City of Shelton Launches School Bus Safety Program with BusPatrol to Protect Children on the Road

SHELTON, Conn. -Just in time for back-to-school, the City of Shelton announced today the launch of a new school bus safety program in partnership with BusPatrol. The initiative is designed to protect children as they travel to and from school by curbing the dangerous and illegal motorist behavior of passing stopped school buses.

Starting Tuesday, August 26, Shelton Public Schools’ fleet of 68 buses will be equipped with BusPatrol’s AI-powered stop-arm enforcement technology. The program will begin with a 30-day warning period during which vehicle owners who illegally pass stopped school buses will receive warning letters without monetary penalties. On September 29, the program will enter live enforcement, with violators subject to a minimum $250 civil penalty under Connecticut law. Every violation is reviewed by trained municipal staff before a fine is issued.

Importantly, the program is provided at zero cost to the City, school district, and taxpayers. BusPatrol covers the upfront investment, including the technology, installation, and ongoing maintenance. The program is entirely violator-funded, meaning drivers who break the law and put children at risk pay for this important student safety program.

Shelton Mayor Mark Lauretti said: “We’re proud to lead the charge as the second city in the state to launch stop-arm enforcement. This is about one thing: protecting our kids. We’re setting the standard for student safety and sending a clear message – passing a stopped school bus is never worth the risk.”

Shelton is the latest city in Connecticut to implement a BusPatrol program, following Bridgeport, and joins a growing movement across New England. Neighboring Stratford and Trumbull are also expected to launch the program in the new school year, along with Waterbury, Danbury and New Haven.

Every day, more than 330,000 children ride school buses in Connecticut. A recent study found that cameras on just 74 buses recorded nearly 10,000 illegal passes in six months, equivalent to 75 violations per weekday. Each violation represents a moment where a child’s life is put at risk.

Connecticut law requires drivers to stop when a school bus has its red lights flashing and stop-arm extended, so children can cross the road safely. This applies on two-lane and multi-lane roads in both directions. The only exception is when traveling on the opposite side of a divided highway with a raised median or barrier.

Blue Valley Schools and Durham School Services Celebrate Strong Start to School Year

OVERLAND PARK, Kan. – Blue Valley Schools started the new school year on a strong note last week thanks to the dedicated efforts of its long-time school transportation partner, Durham School Services, and the Blue Valley Schools transportation team. For the first day of school, Durham drove a total of 105 routes and transported 4,000 students.

Durham has been the district’s transportation provider for 14 years, and just last year, announced a five-year partnership renewal that runs through 2029 – a clear indication of the school’s continued, deep trust with Durham’s service and team. Further, over the years, as a committed community partner, Durham has supported various local pantries through donations, provided grants to teachers, and has annually sponsored the Blue Valley Educational Foundation’s (BVEF) Annual Community Breakfast event as part of its Partners Beyond the Bus community outreach program.

Blue Bird Delivers Electric School Bus Fleet to Little Rock School District in Arkansas

MACON, Ga.- Blue Bird Corporation (Nasdaq: BLBD), the leader in electric and low-emission school buses, is delivering 25 electric school buses to Little Rock School District (LRSD) in Arkansas. The zero-emission school bus fleet marks a new era of clean student transportation for the school district. Blue Bird provides its most advanced Vision electric school buses to Little Rock School District. The state-of-the-art electric buses have a vehicle range of up to 130 miles on a single charge and can carry up to 69 passengers. Following the completion of the Blue Bird electric school bus order, LRSD will maintain a bus fleet of approximately 70 vehicles. LRSD’s zero-emission school buses will travel nearly 1,400 miles each school day, as they pick up and safely transport 500 students to and from schools.

School districts have reported paying a mere 19 cents per mile in energy costs for electric buses compared to fuel costs of up to 79 cents per mile for their diesel buses.

EverDriven Modern Student Transportation Awards Include All-expenses Paid Trip to TSD

Nominations are open through the month of August for alternative student transportation company EverDriven’s Modern Student Transportation Awards, a national program created to celebrate school district leaders who are setting new standards in how students are transported to and from school.

Finalists will be notified in early fall, and the winners will be formally announced at the Modern Student Transportation Awards Celebration in Dallas, Texas, Nov. 6. Winners will receive a $2,500 college scholarship to benefit a student in their district who qualifies under the McKinney-Vento Act or for special education services.

They will also be awarded a full conference pass and paid travel to attend the TSD Conference, a customized award plaque, and a digital winner’s seal for use in their organization’s communications and marketing efforts.

GreenPower Signs Contract for More Than $5 Million with State of New Mexico for All-Electric School Bus Pilot Program

SANTA FE, N.M., – GreenPower Motor Company Inc. (Nasdaq: GP) (TSXV: GPV) (“GreenPower”), a leading manufacturer and distributor of all-electric, purpose-built, zero-emission medium and heavy-duty vehicles serving the cargo and delivery market, shuttle and transit space and school bus sector, today announced it has signed a contract with the state of New Mexico to implement an all-electric school bus pilot project. The contract is the result of an award made by the state under an RFP published in May.

