Does Wisconsin have any mountains?

Wisconsin does not have any large mountains or mountain chains because the state is in the middle of a tectonic plate and its ancient mountains have eroded.

Mountains typically form near the places where tectonic plates collide, known also as “convergent boundaries.” Around 1.8 billion years ago, state mountain ranges such as the Penokee Mountains were created through these collisions, and they later eroded under moving glaciers.

Some of the highest points in Wisconsin today are Timms Hill, Rib Mountain and Lookout Mountain, which all peak at around 1,950 feet. While the United States Geological Survey does not officially define the term “mountain,” the British define a mountain as taller than 2,000 feet.

Currently, Wisconsin is not located near the edge of the North American plate to which it belongs and thus is unlikely to form a mountain range anytime soon.

YouGov poll, conducted Sept. 10: 11% said violence can sometimes be justified to achieve political goals; the figure was 24% among very liberal respondents.

PRRI International, August-September 2024: 18% (29% of Republicans) said “true American patriots may have to resort to violence to save the country.”

University of Chicago, June 2024: 10% said use of force was justified to prevent Donald Trump from becoming president.

University of California, Davis, May-June 2024: 26% said violence was usually or always justified to advance at least one political objective.

The most-Americans claim was made by Republican Wisconsin Assembly Speaker Robin Vos, discussing conservative activist Charlie Kirk’s assassination.

Vos cited Rutgers University poll results published in April: 56% self-identifying as left of center said the murder of Trump would be at least somewhat justified.

Democrat Francesca Hong joins Wisconsin governor’s race, promises to be ‘wild card’

A Democratic state lawmaker who is promising to be a “wild card” joined Wisconsin’s open race for governor on Wednesday, saying she will focus on a progressive agenda to benefit the working class.

State Rep. Francesca Hong, who lives in the liberal capital city of Madison, is embracing her outsider status. In addition to serving in the state Assembly, Hong works as a bartender, dishwasher and line cook. As a single mother struggling with finding affordable housing, she said she is uniquely relatable as a candidate.

“I like considering myself the wild card,” Hong said. “Our campaign is going to look at strategies and movement building, making sure we are being creative when it comes to our digital strategies.”

Part of her goal will be to expand the electorate to include voters who haven’t been engaged in past elections, she said.

Hong, 36, joins a field that doesn’t have a clear front-runner. Other announced Democratic candidates including Lt. Gov. Sara Rodriguez, Milwaukee County Executive David Crowley and state Sen. Kelda Roys. Additional Democrats are considering getting in, including Attorney General Josh Kaul.

On the Republican side, Washington County Executive Josh Schoemann and suburban Milwaukee business owner Bill Berrien are the only announced candidates. Other Republicans, including U.S. Rep. Tom Tiffany and state Senate President Mary Felzkowski, are considering running.

The race to replace Gov. Tony Evers, who is retiring after two terms, is open with no incumbent running for the first time since 2010.

Hong is the most outspoken Democrat to join the field. She is known to use profanity when trying to make a point, especially on social media.

Hong is one of four Democrats in the Wisconsin Assembly who also are members of the Socialist Caucus.

“We’re meeting a moment that requires a movement and not an establishment candidate,” she said.

She promised to make working class people the center of her campaign while embracing progressive policies. That includes backing universal child care, paid leave, lower health care costs, improving wages for in-home health care workers and adequately funding public schools.

Like other Democrats in the race, Hong is highly critical of President Donald Trump’s administration and policies.

“It’s important to refer to the administration not as an administration but authoritarians who aim to increase mass suffering and harm working class families across the state,” Hong said. “A lot of communities are scared for their families, for their communities, how they’re going to continue to make ends meet when they’re worried about health care and salaries.”

Hong was elected to the state Assembly in 2020 and ran unopposed in both 2022 and 2024.

The Democratic primary is 11 months away in August 2026, and the general election will follow in November.

Wisconsin health department continues to urge new COVID-19 vaccine for anyone over 6 months old

Wisconsin’s Department of Health Services is continuing to recommend that anyone over 6 months old get an updated, annual version of the COVID-19 vaccine.

Meanwhile, the state’s DHS has put out a standing order for the vaccine. State officials say that will ensure that most Wisconsinites are able to get the COVID vaccine at pharmacies across Wisconsin without a prescription. 

This year’s Wisconsin DHS guidelines mirror guidance from a broad range of medical experts. And the guidance echoes what state and federal health officials have recommended in recent years.

Wisconsin’s recommendations stand in contrast, however, to recent moves at the federal level.

This year, the federal Food and Drug Administration has approved the new COVID vaccine for Americans ages 65 and older and for people with certain higher risk conditions. At the national level, a panel is set to meet later this week to discuss vaccine recommendations that will be provided to the U.S. Centers for Disease Control and Prevention.

New U.S. Health Secretary Robert F. Kennedy Jr. is a vaccine skeptic who has promoted false information about vaccines.

Wisconsin is now one of several states where health officials have moved to take statewide action on vaccines because of worries about how federal actions could impede vaccine access.

“In the past several months, leaders at federal agencies have made policy decisions and issued recommendations that aren’t supported by or directly contradict scientific consensus,” Dr. Ryan Westergaard, a chief medical officer within DHS, said during a news conference.

The latest announcement from Wisconsin’s health department comes a day after Democratic Gov. Tony Evers issued an executive order directing the Wisconsin DHS to put out its own COVID vaccine recommendations.

The order also attempts to ensure that Wisconsinites won’t have to pay out of pocket for COVID vaccines. It says that the state Office of the Commissioner of Insurance shall “direct all health insurers within their regulatory authority to provide coverage for the COVID-19 vaccine without cost-sharing to all their insureds.”

“Vaccines save lives, folks,” Evers said in a statement accompanying his order. “RFK and the Trump Administration are inserting partisan politics into healthcare and the science-based decisions of medical professionals and are putting the health and lives of kids, families, and folks across our state at risk in the process.”

State health officials are recommending that Wisconsinites get their new COVID vaccines to coincide with the fall spike in respiratory diseases. Those shots are recommended even for people who have gotten COVID shots in the past. That’s because the vaccines released in 2025 are designed to hedge against potentially waning immunity and to target newly emerging versions of the virus, Westergaard said.

“The same way that we recommend getting your flu shot booster every year, because the flu that’s going around this year might be slightly different than the flu that was going around last year, we recommend a COVID booster,” he said.

When it comes to covering state government and politics, there’s no place like Wisconsin

Sometimes life hits you with full-circle moments. For me, writing this is one of them. 

After eight years away from the Badger State, I returned home this month to start my role as the new state government and politics reporter at Wisconsin Watch. I will be following the major stories inside the Capitol and connecting with key players in and outside of the building to make sure Wisconsinites understand what is happening in their government and how it affects their lives. 

This work is important to me because Wisconsin is my home. I grew up in the Milwaukee area and graduated from Marquette University, where I earned a bachelor’s degree in journalism. Real-world reporting opportunities in college at the Milwaukee Journal Sentinel and Milwaukee Neighborhood News Service launched my career and taught me the value of community journalism. (NNS is now part of Wisconsin Watch, another full-circle moment.) 

I spent my post-college years reporting on local government at the Naples Daily News in southwest Florida and most recently in Indiana at the Indianapolis Star. Over four-and-a-half years in Indianapolis, I covered local, state and federal politics in the Hoosier State, which included stories on Democratic infighting over reproductive care, the dilemma over how far Republicans should go on property tax reform and how the state’s child labor violations rose as lawmakers rolled back existing protections

One thing never changed during my time away: Wisconsin was always on my mind, and frequently in the national spotlight. (It hasn’t even been six months since the April Supreme Court race set another spending record.) I felt a pull to return home, and Wisconsin Watch gave me that rare opportunity.

Help shape our immigration reporting

As of July, two dozen Ashland residents had cases pending in federal immigration court. Attending court dates in person would require at least a three-and-a-half-hour trek to Fort Snelling in Bloomington, Minnesota.

