Illinois School Bus Driver Arrested Following Child Sexual Assault Allegation

A school bus driver contracted to transport students for the Rantoul City School District in Illinois has been arrested on allegations of predatory criminal sexual assault of a child, reported WCIA News.

According to the news report, 35-year-old Illinois school bus driver Johnnie C. McClendon Jr. was taken into custody May 28 following an investigation conducted by the Rantoul Police Department. Police said McClendon was arrested without incident.

McClendon is employed by First Student Inc., the transportation company contracted to provide bus services for the district, said police via the article.

“At this time, investigators have received no allegations of misconduct related to his employment, and the investigation appears to involve matters unrelated to his position with the company,” the police department said in a statement to local news reporters.

Police reportedly declined to release additional details, citing the need to protect the integrity of the investigation and the privacy of those involved. Court records had not been updated as of Friday to reflect formal charges filed by the Champaign County State’s Attorney’s Office. McClendon remained in custody following his initial court appearance.

Rantoul City Schools Superintendent Scott Woods said district officials were notified by police of the arrest and immediately contacted First Student regarding the driver’s status.

“We have confirmed with First Student that the individual will not be driving for our school district in future,” Woods said in a letter sent to families.

Woods said district officials have been informed that the allegations are not related to McClendon’s conduct while driving a school bus. However, he noted the district has not received information indicating whether the alleged conduct involved a student enrolled in the district.

“We take all matters involving the safety and well-being of children extremely seriously and are monitoring the situation closely,” Woods wrote. “Student safety remains our highest priority.”

The district said it will continue cooperating with law enforcement and communicating with First Student as appropriate.

Police encouraged anyone who may have experienced inappropriate conduct, whether related to the case or otherwise, to contact the Rantoul Police Department. The investigation remains ongoing.

Planning the Perfect Rollout: Secrets for Successful Software, Hardware Upgrades

Many school transportation departments throughout the U.S. are currently engaged in software and hardware upgrades—from exploration to implementation—with goals to make the process as smooth as possible while reaping top-level returns on that investment.

Habersham County Schools in Clarkesville, Georgia transports some 4,000 of its approximately 7,000 students throughout the district’s 350 square miles. Stephanie Walker, director of transportation for the district, noted Habersham is in the final stage of a complete bus radio replacement, which entails all new equipment and installation.

“This upgrade was a result of our 911 emergency services upgrading their radio system, and we wanted to remain on the same system as we have always been,” she said. “This project has been a long process, and we are excited to see our radio coverage increase significantly throughout our school district.

“This has always been a safety concern because our existing coverage included portions of our district that had little or no coverage due to terrain and older equipment,” she continued. “We are thankful to be on the same radio network as our emergency services as it relates to safety and monitoring by our emergency management services.”

Walker noted the district is currently considering new software for routing to replace its existing program. “With this replacement, we are considering the addition of student tracking, parent app and live GPS,” she said. “We have evaluated several options and are moving forward with recommendations soon. I believe the additions of student tracking and live GPS will bolster our continuing efforts to maintain high levels of safety for our students.”

Meanwhile, Lamar Consolidated Independent School District in Rosenberg, Texas, which serves approximately 48,000 students, with an average of a little more than 22,000 students transported daily by school bus. Lamar CISD is also the home of the 2026 AASA Superintendent of the Year Roosevelt Nivens.

“Providing safe, reliable transportation at this scale requires a strong operational foundation supported by technology, communication and collaboration,” said Michelle Summers, the assistant director of transportation at the district’s Rosenberg location.

Regarding software and hardware updates, Summers noted the district currently utilizes student monitoring technology that allows students to scan on and off the bus. “This provides parents with visibility into where their student is and adds an additional layer of safety and accountability,” she added.

The district’s school buses also are equipped with tablets, enabling drivers to operate their routes in a hands-free environment, eliminating the need to handle paper route sheets while driving. “Additionally, we have a parent app that allows families to track their child’s bus in real time and view student scan activity,” said Summers. “Together, these tools enhance communication, situational awareness and overall safety for students, drivers and families.” Newport News Public Schools in Virginia recently completed the RFP process to purchase updated routing software.

“We are migrating to a new field trip software as our current software by App Garden is being absorbed by Pathwise,” said Sharon L. Moore, transportation operations manager for the district that transports 19,000 of its district’s 25,500 students via school bus. “There are plans to have our student referral process become digital. We are currently exploring different software to assist us in this goal.”

Addressing challenges and lessons learned, Moore noted it can be challenging during the RFP process to identify software that encompasses all district wish-list items.

“There must be concessions made by both sides to come to the point of making a purchasing decision,” she added. “In the past, we have had to understand that proposals put forth by vendors need to be looked at as a used car sales approach, where everything looks shiny and new. But when we get to implementation, that is where the dings and dents come to light and there is more work than anticipated to get the program up and running for the district.”

That has made district staff aware that they need to ask more in-depth questions during the proposal phase to ensure the product being presented will be adequate to meet its needs, she added.

“If we can weed out the programs that would not be able to do what we need them to do during the RFP process, it saves so much more time and energy during the implementation phase,” said Moore. “We had a situation where we had gotten to the implementation training for a major product and had to back out because it simply would not have worked for our district,” she added. “We found that had we asked more in-depth questions during the process, we could have saved both us and the vendor months of work.”

Walker said one of her biggest challenges is finding the best time to perform equipment replacement and/or installation of new software, including training of all staff and
verification of data transfer.

“We are just now reaching the equipment replacement portion of the new bus radio system and are scheduled as soon as we end our normal school year, for which I am thankful,” she continued. “The timing of the radio equipment will allow for a quicker, seamless installation. However, we were prepared to coordinate the best rotation possible if it were to occur during school days.”