The two-year pilot project will deploy three GreenPower Type A all-electric, purpose-built, zero-emission Nano BEAST Access school buses in the first school year (2025-26), and three GreenPower Type D all-electric, purpose-built, zero-emission BEAST and Mega BEAST school buses in the second school year (2026-27). The shool buses will rotate around the state in five pilot rounds each school year with each round lasting six weeks. GreenPower will install charging systems, provide training for the drivers, mechanics and the community’s first responder and help ensure a seamless testing period.

The contract between GreenPower and the state of New Mexico provides more than $5 million for the purchase of vehicles, cost of charging infrastructure and overall management of the pilot. GreenPower will support the implementation of the project from a location to be established in New Mexico. Based on voluntary requests to participate, school districts are currently being selected by the state to participate in the pilot. The manufacturing of the three Nano BEAST Access school buses is substantially complete and they will be ready for deployment for Round 1 the week of September 15.

“The New Mexico pilot project provides an opportunity to expand the reach of GreenPower’s zero-emission school bus product and gives parents, kids and school districts in the state the opportunity to evaluate the transition to all-electric, purpose-built school buses,” said GreenPower President Brendan Riley. “The project is leveraging the successful pilot that GreenPower conducted in West Virginia, but also has a concentration on evaluating charging options and infrastructure.”

The pilot will include both Level 3 DC fast chargers and Level 2 slow chargers for the Nano BEAST Access school buses, and will evaluate Level 3 DC fast charging in the second year with the BEAST school buses. A part of the second year will be a vehicle-to-grid (V2G) evaluation using the GreenPower Mega BEAST. The Mega BEAST is a 40-foot Type D all-electric, purpose-built, zero-emission school bus that delivers a class-leading range of up to 300 miles on a single charge because of its massive 387 kWh battery pack. The range of the Mega BEAST is greater than any electric school bus in it’s class. It has more uphill climbing power and the most compelling and cost effective V2G capability for a more stable electric grid and community sustainability in areas where it is deployed.

“We are particularly interested in evaluating charging as a part of the pilot project,” said Mark Roper, Director of the Economic Development Division within the New Mexico Economic Development Department. “Range, charging rates and grid resiliency are critical components of switching to all-electric, zero-emission vehicles.”

GreenPower is partnering with Highland Electric Fleets to install and implement the charging infrastructure necessary for the pilot. In a letter to the state, Highland’s Chief Commercial Officer Brian Buccella shared the company’s commitment to supporting GreenPower in assessing charging infrastructure and creating a reliable EV pilot project in New Mexico. “Our experience delivering and operating electric school buses at scale positions us well to assist in the successful execution of this pilot program. This initiative presents an opportunity to reduce transportation-related emissions in New Mexico communities, protect student health and modernize school transportation,” Buccella said.

Baltimore Expands Free MTA Service for Students

Baltimore City Public Schools (BCPS) students ages 12 and under are now eligible to ride local metro buses, Light Rail and subway services free of charge with their student passes.

The expanded fare policy went into effect Sunday, with the Maryland Transit Administration (MTA) stating the aim is improving access to education, jobs and extracurricular opportunities for youth throughout the city.

“This change enables greater participation in after-school programs, access to part-time jobs and other opportunities,” officials said in the statement.

Under the new policy, children up to age 12 can now ride free. Previous, free rides were only available for children age 6 and younger. MTA said the change is expected to help more families take advantage of public transportation without added financial strain.

BCPS students will also see a major benefit. They can now use their student transit passes at any time of day, not simplyduring school hours. This flexibility allows students to more easily attend after-school programs, internships, part-time jobs and other opportunities.

In addition, the All-Access Student Transit Pass previously reserved for college students is now available for all private school students. This move broadens access to affordable transportation for more young people across the Baltimore region.

MTA also extended the transfer window for riders using the CharmPass app. Transfers, which were previously limited to 90 minutes, are now valid for up to 120 minutes. The change offers more flexibility and convenience for commuters navigating the city.

The fare changes also laid the groundwork for a low-income fare program. Eligible participants in the Maryland Supplemental Nutrition Assistance Program (SNAP) will eventually benefit from discounted transit fares, supporting greater mobility for economically disadvantaged individuals.

However, the MTA is also tightening fare compliance. A new $5 surcharge is applied to light rail riders who who do not have a valid ticket and then purchase one using the CharmPass app during fare inspections. The measure is intended to encourage system-wide compliance while maintaining accessibility. MTA offers a complete policy guide.

The updated policy is part of a broader push to make public transportation more equitable and accessible for Baltimore’s youth and lower income communities.

Philadelphia School District Gears Up for Annual Event Ahead of School Year

The School District of Philadelphia is gearing up for its annual “Ring the Bell” bus tour ahead of the upcoming academic year.

The “Ring the Bell” bus tour consists of a colorful school bus that visits multiple locations across Philadelphia during the summer, typically late July through mid‑August.