Two mosques in Barron owe their existence to a nearby Jennie-O turkey plant, which has employed Somali refugees on its processing line since the 1990s.

And for the first time in five decades, Milwaukee’s Oklahoma Avenue did not host a Mexican independence day parade this September. Instead, a smaller crowd marked the holiday on a sunny Saturday afternoon in Mitchell Park, and a small convoy of pickup trucks flying Mexican flags spent the weekend cruising Milwaukee’s South Side, eliciting friendly honks from supportive fellow drivers.  

Immigration is as front-of-mind in Wisconsin as it is across the country. If it’s at the front of your mind, Wisconsin Watch wants to hear from you.

Wisconsin Watch has covered immigration for more than a decade, but this year, we’re devoting new energy to the subject. That’s where I come in.

I’m Paul Kiefer, Wisconsin Watch’s first dedicated immigration reporter, albeit as a one-year Roy W. Howard fellow. I’m new to Wisconsin, but I’ve covered immigration before, most recently for the Washington Post on Maryland’s Eastern Shore, where a fast-growing Haitian community is reassessing its relationship with the region’s poultry industry.

Immigration is rarely a stand-alone subject, and we plan to explore the intersections with Wisconsin Watch’s other coverage areas. What role will immigrants play in the future of Wisconsin’s paper mills? What becomes of homes left empty when their residents are deported? What trade-offs are involved when a county jail dedicates cell space to hold ICE detainees?

Above all else, we want our immigration coverage to reach as broad a cross section of Wisconsin as possible. That means considering the input of Wisconsinites from every walk of life, always with our mission – to inform, to connect and to hold officials accountable – in mind.

Parents face challenges navigating the Milwaukee Public Schools enrollment process

Rochelle Nagorski thought her son was all set to go to Burdick, his neighborhood elementary school, this year. 

“I got an email stating that he was enrolled, but we weren’t getting anything stating who his teacher was,” she said.

Nagorski later learned Burdick, 4348 S. Griffin Ave., Milwaukee, was at capacity and that her son was placed on the school’s waitlist.  

“Why wouldn’t he get into his neighborhood school? It’s literally two and a half blocks from our house.”

She is not alone. Others also have reported similar challenges. 

Steve Davis, media relations manager at Milwaukee Public Schools, explained in an email to NNS that the school district is working to make sure not to exceed maximum class sizes at schools. 

“This means more schools are at capacity and cannot accept new students, even if it is a family’s neighborhood school,” Davis wrote.

Capacity and other issues related to the enrollment process have forced Nagorski and others to scramble to find alternatives.

Frustration with central services

Citlali Torres said she already had enough on her plate after her uncle, Vincent Torres, was killed in front of his home this summer. Then, someone stole her wallet with her ID. 

While she dealt with those challenges, she decided to enroll her 4-year-old daughter at Morgandale Elementary, 3635 S. 17th St. 

“Morgandale is a great school. I went there all the way from K4 to eighth grade,” Torres said.

She tried to enroll her daughter but was told she needed to wait for the year to start to see if the school had space. 

Once the school year started, Torres called MPS central services but was told a picture of her ID wasn’t enough to enroll her. She needed a physical ID card, which was stolen along with her wallet. 

Torres said the staff at Morgandale have been helpful and supportive, but she has struggled to get help from central services.

“All I want is for, you know, to get my daughter enrolled in school.” 

Nagorski also had trouble with central services. When she called, the employee told her she should have put other schools on the list in case her son didn’t get into Burdick.

Nagorski didn’t know it was possible for her neighborhood school to fill up, so she only put Burdick on the list. 

Staff at central services said she’d have to come to the office and enroll her child in another school. Nagorski, who is on medical leave from ankle surgery, asked if there was another option but was told there was none. 

The district has since reached out to her to schedule a home visit.  

Scrambling for alternatives

Since her son was waitlisted, Nagorski has considered whether to re-enroll him in Wisconsin Virtual Academy, where he went last semester. She said online learning didn’t work well for him – she noticed him become disengaged – but it’s better than nothing. 

“I’d rather get them on online learning so he’s at least got some kind of schooling going on and get some kind of structure,” she said.

Nagorski said she wished the district notified her sooner that her son was on the waitlist at Burdick. 

“If I would have been notified a week prior to school starting, even if he was on a waitlist,” she said. “Give me something to work with.” 

Torres was finally able to enroll her daughter in school after NNS connected her with Davis. 

She began classes on Sept. 10 at Morgandale. 

How to enroll your student

Davis said parents will get the fastest service by coming in person to the central services office at 5225 W. Vliet St. 

Parents can apply to enroll their students by checking out this online portal

For families who can’t come in person or navigate the online portal, Davis said they can call 414-475-8159 and ask a canvasser to visit. 

The district requires identification when enrolling your student. If you don’t have a government-issued ID card, call the number above. 

According to Davis, one way to help avoid parents’ school of choice reaching maximum capacity is by applying during the regular enrollment period. 

“We appreciate that full classes and schools may present challenges for families,” Davis wrote in an email to NNS. “We do hope they can understand that a classroom filled above its maximum capacity can present a challenging experience for all the students, their families and the teacher.”

High school priority enrollment: Oct. 3 – Nov. 3.

Kindergarten enrollment: Feb. 7, 2026 – March 9, 2026.

All other grades: Feb. 7, 2026 – Aug. 31, 2026.

Wisconsin colleges vow to keep supporting Hispanic students despite federal funding cuts

Wisconsin colleges and universities with significant Hispanic and Latino populations could lose millions after the U.S. Department of Education announced last week that it plans to end several long-standing grant programs it says violate the Constitution. 

In Wisconsin, the change would affect Alverno College, Herzing University, Gateway Technical College and Mount Mary University. 

The seven grant programs in question award money to minority-serving schools for things like tutoring, research opportunities, counseling or campus facilities. 

The funds are available only to schools where a designated share of students are Black, Native American, Alaska Native, Native Hawaiian, Asian American or Pacific Islander, though the money can be used for initiatives that serve students of all demographics at those schools. 

“Discrimination based upon race or ethnicity has no place in the United States,” U.S. Secretary of Education Linda McMahon said in a statement. “The Department looks forward to working with Congress to reenvision these programs to support institutions that serve underprepared or under-resourced students without relying on race quotas.”

The $350 million previously allocated for grants for the 2025-26 school year will be “reprogrammed” to programs that “advance Administration priorities,” the department said.

The department will also discontinue existing grants, meaning schools that were previously awarded multi-year funding will not receive any remaining payments. 

The largest share of the affected schools are Hispanic-serving institutions, including four in Wisconsin. More than 600 colleges hold that designation, which the Department of Education has awarded for about 30 years to colleges that meet several qualifications including having an undergraduate student body that’s at least 25% Hispanic.

The announcement does not affect funding for tribal colleges or historically Black colleges. The Department of Education announced Monday $495 million in additional one-time funding for historically Black colleges and for tribal colleges.

It’s unclear how much funding Wisconsin’s schools stand to lose in total. The newest on the list, Gateway Technical College, applied for funding for the first time in July, seeking $2.8 million over five years, spokesperson Lee Colony said. The school was still waiting for a decision when the department announced it was canceling the program. 

Wisconsin’s other three Hispanic-serving institutions did not answer questions from Wisconsin Watch. 

When Herzing University became a Hispanic-serving institution last year, Wisconsin Public Radio reported that the Kenosha school had received a $2.7 million five-year grant.

The list also includes both of Wisconsin’s women-only schools, Mount Mary University and Alverno College, the latter of which has recently faced money troubles. Its board of directors declared a financial emergency in 2024. After cutting 14 majors, six graduate programs and dozens of staff and faculty, the school and its accreditor say it’s now in a stronger financial position, but the school did not respond to further questions.

