California Student Left Alone in Hot School Bus

A mother in Hanford, California, is speaking out after her 5–year-old son was left alone in a hot school bus for nearly 45 minutes, reported ABC 30.

The incident reportedly occurred last month, when a Hanford Elementary School District student enrolled in a summer learning program was on his way back home from a swim lesson. He then fell asleep during the route and was left alone on board the school bus.

The boy’s mother, identified only as Ms. Guerrero, told local news reporters that the principal following the school bus in another vehicle did not have a student ridership roster and did not ensure that all the students had gotten off the bus.

According to the news report, the school bus driver also did not perform the required walkthrough of the bus before exiting, leaving the child in the bus alone for 30 to 45 minutes.

Guerrero said her son was hot and had a headache when he was found. Everyone involved reportedly apologized, and a nurse checked the child and said he was okay.

California law requires school buses to be equipped with alarm systems that should ensure children are not left behind at the conclusion of routes. Additionally, school bus drivers must walk to the back of the bus to deactivate the alarm, checking every seat along the way. Guerrero said that did not happen.

The school district said immediate action was taken after learning of the incident, including medical assessment of the student and a full investigation. The superintendent stated that due to confidentiality, the district could share no further details pertaining to personnel actions taken as a result of the investigation.

Guerrero said she feels let down and wants those involved to be held accountable for their actions.

May, Should, Shall?

Despite not meeting since 2015 due to the COVID-19 pandemic, the National Congress on School Transportation in Des Moines, Iowa last month concluded one half day ahead of schedule.

The early finish was noted by steering committee chair Michael LaRocco, state director student transportation services for the Indiana Department of Education, and on-site chair Charlie Hood, a former NASDPTS president and retired state director for Florida, who attributed the expedited conclusion to the understood importance of the process.

As a first-time attendee—like many in the room—the organized structure of the proceedings was apparent. Like a well-oiled machine, each committee took the stage and presented the proposed changes, with delegates agreeing quickly, or putting up a fight on something as seemingly simple as a word choice.

Much of the debate occurred over three words: May, Should and Shall. But those are important delineations, I learned.

Shall is the most stringent, a legal obligation. May connotates allowable equipment or processes. Should is a recommendation. I questioned why the wording matters, especially if the book itself is intended to serve as a best-practice resource and not a requirement in many states. It all comes down to legalities.

For instance, say a school district doesn’t equip its school buses with crossing arms and a student gets hurt, when a crossing arm could have prevented the injury. The specifications manual could be used in court, and the district would have to defend the decision of not equipping vehicles with the available safety device.

Despite no delegates speaking on the crossing gates proposal, it passed in one of the most controversial votes, 34 to 13, changing “may” have to “shall” have.

Word choice remained important to the delegations and was a sticking point for most amended changes. Whether that word choice was changing school district to local education agency, using the word student versus child, or removing the word privilege when referring to school transportation. One Michigan delegate argued the service should no longer be a privilege but a right, especially when a student’s on-board behavior is an issue.

One delegate even noted at the start of the Congress that using the word shall could be subjective language and called upon the states to use the term must as universal language when referring to requirements throughout the entire specs manual.

“Must is a directive,” the Michigan delegate shared. However, Hood reminded delegates that rules were already accepted and such changes could not be made at that time.

Proposal 50 of the school bus specifications committee was one of the few that was granted extra time for discussion (each proposal is allocated a total of 15 minutes) due to wording relating to mitigating a child being left on a school bus and preemptive procedures for the driver to take. The proposal stated that passenger advisory systems are optional but if installed, “a passenger advisory system shall require the driver to walk through the bus looking for sleeping children before leaving the bus. The driver shall have to push a button at the rear of the bus to deactivate the alarm. If the driver tries to leave the bus without deactivating the system, the system shall cause the horn to sound, notifying others that the bus is still occupied.”

The proposal added a description for how the passenger advisory system works. Delegates, however, found that the language was too specific to a procedure or system. It was amended to remove the description, as delegates pointed out some systems don’t use a button. Instead, the proposal was updated to state that the driver shall walk the bus aisle, look for sleeping children, and proceed to the rear of the bus to deactivate the system.

Another proposal in the specially equipped school bus specifications committee discussed the use of air conditioning. The proposal stated, “Climate control options shall be installed that include heating and air conditioning.” However, delegates voted 37 to 7 that changing shall to may was more appropriate to address the various climates across the U.S.

2025 New Committees
New this year was the addition of the emerging technologies and alternative transportation committees as well as the separation of infants, toddlers and preschoolers from transportation for students with disabilities and health care needs. The emerging technologies committees proceeded quickly, with one Maryland delegate questioning the need for inserting language into the specs manual as opposed to creating a guide that can be updated more regularly for school districts.