Walker added that any upgrades to the routing software and the new addition of the student verification and parent app will likely occur during the next school year. “Part of our current discussions are planning for this to happen and how we feel is the best approach for the transition if we are able to move forward as we hope,” she noted.

Summers noted the challenges associated with implementation occurred prior to her start with the district. She was informed the process was “very rocky during the first few years.”

“As a district, we worked closely with Tyler Technologies to identify errors within the system and received much needed training. As a result of those efforts, the opening of the 2025–2026 school year was very smooth, showing significant improvement,” she continued,
adding some technology challenges remain, especially related to connectivity and RFID issues. “However, we have strong working relationships with Tyler Technologies and CI Solutions, our student badge provider.

Because of these partnerships, we are typically able to address issues before they become larger problems.” Addressing what a successful implementation looks like, Summers said that it can be challenging, as transportation has many moving parts. “Nothing will ever work perfectly 100 percent of the time,” she pointed out. “However, transportation must operate as close to 100 percent as possible because we have zero room for error when it comes to student safety.”

Summers noted a successful implementation includes strong support from district leadership, clear and consistent communication, healthy and responsive relationships with vendors, and systems that reduce stress rather than add to it.

“When these elements are in place, it creates a smoother, less stressful school year for everyone involved,” she said. Moore agreed a successful implementation should encompass a smooth transition from selection to implementation.

“There needs to be a strong implementation plan with a clear training schedule for all users,” she said. “Each user role and responsibility needs to be clearly defined and the training tailored for each user group needs.” There needs to be a realistic timeline between purchase, training and implementation when it goes live, Moore said.

“There may be a need to run dual programs for a period to ensure that as many bumps in the road with the new software can be handled without operational disruption because we still have the support of the old software,” she added.

Moore advised other districts to involve end-users in as much of the implementation process as possible to help with buy-in and comfort level with the new technology, so that when the software does go live, all users feel comfortable using the program.

To ensure a successful implementation, Moore said she makes all attempts to prepare for any scenario during an upgrade or installation of equipment and software. “I want to see the process as seamless as possible,” she shared. “However, I try to have plans B, C and D already laid out just in case. A successful implementation will come from preparing and planning not only at the school district level but with the vendor you are working with.”

Moore suggested that school districts looking to do upgrades should spend time researching and developing the right questions to ask. “Know what features you are looking for, even if some of them seem too outrageous,” she said. “Not all of the pie-in-the-sky features will be available or possible, but you may be surprised that some will be.

“These features will probably not be the shiny new car look that you see in the showroom but could be the hidden under the hood features that makes the software the right fit for your division,” she continued. Summers concurred that the best possible outcome is derived through research.

“Compare and contrast solutions, and seek direct feedback from your transportation team,” she said. “Ask what is working, what is not and what the software or program needs to accomplish. Every district has unique needs, and it is important to address those needs intentionally.

“It is also critical to take your time and avoid rushing implementation simply because of cost. Rushed implementations often result in greater costs later. Phasing in upgrades allows staff time to adapt and increase longterm success.”

Ensure the transportation team understands the why behind the upgrade and is willing to work with the new system, Summers said, adding buy-in from the people using the technology every day is essential.

“Prepare, prepare, prepare,” Walker noted. “Prepare for every possible situation and timing of installation or upgrades. Think about how that will affect the school day, or if it is during the summer, how will you prepare your staff when they return to new equipment or software?”

Prepare for ample training with staff, including the possibility of needing to do additional training based on the outcome of the initial training period, she added.

Logistics play a big part of planning for implementation, Walker pointed out. “Adding implementation and installation during a school day will take much longer and require some distinct phasing in, whether it be by school location, a specific department such as general education or special needs, and a truly thoughtful plan that walks through the school day [that] will serve you best,” she said. “It is very important to make sure your staff is aware of the changes and understand the plan and their role in such plans.”

Summer concluded that technology should support operations, not complicate.“With thoughtful planning, strong communication and realistic expectations, districts can implement solutions that truly improve safety and efficiency,” she said.

Alleged Bullying Incident Leads to School Bus Fight, Student Hospitalization

A fight between two students on a Baldwin-Whitehall School District school bus near Pittsburg, Pennsylvania sent a sixth grader to the hospital and led to a simple assault charge against an eighth-grade student, according to police and the victim’s family, reported WPXI News.

The incident reportedly happened when students from Harrison Middle School were riding home from school. Video recorded by other students captured part of the altercation.

Jason Scanlon told local news reporters that his son, Jacen, had been dealing with alleged bullying for months before the fight escalated. “It became a group thing, making my son extremely uncomfortable until it became something physical, which I knew was coming,” Scanlon said. “The school was warned it was coming multiple times.”

Fight on the School Bus

According to the news report, the fight began after his son argued with a younger girl, who is related to the eighth grader accused in the attack, at school. “It was a Tuesday, he went to school, apparently got into a little bit of an argument with this younger girl who ended up being the sister of the child who attacked him,” Scanlon said via the article.

Whitehall police reportedly said the older student, who was wearing a cast, punched Jacen during the fight. “He’s wearing a cast and the first punch he throws is at my son’s nose with a cast,” Scanlon told reporters.

The bus driver stopped the bus and called 911. Police and emergency crews responded, and Jacen was taken to UPMC Children’s Hospital. His injuries included a broken nose and a mild concussion, according to his father.