The cuts could be especially consequential in Wisconsin because the state’s minority-serving institutions are smaller schools with smaller budgets, said Marybeth Gasman, executive director of the Rutgers Center for Minority Serving Institutions.

“If they lose funding, it will hurt students — especially low-income and first-generation college students,” Gasman said.

But the announcement doesn’t necessarily seal the fate of these grant programs. Gasman anticipates lawsuits over the funds that were already awarded to institutions, on the grounds that the administration can’t rescind funds that Congress has allotted. 

“My hope is that Congress will step in and support these important institutions,” Gasman said.

Meanwhile, the Hispanic Association of Colleges and Universities released a statement Wednesday calling the decision “an attack on equity in higher education” that “erases decades of progress and hurts millions of students.” 

The organization said it would “continue to fight alongside students and institutions to defend these essential programs and ensure that opportunity, equity and investment in higher education are not rolled back.”

The case for HSIs

More than two-thirds of all Latino undergrads attend a Hispanic-serving institution, according to the Hispanic Association of Colleges and Universities. Proponents of the grant program say it helps a group of students who haven’t always been well supported in U.S. schools and colleges, and that, in turn, helps the economy.  

“There are communities that have been excluded from educational opportunity, and they deserve the right to a high-quality education. That’s what democracy looks like,” said Anthony Hernandez, an education policy researcher at the University of Wisconsin-Madison who studies Hispanic-serving institutions.

“By concentrating these federal resources, we can help them gain momentum to get into white-collar pathways and imagine that they could become nurses, they can become doctors, captains of industry, they can become scientists,” he said.

Hernandez disputes the Department of Education’s claim that it’s discriminatory to set aside funds specifically for minority-serving institutions. 

“For most of U.S. history, minority students were either explicitly excluded from higher education or funneled into segregated, underfunded schools,” Hernandez said. 

Minority-serving institutions were created to level the playing field, which remains slanted by bias, economic inequality and disparities in funding across K-12 schools, he said.

“This policy change presents itself as a defense of fairness, but effectively punishes institutions that were created to repair unfairness,” Hernandez said. “It withdraws critical support from communities still facing barriers and undermines the very schools helping to expand opportunity and strengthen the economy.”

He argues the program should be grown, not dismantled. The number of Hispanic-serving institutions has soared, he said, and the available funds haven’t kept up. 

“They’ve constantly had to fight for funding,” Hernandez said. “They’ve never been adequately funded.”

If the Department of Education succeeds at cutting these grant programs, he anticipates that graduation and transfer rates at these schools will drop. 

The cuts so far don’t affect grants issued to minority-serving institutions by other departments, including the Department of Agriculture and the National Science Foundation. But Hernandez worries more cuts could be coming.

“We imagine that that is eventually going to encompass all of the different arteries of the federal government that dole out monies to the minority-serving institutions,” Hernandez said. “I don’t think it’s finished.”

Gasman agrees. “I think the Trump administration is challenging the entire MSI framework, which has had bipartisan support in Congress,” Gasman said.

Wisconsin colleges serve growing Hispanic population

Watching from the sidelines are eight other Wisconsin colleges that have spent years trying to become Hispanic-serving institutions. At those schools, designated by the Hispanic Association of Colleges and Universities as “Emerging Hispanic-Serving Institutions,” at least 15% of full-time undergrad students are Hispanic. 

In the 2023-24 school year, there were 425 such schools in the U.S. In Wisconsin, the group includes a mix of private colleges, public universities and technical colleges.

They say they’ll keep up working to better serve Hispanic students even if the federal funds disappear.

The Milwaukee Institute of Art and Design joined the Emerging list in 2021, and its Hispanic enrollment has risen each year since, President Jeffrey Morin said. 

About 19% of the incoming freshman class is Hispanic, and the city of Milwaukee is 20% Hispanic.

“For us, it is a natural reflection of the community that we serve,” Morin said, though he notes that the school selects students based on their academic record and a portfolio of their work, not their demographics.

“We are not sculpting a freshman class. We are serving the people who want to join our community,” Morin said. “And when a … noticeable portion of our population comes from a particular background, we want to make sure that we meet the needs of that population.”

Being designated as an Emerging Hispanic-serving institution hasn’t brought new funds to the school, but it “puts us in a community with other regional higher ed institutions so that … we can discuss and discover best practices and trends,” Morin said.

Hispanic students are the fastest-growing group in higher education. As their numbers boom, more Emerging schools could meet the 25% benchmark and become full-fledged Hispanic-serving institutions.

That’s the plan at the institute, Morin said, adding that the funds would help non-Hispanic students too. For example, he said, many Hispanic students are also the first in their families to go to college. The grant funds could be used for programs that would support first-generation students, regardless of their race or ethnicity.

“A rising tide lifts all boats,” Morin said. “The funding support that would come in to help one population will help other populations as well.”

‘Emerging’ schools not deterred

Despite recent news, MIAD officials say the school isn’t changing its plans. Supporting Hispanic students is particularly important now, Morin said, as the national rhetoric around immigrants grows increasingly hostile.

“What changes is that we’ll lose particular opportunities to partner (with the federal government) in service to the Hispanic community,” Morin said. “What doesn’t change is our commitment to serving the Hispanic community. We will simply look for new partners in that work.”

Several other Emerging institutions expressed similar sentiments.

The mission of the federal program “aligns with our Catholic, Jesuit mission to keep a Marquette education accessible to all,” said Marquette University spokesperson Kevin Conway. The university announced in 2016 that it intended to become a Hispanic-serving institution. Since then, the Hispanic share of its student body has grown from 10% to about 16% in fall 2024.

“Like all colleges and universities, Marquette is monitoring changes in the higher education landscape and the resources available to help the students we ​serve,” Conway said. “One thing that will not change is Marquette’s commitment to its mission and supporting our community.”

A spokesperson for the University of Wisconsin-Milwaukee, where about 15% of students are Hispanic, said the school “remains steadfast in its access mission, ensuring higher education is attainable for all, regardless of background or income.”

Milwaukee Area Technical College, meanwhile, announced last year that it was “on the verge” of achieving full HSI status with 23.4% of its full-time students identifying as Hispanic.

“We’re very, very close,” MATC President Anthony Cruz said at the time.

Asked about the latest developments, spokesperson Darryll Fortune said the school “will continue to pursue HSI status regardless.”

Wisconsin Democrat Kelda Roys launches run for governor

A Wisconsin state senator who came in third in the Democratic primary for governor in 2018 is running again, saying in her campaign launch video that “extremists” like President Donald Trump and billionaire Elon Musk are putting the nation’s democracy at risk.

Kelda Roys, an attorney and small business owner who represents the liberal capital city of Madison in the state Senate, launched her campaign on Monday.

“We are in the fight of our lives for our democracy and our kids’ future,” Roys says in her campaign launch video. It shows people protesting along with images of Trump and Musk.

The two other highest-profile announced Democratic candidates are Lt. Gov. Sara Rodriguez and Milwaukee County Executive David Crowley. Several other Democrats are expected to join the race in coming days.

On the Republican side, Washington County Executive Josh Schoemann, 43, and suburban Milwaukee business owner Bill Berrien, 56, are the only announced candidates. Other Republicans, including U.S. Rep. Tom Tiffany and state Senate President Mary Felzkowski, are considering running.

Roys, 46, served in the state Assembly from 2009 until 2013. Roys ran for an open congressional seat in 2012, but was defeated by a fellow state lawmaker, Mark Pocan, by 50 points. She was elected to the state Senate in 2020.

As a lawmaker, Roys has been an outspoken defender of abortion rights and for union rights. In her launch video, Roys highlights her opposition to then-Gov. Scott Walker’s law that effectively ended collective bargaining for public workers in 2011.

“With everything on the line, Wisconsin needs a governor who’s been training for this moment her whole career and knows how to deliver,” she said.

Roys said she would work to improve public schools, make health care more affordable and create quality jobs.