“What’s new today is old tomorrow,” a delegate commented. Alternative transportation was an especially hot topic. Many agreed that it was necessary to discuss but in little detail, leaving most governing to state and local decision makers. For instance, a line item for driver credentials stated that alternative transportation drivers “be at least 18 years of age or commensurate with the state’s required age and required years of driving to become a school bus driver.” The delegates felt the age was not necessary and should be removed, leaving the decision to the state.

One delegate suggested a policy consideration for not allowing students to be transported in the front seat of alternative transportation vehicles under any circumstances. However, other delegates had concerns, stating that a 10-passenger van would be limited to nine passengers. A Kentucky delegate said their school district allows high school students to sit in the front when space is limited. The proposed amendment failed by a vote of 31 to 9.

The delegates voted to remove the types of alternative transportation driver training (12 bullet points ranging from defensive driving to operations in inclement weather to safe loading and unloading) to instead comply with federal, state and local requirements.

After two days of the delegates sharing their opinions, presenting amendments and approving proposals (or not), the 17th NCST concluded with the resolutions committee. Resolution 2 states that “School Transportation News in a March 2024 publication identified a reporting issue that indicates the school bus is disappearing.”

STN Editor-in-Chief Ryan Gray’s column “The Disappearing School Bus?” highlighted a discrepancy between historically reported numbers of students who ride the school and those of the National Household Travel Survey sponsored by the Federal Highway Administration.

The resolution noted the need to develop a standardized reporting system for collecting ridership data and called on “the interim Steering Committee of the 18th NCST to appoint a focus group to research and develop recommendations for standardization of data collection relative to ridership on school bus and make periodic reports to the Interim Committee.”

The 2024 National Household Travel Survey is currently about halfway through data collection, which will run through Oct. 31 of this year. Meanwhile, the dates and location of the 18th NCST were not announced. State delegates were surveyed about if they felt meeting every five years was appropriate, or if they would rather meet every two or three years. The results were not available at this writing.

Ohio Public Schools Shifting Over 1,200 Students to Public Transit This Fall

Starting this fall, approximately 1,260 students from Cincinnati Public Schools (CPS) will begin commuting on public transportation instead of riding the yellow school bus, reported WLWT News.

According to the article, last month, the CPS Board approved the proposal to transition more seventh and eighth-grade students to Metro Bus service by the beginning of the 2025-2026 school year. The board also approved adjusting school start times to 9 a.m. as part of the same recommendation.

A spokesperson for CPS said via the article that the move is expected to save $2.9 million annually. The yellow school bus service costs an average of $3,085 per student, while Metro costs approximately $364 per student.

According to the article, the decision is causing concerns among parents and community leaders, as many are uneasy about placing younger students on city buses along with the general public. This move comes after an 18-year-old student was shot and killed in April in Dayton, Ohio while waiting for a transit bus to take him to school.

CPS has reportedly partnered with the Southwest Ohio Regional Transit Authority (SORTA), which operates Metro, to handle student transportation. A spokesperson points out Metro has safely transported students for decades.

Chief communications and marketing officer for SORTA Brandy Jones said via the article that Metro has over 50 years of experience working with CSP to transport students. According to the article, 10,545 students rode Metro buses in the 2024-2025 school year, and 2,765 of them were seventh and eighth-grade students.

The ambassadors are reportedly trained to assist students with anything from finding after-school programs to helping them access food or tutoring. They’re also tasked with de-escalating conflicts and supporting students as they navigate the transit system.

Indiana School District Hosts “Hop on and Hire” Bus Driver Career Day Amid Shortages

South Bend Community Schools hosted a “Hop and Hire” event to help combat the school bus driver shortage, reported WNDU News.

According to the article, School Bus Career Day, which was held on Saturday morning at 3003 North Bendix Drive, focused on hiring bus drivers to tackle the ongoing shortage. The aim was to hire at least 10 to 15 bus drivers before the upcoming school year.

“What we do here in the community, I think, it’s awareness of what we do, how important our job is to the community,” David Tartt, South Bend Schools’ transportation training coordinator, told local news reporters. “We take care of the most precious cargo that can be transported on the planet, and it’s a huge responsibility and we love what we do.”

Benefits for full-time drivers reportedly include health insurance, paid time off and free CDL training.

According to local news, for four hours, instructors focused on hiring school bus drivers and provided eligible applicants the chance for on-site interviews.

Additionally, attendees reportedly had the chance to drive a school bus under the supervision of trained experts.

Aubrey Independent School District Extends 20+ Year Partnership with Durham School Services for Another Five Years

Durham began providing transportation services to the school district over twenty years ago and currently runs 37 routes for the school. Illinois Parents File Lawsuit Against School District, Bus Company

The parents of a 10-year-old girl filed a lawsuit against their daughter’s district after the child was sexually assaulted on the school bus, reported Kansas City Star.

The federal lawsuit was filed against Taylorville Community Unit School District #3 and Durham School Services on June 17.