During each stop, families can pick up free backpacks and school supplies while supplies last, access on‑site registration for PreK–12th grade, sign up for the Parent Portal to access student information online, participate in interactive educational activities, games, and raffles, enjoy snacks and frozen treats, and receive immunizations and school physicals (at select sites).

According to the district’s website, all bus tours are from 10 a.m. to 2 p.m., starting July 28 through Aug. 15. Locations can be found here.

The aim of the tour, which is built around a “festival-like” community experience, is to eliminate barriers for busy families by bringing services directly to neighborhoods, so parents don’t have to hunt for information.

The festive atmosphere often includes raffles, prizes, and fun for kids and families.

Rhode Island School District Reports Third Incident Involving Bus Monitor

Barrington Public Schools in Rhode Island reported its third incident involving a former school bus monitor, reported WJAR 10.

According to the news report, the district’s acting superintendent, Chris Ashley, said in a letter to families on Monday that a third incident was reported involving a former bus monitor. School officials said last month that the former employee was under investigation after a “serious allegation” was reported.

Authorities have since stated that the allegations involve inappropriate touching. On Monday, Ashley communicated that all three reported incidents occurred on a route that transported students with disabilities.

“We had previously refrained from identifying the route out of concern for student privacy. However, in light of this most recent development, we now must share that all three reported incidents occurred on a special education bus route, a route that served some of the most vulnerable members of our school community. This reality is as painful as it is unacceptable. Our responsibility to every child is to ensure not only their education, but their safety, dignity, and care,” Ashley said in a letter to families via the article.

The bus monitor, whose identity was not disclosed in this writing, had been employed with the Ocean State Transit to serve Barrington schools and has since been fired. School officials said via the article that the bus driver, who was involved in two of those incidents as well, was also fired from the role. The school board also voted to end its contract with Ocean State Transit.

Ashely said via the news report that the incidents have been reported to Barrington police and the Rhode Island Department of Children, Youth and Families. However, while the Barrington Police Department said it is aware of the complaint, no charges have been brought against the bus monitor in this report. The case remains under investigation.

Kentucky School District Seeking Bus Drivers, Monitors Ahead of School Year

Warren County Public School held its Bus Driver and Monitor Recruitment Fair, giving applicants the opportunity to apply and drive a bus, reported WBKO News.

The Recruitment Fair occurred on Saturday, where applicants were able to drive a school bus on site and get a glimpse of what it means to be a bus driver.

One applicant, Charles Smith, told local news reporters how impactful it can be to become a bus driver beyond driving kids to school. He stated that even the smallest act of kindness can go a long way in changing a student’s mood or making their day. Smith recognizes people may not realize the difference transporting students can make for them.

The district’s Transportation Director, Chip Jenkins, emphasized how crucial bus drivers are for the school system and students getting to and from school.

“Sometimes we don’t know their home environment. Sometimes it can be quite troubling,” Jenkins said via the news report. “When they get on that school bus, they can feel safe, and they know that they’re going to a school where they can get educated throughout the day and then we’ll take them home safely.”

Kenosha school district leaders say funding ‘uncertainty is at an all time high’

Between the Wisconsin state budget providing no new general aid to schools and the Trump administration withholding federal funds, Kenosha Unified School District (KUSD) Superintendent Jeff Weiss and Chief Financial Officer Tarik Hamdan say school funding has never been so uncertain.

“We really, right now, are at a very unsure, very uncertain time, and it just makes planning extremely difficult,” Weiss told the Wisconsin Examiner in an interview.

The district leaders were among many public school advocates who for months lobbied for large investments in Wisconsin’s K-12 schools during the state budget process that wrapped up earlier this month. 

Weiss said state funding for schools that has not kept pace with inflation over the past 16 years has created the difficult financial situation that Kenosha and other districts across the state are facing and are the reason so many have gone to local taxpayers through referendum to ask for more money.

A recent Wisconsin Policy Forum report found the state’s per pupil education spending has fallen below the national average. In the 2023 fiscal year, Wisconsin spent $14,882 per pupil on public education — 9.9% less than the national average of $16,526 per pupil.

KUSD sought a referendum early this year to bring in $23 million annually for five years to help the school district meet its safety improvements, staffing, curriculum, technology and major maintenance costs. The process was controversial in the community, dividing residents and even eliciting boos at a chorus concert. 

The referendum failed in February, and as the state budget process progressed, the district had a $19 million budget gap to fill. In April, Weiss asked lawmakers at a public hearing to address the long-term problem so he and the district could spend less time struggling to get local taxpayers to pay more and more time on student learning and improving educational offerings.

“This is not how I want to spend our time in the school district,” Weiss said at the time

District leaders were hoping for two main changes in the budget: an increase in the state’s share of special education costs to cover 60% and an increase to the state’s general aid to schools of $415 per pupil in year one and $430 per pupil in year two. 

“Special education reimbursement at 60%… would have generated about $11 million,” Weiss said. “The additional per pupil increases would have added around $2 million, a little bit less than that, so together, these two items would have generated about $13 million of additional funding for KUSD.”