The race to replace Gov. Tony Evers, who is retiring after two terms, is open with no incumbent running for the first time since 2010. Roys lost to Evers in the 2018 gubernatorial primary, coming in third out of eight candidates behind him and Mahlon Mitchell, president of the Professional Fire Fighters of Wisconsin.

Programs for students with hearing and vision loss harmed by Trump’s anti-diversity push

The U.S. Department of Education has pulled funding for programs in eight states aimed at supporting students who have both hearing and vision loss, a move that could affect some of the country’s most vulnerable students.

The programs are considered vital in those states but represent only a little over $1 million a year in federal money. Nonetheless, they got caught in the Trump administration’s attacks on diversity, equity and inclusion, with an Education Department spokesperson citing concerns about “divisive concepts” and “fairness” in acknowledging the decision to withhold the funding.

The funding, which was expected to continue through September 2028, will stop at the end of the month, according to letters from the Education Department to local officials that were obtained by ProPublica. The government gave the programs seven days to ask officials to reconsider the decision.

The programs, part of a national network of organizations for every state, provide training and resources to help families and educators support students who are deaf and blind, a condition known as deafblindness that affects the ability to process both auditory and visual information. Those students often have significant communication challenges and need specialized services and schooling. (Education Week first reported that the department had canceled grants related to special education.)

Nationally, there are about 10,000 children and young adults, from infants to 21-year-olds, who are deafblind and more than 1,000 in the eight affected states, according to the National Center on Deafblindness. The programs targeted by the Education Department are in Wisconsin, Oregon and Washington, as well as in New England, which is served by a consortium for Massachusetts, Maine, Connecticut, New Hampshire and Vermont.

“How low can you go?” said Maurice Belote, co-chair of the National DeafBlind Coalition, which advocates for legislation that supports deafblind children and young adults. “How can you do this to children?”

In Oregon, the 2023 grant application for the deafblind program there included a statement about its commitment to address “inequities, racism, bias” and the marginalization of disability groups. It also attached the strategic plan for Portland Public Schools, where the Oregon DeafBlind Project is headquartered, that mentioned the establishment of a Center for Black Student Excellence — which is unrelated to the deafblind project. The Education Department’s letter said that those initiatives were “in conflict with agency policy and priorities.”

The director of the Wisconsin Deafblind Technical Assistance Project received a similar letter from the Education Department that said its work was at odds with the federal government’s new focus on “merit.” The letter noted that the Wisconsin Department of Public Instruction, which oversees the project, had a policy of ensuring that women, minorities and disabled veterans would be included in the hiring process.

The Education Department also was concerned about other words in the application, said Adrian Klenz, who works with deafblind adults in the state. He said he has talked with state officials about the discontinuation of the grant.

“I was told that apparently the administration is going through past grants and two words were flagged: One was transition and one was privilege,” Klenz said. “Transition — transitioning from childhood to adulthood. Privilege came up because a parent wrote a glowing review of staff that said what a privilege it was to work with them.” ProPublica obtained a copy of the grant application and confirmed that those words were included.

In a statement, Education Department Press Secretary Savannah Newhouse told ProPublica that the administration “is no longer allowing taxpayer dollars to go out the door on autopilot — we are evaluating every federal grant to ensure they are in line with the Administration’s policy of prioritizing merit, fairness, and excellence in education.”

Newhouse said the Education Department renewed more than 500 special education grants that fund services under the Individuals with Disabilities Education Act. She said the agency decided not to renew fewer than 35.

“Many of these use overt race preferences or perpetuate divisive concepts and stereotypes, which no student should be exposed to,” she said, adding that the funds will be put toward other programs.

The department started funding state-level programs to help deafblind students more than 40 years ago in response to the rubella epidemic in the late 1960s. While the population is small, it is among the most complex to serve; educators rely on the deafblindness programs for support and training.

Deafblind programs help educators learn the most effective ways to teach reading and connect families with state and local resources. The programs also tally the number of students across the country who are affected by deafblindness.

Disability advocates, who promote inclusion for people in their communities with disabilities, said they are struggling to reconcile how they can now be under attack for language about inclusion.

What’s more, under Joe Biden, who was president when the grant applications were submitted, language about diversity and inclusion efforts was required. The department at the time noted that “deafBlind children have complex needs and are among the most diverse groups of learners served” using federal special-education funds.

“We were required by the Biden administration to write a statement around equity,” said Lisa McConachie, of the Oregon DeafBlind Project, which serves 114 students in the state.

She said the Trump administration’s view of DEI is different from how inclusion is thought of by disability advocates. “Our passion and our mission is around advocacy for inclusion for kids with disabilities,” she said. “Students in special education are often marginalized in their schools. Students in special education are often excluded.”

Lanya Elsa, who lives in Washington and has two sons served by the state’s deafblind program, said the organization has provided strategies for her son’s educators over the years and has helped her connect with other families. She also is the former director of the Idaho program.

Elsa said that while the funding loss may seem small, “those vulnerable students have nothing else. It is devastating.”

The Education Department notified Wisconsin earlier this month that funding for its deafblind program as well as a separate federal grant to recruit special-education teachers was being discontinued. Officials there plan to appeal, according to the Wisconsin Department of Public Instruction.

About 170 deafblind students in Wisconsin are served by that grant, which funds assistive technology tools, coaching, family support and professional training across the state. And the recruitment of special-education teachers was begun to address a severe shortage.

“Make no mistake, losing these funds will directly impact our ability to serve some of our most vulnerable kids,” Wisconsin Superintendent of Public Instruction Jill Underly said in a written statement. “Losing these dollars at this point in the year will be devastating for the kids who need these supports the most.”

In Oregon, the impact will be felt soon. McConachie said about 20 families had signed up for a parent retreat next month to swap medical equipment, share resources and learn about services to help students when they get older.

“Gathering those families together is a lifeline for them,” she said. “These families are vulnerable and so are the kids.”

Without funding, the weekend will now be canceled. “The impact can’t be undone,” she said. “The disruption will be harmful for many years to come.”

A Milwaukee woman’s long journey to homeownership

Elizabeth Brown faced five years of housing troubles, homelessness and other barriers. But she can now say she’s a homeowner. 

Brown, 51, always wanted to be a homeowner but said it just hadn’t happened for her. Just a few years ago, Brown was choosing between feeding her children and paying her rent. After moving into a home in Milwaukee near North 20th Street and West Auer Avenue that quickly fell into disrepair, she decided it was time to make a dream a reality. 

“I just couldn’t do that anymore,” she said. “I knew I didn’t want to deal with landlords anymore.” 

Brown purchased her home through Acts Housing and moved in June 27.  

Brown is a mother of nine children, four of whom she still takes care of. She is a community organizer and the current president of Amani United, a neighborhood group.

“I love that she has this house now,” said Doris Brown, Elizabeth’s mother. “It feels like she’s reached the beginning of being settled, like she deserves to be.” 

The journey

Brown’s homebuying process took about two years. But she spent even longer preparing for it.

“It was hard because one day I was trying to survive,” she said. 

Two of Brown’s children are school-aged and two more are in college. As she prepared to buy a home, she was working to support her children and serving her community through her work as a leader for Amani United. 

Brown has spent significant time giving back to the community. She said when it came to the process of buying a home, it was that same community that supported her. 

Amanda Clark, housing coordinator for the Dominican Center, which often works in partnership with Amani United, has known Brown for eight years. She said she was excited to witness Brown become a homeowner. 

“I don’t think anyone is more deserving than Elizabeth,” she said. “Elizabeth acted as a pilot so that we can, as a community, help other residents access homeownership without as many barriers.” 

Overcoming barriers

Brown said there were many days when she just wanted to give up on becoming a homeowner. 

One challenge, she said, was simply saving the money needed to purchase her home. 

“When you are working with programs and following steps toward your goal, life is still happening,” she said. “I was homeless for six months during this process because the home I was living in just became unlivable.” 

