Operation STEER Hands-On School Bus Emergency Training Expands in Texas

More than 200 transportation and emergency response professionals gathered recently for the second annual Operation STEER (Student Transportation Emergency Education and Response), a hands-on school bus safety training initiative aimed at improving emergency preparedness for school transportation personnel statewide.

Hosted by Region 6 Education Service Center (ESC) on March 1 and in partnership with the Texas Department of Transportation, the full-scale training event held at the Hays Consolidated Independent School District Transportation Training Facility near Austin provided live emergency simulations for school bus drivers, first responders and education officials. Attendees represented over 65 Texas school districts, reinforcing the program’s growing statewide impact.

Diane Wilson, the school bus safety training specialist for Region 6 ESC, first conceived Operation STEER after attending an emergency evacuation training session at the TSD Conference in November 2023. The immersive experience, led by Launi Harden, Denny Coughlin, Diandra Nugent, and Aaron Harris, places participants in high-pressure crisis scenarios, including evacuating a smoke-filled school bus, securing and handling training dolls representing children of various ages, and practicing emergency techniques such as seatbelt cutting, fire extinguisher use, and proper evacuation methods.

“The ability to remain calm and take decisive action in a crisis can be the difference between life and death,” Wilson said. “I wanted to bring that level of preparedness to Texas so that our school transportation teams and emergency responders could experience firsthand what it’s like to manage these high-pressure situations.”

By expanding on the TSD Conference’s core training elements, Wilson designed Operation STEER to offer school districts a realistic, scenario-based approach to handling transportation emergencies. The program also prioritizes assistance for preschoolers and students with disabilities, ensuring all children receive the specialized care and securement they need during an evacuation.

Operation STEER is made possible through a collaboration between Region 6 ESC and a grant from the Texas Department of Transportation, with support from industry partners and vendors that contributed resources, expertise and donations to enhance the training experience.

“Their contributions were essential in delivering a comprehensive and impactful training experience,” Wilson said. “With the support of these industry leaders, we’re able to continuously expand and improve our training efforts, ensuring that school transportation professionals and first responders receive the most effective hands-on experience possible.”
Participation in Operation STEER has grown significantly compared to its inaugural year. This year’s event brought together over 200 attendees, including transportation dispatchers, bus drivers, transportation directors, school bus driver trainers, firefighters, EMS students, and first responder trainees.

“This diverse group of professionals creates a richer, more collaborative learning environment,” Wilson explained. “It’s not just about training school bus staff, it’s about ensuring that emergency responders, transportation leaders and safety professionals are working together as a unit to handle real-life scenarios.”

With the program’s train-the-trainer model, school districts can implement Operation STEER’s lessons within their own communities, ensuring that best practices reach transportation teams across Texas.

The event featured interactive emergency response exercises, equipping participants with critical life-saving skills through immersive, real-world scenarios. Key demonstrations included:

  • Live extrication exercises with Travis County Fire Rescue, simulating school bus rescue scenarios using specialized equipment.
  • Smoke-filled bus evacuation drills, allowing participants to practice safe student extraction in low-visibility emergency conditions.
  • Fire extinguisher training, teaching bus drivers how to control small fires before they escalate.
  • CPR, first aid, and “Stop the Bleed” training, provided by the Capital Area of Texas Regional Advisory Council (CATRAC).
  • Special needs student securement and evacuation, in collaboration with BESI and Q’Straint, focusing on the unique challenges of assisting students with disabilities.
  • Emergency railroad evacuation drills, conducted with Operation Lifesaver and Leander  Independent School District, reinforcing best practices for evacuations near railways.
    Wilson emphasized that the curriculum is continuously evolving based on industry best practices and feedback from past participants.

“This year, we placed a greater emphasis on special needs student securement and evacuation procedures,” she said. “We wanted to ensure that transportation personnel are equipped to assist students with a wider range of disabilities during emergency situations.”
Wilson said she is already planning expanded future Operation STEER events.

Wilson shared she and her team are considering introducing new training modules, including active assault/weapon response scenarios and extreme student behavior management, to better prepare transportation professionals for complex crisis situations.

“We want to make sure that transportation staff are fully equipped to handle complex, high-stress situations in real time,” Wilson noted.

In addition to expanding the event’s content, Wilson said she has her sights set on broadening the program’s geographic reach.