Local news reporters reached out to the district for comments but did not immediately hear back from the district. A spokesperson from school bus contractor Durham School Services said the company cannot comment on pending litigation.

The lawsuit reportedly stems from an alleged sexual assault that took place during the 2023-2024 school year between students at Taylorville Junior High School.

According to the news report, in late January 2024, a 10-year-old girl with ADHD and autism was experiencing severe and pervasive bullying by a boy on board the bus and at a bus stop.

During a one-week period, the boy sat next to the girl on the school bus and repeatedly sexually assaulted her on their way home from school, the lawsuit said. The girl was corned as she was assaulted.

The complaint claims the boy told the girl that he would hurt her and her family if she told anyone about the incident. The boy also allegedly sexually assaulted her multiple times off the bus near a community center. The girl reportedly told a librarian at the center what happened, and her teacher was notified.

According to the lawsuit, the girl’s parents filed a police report, demanded protection from school officials and “insisted” the district to keep the boy away from their daughter. The district responded by placing the boy on a different school bus with younger children.

The complaint says the district took no measures whatsoever to prevent the boy from having access to the girl at or near the school bus stop.

After the alleged assault, the girl’s parents were told several times by community members that the boy had a prior history of engaging in acts of sexual improprieties on other younger children, according to the lawsuit via the article.

The lawsuit reportedly accuses the district of failing to notify all teachers of the safety plan, failing to get 30 days of bus footage after the assaults, failing to provide adequate safety protocols at and around the bus stops and on the bus, and failing to follow the order of protection issues on Feb. 2, 2024, which prohibited the boy from accessing the girl’s school.

The lawsuit is asking for an undetermined amount in damages.

Michael Miller Honored as 2025 Outstanding Transportation Director in Ohio

Michael Miller, the transportation director for Sycamore Community City School District in Ohio, was named the 2025 Outstanding Transportation Director of the Year.

Ohio Association of School Business Officials Foundation for School Business Management released a statement that Miller had won award. It was created by the OASBO Foundation to recognize the accomplishments of Ohio’s school business officials in their exceptional service to their districts, community, and the profession.

Miller, who is also the current president of Ohio Association for Pupil Transportation (OAPT), was nominated by Brad Lovell, assistant superintendent of operations in Sycamore Community City School District. The awards also provide a $1,000 scholarship for a high school senior from the recipient’s district.

With 36 yeas of expertise and deep understanding of Ohio’s school transportation policies, Miller transformed Sycamore’s transportation operations into a model of efficiency and safety.

According to the statement, Miller oversees daily operations for over 4,000 students and manages a dedicated team of 70 staff members with precision and care. His strategic consolidation of over 600 bus stops reduced routes from 55 to 45, saving the district significant resources while maintaining high-quality service.

Miller, who has been a licensed school bus driver for 31 years and an onboard instructor for 21 years, has shared his expertise with many colleagues across the state. As a three-term president of OAPT, he has shaped the organization direction and advocacy efforts.

Previously, Miller served as a pupil transportation consultant with the Ohio School Boards Association and spent 10 years at school bus contractor Petermann Transportation as a transportation director and area operations manager. Currently, Miller is in his 11th year as the transportation director at Sycamore Community Schools. He was also honored with the 2017 William Rice Award that recognizes administrators who exhibit outstanding leadership.

A Purchasing Method Worth Considering: The Fixed Forward Fuel Contract

Fuel cost and fuel economy are always on the mind of school bus operations managers. With all the excellent business practices and school bus options promoting fuel efficiency, why don’t we take a moment to consider the idea of a fuel purchasing strategy to manage the volatility of fuel price and delivery during the school year.

Fix the price on a portion of your budgeted fuel purchase for the school year on a large portion of fuel and lock in on guaranteed delivery volumes to reduce the risk of a volatile fuel market. This practice is called a fixed forward fuel contract, the focus of this article.

Background
When I was vice president of purchasing for a large school bus operator, we used the fixed forward fuel contract process to lock in a portion of our fiscal year fuel supply. With the help of a supplier partner, we timed the optimum opportunity and entered into a contract to lock in fuel prices, and deliver a percentage of our total fuel usage for the upcoming school year. In doing so, we also left room in our annual fuel budget to withstand any potential downward trend in market price volatility.

Because of our fleet size and geographic footprint, it was not practical to enter a 100-percent supply purchase contract. We fixed only 50 percent of our fuel needs. During our first year of the fixed contract, we did experience unexpected volatility in market pricing. Because we had locked in pricing and delivery guarantees on a significant volume of our fuel and budgeted that fixed cost, an unexpected fuel price increase on the non-contract fuel was offset by the lower contract rate.