Ultimately, the bipartisan budget deal approved by lawmakers and Evers provided an increase for special education funding but no general aid increases. Evers has defended the education portions of the budget, saying it helps with school funding in a “significant way.” 

“That’s a good thing, because we did exactly what the school districts were asking us to do,” Evers said. 

Education advocates haven’t had the same reaction. The Wisconsin Public Education Network called on lawmakers to vote against the budget, and for Evers to veto it. Peggy Wirtz-Olsen, president of Wisconsin Education Association Council, the state’s largest teacher’s union, said the budget was “a complete betrayal of public schools” and schools could not handle the “double-blow” from federal cuts to public education and the state’s inadequate investments. 

“Given the ugly truth about this budget, educators are exploring every option to force politicians to bring forward a long-term solution to Wisconsin’s school funding crisis,” Wirtz-Olsen said. “This state can’t keep shattering the foundation of our public schools and expect the professionals who teach them to pick up the pieces.”

For his part, Weiss said he was glad to see some movement from lawmakers, who agreed to raise the special education reimbursement rate to 42% in the first year and 45% in the second year of the budget — a significant jump from the current 30% and the biggest increase in over 30 years. However, the total cost picked up by the state — $207 million in year one and $297 million in year two —  still falls short of what districts need. 

“The fact that there was movement — I was glad to see that,” Weiss said. “Is it game changing? No, not by any means.”

The district is now trying to plan with the new budget.

District budget planning 

Kenosha leaders said they are anticipating the special ed reimbursement rate will fall below the estimated levels. That’s because the pool of money for special education is finite as a “sum certain” allocation, meaning if costs for districts are higher than estimated the state won’t pay more and the percentage of those costs the state covers will go down.

“We’re expecting to get 39[%] just based on some of the historical patterns of sum certain funding,” Weiss said.

Weiss said district officials are expecting about $3 million per year in additional funding from the boost — $10 million per year less than what they initially hoped for from the state budget.

The district has already made significant cuts of about $5 million to help balance its 2025-26 budget. Staffing is the largest expense and most of the cuts came from the elimination of nearly 43 positions. Prior to seeking a referendum, the school district had already closed schools, including five elementary schools and a middle school, and made other cuts to staff and programs.

Salaries and benefits are increasing, driving up costs. 

“Health insurance trends have been increasing at about 10 to 13% each year alone. The salary component, when you’re talking about inflationary increases… and movement on salary schedule just in recent times, is somewhere around 4.5%,” Hamdan said. “There’s all these factors that make budget planning… very, very difficult.”

Weiss said the district also put some items on hold, including security upgrades, staff raises and curriculum.

“As we’re able to find funding, we’ll start putting some of those [on] short term holds — trying to fund those,” Weiss said. “We know that we can’t stop buying curriculum materials or fixing our buildings or buying technology.”

Weiss said there is also some pressure on compensation from neighboring school districts, one of which recently succeeded in passing a referendum. 

“How do we stay competitive with compensation for our employees?” Weiss said, adding that the state budget money will likely be used for labor costs and other items on short-term hold. 

Long-term items, including controlled entrances for seven schools, will continue to be on hold.

“We’re going to have to find another funding stream for that,” Weiss said. “At this point, we haven’t identified what that funding stream is, so those are some of the things that we have taken into account as we look at the budget.”

Potential property tax increase 

Even with the failed referendum, Kenosha’s district leaders are concerned about how property tax changes could appear to residents. School districts will be allowed a $325 per pupil revenue limit increase each year due to a partial veto by Evers in the last budget, but there is no state funding behind it in the 2025-27 budget.

“The state is not going to pay their portion of that. It’s going to be a straight tax increase,” Hamdan said. The last state budget that established the $325 increase paid for it in part through a general aid increase.

The total state general aid to Wisconsin schools is $5.58 billion, the same as 2024. The distribution of the funds is determined by a formula that considers property valuation, student enrollment and shared costs.

The Department of Public Instruction’s July 1 estimate shows that 135 districts — or 32.1% — will get an increase, while 277 districts — or 65.8% — will lose general aid.

In comparison, in 2024 when a general aid increase was budgeted, 68.6% districts were estimated to receive more general aids, while 29.5% of districts were estimated to receive less. 

Hamdan compared it to having one pizza at dinner for a family. 

“The state budget determines the size of the pizza that all 421 districts are going to eat from that year. Is it a 16-inch pizza? Is it an 18-inch pizza?” Hamdan said. “Depending on how hungry each of our school districts are, some of us are going to eat a bigger portion than the others, but there’s only so much pizza available. When some of the other school districts are passing referendums to increase their spending, they’re changing their position in that formula so their hunger is getting higher. They’re allowed to eat more, and that leaves less for some of the other school districts.”

With its increasing property values, decreasing student enrollment and the failed referendum, KUSD is estimated to lose 4.55% — or about $7 million — in general aid funding for 2025-26.

The decrease doesn’t mean the district loses its ability to bring in revenue, but means the district will have to make it up via property taxes — a worry for school leaders. The school board will be responsible for approving any levy increases meant to fill the loss of state general aid and the $325 per pupil school revenue increase. 