She said there were times when she’d have to rent hotel rooms to meet her and her children’s hygiene needs or rent other places to cook for them. 

“There is always something else you need to do,” Brown said. “You think you’ve taken all the steps, then a coach will say, ‘oh you need to do this and this.’ ”

While she bought the home through Acts Housing, she said other supports, like staff from the Community Development Alliance, Milwaukee Metropolitan Community Church, Northwestern Mutual and LISC, were helpful in her journey.

A fresh start

Brown said buying a home feels like the beginning for her. 

“I’m happy, and my children are so proud of me,” she said. “But there is so much more I want to do.” 

Brown said homeownership is possible for anyone who wants to achieve it, so long as communities care. 

“It was a long fight,” Brown said. “But I’m a firm believer everything happens for a reason, and I had my experience so that I can help others do what I did.”

FEMA flood relief funds available to residents in Milwaukee, Washington and Waukesha counties

Federal disaster assistance is available to individuals in Milwaukee, Washington and Waukesha counties who were affected by historic rainfall and flooding last month. 

President Donald Trump announced on social media Thursday that Wisconsin will receive $29.8 million in federal disaster relief aid. 

The assistance could include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and families recover from the effects of the storms that occurred Aug. 9-12. 

A spokesperson for Milwaukee Mayor Cavalier Johnson said that how and when the money will be distributed to individuals will be determined by the Trump administration.

People who sustained losses in the designated areas should first file claims with their insurance providers and then apply for assistance online at DisasterAssistance.gov, by calling 1-800-621-3362 or by using the FEMA App.

State and federal officials believe the floods caused more than $33 million in damages to private property in Milwaukee, Washington and Waukesha counties. 

The request by Gov. Tony Evers for a presidential disaster declaration also included a request to FEMA’s Public Assistance Program for Door, Grant and Ozaukee counties. 

On Friday, FEMA officials announced that additional designations may be made at a later date depending on what damage assessments show.

The Evers administration estimates 1,500 residential structures were destroyed and flooding caused more than $43 million in public sector damage throughout six Wisconsin counties.

“Over the past month, my administration and I have been working hard to ensure the folks and families whose homes, businesses, schools, and community centers were impacted have the support they need to recover,” Evers said in a statement released Thursday evening.

A recent Associated Press data analysis found that disaster survivors are having to wait longer to get aid from the federal government than they did in the past.

Wisconsin to receive $29.8M in federal aid for flood victims

Wisconsin will receive nearly $30 million in federal disaster relief to aid victims of last month’s flooding.

President Donald Trump announced Thursday in a social media post that he had approved the state’s request to help Milwaukee and other parts of the state affected by floods. The total approved is $29.8 million.

The approval came one month after historic rainfall caused widespread flooding in southeastern Wisconsin and three weeks after officials from the Federal Emergency Management Agency were on the ground in Milwaukee to survey damage.

The storm left flooded streets and basements, downed trees and power outages in its wake. Some residents were left without basic services, and the flooding may have claimed the lives of some people who were homeless. 

State and federal officials found the floods caused more than $33 million in damages to private property in Milwaukee, Washington and Waukesha counties. The request by Gov. Tony Evers for a presidential disaster declaration also included a request to FEMA’s Public Assistance Program for Door, Grant, Milwaukee, Ozaukee, Washington and Waukesha counties. 

In a statement, Milwaukee Mayor Cavalier Johnson called the approval “a significant stride forward in this area’s recovery efforts.”

U.S. Rep. Gwen Moore, D-Milwaukee, spoke on the House floor Thursday to advocate for federal help for the city. In a statement, she said the funds “will help my constituents pick up the pieces, and I will keep fighting for the resources they need until they are made whole.”

U.S. Sen. Ron Johnson, R-Oshkosh, received the news of the declaration from Trump.

“Thank you to President Trump for continuing to deliver BIG TIME for Wisconsinites,” Johnson wrote on social media.

U.S. Sen. Tammy Baldwin, D-Madison, in a statement said she would “continue to closely monitor to make sure Wisconsin gets everything we need to be on the road to recovery and the whole-of-government recovery effort does right by all Wisconsinites.”

FEMA representatives are scheduled to return to Wisconsin this month to assess damage to public infrastructure. In addition to the damages to private property, initial reports collected by the state found more than $43 million in damage to public property across six counties.

Mendez, a Milwaukee native and one of the newsroom’s founding reporters, will guide the award-winning newsroom into its next chapter of community-driven journalism.

Mendez’s promotion marks a moment of growth as NNS expands its staff. Alex Klaus joins as an education reporter focused on accountability and solutions in Milwaukee’s K-12 schools, while Jonathan Aguilar, a bilingual multimedia journalist, brings reporting and photojournalism expertise to the team.

‘Trust and respect in the community’

A resident of Milwaukee’s Clarke Square neighborhood, Mendez has long grounded his work in the needs of the community. “I’m beyond excited to lead NNS through its next chapter of growth, as we continue to build on a strong foundation of trust and respect in the community,” Mendez said. “Our focus is going to be guided by their needs as we map out our future.”

A distinguished career

Mendez has built a career telling the stories of his Clarke Square neighborhood and beyond. His award-winning reporting has earned him a 2018 Regional Edward R. Murrow Award and multiple Milwaukee Press Club honors.

He has reported on critical community issues ranging from taverns and marijuana law enforcement to lead in water service lines and the opioid epidemic. Notable stories include an examination of families of homicide victims fighting for justice in Milwaukee’s hundreds of unsolved murder cases; an investigation into the city’s drug crisis, revealing how older Black men are dying of overdoses at staggering rates; and a look at Sherman Park three years after unrest, probing whether reforms improved police-community relations.

Video: How ‘community verifiers’ work to inform residents about ICE

As immigration enforcement increases in Milwaukee, some community members want to better document the activities of U.S. Immigration and Customs Enforcement, or ICE.  

Comité Sin Fronteras, an arm of Voces de la Frontera, is training people to serve as “community verifiers,” who confirm or deny reports of ICE actions and document incidents when they do happen. 

A key element of the project, dubbed “La Migra Watch,” is to raise awareness about the hotline anyone can use to report possible ICE activity, said Raul Rios, an organizer with Comité. 

“That is how, statewide, we can get involved and get on the ground to help each other,” Rios said. 

In the video above, Rios explains how the verification process works, and we follow a verifier after a call to the hotline is made.

Faster lines, less federal oversight and rising risks at US pork and poultry plants

He knows the drill: cut into the area behind the ears, find two small lymph nodes and incise them three or four times each. Check the nose and mouth for signs of disease — six to nine seconds to finish the inspection. Wash the gloves and sanitize the knives. One to two seconds to breathe. 

Another head is already coming. 

For a year and seven months, Lopez performed procedures like this for 10 hours a day, five to six days a week. It’s what he was trained for as a consumer safety inspector at the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS).

“I would have my fingers start to lock up because I was gripping my knives too hard,” Lopez said. “Even though we kept ourselves at a high standard of being clean, I felt dirty, so I didn’t like to eat. It’s hard to stay hydrated, because if I had to take a drink, I had to take off my gloves, and I don’t have a lot of time to do that.”

At larger processing facilities, Lopez — who left his position in April — would help inspect thousands of animals a day for issues ranging from fecal matter to pathogens. The fast operation rates posed a challenge but were manageable, he said.

“I would say I had enough time,” Lopez said. “Did I have as much time as I wanted? No, absolutely not.”

Many swine and poultry plants across the U.S. are now increasing rates of processing and inspecting animals — or line speeds. The change is part of what government officials call a “modernized” inspection system, which also shifts carcass sorting duties from federal inspectors to company employees.

In March, Agriculture Secretary Brooke Rollins announced plans to extend modernization waivers and to make faster line speeds a federal standard under President Trump’s second administration. 

The move could permanently change the level of oversight FSIS inspectors have on the lines.