Our operating budget was achieved for the fiscal year. What did we learn? A typical fuel fixed price contract determines a set price per gallon delivered for a specified amount of time agreed upon by both parties. Fuel prices may fluctuate during that time, but the quantity and price you pay per gallon stays the same, due to the fuel contract in place. This guarantees supply and contributes to managing a budget and saving on overall fuel expenses.

By embracing this type of fuel purchasing practice and leveraging OEM technology solutions, school bus operators can enhance operational efficiency, reduce costs and achieve their sustainability objectives in a changing energy landscape.

Components of a Fixed Fuel Price Contract
Whether you are purchasing diesel fuel, gasoline, propane, or another refined product, a fuel contract involves both a buyer and a seller. You, as the buyer, determine the average amount of fuel you need when and where. The seller guarantees timely delivery. When you enter into a fuel contract, understand your fuel needs. Daily, weekly and monthly consumption is key to avoiding overpromising or exceeding expected usage. It is never a good idea to contract 100 percent of your expected volume.

Confidence in your supplier is also a key aspect of entering into a fuel contract. Your supplier will help you to understand all the price components. The seller will provide you with a quote that should be based on the delivered price per gallon.

The price per gallon can vary by location depending on the type of fuel you need and market delivery conditions, such as crude oil pipeline cost to refineries, cost to ship to distribution storage tanks and delivery tanker cost from fuel storage terminals to your location.

Benefit No. 1: Decrease Volatility of Fuel Costs, Delivery
When you enter a fuel contract with a seller, you can spend less time worrying about fluctuating fuel market prices and availability.

A fuel contract can help ensure you always get fuel even when supplies are running low. When refineries or pipelines go down, it can cause scarcity and sky-high prices for the smallest of quantities. A fuel contract helps you lock in at a certain fuel price or price range, particularly when fuel market fluctuations may lead to higher prices for others.

Benefit No. 2: Better Forecasting
When you commit to a fuel price contract with a fuel seller, you can expect to avoid any unforeseen costs in- crease and can help protect your operating cost metric.

A fuel contract might take more work and expenses on the front end, but it can help you save significantly on future fuel prices in a market that is constantly changing.

Conclusion
School districts and bus companies that consume large volumes of fuel and do not investigate the variety of fuel contracts for a percentage of their fuel costs generally believe one of the following:

1. The district or company can pass on any and all increases in fuel prices to their taxpayers/customers, without a negative impact on their operating cost performance metric.

2. A downside of using fixed supply and price forward contracts is missing favorable fuel market cost reduction movements. One of the main risks of using a forward contract is the potential to miss out on favorable cost reductions. Once you lock in a rate, you must trade at that rate, despite any favorable market changes.

3. The district/company is confident that fuel prices are going to fall, and it is comfortable paying a higher price for fuel. In fact, that type of analysis proves all too often to be incorrect.

Use this article for an interesting and potentially worth while discussion with your fuel suppliers. Ask them for an opportunity to learn more details and explore the options they may have for supplier price and delivery contracts that best suit your school year fuel needs.

Be cautious. If the fuel supply market is highly volatile, a fixed forward contract can provide stability. However, in a stable or strengthening market, you might benefit more from spot transactions or more flexible options available from your fuel supplier.

Your fuel distributors wholesale supplier, oil companies and others all have sales departments dedicated to these methods of selling fuel.

Walking School Bus Program Transforms Attendance in a School District in Washington

The “Walking School Bus” program at Regal Elementary in Spokane, Washington, helps students with attendance and promotes trust between the children and school staff, reported KXLY News.

The program pairs teachers and volunteers with students who need help getting to school. The volunteers walk door to door, collecting students and walking them safely to school each day.

According to the article, the program was initiated with the aim of helping students with attendance problems. Tony Debari, a counselor at the school, said that transportation issues often keep students from attending school.

Debari said the program has shown clear results, with 88 percent of students participating with the Walking School Bus having improved their attendance. Most participants now miss nine or fewer days per year.

School staff also noticed that students are more excited about school and that morning walks have become a positive start to each day. The Walking School Bus runs Monday through Friday with volunteers maintaining consistent routes and schedules.

According to the news report, the program not only helps families who struggle to get their children to school consistently but also to build relationships and increase trust between students and staff.

The school reportedly plans to expand the program next year. The expansion could help more students and families who could benefit from transportation and community support.

Why Student Transporters Must Seize a Seat at the Table

A Thursday webinar stressed the importance of student transportation departments taking an active role in school district-wide efforts to modernize facilities and electrify school buses despite funding shortages.

Marcus Gilmore, senior advisor of clean mobility strategy for webinar sponsor ENGIE North America, shared that despite the staffing and purchasing issues school transportation is facing, electric school bus (ESB) momentum continues. The World Resources Institute reports 13,860 ESB deployments or commitments in 49 states, the District of Columbia, four U.S. territories, and several tribal nations. Many of these buses are deployed in disadvantaged communities, he noted.