“When we lose equalization aid, that does not mean that we get $7 million less budget authority, that means that the state will pay $7 million less towards our revenue limit number,” Hamdan said. “The board then will increase tax levies to make that up and that’s what the kicker is, we end up with a tax increase bump without getting more spending authority.”

Wiess said they are worried about whether community members will understand any property tax raises and the situation schools are in.

“My concern is that the message is going to be: ‘Our taxes were raised and we voted no. What did you do?’” Weiss said. “When you have to dive into the intricacies of the state funding formula, it’s not a quick answer to explain it. It’s very concerning.”

The long-term solution 

On a state level, Weiss and Hamdan said part of the issue is that state leaders have yet to address the long-term problem that schools face.  

“The whole point is that the state budget doesn’t keep up with our inflationary increases, and this state budget does not do that either,” Hamdan said. “It’s not that we don’t appreciate the movement and the increases, but the point is still being missed, that there’s a problem here, and it’s not being fixed.”  

Weiss said the pathway for a long-term solution can be found in the 2019 bipartisan Blue Ribbon Commission report, which included raising the special education reimbursement to 60% and adjusting per pupil funding based on inflation. 

“I don’t know why it hasn’t been enacted, but that’s the type of action that’s needed at the state to fix this problem,” Weiss said. “It’s not a two-year budget cycle. It’s a long term plan. It’s not a band aid.”

Trump administration withholds money 

In addition to concerns about state funding, Wisconsin school districts are facing uncertainties about federal funding as the Trump administration has pushed ahead with trying to close the U.S. Department of Education and is withholding already approved funding for programs that support English language learners, migrants, low-income children, adult learners and others.

Wisconsin gets about 8% of its funding for schools from the federal government, and over $72 million is being withheld from the state for these programs. 

About $1.6 million of that is meant for Kenosha Unified School District.

“We have staff attached to those grants,” Hamdan said. Withholding the funds, he said, “causes us to front that money while we wait for this other stuff to be figured out until we can claim reimbursement on it. The uncertainty is at an all-time high in my 20-year career.”

Wisconsin has joined a multi-state lawsuit against the Trump administration.

The funds were already approved by Congress and signed into law on March 15 and are typically distributed to states by July 1. The Department of Education notified state education agencies across the country on June 30 they would be withholding the funds without any specific explanation. On July 18, the Trump administration confirmed it would release a portion of the $6.8 billion in withheld funds, worth about $1.3 billion, for after-school and summer programs. 

Weiss said he thinks the district will eventually receive all the funds, but is still disappointed and worried about  federal funding. 

“I anticipate we’ll receive it,” Weiss said. “I don’t know when, but it does — moving forward, it makes me wonder what future budgets will look like, and well, what we will do for some of our students who have needs in those areas?”

Kenosha isn’t the only district concerned. 

Madison Metropolitan School District Superintendent Joe Gotthard and Verona Area School District Superintendent Tremayne Clardy warned at a press conference on July 9 that school districts will continue to be stuck in a cycle of seeking funding through referendum. 

“Although we have community support, public education, including our district, continues to feel the impact of decreased funding from the state and federal level,” Gothard said. “This defunding of public education has to stop.”

Weiss said that even with the federal and state challenges, the school district is going to continue doing “what’s right by our students” and working “to give them the best education we possibly can.”

Hamdan added that he hopes in general people understand that public education is at the core of communities. 

“Whether it’s building up the next workforce or creating the citizenry in your own community, your property values and what’s going to attract your businesses, public education is at the core of every single community and it needs to be supported.”

Propane School Buses Save Districts 50% on Total Cost of Ownership

RENO, Nev. – A Sunday Green Bus Summit session at STN EXPO West featured the opinions of two transportation directors and a fleet maintenance supervisor that use propane in their bus fleets.

Stephen Whaley, alternative fuels manager for Blue Bird, charted how the California Air Resources Board will require heavy-duty NOx emissions to meet the standards of 0.035 g/bhp-hr in 2027. The propane school buses offered by Blue Bird and its drivetrain partner ROUSH CleanTech exceed these standards at 0.02 g/bhp-hr, he said. He also reviewed the safety and abundance of propane autogas as well as the ease of fueling.

Panel moderator Joel Stutheit, senior manager of autogas for the Propane Education and Research Council, asked the three transportation employees who made up the rest of the panel about their experiences with propane school buses.

Peninsula School District in Washington is the third bus fleet that Director of Transportation Dawnette Wright has transitioned to propane. She advised building trust by bringing in vendor partners to answer questions and educate both drivers and mechanics. Her diesel bus total cost of ownership (TCO) is $1.10 per mile while her propane bus is 56 cents per mile. She shared that the $50,319 she saved in one year by using propane buses will enable the hiring of another staff member.