“Our vision is to take Operation STEER to all regions of Texas, ensuring that every school district and emergency responder has access to this essential training,” she said. “We’re also exploring ways to share this experience at a national level, helping other states strengthen their student transportation safety measures.”

Study: Electric School Bus Reliability, Cost-Effectiveness Stand Up in Montana Extreme Cold

A recent study conducted for the Montana Department of Environmental Quality (DEQ) claims that electric school buses (ESBs) are not only viable but also advantageous in Montana’s harsh winter conditions.

The study published last September by clean energy nonprofit VEIC evaluated all 17 ESBs that are currently operating across six school districts: Bigfork, Billings, Clinton, East Helena, Fairfield, and Havre. The findings indicate significant fuel cost savings, reliable performance in subzero temperatures, and positive feedback from both drivers and transportation managers.

A Montana DEQ spokesperson told School Transportation News the agency partially funded 11 of the 17 ESBs studied. The EPA Clean School Bus Program also provided funding.

One of the primary concerns regarding electric vehicles in Montana is their performance during severe winter weather. The study found that ESBs operated effectively even when temperatures dropped to 25 degrees below zero. While vehicle efficiency decreased by up to 40 percent in such extreme cold, the buses consistently met the required daily route distances. Notably, the study said ESBs demonstrated more reliable start-up performance compared to diesel buses, which often face challenges like fuel gelling in low temperatures.

Brian Picariello, the principal consultant and clean transportation lead at VEIC, emphasized the efficiency of electric school buses in extreme weather.

“One major takeaway from the study was that, on average, the electric school buses were almost four times more efficient than the diesel alternative,” he told STN. “The buses also had sufficient range to complete their assigned routes, even under extreme cold and hot conditions. In fact, during a significant cold front, the temperature dipped more than 20 degrees Fahrenheit below zero, and the diesel buses at one agency had to be taken out of service while the electric buses continued operation, albeit with a 30- to 40-percent range reduction.”

Havre Public Schools near the U.S-Canada border launched its electric school bus program in late 2022, putting two Lion C electric buses into service by early 2023. Allen “Woody” Woodwick, the district’s fleet manager, said skepticism was high at the start of the program.

“There was a lot of people that said you couldn’t run electrics up in Montana, so that was somewhat of a challenge,” Woodwick told Montana Public Radio earlier this month. “And it looks like we’ve been proving the simple fact is yes, we can.”

He shared with STN that the Lion ESBs “have been largely problem-free,” but he added that obtaining parts and service has been an ongoing issue, largely due to Havre’s remote location in north-central Montana.

“The few service techs they had were nowhere near Montana. They were expecting to expand but other issues arose,” Woodrick continued. “So, we plan on running the buses as we have been and figure out the challenges as they come, and source our parts from the suppliers or manufacturers.”

Other Montana school districts that participated in the study include Bigfork (one Lion C), Clinton (two Lion Cs) East Helena (one Lion C), Fairfield (three Lion Cs), and Billings (eight IC Bus CEs), with all buses deployed between January 2023 and January 2024.

The transition to electric buses has also resulted in notable cost savings. Each ESB averaged $1,575 in annual fuel savings compared to traditional diesel buses. Additionally, maintenance costs are expected to decrease over time due to the simpler mechanics of electric drivetrains, which have fewer moving parts and do not require oil changes or exhaust system repairs, the study noted.

However, the study highlighted that per-mile energy costs could vary, with fleets subject to utility demand charges seeing energy costs twice as high as those without such fees. This discrepancy emphasizes the role of local utility pricing structures in determining the overall cost-effectiveness of ESBs. According to VEIC’s full report, understanding these factors is critical for districts considering electrification.

Beyond economic advantages, the adoption of electric buses contributes to a reduction in greenhouse gas emissions and air pollutants. ESBs produce zero tailpipe emissions, leading to improved air quality for students and the community. Even when accounting for emissions from electricity generation, the overall environmental footprint of ESBs is significantly smaller than that of diesel buses.

Picariello noted that even with the use of auxiliary diesel heaters in winter months, ESBs significantly reduced emissions compared to diesel buses.

“The buses in this study with auxiliary heaters, maintained efficiency and range during winter months better than buses in previous studies,” he explained, citing the example of NREL’s 2022 report on electric transit buses in Duluth, Minnesota. “Although the significance was not assessed directly, it does seem likely that the auxiliary fuel heaters allowed the buses to continue operating efficiently at extreme temperatures compared to buses that use electric resistance elements for cabin heating.”