He reviewed how the U.S. Environmental Protection Agency’s Clean School Bus Program process faced unprecedented demand before proceeding with a 2024 round. Most districts also see limited state funding, which poses a challenge with federal ESB funding in question.

“Districts are getting creative,” he said, adding that funding is one piece of the puzzle, but aligning efficiency and modernization goals across school district departments is also crucial.

Michael Decker, ENGIE’s senior business development manager, has nearly 30 years of experience as an administrator in Michigan public schools, culminating in his nine-year term as superintendent of St. Charles Community Schools. He spoke to the politics involved in getting a standalone project approved, especially when the district administration doesn’t have visibility into what transportation does or perceives it as competing with “core” education priorities.

He strongly advised transportation leaders to claim a seat at the table and make their voices heard by district administration. As such, student transportation leaders should attend all relevant meetings and remain in the loop with planning because other departments are also advocating for their projects.

“Being able to work in collaboration is huge,” Decker emphasized. “Request and demand that you have a chance to talk.”

While funding approvals typically come through the C-suite, he confirmed that lower-level employees and departments have crucial information and perspectives that must be heard.

“We need to have a need, we need to have desire and we need to have the funding,” he summarized.

Decker also encouraged student transporters to seek discretionary funding, after personnel cuts and other often-overlooked sources.

He noted benefits of facility modernization, which can include fleet electrification, for better student health, improved academic success, attracting more staff and student families, greater operational efficiencies, fuel cost savings, performing needed upgrades, and ending the “kick the can down the road” mentality.

He advocated for affordable comprehensive improvements, since repairs within the walls and roofs are just as important as more public facing facilities. Solar power, battery storage, lighting and transformers are examples of upgrades that give districts a quick return on investment. EV fleet infrastructure, roof upgrades, major HVAC, and window repairs provide a longer return on investment.

Decker shared that, during its free, graded assets survey or consultation, ENGIE will seek holistic improvement opportunities in a district. The company is also brand agnostic with its proposed solutions.

Gilmore reviewed the example of San Marcos Unified School District in California’s San Diego County, which implemented a resilient microgrid for its ESB fleet to satisfy district officials’ desires to cut overall energy costs to help fund the initiative. District-wide cost control measures include LED lighting, solar power, battery energy storage, and HVAC mechanical replacements.

Aromas-San Juan USD, a small rural district in Central California, wanted to improve its energy efficiency, resiliency and sustainability with a comprehensive approach. ENGIE provided the district with an energy services contract comprised of district-wide measures: Solar power, more than 20 new HVAC units, programmable thermostat upgrades, a backup generator for energy resilience, and installation of Wi-Fi on school buses which helped support distance learning for students during the COVID-19 pandemic.

Decker noted that lighting upgrades are an important yet often overlooked improvement for cost savings, which webinar host STN Publisher Tony Corpin noted requires a conversation with the facilities manager.

Gilmore cautioned against purchasing ESBs solely because there is currently federal funding. Without doing the necessary homework and future planning, he said ESBs could end up parked on a district lot unused.

Transportation infrastructure ultimately supports students’ education and economic prowess, which is the main goal, Decker said. “Make it attractive so we attract more students and fulfill their needs,” he commented.

Deadline Approaching for Enrollment in Top Transportation Teams

Orange Grove Charter School First in the Nation to Convert Their Bus Fleet to a Greener Solution Using DEMI-NeuFuel.

CHARLESTON, S.C. – Orange Grove Charter School, based in Charleston, South Carolina, continues to go green and sets a new standard by converting a majority of their diesel school buses to run on renewable natural gas (RNG). Today, the Charleston-based charter school announced they are the first in the nation to convert their school bus fleet to the DEMI-NeuFuel diesel displacement platform.

The DEMI-NeuFuel school bus platform (aka the “CowFartBus”) is made possible, through a partnership between Ingevity, a specialty chemicals and materials manufacturer based in North Charleston, South Carolina, and American CNG, based in Layton, Utah.

This fleet conversion follows a successful pilot program with Orange Grove Charter School upfitting an existing school bus with Ingevity’s NeuFuel technology and American CNG’s DEMI Diesel Displacer™ system. Together, the platform enables buses to run on a blend of diesel and RNG, a near-zero carbon fuel that is derived from the biodegradation process of organic matter from agricultural, landfill, and wastewater facilities. This system is designed for use on in-service, existing diesel school bus and does not require districts or contractors to purchase new buses. Orange Grove CEO, John Clendaniel, says the new system will save the school $750 dollars a month in addition to helping clean up the environment.

Orange Grove’s school bus fleet will now rely on this highly cost-effective and sustainable platform utilizing low-pressure technology to unlock the value of lowcost natural gas, specifically highly sustainable RNG, by using a natural gas hook up
installed on their Charleston, South Carolina campus.