Casey Jebens, director of transportation for Sherwood School District in Oregon, has 40 buses, about half of which are propane. He noted that as a former driver-trainer, he understood the importance of obtaining both stakeholder and staff buy-in on such a project. It wasn’t a hard sell, however. With Sherwood being a small town near Portland, student health due to low air quality around diesel buses was a concern. Fuel cost effectiveness and maintenance ease sealed the deal.

“When the cost to run your propane bus is about half that of your diesel bus, it pencils out very quickly,” he added.

Wright and Jebens underscored the need to communicate with and rely on fuel vendor partners to accommodate unique district needs, access wet fueling via a mobile tanker if needed, and perform necessary maintenance as part of the contract.

Vehicle Maintenance Supervisor Raymond Manalo, Jr., explained that San Juan Unified School District near Sacramento, California is both urban and rural and transports about 1,000 students with special needs. Desiring to diversify the bus fleet and recognizing the lack of support for electrification at the federal government level, the district has recently added 35 propane buses to its fleet. Drivers are skeptical but undergoing expert training and ROUSH CleanTech is training technicians. Wet fueling is taking place as infrastructure is still being planned.

Although there are hurdles in introducing propane autogas to a district that hasn’t experienced it before, Manalo expressed optimism for success through training and partnerships. Shop modifications and specialized training would be more intense with electric buses than with propane, he commented, drawing from his experience as vehicle maintenance manager at nearby Twin Rivers Unified School District, which made headlines for its enthusiastic electric school bus adoption.

All the panelists agreed that there were no significant issues sending their propane buses on the road for regular routes. Jebens said that if anything, older diesel buses elicit more reliability concerns. He added that education helps familiarize the community with the new vehicles as well.

Wright and Jebens expressed appreciation for the cleanliness of propane buses due to lack of particulate matter as well as their quietness, two factors that reduce student behavior incidents.

California Student Left Alone in Hot School Bus

A mother in Hanford, California, is speaking out after her 5–year-old son was left alone in a hot school bus for nearly 45 minutes, reported ABC 30.

The incident reportedly occurred last month, when a Hanford Elementary School District student enrolled in a summer learning program was on his way back home from a swim lesson. He then fell asleep during the route and was left alone on board the school bus.

The boy’s mother, identified only as Ms. Guerrero, told local news reporters that the principal following the school bus in another vehicle did not have a student ridership roster and did not ensure that all the students had gotten off the bus.

According to the news report, the school bus driver also did not perform the required walkthrough of the bus before exiting, leaving the child in the bus alone for 30 to 45 minutes.

Guerrero said her son was hot and had a headache when he was found. Everyone involved reportedly apologized, and a nurse checked the child and said he was okay.

California law requires school buses to be equipped with alarm systems that should ensure children are not left behind at the conclusion of routes. Additionally, school bus drivers must walk to the back of the bus to deactivate the alarm, checking every seat along the way. Guerrero said that did not happen.

The school district said immediate action was taken after learning of the incident, including medical assessment of the student and a full investigation. The superintendent stated that due to confidentiality, the district could share no further details pertaining to personnel actions taken as a result of the investigation.

Guerrero said she feels let down and wants those involved to be held accountable for their actions.

May, Should, Shall?

Despite not meeting since 2015 due to the COVID-19 pandemic, the National Congress on School Transportation in Des Moines, Iowa last month concluded one half day ahead of schedule.

The early finish was noted by steering committee chair Michael LaRocco, state director student transportation services for the Indiana Department of Education, and on-site chair Charlie Hood, a former NASDPTS president and retired state director for Florida, who attributed the expedited conclusion to the understood importance of the process.

As a first-time attendee—like many in the room—the organized structure of the proceedings was apparent. Like a well-oiled machine, each committee took the stage and presented the proposed changes, with delegates agreeing quickly, or putting up a fight on something as seemingly simple as a word choice.

Much of the debate occurred over three words: May, Should and Shall. But those are important delineations, I learned.

Shall is the most stringent, a legal obligation. May connotates allowable equipment or processes. Should is a recommendation. I questioned why the wording matters, especially if the book itself is intended to serve as a best-practice resource and not a requirement in many states. It all comes down to legalities.

For instance, say a school district doesn’t equip its school buses with crossing arms and a student gets hurt, when a crossing arm could have prevented the injury. The specifications manual could be used in court, and the district would have to defend the decision of not equipping vehicles with the available safety device.

Despite no delegates speaking on the crossing gates proposal, it passed in one of the most controversial votes, 34 to 13, changing “may” have to “shall” have.

Word choice remained important to the delegations and was a sticking point for most amended changes. Whether that word choice was changing school district to local education agency, using the word student versus child, or removing the word privilege when referring to school transportation. One Michigan delegate argued the service should no longer be a privilege but a right, especially when a student’s on-board behavior is an issue.

One delegate even noted at the start of the Congress that using the word shall could be subjective language and called upon the states to use the term must as universal language when referring to requirements throughout the entire specs manual.

“Must is a directive,” the Michigan delegate shared. However, Hood reminded delegates that rules were already accepted and such changes could not be made at that time.