Whitehall police filed a simple assault charge against the eighth-grade student. Scanlon said he repeatedly contacted school administrators before the incident. “Emails, meetings, phone calls, multiple times. I went to [them] for help,” he said of prior attempts to report the alleged bullying.

Baldwin-Whitehall Superintendent Dr. Randal Lutz said via the article that the situation involved “two students who chose to engage in a fight” and noted both students had opportunities to de-escalate. Jacen received a three-day suspension. District officials said the eighth-grade student also faced disciplinary action, though they did not disclose specific consequences. Both students have since returned to class.

Man Accused of Pulling Handgun on Florida School Bus Driver

A Citrus County man was arrested May 21 after he pulled a handgun on a substitute school bus driver at a designated bus stop, reported Fox 13.

According to the news report, Otoniel Carlos O’Valle, who also goes by “Oto,” drove to the school bus stop May 22 in an blue Chevrolet Blazer shortly before 8:10 a.m. Investigators said he approached the open door of the school bus, removed a black handgun from his waistband and asked the driver if she was the regular bus operator.

The substitute driver told O’Valle she was filling in for the regular driver. Deputies said O’Valle told the woman it was her “lucky day” before placing the firearm into his front pocket.

O’Valle reportedly explained he was upset because the regular bus driver had allegedly yelled at his children during a previous interaction. A bus aide later confirmed there had been tension involving the regular driver and O’Valle’s children.

The incident was reported to a school resource officer at Citrus Springs Elementary School, prompting an investigation by the sheriff’s office major crimes unit.

Authorities said detectives reviewed onboard audio and video from the school bus security system. The footage captured the substitute driver identifying the object as a firearm when O’Valle approached the bus. Detectives also said the video showed O’Valle holding an object consistent with a handgun before placing it into his pocket.

The sheriff’s office has not publicly released the audio or video footage from the bus.

Sheriff David Vincent said his agency takes immediate action on threats involving schools, students, or staff members.

“Anyone who threatens or brings harm toward a Citrus County school, its staff, or our children, will face an immediate and uncompromising response from law enforcement,” Vincent said in a statement. “We will not allow anyone to endanger the safety of our students or the people who protect them.” The investigation is ongoing.

$5 Million Lottery Payout for Maryland School Bus Driver

A Maryland school bus driver is planning to buy his mother a new home after winning a $5 million prize from a Maryland Lottery scratch-off ticket, reported ABC News.

Maurice Williams of Hyattsville said he purchased the winning ticket at a 7-Eleven while headed to work, according to the news report.

Williams reportedly bought the $5 million winning ticket using money he had won from another lottery ticket earlier, turning a previous small victory into a life-changing jackpot.

“One lottery ticket later,” Williams told local news reporters, “I was a multi-millionaire.”

“The winning ticket came from the Maryland Lottery’s $5 million LUXE scratch-off game, which still has two top prizes remaining.

Williams said  he was overwhelmed when he realized he had won the game’s top prize. “I just sat there stuck, I mean, I couldn’t believe it,” he said. “I had to get my head straight.”

Williams reportedly told lottery officials he almost missed the life-changing win. “I didn’t notice I had a matching number at first, until I scanned it,” he said. “It’s crazy because the matching number was 59 and I just turned 59 the other day.”

After confirming the win, Williams immediately shared the news of his $5 million lottery payout with his mother. He said one of his first major purchases will be a new home for her.

Alleged Brake-Checking Results in Firing of New York School Bus Driver

An upstate New York school bus driver has been fired after video allegedly shows him repeatedly slamming on the brakes and yelling at student riders during his route, reported KTTC News.

Sarah and Matt Martineau, whose three children attend schools in the Boquet Valley Central School District, said their daughter first told them in early March that the driver had been “brake-checking” students during a bus ride.

Video obtained by local news reporters from cameras inside and outside the bus appeared to support the children’s account. Speed data from the footage showed the bus slowing by nearly 10 mph during the brake-checking, or sudden braking incidents. Students were seen jolting forward in their seats, while exterior footage showed no vehicles immediately in front of the bus.

The Martineaus said their son later complained of neck pain after an incident. According to the parents, the boy stood up and moved into the aisle to sit near his sister when the driver allegedly brake-checked again.

“I had told her to have him go sit with her to make sure he was OK, and as he got up to go sit with her, the bus driver brake checked the bus again and then started screaming at him,” Sarah told local news reporters

School Bus Video Tells the Tale

The video also appeared to show the driver arguing with a student and suggesting the braking was related to students not following directions. “There’s no need for anyone to drive a vehicle of that size to brake check for any reason,” Matt Martineau said.

Matt Martineau reportedly said he contacted the district superintendent, who acknowledged there had been inappropriate yelling and braking but considered the braking justified.

After weeks without further action, the Martineaus raised their concerns during a school board meeting in late April. Five days later, the school board voted unanimously to fire the driver, identified as Jeremy Ward. District officials did not provide details about the dismissal. School officials declined immediate comments to reporters.

Stolen School Bus Crashed by Michigan Man Out on Bond

A Michigan man already free on bond in a separate assault case is accused of stealing a decommissioned school bus, crashing it into a tree and ditch, and fleeing on foot, reported Mlive News.

Andre Weston, 21, of Carrollton Township, was charged May 11 with unlawfully driving a motor vehicle, a felony punishable by up to five years in prison.

Police said Weston left the adult foster care facility where he lives around 8 p.m. May 8 without authorization. Staff at the facility in the 800 block of Piper Drive reported him missing about 90 minutes later.

As officers headed to the facility, a call came in around 9:45 p.m. from a homeowner on Lincoln Street reporting that a school bus had become stuck in his front yard.

