate who value conservation and understand how important it is to the state’s voters. 

“If they really engage with the Democrats’ proposal and find middle ground, we can find that success without too much heartache,” he says. “We do know that everybody’s constituents want to see this get done.”

Budget deal’s $15 million in earmarks for Robin Vos’ district highlight politicization of Wisconsin’s conservation funding

Wisconsin’s recently passed budget doesn’t include the extension of a popular land conservation program, but it does include two earmarks for environmental projects in the home district of the state’s most powerful Assembly Republican.

After Republican legislators declined to reauthorize the Knowles-Nelson Stewardship Fund in the state budget, Democratic Gov. Tony Evers vetoed five natural resources projects, criticizing the Legislature for choosing “to benefit the politically connected few” instead of supporting stewardship through the statewide fund. 

“I am vetoing this section because I object to providing an earmark for a natural resources project when the Legislature has abandoned its responsibility to reauthorize and ensure the continuation of the immensely popular Warren Knowles-Gaylord Nelson Stewardship program,” Evers wrote in his veto message.

However, Evers didn’t veto other natural resources projects, including two totaling $15 million in Assembly Speaker Robin Vos’ district in southeastern Wisconsin west of Racine. Asked why Evers spared those projects, his spokesperson Britt Cudaback referred Wisconsin Watch, without specifics, to the agreement between Evers and legislative leadership that cemented the $111 billion two-year budget. 

Local environmental earmarks in the state budget are nothing new, but the latest examples highlight how such projects can take on greater political dimension when not overseen by civil servants at the DNR and the Legislature’s budget committee, as has been the process for more than 30 years since the creation of the Knowles-Nelson fund. Legislators have allowed the program to inch closer to expiration while attempting to secure stewardship programs in their own districts.

The Knowles-Nelson Stewardship Fund supports land conservation and outdoor recreation through grants to local governments and nonprofits and also allows the Wisconsin Department of Natural Resources to purchase and maintain state land. The program is currently funded at $33 million a year until the end of June 2026.

Local governments and nonprofit organizations can apply for Knowles-Nelson grants during three deadlines every year, and DNR staff evaluate and rank projects based on objective criteria including local public support, potential conservation benefits and proximity to population centers. 

Despite not authorizing the fund through the state budget, Rep. Tony Kurtz, R-Wonewoc, and Sen. Patrick Testin, R-Stevens Point, committed to reauthorizing the fund and introduced stand-alone legislation in June to reauthorize the stewardship fund at $28.25 million per year for the next four years.

Burlington receives $15 million for two natural resources projects

The two projects in Vos’ district received a total of $15 million in state taxpayer dollars from the general fund and were the only natural resources earmarks mentioned in the state budget agreement between Republicans and Evers.

The only larger natural resources earmark — a $42 million grant for a dam in Rothschild — was added by the Joint Finance Committee and included in the final state budget, though it wasn’t mentioned in the agreement. That grant isn’t funded with general fund revenue, but rather a separate forestry account, which includes revenues from the sale of timber on public lands.

In a statement on the inclusion of funding for the projects, Vos, R-Rochester, touted how $10 million for the Echo Lake Dam will save Burlington residents an average of $3,000 in taxes that would otherwise fund the project. Upgrades to Echo Lake will cost as much as $12 million including $3.5 million for dam modifications and up to $5 million for lake dredging. 

For years, city officials in Burlington have grappled with how to address the Echo Lake Dam. In 2022, the Burlington City Council considered removing the 200-year-old dam but ultimately voted to keep it after residents expressed support though an advisory referendum. The dam needs upgrades because it doesn’t meet DNR requirements to contain a 500-year flood.

The Browns Lake Sanitary District also received $5 million for the removal of sediment in Browns Lake. Local residents have raised concerns over sedimentation in the lake, affecting the lake’s usability for recreation and ecological balance. 

In a website devoted to the Browns Lake dredging, Claude Lois, president of the Browns Lake Sanitary District, thanked Vos for including $5 million for the project and advised residents: “If you see Robin Vos, please thank him.”

DNR spokesperson Andrea Sedlacek directed Wisconsin Watch to Evers’ spokesperson, declining to answer questions on whether the two projects in Vos’ district could have been covered by Knowles-Nelson funds. The Echo Lake Dam project tentatively received a grant for over $700,000 from the Knowles-Nelson Stewardship Fund last fall for development of gathering spaces adjacent to the lake. 

Vos did not respond to a request for comment. 

Other conservation projects were vetoed by Evers, including a $70,000 dredging project on a section of the Manitowoc River in the town of Brillion. Ultimately, the DNR and the Evers administration provided funding for the project after Sen. Andre Jacque, R-New Franken, and local farmers criticized the veto, claiming that they were at risk of flooding without funds for the dredging project. 

Rep. Rob Swearingen, R-Rhinelander, said he was surprised and disappointed with Evers’ veto of the Deerskin River dredging project in his district. He called Evers’ reasoning a “lame excuse, using the Knowles-Nelson program as political cover” in an email statement to Wisconsin Watch. Swearingen said he and Senate President Mary Felzkowski, R-Tomahawk, were considering alternative funding sources, including introducing stand-alone legislation to finance the dredging project.