Proposal 50 of the school bus specifications committee was one of the few that was granted extra time for discussion (each proposal is allocated a total of 15 minutes) due to wording relating to mitigating a child being left on a school bus and preemptive procedures for the driver to take. The proposal stated that passenger advisory systems are optional but if installed, “a passenger advisory system shall require the driver to walk through the bus looking for sleeping children before leaving the bus. The driver shall have to push a button at the rear of the bus to deactivate the alarm. If the driver tries to leave the bus without deactivating the system, the system shall cause the horn to sound, notifying others that the bus is still occupied.”

The proposal added a description for how the passenger advisory system works. Delegates, however, found that the language was too specific to a procedure or system. It was amended to remove the description, as delegates pointed out some systems don’t use a button. Instead, the proposal was updated to state that the driver shall walk the bus aisle, look for sleeping children, and proceed to the rear of the bus to deactivate the system.

Another proposal in the specially equipped school bus specifications committee discussed the use of air conditioning. The proposal stated, “Climate control options shall be installed that include heating and air conditioning.” However, delegates voted 37 to 7 that changing shall to may was more appropriate to address the various climates across the U.S.

2025 New Committees
New this year was the addition of the emerging technologies and alternative transportation committees as well as the separation of infants, toddlers and preschoolers from transportation for students with disabilities and health care needs. The emerging technologies committees proceeded quickly, with one Maryland delegate questioning the need for inserting language into the specs manual as opposed to creating a guide that can be updated more regularly for school districts.

“What’s new today is old tomorrow,” a delegate commented. Alternative transportation was an especially hot topic. Many agreed that it was necessary to discuss but in little detail, leaving most governing to state and local decision makers. For instance, a line item for driver credentials stated that alternative transportation drivers “be at least 18 years of age or commensurate with the state’s required age and required years of driving to become a school bus driver.” The delegates felt the age was not necessary and should be removed, leaving the decision to the state.

One delegate suggested a policy consideration for not allowing students to be transported in the front seat of alternative transportation vehicles under any circumstances. However, other delegates had concerns, stating that a 10-passenger van would be limited to nine passengers. A Kentucky delegate said their school district allows high school students to sit in the front when space is limited. The proposed amendment failed by a vote of 31 to 9.

The delegates voted to remove the types of alternative transportation driver training (12 bullet points ranging from defensive driving to operations in inclement weather to safe loading and unloading) to instead comply with federal, state and local requirements.

After two days of the delegates sharing their opinions, presenting amendments and approving proposals (or not), the 17th NCST concluded with the resolutions committee. Resolution 2 states that “School Transportation News in a March 2024 publication identified a reporting issue that indicates the school bus is disappearing.”

STN Editor-in-Chief Ryan Gray’s column “The Disappearing School Bus?” highlighted a discrepancy between historically reported numbers of students who ride the school and those of the National Household Travel Survey sponsored by the Federal Highway Administration.

The resolution noted the need to develop a standardized reporting system for collecting ridership data and called on “the interim Steering Committee of the 18th NCST to appoint a focus group to research and develop recommendations for standardization of data collection relative to ridership on school bus and make periodic reports to the Interim Committee.”

The 2024 National Household Travel Survey is currently about halfway through data collection, which will run through Oct. 31 of this year. Meanwhile, the dates and location of the 18th NCST were not announced. State delegates were surveyed about if they felt meeting every five years was appropriate, or if they would rather meet every two or three years. The results were not available at this writing.

Ohio Public Schools Shifting Over 1,200 Students to Public Transit This Fall

Starting this fall, approximately 1,260 students from Cincinnati Public Schools (CPS) will begin commuting on public transportation instead of riding the yellow school bus, reported WLWT News.

According to the article, last month, the CPS Board approved the proposal to transition more seventh and eighth-grade students to Metro Bus service by the beginning of the 2025-2026 school year. The board also approved adjusting school start times to 9 a.m. as part of the same recommendation.

A spokesperson for CPS said via the article that the move is expected to save $2.9 million annually. The yellow school bus service costs an average of $3,085 per student, while Metro costs approximately $364 per student.

According to the article, the decision is causing concerns among parents and community leaders, as many are uneasy about placing younger students on city buses along with the general public. This move comes after an 18-year-old student was shot and killed in April in Dayton, Ohio while waiting for a transit bus to take him to school.

CPS has reportedly partnered with the Southwest Ohio Regional Transit Authority (SORTA), which operates Metro, to handle student transportation. A spokesperson points out Metro has safely transported students for decades.

Chief communications and marketing officer for SORTA Brandy Jones said via the article that Metro has over 50 years of experience working with CSP to transport students. According to the article, 10,545 students rode Metro buses in the 2024-2025 school year, and 2,765 of them were seventh and eighth-grade students.

The ambassadors are reportedly trained to assist students with anything from finding after-school programs to helping them access food or tutoring. They’re also tasked with de-escalating conflicts and supporting students as they navigate the transit system.

Indiana School District Hosts “Hop on and Hire” Bus Driver Career Day Amid Shortages

South Bend Community Schools hosted a “Hop and Hire” event to help combat the school bus driver shortage, reported WNDU News.