The USDA has said increasing line speeds will help companies meet growing demand without “excessive government interference,” according to a March release. Pork and poultry industry groups backed the announcement almost immediately, and one company official told Investigate Midwest that privatizing certain responsibilities allows for more in-house accountability during inspections.

However, critics of the change argue that federal inspectors play an essential role as independent watchdogs in privately run plants, and increasing line speeds with less federal oversight poses a significant risk to consumers, workers and animals.

“To put it simply, the plant will control every aspect of it with minimal oversight,” said Paula Soldner, national joint council chairperson of an FSIS inspectors’ union.

Shifts to modernization began in 1997 as FSIS permitted faster line speeds and fewer federal inspectors at a handful of swine and poultry slaughterhouses nationwide. In 2014, a new program began permitting poultry plants to modernize voluntarily, and an opt-in system for swine plants followed in 2019.

As of August, 168 poultry plants and 18 swine establishments have converted to modernized models. Waivers for two poultry facilities and four pork plants are currently pending.

At modernized poultry plants, line speed caps have risen from 140 to 175 birds per minute, and their swine counterparts face no line speed limits. All these establishments rely on their own employees to sort carcasses — the process of analyzing meat and trimming off defects — while government inspectors remain hands-off at the ends of the lines. 

Though FSIS insists the modernized system keeps federal inspectors in charge, just with fewer physical responsibilities, The Washington Post reported in 2019 that inspection duties are shifting to private companies under modernization — if not on paper, then in practice. 

At Wayne-Sanderson Farms, the nation’s third-largest poultry producer with over 26,000 employees, modernization efforts have led to a handoff of inspection responsibilities, according to Juanfra DeVillena, senior vice president of quality assurance and food safety. He confirmed company personnel have taken over initial inspection tasks and are now in charge of ensuring quality, while federal inspectors continue to oversee food safety. 

“FSIS is food safety inspection, and they were getting into areas that did not belong to them,” DeVillena said. “What FSIS did is they just switched their focus to what they should have always done, which is food safety, and put the quality oversight back into our operations.”

In a statement to Investigate Midwest, a USDA spokesperson maintained that modernization is backed by “science and common sense.”

“These reforms allow for greater efficiency while strengthening U.S. food production, reducing costs for producers and consumers, and supporting a more resilient supply chain,” the government spokesperson wrote. 

‘Some of them can be sneaky’: Inspectors warn of food safety risks

From August 2023 to last April, Lopez worked as an inspector on and off the processing lines at 16 pork, poultry, beef or bison plants in three states. Multiple were modernized facilities, he said, including Pitman Farms, a Utah turkey establishment.

There, company personnel sorted the carcasses, and as a federal inspector, Lopez observed their actions and screened every bird at the end of the line.

There were benefits to this hands-off role, he said, like being able to “sit there and actually look at product and not have to focus on sharpening our knives.” That’s part of how FSIS framed the change in its modernization policy: By removing inspectors from hands-on duties, the agency said they could devote more time to evaluating carcasses online and completing offline verification tasks “that are more effective in ensuring food safety.”

“Extensive research has confirmed that modernized systems uphold the highest food safety standards,” the USDA spokesperson wrote to Investigate Midwest.

But under the poultry modernization program, only one federal inspector is stationed on each processing line, responsible for reviewing all carcasses sorted by plant employees. And problems arose for Lopez when the workers he oversaw consistently outnumbered him five to one. 

“Yes, we’re there, and we have the potential to see everything that’s going on, but in reality, it doesn’t always work out that way,” Lopez said. “You can’t look at five people and watch everything that they’re doing as well as pay attention to what you’re inspecting.”

To Lopez, the success of a plant’s modernization depends on staffing levels. If line speeds increase, so should the number of plant workers and federal inspectors to maintain food safety standards, he said. 

A USDA spokesperson did not address questions from Investigate Midwest about how the agency enforces federal staffing standards at traditional plants, and how these regulations differ at modernized plants.

Soldner, of the FSIS inspectors’ union, has visited several modernized slaughterhouses over the past few years. She said she noticed no glaring food safety concerns because all the facilities were “adequately staffed.”

But even sufficient staffing may not be enough. According to Lopez, FSIS requires its inspectors to undergo “intensive” training prior to certification, where food safety is highlighted as the top priority. At the modernized plants where Lopez worked, he said private employees tasked with carcass sorting went through similar training, though he believes it was not nearly as rigorous. 

FSIS does not mandate any standardized training for company sorters. The agency instead encourages companies to conduct independent training based on federal guidelines for both pork and poultry, which are derived from FSIS inspector training protocols.

At Wayne-Sanderson Farms, DeVillena said privately hired sorters undergo annual recertifications using an internal training manual developed from federal guidelines. The training includes classroom lectures, on-the-job training, follow-up sessions and continuous monitoring. 

“I honestly don’t know the frequency in which the FSIS inspectors get trained, but I can tell you that for our group, it’s more strict because we own that process,” DeVillena said. “We gotta be able to defend it and validate it.”

But Wayne-Sanderson’s approach is not industry standard — or federally mandated. Critics say that flexibility is the problem. Without enforceable, uniform training requirements, each company can decide how thoroughly its workers are prepared to identify contamination and disease.

In public comments on the 2019 swine modernization policy, several advocacy groups urged FSIS to establish official training for company sorters. Even industry members requested that the agency improve existing training guidelines.

FSIS responded that its current guide was sufficient, and it would not be “prescribing specific sorter training or certification.” When Investigate Midwest asked why, the agency did not respond.

Adequate training only goes so far, Lopez said. In his experience, even if carcass sorters were well-trained, their priorities as private personnel may have leaned toward keeping the lines moving.

“Some of them can be sneaky about what they do,” Lopez said. In instances where he flagged a carcass for contamination but didn’t immediately take control of it, he said employees would sometimes make the contamination “mysteriously disappear” or mix the carcass in with others. “They might do it in the name of efficiency, but not necessarily in the name of food safety,” he added.

In response to Lopez’s experiences at modernized plants, DeVillena said the structure of modernized inspection systems at Wayne-Sanderson Farms makes it “impossible” to hide defects.

“Even if we wanted to do that, which we don’t want to, there’s no way for us to do that,” DeVillena said.

DeVillena described two levels of FSIS oversight at his company: a carcass inspector stationed at the end of the line to catch external contamination like fecal matter, and a verification inspector who examines 10 carcasses in detail each hour, including internal checks, to make sure company employees do their jobs effectively. He emphasized that the latter inspector can open the carcasses, examine every surface and is not directly supervising the sorters’ work — but still has full access to verify product safety.

However, other inspectors have described experiences similar to those of Lopez. In April 2020, Jill Mauer, a federal consumer safety inspector, filed a declaration as part of a 2019 lawsuit against the USDA over its swine modernization policy. In it, Mauer said she’d been working at a modernized pork plant in Austin, Minnesota, for 23 years prior. 

“I have witnessed slaughterhouse employees attempt to sneak defective carcasses past me,” her declaration stated. Diseased animals and defects like “toenails, hair, and abscesses are routinely allowed for human consumption” at the facility, Mauer wrote.

Part of the problem, she said, was the short inspection time. At the modernized plant in Minnesota, “inspectors have about two seconds per pig to identify pathology and fecal contamination,” Mauer stated. Investigate Midwest reached out to her for comment, but she declined to speak on the record.

Soldner, who worked as a FSIS inspector for 32 years prior to her full-time role at the inspectors’ union, said this window wasn’t nearly enough time for federal inspectors to spot hazards — even if private employees had already reviewed the carcasses. 

The shrinking role of inspectors on pork and poultry lines reflect a fundamental shift in oversight, she said. 

“When I came in in 1987, we regulated the industry,” Soldner told Investigate Midwest. “Now, industry regulates what FSIS inspectors have the ability to do.”

Industry groups defend modernization

Pork and poultry industries claim faster line speeds do not make food any less safe.