Swearingen declined to say what he thought about the projects in Vos’ district getting funded. Other Republican lawmakers with vetoed projects in their districts didn’t respond to a request for comment.

Rep. Deb Andraca, D-Whitefish Bay, a member of the budget-writing Joint Finance Committee, told Wisconsin Watch she supports Evers’ vetoes because the earmarked projects did not go through the process the DNR uses to evaluate the benefits of particular projects.

Andraca said while several earmarked projects were likely strong contenders for Knowles-Nelson, without the DNR’s process of evaluating project merit, the most beneficial projects may not receive funding.

“We need to make sure that we’re taking into account that the best, most important projects are being funded, not just the projects that are in someone’s (district) who might have a little bit more sway in the Legislature,” Andraca said.

Paul Heinen, policy director for environmental advocacy organization Green Fire, lobbied for the first stewardship fund in 1989. Heinen said legislators have pushed for stewardship projects in their districts through the state budget process for as long as the stewardship fund has existed.

“The DNR has a process by which they go through to analyze projects, and that’s all set up in the code and everything,” Heinen said. “But of course, just like Robin Vos and any other legislator, if they can get something in the budget, it’s faster and you don’t have to go through the steps in order to get something done.”

In the 2023-25 budget cycle, the largest natural resources earmark was $2 million for dredging Lake Mallalieu near River Falls. 

Heinen said legislators are faced with a conundrum — they claim to oppose statewide government spending on stewardship, but want projects in their own districts. 

“Publicly, they say they’re opposed to government spending in this boondoggle stewardship fund,” Heinen said. “But then when it gets down to something in their district, they are at the ribbon cutting.” 

State Supreme Court decision complicates reauthorization

For years the JFC halted Knowles-Nelson conservation projects by not taking a vote on them, something critics referred to as a “pocket veto.” The Evers administration sued over the practice, and in July 2024 the Wisconsin Supreme Court ruled 6-1 the Legislature’s pocket veto was unconstitutional.

“What the court said was that the finance committee by going back after the fact and blocking an appropriation that had already been approved by the entire Legislature, and that was an unconstitutional infringement on executive authority,” said Charles Carlin, director of strategic initiatives for Gathering Waters, an alliance of land trusts in the state.

Republicans have said trust issues with both the DNR and the Evers administration prevented them from releasing Knowles-Nelson funds without more control.

Kurtz and Testin’s proposed bill also includes new requirements for legislative approval for larger projects over $1 million in an effort to allow legislative oversight without the pocket vetoes.

The bill’s funding level is below the $100 million per year for 10 years that Evers proposed in his budget, but close to current funding levels of $33 million per year. 

In 2021, the fund was reauthorized with $33.2 million per year for four years. In 2019, the fund was reauthorized for only two years, breaking a cycle of reauthorization in 10-year increments.

A poll of 516 Wisconsin voters commissioned by environmental advocacy organization The Nature Conservancy found 83% supported Evers’ proposal, with 93% of voters supporting continued public funding for conservation. However, most respondents were unaware of the Knowles-Nelson Stewardship Fund.

Funding for Knowles-Nelson peaked in 2011 and was reauthorized under both Republican and Democratic administrations. Former Republican Gov. Tommy Thompson was the first governor to approve funding for the stewardship fund in 1989.

“There was a lot of talk initially from mostly Republican legislators who were skeptical of the governor’s proposal,” Carlin said. “But it’s really only a huge amount of money in comparison to how the program had kind of been whittled down through the years.”

In a January interview with the Cap Times, Vos said the chances of Republicans reauthorizing the fund were less than half. 

Andraca said she hears more from constituents about the Knowles-Nelson Stewardship Fund than almost any other program.

“I seriously hope that my Republican colleagues are serious about passing something because it would be a real tragedy to lose something like this that has bipartisan support and has been so instrumental in preserving Wisconsin’s natural areas,” Andraca said.

‘Totally uncharted territory’ for stewardship funding

Carlin said the failure to reauthorize Knowles-Nelson puts land stewardship organizations and local municipalities — the typical recipients of Knowles-Nelson grants — in “totally uncharted territory.” 

Although Knowles-Nelson funding is set to expire at the end of next June, Carlin said local governments and land trusts face uncertainty in planning because they aren’t sure the Legislature will get the new reauthorization bill done.

“Similar to what you’re probably hearing from folks about federal budget cuts … this just totally scrambles the planning horizon,” Carlin said.

Heinen, however, is more optimistic the Legislature will vote to reauthorize Knowles-Nelson. 

“90-plus percent of the people in the state of Wisconsin want the stewardship fund,” Heinen said. “Legislators know that. They’re not going to go running for reelection in November of next year and have their opponents say, ‘Why are you against the stewardship fund?’ So I’m really not worried about it at all.”

State budget omits stewardship funds, includes $1 million for timber industry groups

When Gov. Tony Evers made his 2025-27 budget proposal in February, it included an annual $100 million appropriation to fund the broadly popular Knowles-Nelson Stewardship Grant program for another 10 years. The budget he signed after 1 a.m. Thursday included zero money for the program, which is set to lapse next summer. 