The homeowner reportedly told police he noticed the stolen school bus driving down the residential street late at night and thought it seemed unusual. The bus later began backing down the road before veering into the yard, striking a tree and becoming lodged in a ditch.

The driver then exited through the back door and ran toward Mapleridge Road. Officers later found Weston near Carrollton High School, about a half-mile from the crash site.

Alleged Stolen Bus Taken from Contractor

After being advised of his rights, Weston admitted to stealing the bus from the high school parking lot, police said via the news report. The stolen school bus had been decommissioned and recently purchased from the school district by contractor Dean Transportation. Investigators said the vehicle had been left unsecured with the keys inside.

A tow truck was required to remove the bus from the ditch, and police are reportedly reviewing surveillance footage to determine exactly when the bus was taken. Weston was arraigned Monday in Saginaw County District Court before Judge M. Randall Jurrens.

At the time of the incident, Weston was free on bond in a separate case filed in March charging him with two counts of assault with a dangerous weapon. Prosecutors allege he assaulted two female staff members at the foster care facility where he lives. A preliminary examination on the new charge is scheduled for May 26.

Terrifying Moments for Father, Son When Pickup Crashes into NY School Bus

A Madison County father and son are recounting the frightening moments after a pickup truck slammed into a stopped school bus, sending debris flying and leaving multiple people injured, reported WKTV News.

According to the news report, the crash happened May 7 at around 7:15 a.m. on Route 20 in front of the Rutkowski family home in Bouckville. Jeremiah Rutkowski, a high school junior, had just walked outside to board the Madison Central School District bus, when he saw the truck approaching.

“I just figured like if that thing’s not going to stop, it’s either going to hit the bus and something’s coming flying at me or the entire truck is coming flying at me,” Jeremiah told local news reporters.

Security video from the home and shared across social media showed the school bus stopped on the roadside as Jeremiah walked toward it, moments before the collision. He quickly jumped back to avoid debris as the truck crashed into the rear of the bus, pushing it farther down the road.

Jeremiah ran back onto the porch while his father, Matt Rutkowski, rushed outside after hearing what he described as the sound of “crunching metal.”

“[My] first priority was to make sure my son was safe and good,” Matt Rutkowski said. “Opening that door, wasn’t sure what would happen, so big sigh of relief. That’s why I instantly gave him a hug.”

Minor Injuries Reported

State Police said 23 students and the bus driver were aboard the bus. The 29-year-old bus driver and two students were transported to a hospital with minor injuries. An adult and two children were inside the pickup truck. The adult was taken to a hospital with minor injuries and later issued numerous tickets for distraction and following too closely.

Matt Rutkowski said he was relieved to find the bus driver alert and students safely exiting the vehicle. He called 911 and, along with passing motorists, helped manage the scene until emergency crews arrived.

Jeremiah said he initially froze in shock before focusing on comforting one of the children from the truck. “Once one of the kids was out of the truck and needed comforting and was sent to the porch, my brain just sort of kicked into that child caring mode,” he said via the report.

Jeremiah, who works as a camp counselor, said his experience helping children took over during the chaotic aftermath. Both father and son said they were grateful no one suffered serious injuries.

“My first thought was for him, then just went through everyone else,” Matt said. “It really makes you appreciate the moment.”

School Bus Hits, Kills 9-Year-Old Boy in New York City

A school bus hit and killed a 9-year-old boy in Brooklyn’s Williamsburg neighborhood, prompting renewed calls from residents and city leaders for safety improvements at a busy intersection, reported ABC News 7.

According to the news report, police identified the child as Yoel Jacobowitz. He was crossing the street May 1 on his way to school, when the school bus hit him around 8:15 a.m. in South Williamsburg.

Investigators said a private Yeshiva school bus was turning onto Lorimer Street at the time. The 49-year-old driver, who was not identified at this reportg, initially continued driving after hitting the child. The driver then returned to the scene once alerted of the school bus hit the boy. Jacobowitz was pronounced dead at the scene. No charges had been filed, and the investigation remains ongoing.

The crash stunned members of the neighborhood’s Orthodox Jewish community, many of whom gathered nearby in prayer and mourning while expressing frustration over traffic conditions and street safety.

Traffic Patterns, Congestion Blamed

“The traffic here is crazy. There needs to be some guidance and some rules,” one resident told local news reporters.

Residents said the intersection has become increasingly hazardous, especially because of ongoing construction work that has left the area without clearly marked crosswalks and street markings.

“It’s a very, very busy intersection,” another community member said. “We have a lot going on, a lot of stores and a lot of people crossing over. We need something to be done so this doesn’t keep happening.”

Witnesses and neighbors described the area as especially crowded May 1 as families prepared for Shabbat.

City leaders urged the New York City Department of Transportation to examine signal timing and consider immediate changes to improve conditions for pedestrians. Mayor Zohran Mamdani reportedly said that he was “devastated” by the child’s death and called the crash “a painful reminder” of the need to make city streets safer for pedestrians.

EPA Inspector General Flags Oversight Gaps in Clean School Bus Program as Agency Eyes Revamp

The U.S. Environmental Protection Agency Office of Inspector General says lessons from the first Clean School Bus rebates and grant rounds should inform future funding, especially as $2.37 billion remains available.

EPA is expected to announce the next CSBP funding rounds later this month or in June.

Ask a transportation director what makes a clean school bus project successful, and the likely answer goes beyond the bus itself. Directors share the importance of coordinating with utilities, ensuring charging infrastructure is ready, managing vendor timelines, or tracking federal and state funds.