Meanwhile, transportation managers and drivers have reported positive experiences with the new electric buses, according to the study. Drivers noted better acceleration and quieter operation, enhancing the overall transportation environment. Despite a slightly lower top speed compared to diesel buses, the performance of ESBs has met the daily operational needs of the districts.

Picariello emphasized the enthusiasm among drivers and school managers.

“We were also pleasantly surprised to hear how much drivers and school managers loved the experience once they were trained and got used to the new equipment,” he said. “It’s promising to hear that on-road performance across driving conditions met or exceeded that of internal combustion alternatives. It was also encouraging to hear all the folks who manage these fleets year after year would recommend them to other districts in the area.”

Regarding reliability, the study reported that ESBs were available for route service 82 percent of the time, compared to 94 percent of the time with diesel buses. The study noted that 72 percent of the out-of-service days for ESBs occurred in a single district. Excluding that district, the remaining ESBs had an availability rate of 93 percent. The primary causes of downtime were related to components outside of the electric drivetrain, highlighting the need for comprehensive maintenance training and support.

While funding is often cited as the primary barrier to widespread ESB adoption, Picariello pointed out additional challenges.

“Funding aside, the main barriers for schools are split in two categories: Infrastructure improvements and change management,” he explained. “Schools often need to work with a local electrician, charging manufacturers, and their utility to make the necessary electrical upgrades for more capacity and install charging equipment, all of which takes a lot of coordination and time and potentially cost.”

Picariello added that early collaboration with utilities is key to overcoming these challenges.

“The sooner a district can engage their local distribution utility to discuss the scope of the work, the better. From there, fleet managers, technicians and drivers need access to expert-level training and support services to help their teams get comfortable with the electric buses and charging infrastructure, like any new technology.”

He emphasized that ensuring contracts with vehicle OEMs and charging manufacturers include sufficient training and support can help districts confidently transition to electric fleets.

Connie Murray Remembered for Advocacy of Child Safety, Securement in School Buses

Constance “Connie” Sue (Newton) Murray, a dedicated advocate for child safety and former owner of E-Z-ON Products, Inc., passed away unexpectedly on Oct. 26, 2024. She was 80.

She was buried at Forest Hills Memorial Park in Palm City, Florida, on Jan. 29, her daughter Wendi Hancock told School Transportation News.

Murray’s life was defined by compassion, innovation and an unwavering commitment to improving transportation safety for children and individuals with special needs.

She was born on April 23, 1944, Zanesville, Ohio, and graduated from Philo High School in 1962. She worked as a registered nurse for more than two decades, bringing care and comfort to those in need. Her passion for helping others ultimately led her to transition into the safety industry, where she made an indelible mark.

Murray founded E-Z-ON Products, Inc. of Florida, a company dedicated to designing and manufacturing safety restraints for children and adults with disabilities and special needs, in 1985 and served as president. Under her leadership, E-Z-ON Products developed multiple innovations that continue to be widely used in school transportation today. Her dedication earned her recognition as a pioneer in the industry, with many considering her an icon for her contributions to student safety.

Hancock, recalled the passion that drove her mother’s work.

“Honestly, my mom loved to help people,” Wendi Hancock wrote to STN in an email. “When she first acquired E-Z-ON, the company was manufacturing racing seatbelts for cars. She saw a greater need and used her nursing background to create the safety vest for transporting special needs students and patients.”

She went on to describe her mother’s impact.

“During the time she owned E-Z-ON, she developed multiple other products that became widely used in the school industry,” Hancock added. “She even created specialized equipment for Johns Hopkins Hospital to help transport immobile patients or those needing more support than a standard seat belt could offer.”

“My mom prided herself on making the best product for everyone,” she said. “She had a kind soul and was always there when you needed her most.”

Murray’s influence extended well beyond her business. She was a devoted advocate for the student transportation industry and a beloved figure within the community. A testament to her commitment was her sponsorship of the slots tournament at the STN EXPO West conference in Reno, Nevada. This annual event became a favorite among attendees and vendors, serving as a platform for building camaraderie and celebrating the industry’s shared mission. Colleagues and friends recall her generosity and warmth, which left a lasting impression on everyone she encountered.

Murray sold E-Z-On Products in 2017.

Beyond her professional achievements, Murray’s personal life reflected her values of care and dedication. She was a skilled seamstress and quilter, sharing her creations with friends, family and local organizations. Her community involvement earned her accolades, including being named Senior Citizen of the Year, highlighting her tireless efforts to give back and make a difference.