When the USDA announced its plans to formally increase line speeds in March, the National Chicken Council, a trade association representing U.S. chicken companies, voiced its support. In a March 17 release, the council cited a 2021 study concluding that faster line speeds do not predict higher salmonella contamination risk in young chicken processing plants. 

In a statement to Investigate Midwest, Tom Super, the council’s senior vice president of public affairs, emphasized that modernization in poultry processing applies only to the speed of evisceration lines — the “highly automated” areas that involve organ removal, carcass cleaning and inspection.

“Food safety outcomes are not determined by the speed of the evisceration line,” Super wrote. Instead, he said, they depend on maintaining strict protocols, using science-backed safety measures and ensuring consistent oversight.

Investigate Midwest reached out to several other modernized swine and poultry companies for comment about faster line speeds and the reorganization of federal inspectors. None responded to multiple requests for comment. 

For years, industry groups have lobbied for faster line speeds, records show.

In 2017, the National Chicken Council petitioned the government to permit faster line speeds in young chicken slaughterhouses. Shortly after, multiple trade associations and corporations shared nearly identical letters of support.

In the letters, industry groups — including the Ohio Poultry Association, the Indiana State Poultry Association, Wayne-Sanderson Farms (then Wayne Farms) and House of Raeford Farms — celebrated the petition as a step forward in “promoting and enhancing FSIS inspection procedures” and “increasing industry efficiency.”

Industry members wrote that they believe modernization would maintain food safety, citing a 2017 federal report that found no increase in salmonella contamination at modernized poultry plants. 

“The data also demonstrated that inspectors are performing four times more off-line food safety verification tasks” in modernized plants than in their traditional counterparts, the letters stated.

In one letter, House of Raeford Farms — one of the top poultry producers nationwide — highlighted the “competitive disadvantage” of line speed caps. Plants in other countries like Canada operate at higher line speeds, the company wrote, so eliminating domestic line speed limits would “put U.S. producers on more equal footing.”

FSIS ultimately denied the National Chicken Council’s petition in January 2018, but said it intended to allow faster line speeds at young chicken plants that follow certain criteria “in the near future.” A month later, the agency published that criteria, permitting certain facilities to increase line speeds.

Now, under Trump’s second administration, faster line speeds are on track to become the new federal standard for both pork and poultry.

For plants with high daily outputs, Lopez, the former FSIS inspector, said that faster lines and shifting federal oversight could lead to food safety risks. But he sees potential in modernized systems, he said, especially at facilities that maintain sufficient staff and don’t overwhelm them with thousands of animals a day.

“I think that some of the medium-sized establishments really could benefit from it,” Lopez said. “The large establishments just kind of take advantage of it.”

Is speed or staffing to blame for increased worker injury? 

Data shows that meatpacking and poultry companies are among the most dangerous industries in America. 

Two government-commissioned studies published in January found that 81% of workers at evaluated poultry facilities and 46% of workers at evaluated swine plants were at high risk of musculoskeletal disorders (MSD) like carpal tunnel syndrome. 

Many workers and advocates say faster line speeds increase risk of injury. Jose Oliva — campaigns director at HEAL Food Alliance, a coalition of food and farm system workers — called the change a “total travesty” for plant employees. Prior to HEAL, Oliva served as director of the Food Chain Workers Alliance, which represents hundreds of thousands of workers in the food system.

“Even though you are wearing protective equipment, that does not give you 100% protection,” Oliva said. “If (workers are) injured or cut themselves, if the injury is not too deep, they just continue to work. The line just keeps moving.”

A policy brief from Johns Hopkins University supports this conclusion, according to Patti Truant Anderson, the brief’s author.

“What we found in our review of literature was that there’s strong evidence that line speeds are associated with higher worker perceptions of injury risk, so they feel like it’s more unsafe when they’re made to work at these higher line speeds,” said Anderson, who is policy director at the Johns Hopkins Center for a Livable Future. Her analysis also found that line speeds are associated with “lower worker well-being and higher injury risk from repetitive tasks,” she said.

Several reports by the U.S. Government Accountability Office, a federal watchdog agency, highlight these concerns. The assessments, published between 2005 and 2017, repeatedly note stakeholder concerns about worker safety with faster line speeds. When asked if GAO is investigating modernization in light of Rollins’ recent announcement, public affairs specialist Jasmine Berry Franklin told Investigate Midwest the agency has “nothing currently in the works.”

The National Chicken Council, however, points to results from the January study on poultry workers, which suggest no associations between evisceration line speeds and MSD risk. The identical study on swine workers found conflicting evidence: Faster evisceration lines were linked to an increase in MSD risk at one facility and a decrease at another. 

In the statement to Investigate Midwest, the USDA spokesperson cited the same studies, concluding “no direct link between line speeds and workplace injuries.” The agency’s March 17 announcement to formalize faster line speeds also halted any further collection of worker safety data from modernized plants, calling the information “redundant.”

According to Carisa Harris — principal investigator of both studies and director of the Northern California Center of Occupational and Environmental Health — evisceration line speeds aren’t the main determinant of worker safety. 

Instead, she said, the critical metric is piece rate: the number of animal parts handled per minute by each individual worker. While evisceration line speeds measure the speed at which the lines move in one stage of processing, piece rate takes into account both line speeds and staffing levels to determine the individual workload of each employee throughout the entire process. 

Both studies found a correlation between MSD risk and piece rate.

“There’s been so much attention on evisceration line speed, and our hope is that the conversation changes because that’s not the variable that’s going to help protect workers,” Harris said. “If we can talk about piece rate by area or by job, that would be a much more productive conversation to have.”

The two studies weren’t without limitations. One, as Harris called it, was “healthy worker survivor bias” — the tendency for results to reflect only workers healthy enough to continue on.

“Those who left employment due to work-related pain or the inability to keep up with the high pace of work were underrepresented,” the poultry report stated. The swine study echoed this limitation. 

Debbie Berkowitz, who served as chief of staff at the Occupational Safety and Health Administration from 2009 to 2014, said she believes evaluated plants may have also added staff during the study period to reduce individual workloads while under observation. 

“Because (the plants) knew they were being studied, they added workers to jobs, which meant that nobody was working harder and faster in the key jobs that they studied,” Berkowitz told Investigate Midwest.

The USDA spokesperson did not respond to a question about this phenomenon, but Harris acknowledged it was a concern — that plants may have temporarily improved working conditions during the study. However, she said her team regularly interviewed workers to assess whether the conditions they experienced during the studies matched their usual work environments. According to Harris, “very few” reported any differences.

Lori Stevermer, a Minnesota pork producer and immediate past president of the National Pork Producers Council, reiterated that “increased line speeds are not a leading factor in worker safety” in a statement to Investigate Midwest. 

Super, of the National Chicken Council, said unsafe line speeds would be counterproductive for the industry itself. 

“If line speeds are set too fast, then tasks will not be performed properly and the result will be a costly de-valuing of the final poultry products,” Super wrote in the statement. “No benefit exists for plant management to operate production lines at speeds that are unsafe, and will not permit all work to be performed at high levels of skill and competence.”

Where efficiency meets animal welfare 

Slaughterhouse operations are systematic. Animals undergo a step-by-step process that stuns, scalds, removes organs, washes, cuts and chills in a highly efficient fashion.

However, protocol can go awry for a variety of reasons, ranging from worker error to machinery malfunction. And animal welfare advocates allege that it has, especially at modernized swine and poultry plants with increasing line speeds and shifting federal oversight.

Delcianna Winders, director of the Animal Law and Policy Institute at the Vermont Law and Graduate School, said that faster line speeds result in more inhumane practices. 

“Animals who are not keeping pace with the line are handled violently by workers who are just trying to keep up,” Winders told Investigate Midwest. This involves “increased dragging of animals, hitting of animals and excessive electroshocking” leading up to slaughter, she said.