Through the use of the DEMI-NeuFuel technology and RNG, Orange Grove will reduce its fuel costs by over 25%, displacing approximately 270 gallons of diesel per month, and reducing greenhouse gas (GHG) emissions by 32.6 metric tons per year, which is equivalent to 18,549 miles driven by a school bus (Based on EPA greenhouse gas equivalencies calculator and the Department of Energy’s AFLEET Tool).

“This project marks a significant step forward in our commitment to sustainable
transportation and demonstrates how we can reduce our carbon footprint and provide cleaner air to our students and our community, while we remain financially prudent,” said John Clendaniel, CEO of Orange Grove Charter School.

This project highlights the benefits of low cost natural gas and zero-to-low carbon RNG as a transportation fuel designed specifically for school bus fleets supporting the transition to a lower cost and more sustainable mode of operations,” said Dante Marini, Product Engineer at Ingevity. “Ingevity’s NeuFuel technology and American CNG’s DEMI Diesel Displacer system can provide school bus fleet operators with the flexibility they need to address their unique requirements without compromise to vehicle or fleet operations.”

Today, this low-pressure RNG solution continues to be utilized across various vehicle classes with school districts, independent bus contractors and other fleets around the country in Wyoming, New Jersey, Michigan, Colorado, Minnesota, Illinois, Alabama, Pennsylvania, North and South Carolina and others. Advocates say U.S. House tax cut proposal would kill clean energy investments, jobs

The tax cut legislation that U.S. House of Representatives Republicans are putting together in Washington includes measures that will cost thousands of jobs in Wisconsin and undercut the state’s progress toward cleaner energy, according to environmental and labor advocates.

To help pay for the extension of tax cuts enacted in the first Trump administration, the GOP-led House Ways and Means Committee is proposing to repeal clean energy tax credits, Politico reported this week. The tax credits were among the measures enacted in the 2022 Inflation Reduction Act (IRA).

“These credits are not just numbers on a balance sheet out in Washington D.C,” said Emily Pritzkow, executive director of the Wisconsin Building Trades Council, in an online press conference Wednesday. “They are representing real jobs, real economic growth, and real progress towards Wisconsin’s sustainable energy infrastructure. Since the IRA was signed into law in 2022 we have seen an unprecedented boom in clean energy development in the trades.”

The press conference was hosted by Forward Together Wisconsin, a nonprofit established to inform people about the Biden administration’s infrastructure and climate investments and to defend them.

“We’ve been seeing this real opportunity to drive energy costs down, and I cannot for the life of me understand why people want to reverse that progress,” said former Lt. Gov. Mandela Barnes, president of Forward Together Wisconsin.

In addition to the tax credits that the U.S. House proposal would repeal, President Donald Trump in his second term has frozen federal clean energy grants that were part of the 2022 legislation. Those include grants to establish a network of electric vehicle charging stations — prompting a lawsuit by 15 states, including Wisconsin.

Solar energy investments that have boomed in the last three years are among those that are threatened by the House proposal, according to advocates.

“At a time when billions of dollars are being invested in states that overwhelmingly voted for President Trump, this proposed legislation will effectively dismantle the most successful industrial onshoring effort in U.S. history,” Abigail Ross Hopper, president and CEO of the Solar Energy Industries Association, said in a statement this week.

Since passage of the IRA, Wisconsin has seen $933 million in clean energy and transportation private-sector investments, along with just over $2 billion from federal grants and loans, according to Innovation Policy & Technology, a San Francisco climate change policy think tank. The organization tallied 61 new clean energy and transportation projects that got underway in the state, with 45 manufacturing American-made products.

“Lower investment and higher energy bills due to repealing these federal programs and tax incentives will cost nearly 5,200 Wisconsin jobs in 2030 and more than 6,400 jobs in 2035, compared to current policies,” Innovation Policy & Technology reported.

The advocacy group Climate Power has calculated that without the federal support $5.4 billion for 15 planned Wisconsin clean energy projects could be in jeopardy.

Of those projects, 12 — 80% — are in five congressional districts represented by Republicans, according to Climate Power. Three representatives of those districts — Bryan Steil in the 1st CD, Scott Fitzgerald in the 5th CD and Glenn Grothman in the 6th CD — voted against the IRA in 2022. The other two, Derrick Van Orden in the 3rd CD and Tony Wied in the 8th CD, weren’t in office at the time but publicly opposed the legislation.

John Jacobs, business manager of International Brotherhood of Electrical Workers Local 494 in Southeast Wisconsin, said the clean energy tax credits and related policies have spurred investment and employment for the union’s members.

“I see first-hand how the clean energy tax credits have delivered on their promise, creating good family-sustaining union jobs across Wisconsin,” Jacobs said. “Repealing these tax credits could be devastating to many, but would put thousands of jobs at risk and hurt a growing industry.”

The tax credits were “an investment in America,” he added. The jobs lost if the credits are repealed “translate to economic instability for families across our state.”