A new summary report from the EPA Office of Inspector General, released April 1, points to that same balancing act. The report stated that the EPA has made improvements to the CSBP since its first rebate round in 2022. Earlier weaknesses in application review, recipient verification and fund management should continue to inform how the agency awards future dollars.

The report reviewed five prior EPA Office of Inspector General reports related to the agency’s management of Infrastructure Investment and Jobs Act funding for the 2022 Clean School Bus Rebates program. It identified two overarching issues: The application and selection process, and the management of funds. The summary report does not include new recommendations, but the OIG said the findings could help guide EPA decision-making for future CSBP awards, especially as money is still on the table.

Congress provided $5 billion over five years through IIJA to replace older diesel school buses with cleaner models, including propane, compressed natural gas and zero-emission buses. EPA has described the program as a way to reduce emissions in buses, loading zones and the communities they serve.

Report Highlights Rebate, Grant Awards to Date

At the beginning of fiscal year 2026, the CSBP had $2.37 billion remaining. As of February, EPA said it intends to revamp the program and issued a Request for Information seeking input from fleet operators, manufacturers, school officials and energy producers. The comment period closed April 6. The 146 filed comments included those from all major OEMs, dozens of school districts and other concerned citizens.

As of last November, EPA had awarded $865 million through the 2022 rebate program to 368 school districts for 2,328 replacement buses. The 2023 grant program awarded $950 million to 65 recipients for 2,696 buses, while the 2023 rebate program awarded $815 million to 458 school districts for 3,241 buses. But the EPA Inspector General said the initial process lacked adequate controls to verify certain applicant and bus eligibility information. Prior reports found EPA did not require enough documentation to verify applicant identity or the accuracy of information submitted, and applicants were not required to directly attest to the truthfulness of their applications. The OIG also said the agency had not established verification protocols before awarding funds.

That matters for districts because federal clean bus projects often require coordination among multiple parties, including school systems, contractors, original equipment manufacturers, utilities and infrastructure providers. The OIG noted that some eligible contractors were allowed to apply or initiate applications on behalf of eligible entities without their knowledge.

Another concern centered on whether local conditions were adequately considered, particularly for zero-emission buses. Under the IIJA, EPA must consider factors such as route length and weather conditions when awarding clean school bus funds. The OIG said prior reports found EPA was not ensuring applicants seeking electric buses had suitable local conditions, and it also cited utility delays as a potential risk to timely deployment.

Fund management was another issue flagged by the OIG. The report said EPA did not adequately monitor bus deployment status or recipient use of 2022 rebate funds, despite previously committing to do so. It also found that 2022 guidance did not clearly indicated for recipients whether CSBP funds should be kept in separate accounts, whether interest could be earned on those funds, or how any interest could be used.

According to the OIG, some recipients kept CSBP awards in accounts that included other funds, which increased the risk that program money could be used for other purposes.

EPA has since made changes. For the 2023 rebate round, the agency required electric bus applicants to submit a Utility Partnership Agreement verifying that districts had notified their local utility. EPA also updated guidance to require recipients to manage funds so they would not accrue interest, keep funds in separate accounts and use them only for eligible expenses. In 2024, EPA added a School Board Awareness Certification requiring applicants to verify that school boards were notified of intended program participation.

The OIG said EPA has completed corrective actions addressing several prior recommendations and was still implementing others. The report states that the agency had completed, or was in the process of implementing, corrective actions for all 11 prior recommendations reviewed.

EPA also reported taking additional oversight steps beginning in February 2025, including site visits to rebate recipients, reviews of concerns related to use of funds and weekly project status reports to the chief financial officer.

‘Crackling’ House Fire Alerts Teen While Waiting for School Bus

A Long Island teenager and his mother are being praised after helping rescue a neighbor from a house fire while the boy waited for his school bus, reported People News.

The incident reportedly occurred March 31 when Jovani Moss, 15, heard “crackling” of flames coming from a house across the street from his family’s residence in Melville, New York.

“I didn’t notice the fire at first,” Moss told local news reporters. “But I heard the crackling of the fire, and I turned to look and called my mom.”

Moss said he immediately alerted his mother, Natechia Moss, and asked whether he should go to the house or call 911.

Natechia reportedly instructed her son to contact emergency responders while she rushed outside her house to warn the homeowner. She repeatedly rang the doorbell but got no response and thus began kicking the door until it partially opened. “I kept kicking the door,” she said via the article “Finally, I got it ajar a little bit, and all of a sudden, I saw her standing there and I grabbed her and said, ‘Your house is on fire!’”

The homeowner had reportedly attempted to re-enter the burning residence to retrieve her cat and jewelry before eventually escaping safely. Firefighters from the Melville Fire Department responded to the blaze. No injuries were reported.

Moss has since been hailed as a hero for reacting quickly, though the teen downplayed the attention. “A lot of people calling me a hero,” he said via the report. “I was like, ‘I’m not really a hero. I’m just being a good neighbor.”

He credited his mother with setting the example and teaching him to stay aware of his surroundings.

“Take out the ear pods. Keep your phone in your pocket until you get on that bus,” Natechia said of the advice she gives her son. “Always be aware.”

Melville Fire Chief Donald Barclay praised the family’s actions. “We are thankful no one was hurt and that Jovani did the right thing and helped his neighbor. The world needs more Jovani,” said Barclay via the article. He also commended the department’s volunteer firefighters, saying the incident reflected “the idea of helping your neighbor in multiple ways.”

Ex-Marine Helps Students After School Bus Rollover

A North Greene alum and Marine Corps veteran was the first to assist students and staff after a school bus rollover Wednesday in Illinois. He helped guide passengers to safety before emergency crews arrived, reported My Journal Courier.