Concerns like these helped fuel a 2019 lawsuit filed by Winders and a group of animal welfare organizations, challenging the USDA’s swine modernization program. The lawsuit alleged, among other claims, that increasing line speeds and shifting responsibility from federal inspectors to slaughterhouse employees jeopardize humane handling.

“Even downed pigs — animals too sick or injured to walk — were handled in this way, because, according to a supervisor, they ‘don’t have time’ to handle them more humanely,” the lawsuit stated. 

As part of the court case, advocates and inspectors submitted a series of declarations about personal experiences with modernization. One testimony came from Mauer, the consumer safety inspector who raised food safety concerns about her modernized pork plant in Austin, Minnesota.

Mauer wrote that on multiple occasions, she noticed pig carcasses with water-filled lungs from the scald tank — a stage in the slaughter process where animals should be dead.

“While there are a few reasons why tank water in the lungs may occur, tank water in hogs’ lungs is an indication that pigs were possibly still breathing at the time they entered the scalding tank,” her declaration stated.

Improper execution at slaughterhouses isn’t a new complaint. In 2013, the Washington Post reported that nearly 1 million birds were boiled alive in U.S. poultry plants every year, based on USDA data. This was in part due to rapid line speeds, which can result in unsuccessful slaughter prior to scald tank immersion, the article found. 

But Super, of the National Chicken Council, maintained that modernization only changes the speeds of post-mortem evisceration lines. Leading up to and during slaughter, Super said, chicken processors consider animal welfare “the top priority,” and they “strictly adhere” to federal guidelines for humane handling.

Advocates remain critical. Michael Windsor — senior corporate engagement director at The Humane League, a nonprofit working to end farmed animal abuse — told Investigate Midwest in a statement that faster line speeds in any stage of processing add pressure to the entire system.

“Any increase in line speeds — pre- or post-mortem — create a dangerous ripple effect that increases suffering for animals and hazards for workers,” Windsor stated.

He added that consumers likely have a “limited sense” of what goes on behind closed doors at modernized plants. 

“When people think about food safety or animal welfare, they don’t necessarily picture the exhausted workers racing to keep pace with hundreds of birds per minute or the animals being improperly stunned and boiled alive,” Windsor wrote. “This lack of awareness isn’t accidental. The meat industry operates in secrecy, and USDA policies — like allowing company employees to replace federal inspectors — only deepen the opacity.”

Four years after the 2019 lawsuit, the judge dismissed the case and upheld the federal swine modernization program. In a December 2023 ruling, the court found that FSIS had adequately considered humane handling impacts, which was all the law required. 

Winders said she believes courts generally defer to the judgment of administration agencies like the USDA. 

“It’s very hard to prevail against an agency because everything is going to be interpreted in their favor,” she said.

Winders and her team stand firm on one claim, arguing modernization reduces federal oversight and endangers animal welfare. They’ve appealed the ruling, and an oral argument is approaching in the next few months. With formal laws on the horizon, Winders said issues surrounding modernization are only growing more critical — not just due to risks to animals, but also to workers and consumers. 

“It’s hard to disentangle the animal welfare concerns and human safety concerns,” she told Investigate Midwest. “They’re really intertwined.”

If you avidly read Wisconsin Watch, you’ve learned plenty about prisons in Wisconsin. As our reporting has shown, they’re overcrowded, understaffed and particularly expensive to operate. In 2020, the state spent $220 per resident to lock up people — significantly higher than neighboring states. 

Wisconsin Watch has covered prison issues for more than a decade, but we’ve prioritized that coverage since reporter Mario Koran teamed up with The New York Times to expose a staffing crisis that resulted in extended lockdowns, substandard health care for prisoners and untenable working conditions for correctional officers. Our press corps colleagues joined us with months of sustained coverage, forcing lawmakers and the Department of Corrections to respond in some ways

We’re proud of that reporting. But as we continue exposing such problems, we’re doubling down on exploring solutions. For instance, Addie Costello and Joe Timmerman last month profiled Camp Reunite, a unique program that helps Wisconsin prisoners maintain relationships with their children — recognizing that family visits have been shown to reduce recidivism.

Milwaukee tech college’s multicultural service cuts prompt pushback

Every time third-year Milwaukee Area Technical College student Devin Hayden comes to the Office of Multicultural Services, student service specialists welcome her with open arms.

“It’s literally just nothing but ‘hi Devin, how are you doing? How’s your parents?’ ” she said. “I felt like I could talk to them about anything that was going on.”

Now, students like Hayden are wondering where they’ll find support once the office closes on Sept. 18. 

In August, MATC announced it is restructuring the office into a new Office of Community Impact and eliminating four student service specialist positions to comply with federal recommendations to end race-based practices.

Some are questioning whether the decision aligns with the message the college sends regarding inclusivity and diversity. 

‘Safe space’

Walter Lanier remembers students walking through the doors of the Office of Multicultural Services saying, “this is different when I walk in here.”

Lanier, who ran the department until 2020 and left MATC in 2022, said many students of color consider the office their “home base.” He thinks it will be almost impossible to fill the gap left by eliminating four student support specialists.

They specialize in serving the needs of Black, Indigenous, Asian and Hispanic students but also work with students from other backgrounds.

The office also rescued leftover food from the cafeteria and gave it out to students free of charge, Hayden said. She said some students came to the office for food every day.

“I would cash in on that because sometimes I don’t have enough money for lunch,” Hayden said.

Crystal Harper, a student who’s taken classes at MATC for nine years, said the office is her “safe space.” She credits the office for supporting her growth in school, even connecting her with an internship and supporting her candidacy for MATC governor.

“When eagles fly, they don’t have to move their wings. They’re just soaring. So they told me to be like the eagles — continue to soar,” Harper said. “That’s what my plans are, to continue to soar.”

Hayden, who identifies as a Black queer woman, said she didn’t just feel like a number at the Office of Multicultural Services like she does in other spaces on campus. 

Eliminating that space contradicts the college’s message of “community and inclusivity,” Hayden said. 

“The message that (the college is) spreading that yes, we promote students, we promote students of different walks of life but then at the same time we’re going to eliminate this entire department is ridiculous to me,” Hayden said. “None of us are trusting that. None of us think that that decision is right.”

MATC to ‘champion holistic support for all students’

The four student service specialists received an email on Aug. 19 informing them that the Office of Multicultural Services will be restructured into the Office of Community Impact and their positions would be eliminated.

The office will “champion holistic support for all students,” MATC told NNS in a statement.

The decision comes amid the Trump administration’s efforts to revoke federal funding from colleges and universities that use “race-conscious practices” in programs or activities. 

MATC leaders said they restructured the office to align with the administration’s guidance because the office solely serviced students who identify as a specific race or ethnic group. 

“Fulfilling our mission to serve all students in our community while adjusting to this guidance from the U.S. Department of Education has been challenging,” read the statement from MATC. “We want to continue to stress our commitment and focus on supporting each and every one of our students, providing them with the resources they need to succeed.”

MATC leaders said they are equally committed to supporting the employees whose positions were eliminated.

In the email, Michael Rogers, vice president of student engagement and community impact, invited support specialists to apply for two new positions within the Office of Community Impact: one that focuses on “specialized training and student events” and another for “mentorship programs,” if they wished. 

Additional concerns

In an Aug. 26 MATC District Board meeting, student service specialist Floyd C. Griffin III, who worked in multicultural services for four years, asked the board why the college eliminated his position. 

“I’m living through the indignity of working day after day knowing that my service, my dedication and my livelihood have already been dismissed by leadership,” Griffin said. “After years of commitment, this is how the college treats its employees of color — rushed, silenced and discarded.” 

The four service specialists are people of color. 

Tony Baez, the former MATC vice president of academic affairs, implemented bilingual programs at MATC in the 1990s. He said MATC President Anthony Cruz should rethink eliminating support specialists.

“MATC is an institution that is so large that with each (support specialist), you can ease them into other kinds of positions to help those students that need the support systems,” Baez said. “He had options.”