The IRA also included a provision that extends the value of the tax credits to nonprofit organizations and government agencies.

Thanks to that benefit, called direct support payment, the Menasha Joint School District in the Fox Valley has qualified for a $4 million reimbursement from the federal government for installing rooftop solar energy and geothermal energy systems in a school currently under construction, said Brian Adesso, the school district’s business services director.

Once the school is complete the district expects to save $159,000 a year on its electric bill, “which is cost savings to local taxpayers and money that can be invested back into the students and staff,” Adesso said at the Forward Wisconsin press conference.

Adesso said the tax credits gave the district “certainty” it needed to be willing to undertake the clean energy additions to the project. Killing the credits would make that choice harder for school districts and impose higher costs on local property taxpayers, he added.

“The bill making its way through Congress takes a sledgehammer to the tax credits,” Addesso said — ending some credits early and attaching “bureaucratic restrictions that could make many of the credits unusable.”

Barnes said Forward Wisconsin Together is calling on Congress to protect the clean energy initiatives. “The people of Wisconsin deserve better,” he said. “The country deserves better. Clean energy as we know is the future, and we have to continue to invest in it.”

Pennsylvania School Van Driver Sentenced to 8 Years in Prison for DUI

A student transportation driver in Harrisburg will serve nearly eight years in prison after pleading guilty to driving a school vehicle under the influence of prescription drugs last year, reported FOX 43.

Heather Shumberger, 41, pleaded guilty in January to four counts of recklessly endangering another person, two counts of endangering the welfare of children, two counts of DUI, and a summary traffic offense.

Shumberger was reportedly sentenced to a prison term of four months to just under eight years last week. Once her prison terms end, she will also serve a period of probation.

The incident reportedly occurred on Oct. 30, 2023, when police officers pulled over Shumberger after receiving multiple calls from other motorists concerned with her erratic driving.

According to the article, Shumberger was driving a school van, traveling well under the posted speed limit of 65 mph, and swerving in and out of traffic lanes.

Responding officers said Shumberger’s van was located and pulled over. She began to doze off while interacting with officers and was unable to perform the field sobriety test.

Four students ages 9 to 19-years-old were inside the van at the time of the incident. The students showed police a video that showed Shumberger swerving while driving.

Police also reportedly watched outward- and inward-facing dash camera footage from the school vehicle that provided additional evidence of her erratic driving. Another driver was assigned to pick up the students and safely transport them to their destination.

The news report states that blood test later showed that Shumberger had Xanax, Klonopin, Pristiq, Soma, Zyprexa, Effexor and Buprenorphine in her system at the time of her arrest.

Building an Elite School Transportation Team

Building a top-performing team in school transportation requires a strategic mix of
leadership, collaboration and strong organizational culture. Legendary NFL coach Vince Lombardi once said, “Individual commitment to a group effort—that is what makes a team work. This philosophy is especially relevant in school transportation. Each member plays a critical role in ensuring the safe and efficient movement of students.

At the core of every successful school transportation team is a well-defined mission. The leader must articulate a vision that inspires and aligns every member. Without a shared purpose, efforts become fragmented. Leading by example, fostering open communication, and encouraging a culture of collaboration are crucial for success. I recommend emphasizing the importance of setting clear expectations and continuously motivating teams to excel. Leaders must not only define them vision but also embody it through their actions.

“Trust is a two-way street,” said executive coach, former STN keynote speaker, and author Stacey Hanke. Her book “Influence Elevated” explains that a leader with elevated influence is someone their team feels it can trust. The inverse also applies to leaders who aren’t trusted. Hanke’s research and surveys show trust is what employees crave.

Hiring and retaining the right talent is key for any organization. An effective transportation team starts with individuals who align with the organization’s values. Staffing shortages are a common challenge, but prioritizing teamwork and cultural fit during recruitment helps in building a resilient team.

Workforce development opportunities, such as attending STN EXPO, the Transportation Director Summit, or other professional development, enhance team cohesion and performance. Investing in training and networking shows employees their leaders are committed to team growth.

The foundation of a strong team is vitally important, especially with the evolving nature of teams in a rapidly changing world. While diversity, digitalization and agility shape modern teams, the fundamental principles of teamwork remain unchanged.

Last year at STN EXPO West in Reno, Nevada, we hosted the Top Transportation Teams awards presented by Transfinder. During the general session facilitated by Transfinder CEO Antonio Civitella, the panelists agreed that winning the award validated their teams’ efforts throughout the year to adhere to district and department values, encourage each other, and provide stellar service to their communities and students.

I want them to feel that pride,” said Todd Livesay, director of transportation for Franklin Township Community School Corporation in Indiana. “It’s such a huge validation.”

D’Allah Laffoon, transportation supervisor for Waterloo Central School District in New York, said the implementation of a new field trip process took a little adjusting but became a success with staff input.