Kendrick Ballard, 44, of Jerseyville, said via the news report that he was driving his 12-year-old stepson to White Hall Park when they came upon the crash scene.

“The bus was on its side, and I knew the kids needed assistance getting out there and out of there as quickly as possible,” the ex-Marine told local news.

According to the article, Ballard immediately pulled over and began helping students exit the bus and moved them away from the roadway. Video recorded by his stepson shows Ballard directing students to safety and assisting them as they exited through the rear doors.

Rollover Crash Could Have Been Far Worse

Eleven students and one staff member were reportedly injured in the rollover crash. Ballard said most of the injuries appeared minor.

“There were some kids with some scrapes, and they were bleeding a little bit, but from what I saw, most of them were just really shook up,” he continued.

Ballard said he was unaware his stepson had begun recording video until later. The footage was subsequently shared with local media by a community member, who praised the ex-Marine’s willingness to act.

Ballard credited first responders and school staff, emphasizing their quick response. “It was a bad situation, but the first responders were fantastic, and North Greene’s teachers and staff were fantastic, too,” he said.

The incident reportedly marks at least the second time Ballard has been recognized for assisting others in an emergency. In 2010, the Marine Corps veteran helped rescue a woman and her two children from a car trapped in floodwaters in Springfield.

“I would like to think it was a natural instinct to go and save someone who was in trouble,” Ballard said at the time.

The Importance of Uniformity

Millions of illegal passing violations occur across the U.S. each year. While the instances are universal, the rules governing them are not. Pupil transportation experts
noted in March at STN EXPO East in North Carolina that inconsistency is part of the problem. Uniform standards could be key to saving lives.

“People just don’t know what to do,” said Derek Graham, a retired state director with the North Carolina Department of Public Instruction and current industry consultant, during the March 29 session Illegal Passing NHTSA’s Latest Research Results.

At the center of the issue is the “loading zone triangle,” where the school bus, students and motorists intersect. When communication breaks down at any of those points, the consequences can be severe.

“Everything has to go wrong in order for a kid to get really hurt in this loading zone triangle,” Graham said. “But there’s a lot that has to go right.”

Students being injured in the Danger Zone—the 10-foot radius around stopped school buses—is often preventable, that is if education and expectations are aligned. However, the challenge of inconsistency remains.

School bus passing laws vary by state, and even by roadway type within states. All jurisdictions require a motorist to stop while overtaking from behind a stopped
school bus, regardless of road type. But 42 jurisdictions require a motorist to stop when approaching an on-coming, stopped school bus on undivided roadways, and only 12 require motorists to stop in “certain situations.” The most common (10 out of 12) being on an undivided roadway with fewer than four lanes.

Utah requires motorists to stop on undivided roadways of fewer than five lanes and Washington state only requires motorists to stop on undivided two-lane roadways. Florida, Guam, Hawaii, New York and West Virginia require a motorist to stop when approaching a stopped school bus on a divided roadway, whereas 40 jurisdictions do not. The remaining nine only require a motorist to stop when approaching a divided roadway of less than four lanes.

Additionally, state laws vary on what constitutes a divided highway, according to the State Laws on School Bus Passing report by the National Highway Traffic Safety Administration.

The result is confusion, especially for motorists crossing state lines or encountering unfamiliar road layouts. Plus, student crossing rules also differ. California school
bus drivers must physically exit their vehicle armed with a stop paddle and the school bus keys and walk younger students across the street.

“It would be best if it was all the same, if everybody knew the same rule,” Graham said, citing research from NHTSA’s November 2024 report, Driver Knowledge of School Bus Passing Laws: A National Survey.

While more than 90 percent of motorists surveyed correctly identified when to stop behind a school bus on a four-lane, undivided roadway, only 53 percent knew to stop when approaching from the front. Just 17.5 percent answered correctly when a motorist is approaching from the front on a four-lane, divided roadway.

A November 2024 NHTSA national survey found that 30.5 percent of respondents said most drivers who illegally pass stopped school buses do so because they “didn’t care.”

The National Association of Pupil Transportation is also looking at uniform language to address the gap, a board member shared during the session.

That gap has led some districts (where states allow) to adopt automated enforcement cameras that capture violations and help issue citations. Such a program is in place in Austin, Texas, where officials recorded about 14,000 violations in a single school year. Austin ISD Executive Director of Transportation Kris Hafezizadeh shared that information with attendees during a March 30 panel discussion, Strategies to Remove Danger from the Loading & Unloading Zone.

“Think about that,” Hafezizadeh said, adding the number of repeat violators is about 1 percent. “Something is working.”

Camera enforcement, combined with public awareness, has shown promise. But even that approach depends on consistent legal frameworks, something not yet in place nationwide.

While illegal passing draws much attention, it is only one part of a broader safety picture. Recent student fatality data from the Kansas Department of Education’s
National School Bus Loading and Unloading Survey show that not all tragedies involve passing vehicles. A 55-year summary of the data indicates that school buses and their drivers account for 56.5 percent of all fatalities in the Danger Zone.

“These loading zone incidents are really about student pedestrians,” said session panelist Keba Baldwin, director of transportation at Prince George’s County Public
Schools in Maryland and 2025 STN Transportation Director of the Year. “Every student… is a pedestrian for some period of time before they get on that bus.”

That reality reinforces the need for a safe system approach, which assumes human error and builds multiple layers of protection. “Humans make mistakes,” said Graham, who moderated the discussion. “Drivers, kids, bus drivers, not everything is going to work at the same time to perfection.”