According to the article, School Bus Career Day, which was held on Saturday morning at 3003 North Bendix Drive, focused on hiring bus drivers to tackle the ongoing shortage. The aim was to hire at least 10 to 15 bus drivers before the upcoming school year.

“What we do here in the community, I think, it’s awareness of what we do, how important our job is to the community,” David Tartt, South Bend Schools’ transportation training coordinator, told local news reporters. “We take care of the most precious cargo that can be transported on the planet, and it’s a huge responsibility and we love what we do.”

Benefits for full-time drivers reportedly include health insurance, paid time off and free CDL training.

According to local news, for four hours, instructors focused on hiring school bus drivers and provided eligible applicants the chance for on-site interviews.

Additionally, attendees reportedly had the chance to drive a school bus under the supervision of trained experts.

Aubrey Independent School District Extends 20+ Year Partnership with Durham School Services for Another Five Years

AUBREY, Texas – Durham School Services and the Aubrey Independent School District have extended their partnership for another five years through 2030. This extension signals the school district’s strong, continued trust and confidence in Durham’s transportation services.

Durham began providing transportation services to the school district over twenty years ago and currently runs 37 routes for the school. Over the last 20+ years, the team has fully integrated itself and became part of the community by participating in and supporting various community outreach events as part of its Partners Beyond the Bus community outreach program. These community outreach efforts include donating to the Aubrey Education Foundation, participating in community parades, and more.

Illinois Parents File Lawsuit Against School District, Bus Company

The parents of a 10-year-old girl filed a lawsuit against their daughter’s district after the child was sexually assaulted on the school bus, reported Kansas City Star.

The federal lawsuit was filed against Taylorville Community Unit School District #3 and Durham School Services on June 17.

Local news reporters reached out to the district for comments but did not immediately hear back from the district. A spokesperson from school bus contractor Durham School Services said the company cannot comment on pending litigation.

The lawsuit reportedly stems from an alleged sexual assault that took place during the 2023-2024 school year between students at Taylorville Junior High School.

According to the news report, in late January 2024, a 10-year-old girl with ADHD and autism was experiencing severe and pervasive bullying by a boy on board the bus and at a bus stop.

During a one-week period, the boy sat next to the girl on the school bus and repeatedly sexually assaulted her on their way home from school, the lawsuit said. The girl was corned as she was assaulted.

The complaint claims the boy told the girl that he would hurt her and her family if she told anyone about the incident. The boy also allegedly sexually assaulted her multiple times off the bus near a community center. The girl reportedly told a librarian at the center what happened, and her teacher was notified.

According to the lawsuit, the girl’s parents filed a police report, demanded protection from school officials and “insisted” the district to keep the boy away from their daughter. The district responded by placing the boy on a different school bus with younger children.

The complaint says the district took no measures whatsoever to prevent the boy from having access to the girl at or near the school bus stop.

After the alleged assault, the girl’s parents were told several times by community members that the boy had a prior history of engaging in acts of sexual improprieties on other younger children, according to the lawsuit via the article.

The lawsuit reportedly accuses the district of failing to notify all teachers of the safety plan, failing to get 30 days of bus footage after the assaults, failing to provide adequate safety protocols at and around the bus stops and on the bus, and failing to follow the order of protection issues on Feb. 2, 2024, which prohibited the boy from accessing the girl’s school.

The lawsuit is asking for an undetermined amount in damages.

Michael Miller Honored as 2025 Outstanding Transportation Director in Ohio

Michael Miller, the transportation director for Sycamore Community City School District in Ohio, was named the 2025 Outstanding Transportation Director of the Year.

Ohio Association of School Business Officials Foundation for School Business Management released a statement that Miller had won award. It was created by the OASBO Foundation to recognize the accomplishments of Ohio’s school business officials in their exceptional service to their districts, community, and the profession.

Miller, who is also the current president of Ohio Association for Pupil Transportation (OAPT), was nominated by Brad Lovell, assistant superintendent of operations in Sycamore Community City School District. The awards also provide a $1,000 scholarship for a high school senior from the recipient’s district.

With 36 yeas of expertise and deep understanding of Ohio’s school transportation policies, Miller transformed Sycamore’s transportation operations into a model of efficiency and safety.

According to the statement, Miller oversees daily operations for over 4,000 students and manages a dedicated team of 70 staff members with precision and care. His strategic consolidation of over 600 bus stops reduced routes from 55 to 45, saving the district significant resources while maintaining high-quality service.

Miller, who has been a licensed school bus driver for 31 years and an onboard instructor for 21 years, has shared his expertise with many colleagues across the state. As a three-term president of OAPT, he has shaped the organization direction and advocacy efforts.

Previously, Miller served as a pupil transportation consultant with the Ohio School Boards Association and spent 10 years at school bus contractor Petermann Transportation as a transportation director and area operations manager. Currently, Miller is in his 11th year as the transportation director at Sycamore Community Schools. He was also honored with the 2017 William Rice Award that recognizes administrators who exhibit outstanding leadership.