School bus contractor Palmer Bus Service moved from a yearly to a monthly bonus structure to better appreciate the significant jobs school bus drivers do, shared Trace Johnson, the company’s director of school bus technologies.

Both public and private recognition helps boost morale at Franklin Township. “Your people will feel it,” Livesay said, adding that being a leaders means more than simply raising wages. It’s about making the workplace desirable and getting to know each driver.

“Some days are not going to be great, but when you have those great days, celebrate them,” noted Civitella. Recognition plays a pivotal role in maintaining morale and motivation. Acknowledging achievements, whether through formal awards like the Top Transportation Teams Awards program or simple gestures, strengthens team loyalty.

Civitella encouraged school transportation leaders to identify small but meaningful ways to improve workplace culture.

Digital mobile radios (DMR) have become the industry standard, offering longer battery life, better range and coverage, double the call capacity, superior voice quality and futureproofing.

Estes explained DMR radios support analog and digital modes so digital radios enable simple and cost-effective migration from legacy systems. Group, individual and emergency calls are supported as well as text messaging to ensure only affected parties are contacted. Districts can send messages to one school or a set of schools based on area, department, job title or situation.

He shared characteristics of ruggedized but sleek handheld radios, mobile radios that are legal to use while driving, hardware setup and mechanics, dispatching software, channel options and calling capacity, and range considerations that depend on terrain. He explained that robust antennas and radio quality are paramount, as signal is based on the line of sight.

Estes reviewed the three connection options. Repeater systems expand range and capacity for a single school. IP Connect expands range by connecting multiple repeater sites. Trunking systems expand range by connecting multiple schools and increase individual and group calling capacity.

Staff in different schools can talk across the entire district through a digital interconnect that uses Internet Protocol to link multiple DMR Tier II repeater sites together, creating a wide-area network. Some large districts like Simi Valley have their own SMR Networks, which are private radio networks that use multiple frequencies and a wide-area network infrastructure.

“DMR systems, if they’re built right, are bulletproof,” he declared.

Julie Ann Baker, PoC product manager for Hytera, next discussed Push-to-Talk over Cellular (PoC) radios, which were invented in 1987. They use the existing cellular infrastructure of mobile network operators like T-Mobile and AT&T to access the internet like other wireless devices, providing nationwide coverage and high data capacity. SIM cards are used for devices that are on the move. She advised districts to perform tests that ensure connection and server needs are met.

Benefits of PoC radios over DMRs include high coverage and bandwidth, no infrastructure or system maintenance costs, no FCC licenses, fast deployments, calling flexibility, and end-to-end encryption for private communications.

Baker noted the need for U.S. Department of Transportation compliance with how radios are installed and used in buses. She reviewed the differences between PoC devices, mobile and handheld radios.

Today’s PoC smart devices boast excellent audio quality with digital noise cancellation, built-in cameras for hi-def pictures and videos, Bluetooth and GPS positioning. They can look like smartphones but are ruggedized with Gorilla Glass screens and can be limited so unauthorized apps are not added.

PoC mobile radios have aspects useful to school bus drivers, including: tactile buttons and handheld mic for eyes-on-the-road operation, loud audio and speaker quality required in noisy vehicles, an emergency call button, speeding and driver fatigue notifications, and built-in Bluetooth for hands-free audio accessories.

Purpose built for professional radio communications, PoC handheld radios may have LCD display screens for status and call functions, a camera for pictures and video calling, a flashlight, full keypad, an emergency call button, and an installed car kit or dock for safe in-vehicle operations.

Operationally, web-based dispatching applications enable centralized control with instant group voice and video calling, texting, and sharing images. This allows more targeted security responses, emergency management, maintenance calls and detailed reporting.

PoC devices have built-in GPS for location tracking with breadcrumbs and geofencing, such as if a school bus enters a restricted area. Baker reviewed how DMR and PoC radios can be used with a bridging system if a district has both.

When districts look for a good PoC system, Estes advised examining hardware quality, system reliability, audio quality, warranty, ruggedization, battery life, and variety.

“You want to get the right products with the right features,” Estes said. “You want to get what’s best for your district.”

Arkansas School District Thanks Driver for Quick Response During Bus Fire

A Waldron Public School (WPS) bus caught fire while transporting students to school, and all students were uninjured thanks to the bus driver’s quick response.

WPS released a statement confirming that one of its school buses had experienced an electrical fire, which led to the immediate evacuation of those on board.

District leaders stated that students were safe and transported to school in another vehicle. The fire was successfully extinguished, and the situation was managed by local authorities.

Officials also thanked the bus driver, who was not identified at this writing, for his quick and effective response in evacuating students off the bus and ensuring their safety.

Comments on social media posts showed parents were grateful for the bus driver’s rapid response and at ease knowing that everyone was safe.