He noted adherence to three pillars of safety: Education, engineering and enforcement.
Education teaches drivers the law, trains students to navigate bus stop safety and ensures parents understand their role. Hafezizadeh said it’s important to train drivers, but also educate families. “Explain the why again,” he said.

Engineering involves vehicle design and infrastructure, from stop arms and lighting to route planning that minimizes the need for children to cross busy roads. Enforcement, whether through police or cameras, reinforces accountability.

Even with strong laws and enforcement, safety ultimately depends on what bus drivers can see and what they can’t. School buses are designed with specialized mirror systems and federal visibility standards intended to eliminate blind spots, particularly in the danger zone.

“The mirrors are only as good as their adjustment,” said industry expert Dave McDonald, during his March 28 session Focused Driver 111: Proper Mirror Adjustment and Distracted Driving.

Improperly adjusted mirrors can leave critical gaps directly in front of or alongside the bus, where children are most likely to be walking. Federal guidelines require drivers to maintain clear sightlines around the bus. But in practice, those standards are not always consistently enforced or checked.

McDonald took attendees outside to the parking lot to demonstrate how to adjust mirrors in compliance with FMVSS 111, the federal requirement used to capture as much of the Danger Zone as possible. Substitute drivers, time pressures and inconsistent training can all lead to compromised visibility, he noted, adding that some drivers are unable or unwilling to adjust mirrors properly and occasionally compensate by leaning or shifting in their seats. This workaround, McDonald called, “is a recipe for disaster.”

The consequences can be severe. In crash investigations, visibility failures are closely scrutinized, he said. If a bus does not meet required visibility standards at the time of an incident, even bigger issues can result.

“If the mirrors don’t pass that grid test… the big word liability comes out,” McDonald said. Even when mirrors are properly adjusted, blind spots cannot be eliminated entirely. Drivers must actively compensate by scanning, repositioning and maintaining constant awareness, especially during loading and unloading when children may move unpredictably.

The industry has seen several fatalities where a student was killed due to a dragging incident or to pick something up that they dropped after unloading from their school bus. Uniform standards not only for laws but also training and equipment are critical. Without consistency, the effectiveness of even the best-designed safety systems depends too heavily on individual habits.

McDonald added that poorly adjusted mirrors can prevent school bus drivers from seeing children in the Danger Zone. While he said camera technology and collision avoidance systems add new layers of protection, they can’t detect blind spots or identify potential hazards like humans can. At least not yet.

“You can’t program a computer to react to every [decision] a human will do in a spur of the moment,” McDonald said, emphasizing that human behavior remains unpredictable.

As the sessions at STN EXPO East reiterated, none of these efforts are fully effective alone and without consistency. Standardizing school bus passing laws could reduce confusion and improve compliance. “We’ve got decades of data showing [motorists are] going to pass,” Graham said. “So, we have to focus on what happens when they do, and how we keep kids safe.”

He noted that responsibility is not limited to the motorists that break the law but extends to the training that shapes the behavior. From the policies that guide
enforcement, and the education that prepares children and motorists, he said.

“Responsibility is shared,” Graham concluded. “It’s not just the bad guy who passed the school bus.”

Report Highlights Propane and Electric TCO for School Bus

LAS VEGAS – As the school bus industry awaits the return and final awards of the Clean School Bus Program, propane and battery-electric continue to offer the most consistent operational cost savings.

That was the verdict of the 2026 State of Sustainable Fleets report produced by TRC Clean Transportation Companies and released this morning at the opening of ACT Expo. The published conclusions are derived from a national survey of light-, medium- and heavy-duty fleet operators across not only the school sector, but transit, refuse, delivery, freight, utility, municipal, and private contractors. The report also relied on industry interviews, market data, policy and funding analysis, and lifecycle and cost analysis.

Propane autogas — including renewable propane, which ACT News and the Propane Education and Research Council previously reported is projected to reach 300 million gallons produced by 2030 — and electric arrive at lower total cost of ownership in different ways, the report highlights.

Propane school buses traditionally cost about 10 percent more upfront to purchase than diesel counterparts. The price of EPA’s new rule expected to be updated next month would have resulted in additional costs of $8,000 to $18,000 for each new diesel vehicle. Discussions at last month’s STN EXPO East provided similar figures. But depending on how the pending 2027 federal NOx regulations update is rewritten, increased costs tied to diesel warranties and end-of-life provisions could be cut in half, according to a panel Monday morning on EPA27, with speakers Andrea Lukas of Cummins and David Hillman of International.

The speakers noted that the low NOx requirement of 0.035 g/brake-hp-hr remains with the effective date of Jan. 1, 2027 still ineffect. The separate issue of GHG and the prior regulation in effect mandating the use of battery-electric in California Air Resources Board states to be addressed with the new rule.

Daily operations are more immediately impacted by fuel prices amid the Iran war. The survey found that Midwest school districts were paying $1.31 to $1.90 per gasoline gallon equivalent, or 47- to 63 percent less than gasoline, to fuel their propane school buses. The U.S. Department of Energy said private propane fueling nationwide averaged $2.91 per GGE in January 2025.

Meanwhile, diesel prices at the pump fell $0.05 to a national average of $5.35 per gallon and gasoline increased by 7 cents to $4.12 per gallon, according to the U.S. Energy Information Administration. The State of Sustainable Fleets report found that propane Autogas delivers 50-percent lower daily fuel costs than diesel and 40 percent lower than gasoline.

Overall, 39 percent of the fleets surveyed recovered operational costs savings compared to vehicles replaced by propane.