Murray is survived by her daughter, Wendi (Fitz) Hancock (Patrick), and her beloved granddaughter, Alexandra. She was a cherished sister to Ronald (the late Sue) and Donald (Shirley) and held close ties with many other family members and friends.

Amid Youth Vaping Epidemic, Prevention Efforts Begin to Target School Buses

Vaping among minors has emerged as a significant public health crisis, prompting school districts, student transporters, parents and public officials to take aggressive action.

This crisis, fueled by the marketing strategies of companies like e-cigarette companies like Juul Labs, has led to a wave of litigation, settlements and innovative prevention strategies. The rise in vaping has spurred interest in new technologies, such as vape detectors, with potential applications even on school buses.

Juul Labs settled a lawsuit led by San Franscisco Unified School District in December 2022, marking a pivotal moment in the battle against youth vaping. The reported $1.2 billion settlement resolved over 1,500 lawsuits filed by school districts, cities and counties nationwide. The legal fight emphasized the role Juul and its parent company Altria played in creating and perpetuating the youth vaping crisis.

Mike Dorn, executive director of Safe Havens International, testified during the trial about the severe consequences of vaping on school grounds and during transport, providing compelling evidence that contributed to the settlement. “The scope of this crisis is unprecedented,” Dorn told School Transportation News, referencing not only the rise in nicotine addiction among minors but also the emergence of vape devices used for substances like THC oil, crystal meth and fentanyl.

Dorn highlighted alarming incidents that underscore the dangers of vaping in unsupervised environments. For example, ambulances in Palm Beach County, Florida, were dispatched to treat 11 students who overdosed after sharing a vape device on a school bus. A similar case occurred in Glynn County, Georgia, where 12 students overdosed in an athletic transport van. Dorn said these cases demonstrate the rapidly evolving nature of the crisis and the urgent need for preventative measures.

“These devices were never just about nicotine,” explained Dorn, a member of STN’s editorial advisory board. “With aftermarket pods and illicit substances, we’ve seen students exposed to risks far beyond addiction, including overdoses and physical harm from malfunctioning devices.”

Vape Detectors: A New Frontier in Prevention

To address the crisis, school districts are exploring new technologies to curb vaping. Vape detectors are promising tools for creating vape-free environments. While these devices have been installed in school bathrooms and other indoor areas, their potential use on school buses represents a new frontier in prevention efforts.

Randall Jubb, president of school bus contractor Jubb’s Bus Services, said he sees on-board vape detection as a crucial step in curbing the issue before it escalates further.

“We are planning to implement a demonstration of selected units in our fleet, with detectors positioned under the seats, as vape is denser than air and tends to settle lower,” Jubb explained. “A puck-sized indicator will be installed in the driver’s area to provide an immediate alert. Additionally, an app will be installed on school administration devices to notify them of any alerts, including the specific bus number and the time the alert was triggered.”

Jubb emphasized that this system—when combined with video surveillance and school bus driver observation—will provide the best chance at accurately identifying offenders.

“We recognize the severe impact vaping can have on the health and well-being of our students, and we believe that any deterrent is crucial in safeguarding their future,” he added.

Guy Grace, a representative of Partner Alliance for Safer Schools (PASS) and a retired director of safety and emergency planning for Littleton Public Schools in Colorado, emphasized that vape sensors alone are insufficient to address the youth vaping epidemic. Based on insights from safety practitioners across the country, Grace outlined a multi-layered approach that integrates vape sensors with human roles, processes and additional technologies to maximize effectiveness

First, he said properly designed awareness programs are critical. Students and parents need to understand the addictive nature of e-cigarettes and the policies in place to address violations. Education campaigns that involve students and parents can significantly reduce vaping incidents.

The stealthy nature of vaping also necessitates vigilant student supervision, he continued. While vape sensors can alert staff to incidents, live supervision in restrooms, stairwells, and other hotspots is essential. Free training videos on supervision techniques are available through Safe Havens International to help staff improve their ability to detect and deter vaping.

Grace noted additional personnel, such as vape prevention coordinators and monitors for hot-spot areas, are often needed to support detection technologies and ensure consistent enforcement. These roles work alongside technology to address vaping more effectively.