While a separate piece of legislation to re-authorize the program has been introduced by Rep. Tony Kurtz (R-Wonewoc) and Sen. Patrick Testin (R-Stevens Point), the failure to provide added money in the budget has raised concerns that the program — which allows the state Department of Natural Resources (DNR) to provide grant funding to acquire, conserve and maintain public lands — could fail to survive the political tumult of divided government and die. 

Even though the conservation of public lands is widely popular among both Democratic and Republican voters in the state, a handful of Republican legislators have grown increasingly hostile to the program, particularly since the state Supreme Court ruled last year that the Legislature’s Joint Committee on Finance doesn’t have the authority to hold up grants issued by the DNR through the program. Republicans complain that the acquisition of public land takes parcels off the property tax roles and prevents development projects. 

The Kurtz and Testin proposal aims to reach a compromise by re-authorizing the program while adding more legislative oversight by requiring that any land purchases over $1 million be approved through legislation. 

“While I recognize all that has gone into reaching this compromise budget, I must share that I am deeply disappointed that Republican leaders would not agree to reauthorize the Knowles-Nelson Stewardship Program — even for just one more year through 2027,” Sen. Jodi Habush Sinykin (D-Whitefish Bay) said in a statement. “Here’s the situation now: Knowles-Nelson reauthorization expires on June 20, 2026, giving the Legislature one year to take action before the deadline, and Republicans have indicated they will bring this back to the agenda this fall. Trust that I will keep up the pressure on Republicans and hold them to their word. I will continue to be a strong advocate for this long-standing bipartisan promise.” 

The lack of stewardship program funds in the final state budget led Evers to use his partial veto authority to prevent spending money on five individual public lands projects that legislators had earmarked in the bill. 

“I object to providing an earmark for a natural resources project when the Legislature has abandoned its responsibility to reauthorize and ensure the continuation of the immensely popular Warren Knowles-Gaylord Nelson Stewardship program,” Evers stated in his veto message.  “Instead of renewing the program and helping the many, the Legislature has opted to benefit the politically connected few. The Legislature must do its job and renew the Warren Knowles-Gaylord Nelson Stewardship program.”

Timber strategic plan 

The DNR budget also includes funds for a $1 million grant to the Great Lakes Timber Professionals Association (GLTPA) and the Wisconsin Paper Council to craft a Forestry Industrywide Strategic Plan. 

This provision was included by the Joint Committee on Finance in its late night session last Friday and has raised concerns from some environmental groups that it is a giveaway to industry groups to push for increased extraction of resources from the state’s forest lands. 

“Taxpayers should not be made to underwrite private industry studies with no public benefit or input. Would they decide how to manage local, state, and federal forests in this study? Would it be published?” Andy Olsen, senior policy advocate at the Environmental Law and Policy Center, said. “One million dollars is very generous with taxpayer dollars for a sketchy study  with no public benefit.”

The GLTPA has been involved in efforts in Wisconsin’s Northwoods to oppose conservation projects and move local land use policies to be more pro-extraction by encouraging increased logging and the expansion of the state’s mining industry. 

The association’s director, Henry Schienebeck, has been influential in Oneida County’s effort to rewrite its comprehensive plan to be friendlier to industry and worked with American Stewards of Liberty, a Texas-based right-wing anti-conservation group, to oppose land conservation such as the Pelican River Forest. 

DNR spokesperson Andrea Sedlacek said the department is “monitoring this and all other relevant DNR budget motions as the process plays out” but did not yet have information on what the development of the strategic plan would look like or if other people or groups would be involved in its development. 

But despite the grant being given only to industry groups, some environmental advocates say it’s a win. 

Fred Clark, former executive director of Wisconsin Green Fire, said the development of such a plan is something the organization has been advocating for over the past several years. Clark pointed to a study of the health of the state’s forests Green Fire published last year and said that because the state’s paper mills have largely been shuttered, there are fewer  places for the state’s foresters to bring their timber, destabilizing the industry. 

Without a plan to find new uses for the state’s timber, the economics of Wisconsin’s working forest lands could change, resulting in land sales and development that results in forests being cut down to use the land for other purposes — ultimately harming the health of Wisconsin’s forests. 

“The focus that we would like to see there is not necessarily on producing more timber, because we already grow a lot more timber than we harvest,” Clark said. “What we really think the state needs is a strategic focus on developing new forest products and helping expand and refine forest products markets so that we’ve got places for our wood to go.”

Clark said he foresees the development of the plan working through the state’s Council on Forestry, which includes members representing industry, environmental groups, state and federal agencies, legislators and landowners. He added that for the project to succeed it needs input from all those groups, including those with records such as the GLTPA. 

“We need everybody at the table for this, and there’s a wide range of points of view in the forestry community,” Clark said. “Great Lakes Timber Professionals have been an active member of the Council on Forestry almost since day one. We won’t succeed if we don’t have a pretty strong consensus all the way from the environmental groups to groups like Great Lakes Timber Professionals. So I think there’s a lot of common ground there. The most important next step for us is to see that there’s a really broad based committee within the Council on forestry that’s helping guide this work.”