In terms of GHG emissions, the responding fleets reported that propane offered a 59-percent reduction in California compared to gasoline. Like battery-electric, propane emits zero pounds of sulfur dioxides, according to the U.S. Department of Energy’s AFLEET data. However, that is where the similarities to propane end.

Electric school buses of course emit nothing from the tailpipe. In fact, they don’t have tailpipes. Electricity for charging in California offered a 59-pecent reduction in lifecycle GHG emissions last year compared to diesel. Propane, while reducing NOx by over 90 percent compared to diesel (including biodiesel blends and renewable diesel), emits nearly 640 percent more CO2. It emits slightly higher PM10 than diesel and same levels of PM2.5, the especially fine particles of soot that are most dangerous to children.

Tips for Making Battery-Electric Work

The report forecasts that medium- and heavy-duty electric vehicle registrations — which set a record last year — will fall in 2026 due to the loss of the EV tax credits and “pivots announced by manufacturers.” Registrations of electric school buses was up 60 percent, despite the absence of EPA Clean School Bus Program funding but with continued state support in California, New York and Maryland among others. And electric school bus registrations were drastically better than anemic growth in electric big trucks.

EVs are showing improved TCO. Fifty-seven percent of the fleets surveyed reported operational cost savings on medium-duty electric vehicles compared to the vehicles they replaced. The biggest savings occur on routes that fit electric duty cycles, managing vehicle charging and limiting maximum loads. For example, the report found that fleets can also save 30 percent by shifting to off-peak charging cycles, and doubling or tripling charging windows can cut capital and fueling costs by more than half.

Additional best practices include right-sizing charging equipment, maximizing charging windows and charging multiple vehicles per station.

Costly charging infrastructure remains a challenge, but funding assistance continues, despite the termination of the federal EV credit. The report cited a $6 billion investment by electric utility member companies of the Edison Electric Institute to support charging infrastructure through consulting services, customer rebates, make-ready infrastructure, and end-to-end charging solutions.

Overall, 54 percent of the fleets surveyed said the plan is to increase usage of EVs in the next two years. In the school bus sector, the report cites S&P Global Mobility data showing that 2,289 new electric school buses were registered last year, a 59-percent increase from 2024.

The U.S. Environmental Protection Agency had yet to announce the latest and final funding opportunities under the five-year, $5-billion Clean School Bus Program at this writing. But the remaining $2.7 billion to be awarded will result in more electric school bus orders over the coming years, as well as propane and likely diesel. In addition to California and New York, which have large funding programs to try and meet their mandates that school buses be all-electric over the next two decades, the report cites increased state funding elsewhere, such as new programs in Illinois, Michigan, New Jersey and New Mexico.

Despite the Lion Electric bankruptcy and consolidation of operations to solely serve Quebec, the State of Sustainable Fleets reported positive news for electric school bus manufacturing. It cited Blue Bird’s all-time record revenue and profit posted in the fourth quarter and full year of 2025. Thomas Built Buses also announced its first Type D electric school bus, which is now available to order. IC Bus continues manufacturing and selling its CE Series electric and is offering bundled consulting, financing and maintenance services.

Diesel Continues On

The State of Sustainable Fleets report cited an American Trucking Associations blog in November that the EPA Clean Trucks Plan, which was set to reduce NOx by more than 80 percent and PM by 50 percent for 2027 model year engines, will remain largely unchanged.

A final rule was expected this spring but no announcement had been made at this writing.

“All major manufacturers have developed at least one HD engine capable of meeting those requirements,” the report states.

The report at ACT Expo suggests the final rule may remove warranty and useful life provisions that are expected to increase new diesel vehicle costs in the range of $8,000 to $18,000, with the Cummins-International session earlier Monday again indicating those figures could be less. The new final rule from EPA will eventually result in more specific cost figures.

Still, a “pre-buy, no-buy” dynamic is expected this year and next. The report states that manufacturers are already selling out new build slots for the third and fourth quarters of 2026.

As the industry awaits the Clean School Bus Program announcement and its expected incentives for using biodiesel and renewable diesel, the report found 56 percent of fleets used one of these drop-in fuels, more than double the number from 2023. Twenty-one percent reported utilizing both biodiesel and RD.

Benefits of using RD, the report confirmed, are improved cold-weather performance over biodiesel and fewer diesel particulate filter changes while realizing maintenance savings of approximately $0.015 to $0.02 per mile.

What About CNG, Hydrogen and … Hybrids?

The report also covered CNG, hydrogen and hybrids. But CNG is no longer manufactured as an option for the school bus sector, and hydrogen as yet to be offered as a viable power plant. The school bus industry did test the applicability of hybrids a decade ago and shortly thereafter abandoned those efforts. But hybrid is showing some promise for tractor-trailer trucks, the report notes.

“Adoption of a new technology is almost always driven by a combination of regulation, economic savings and incentives,” Patrick Couch, senior vice president of technical services for TRC Clean Transportation Solutions, told School Transportation News last week. “For hybrid technologies, OEMs will be focused on high-fuel use applications and applications where they are allowed by regulations and operationally more suitable than alternatives. School buses may be a secondary or tertiary focus for hybrid product offerings.”

Wisconsin School Bus Driver Retires After 54 Years Behind the Wheel

A long-time school bus driver retired on his birthday, after logging more than more than five decades behind the wheel, marking the end of a career that spanned generations of students, reported WMTV15 News.

Jerry Radke, who started driving in 1973, completed his final route March 3 after 54 years with Reedsburg Area School District.

“I love driving. I’m so used to driving, I feel lost if I’m not driving,” Radke said via the news report.

The Wisconsin school bus driver was reportedly working on his family farm and hauling milk as a truck driver when a school transportation director approached him about the job.