Vape sensors can detect e-cigarette aerosols in areas where direct supervision is challenging, such as restrooms and locker rooms. He said these devices can also integrate with smart cameras and analytics software, enforce no-go zones and monitor high-traffic areas.

Robust electronic hall-pass systems help administrators track students’ movements and identify patterns of misuse, Grace offered. These systems can also prevent students with a history of vaping together from obtaining hall passes simultaneously.

School buses represent a critical and often overlooked area in the fight against youth vaping. Grace discussed the potential for integrating vape detectors, which can range in cost from hundreds of dollars to about $1,000 dollars, with modern bus surveillance systems, including 360-degree cameras and real-time monitoring capabilities. These tools can help capture activity both inside and outside the school bus while ensuring driver focus remains on the road.

“While no districts have officially implemented vape sensors on buses yet, the technology exists to make this feasible. Early adopters could set an important precedent for broader adoption,” Grace said, referencing ongoing pilot programs and partnerships with companies like Zeptive.

“Like IP cameras, vape sensors require relatively low power and can be connected via Ethernet to a bus’s power switch. While APIs for integrating vape sensors with bus cameras are still under development, standalone sensors can already enhance monitoring efforts,” he continued.

Grace noted that vape detection companies are exploring pilot programs to evaluate these systems in real-world conditions.

He also detailed how students attempt to evade detection, exhaling mist into bottles or vaping under desks. He emphasized the importance of proper device placement, sensor sensitivity adjustments and ongoing staff training to counteract these methods effectively.

Progress and Challenges Ahead

The battle against youth vaping is far from over, but progress is being made. School districts like San Francisco Unified are leading the way with comprehensive prevention programs and forward-thinking solutions. By addressing the root causes of vaping and equipping students with the tools to make healthier choices, communities can take meaningful steps toward ending this crisis.

“This is about protecting our kids,” said Jenny Lam, president of the San Francisco Board of Education. “We’re committed to using every tool at our disposal to ensure they have a healthy, smoke-free future.”

Grace echoed this sentiment, noting that while challenges remain, the collective efforts of educators, parents, and policymakers offer a path forward.

“The stakes couldn’t be higher, but with determination and innovation, we can turn the tide,” he said.

Integrating these systems with existing school bus technology could provide a seamless solution for tracking incidents.

“The one thing I might add is that the system interfaces with the bus monitoring systems, reporting and time-stamping any alerts to make tracking easier,” Jubb noted.

While detection technology plays a vital role, the broader issue extends beyond school buses and into classrooms. Mike Anderson, CEO and founder of school vaping sensor manufacturer Space Coast Technology Solutions, highlighted how vaping has become a significant disruption to education itself.

“In our research, vaping is listed as the number one challenge facing educators,” Anderson said. “Students are distracted in class, and school resources are consumed with policing instead of educating.”

The same could be said for school bus drivers, who need to be concentrating on road traffic but increasingly have student misbehavior to contend with.

Industry Mourns the Loss of School Transportation Leader, Contractor Van der Aa

The school transportation industry is mourning the passing of Terry Van der Aa, whose impact on the sector spanned decades. He died the day after his 79th birthday on Jan. 17 at his Hinsdale, Illinois, home.

Van der Aa, is a National School Transportation Association Hall of Fame member and past recipient of the Golden Merit Award and School Bus Contractor of the Year. He was owner and CEO of Vancom Transportation, a Chicago-based school bus company that he sold to Laidlaw Transit in 1997. He retained ownership of ATC/Vancom, a provider of transit and charter bus services.

Terry Van der Aa was inducted into the NSTA Hall of Fame in 1997.

Van der Aa also served two terms as NSTA President, first from 1978-1979 and again from 1983-1984. His leadership helped shape the future of the association and the broader school transportation sector.

In the following years, Van der Aa took on leadership roles in public transportation, serving as chairman of Veolia Transportation, a major transit bus provide. His expertise in transportation management and operations made him a sought-after figure in the industry, leading to his work with the consulting firm Transpar Group in 2010.

Beyond school bus and public transit, Van der Aa held board positions in banking and healthcare, demonstrating a broad commitment to community service and corporate leadership. His strategic insights and leadership helped shape the future of student and public transportation, leaving a lasting legacy.

“Terry was a pioneer in the school bus and transit industries,” said a former colleague. “His contributions helped modernize transportation operations and ensure safe, efficient services for school districts and municipalities across the country.”

NSTA extended its deepest condolences to the Van der Aa family in an email to members.
