Harvard scientist visits prison where he was once incarcerated, gives graduation speech

The Wisconsin Examiner’s Criminal Justice Reporting Project shines a light on incarceration, law enforcement and criminal justice issues with support from the Public Welfare Foundation.

Decades after earning his high school equivalency diploma at a state prison for young men, Christopher Medina-Kirchner is a teaching fellow and post-doctoral research scientist at Harvard Medical School. 

Medina-Kirchner was the keynote speaker during a ceremony honoring 29 graduates last week, the Wisconsin Department of Corrections announced in a press release on Wednesday. Attending the ceremony was his first visit back to the Racine Youthful Offender Correctional Facility since his release.

“If you don’t believe that a future is possible, you’re never going to pursue it,” Medina-Kirchner said, according to the DOC. 

Citing his experience in the Ivy League, he told graduates that “I really think that what you did takes more courage.” 

“Getting an education here in prison you have to navigate challenges that most students will never understand,” he said. “You have to stay focused in an environment that makes that difficult.”

The Verge and the Racine County Eye have reported on Medina-Kirchner’s journey, with the Eye reporting that he ended up selling drugs and was in and out of the system from when he was 18 to when he was 25 years old, eventually getting out in 2013. The DOC said that at Harvard, his research involves the effects of 3,4-methylenedioxymethamphetamine (MDMA), and he hopes this type of research “can help lead to evidence-based approaches to drug education and public policy.”

Nine of the graduates earned technical certificates in mechatronics from Gateway Technical College. Twenty of them earned a high school equivalency diploma (HSED), and seven of those earned their Multi-Craft Core Curriculum HSED in partnership with the Literacy Services of Wisconsin, which includes a pre-apprenticeship element within the construction building trades. 

After earning his high school equivalency degree at the prison, Medina-Kirchner earned his bachelor’s degree at UW-Milwaukee and doctorate at Columbia University, the DOC said.  

“I hope you never stop believing in yourselves,” he said during his speech. “Your future is not limited by where you started. It’s not limited by your mistakes, by your felony, or what anyone else thinks about you…Your greatest accomplishments likely still lie ahead of you. I want you all to reach for the stars, because I’m standing here proof that sometimes when you reach for one you can actually grab it.”

Staff, teachers and more than 30 family members honored graduates at the ceremony, the DOC said. Medina-Kirchner spoke with graduates individually to offer encouragement and answer questions about the opportunities and challenges graduates will face after release. 

The Racine prison hosts three graduation ceremonies each year to honor student achievements, and 142 incarcerated people graduated from high school or post-secondary programs at the facility during the 2024-2025 fiscal year, the DOC said. 

Corrections Secretary Jared Hoy noted that the University of Wisconsin System’s first incarcerated bachelor’s degree recipients since 1975 were recognized last month. 

Hoy said in the press release that “there are a growing number of opportunities available to those in our care, and it’s worth celebrating the men and women who take advantage of them.”

US House Dems urge Congress to increase protections for trans and diverse students

WASHINGTON — Democrats in the U.S. House on Wednesday called for greater protections for transgender and diverse students, criticizing congressional Republican and Trump administration efforts to dissolve diversity, equity and inclusion initiatives.

“Today I tell you, rain or shine, we’re standing up for Chicago,” Rep. Delia Ramirez of Illinois said at the early-morning press conference at the Capitol, attended by supporters including advocates from the Chicago Public Schools. “We won’t betray the fundamental belief that every single child is precious and deserving … of love, care and opportunity.”  

Ramirez was joined by Rep. Mark Takano, chair of the Congressional Equality Caucus, and Rep. Summer Lee of Pennsylvania. All three are members of the House Education and Workforce Committee, which held a hearing shortly after the press conference about parental rights, inappropriate content and legal mistreatments in schools.

The lawmakers blasted the focus of the committee hearing for not relating more to increased funding for public schools and strengthened protections for transgender and diverse students. 

They also denounced the recent approach by Congress to dealing with topics of gender identity and diversity in educational settings. 

‘Gender ideology’ bill

Just last month, the House passed a major bill that would bar federal funding provided under the Elementary and Secondary Education Act of 1965 from public elementary and middle schools unless they require a parental sign-off to update a student’s pronouns, gender markers or preferred name on their records. 

The measure would also prohibit schools from using federal funds to “teach or advance concepts related to gender ideology,” a term defined in a January 2025 executive order as “the idea that there is a vast spectrum of genders that are disconnected from one’s sex.”

“The very school districts that have taken steps to make sure trans kids aren’t bullied, aren’t harassed and aren’t teased have received the ire of this administration,” Takano said at Wednesday’s press conference. 

“I am disgusted by this political agenda that attacks the rights of school districts and parents to decide the policies of their schools in their own backyards,” he added, as advocates holding signs that read “hands off our schools” and “we need investment not investigation” nodded along in agreement behind him. 

Ruling on trans athletes coming soon

Others spoke out in addition to the three House members on Wednesday, including a parent and a teacher representing Chicago Public Schools, Senior National Director of Advocacy for the NAACP Wisdom Cole and Senior Vice President of Equality Programs at the Human Rights Campaign Ellen Kahn. 

Their comments came as the U.S. Supreme Court appears poised to soon rule on two landmark cases from Idaho and West Virginia involving laws that ban transgender athletes from participating on women’s sports teams.

“Congress should be addressing the real issues of families like mine, instead of trying to erase my child’s very existence,” said Mary Kay Devine, a Chicago mother whose children attend the city’s public schools. “Leave our schools and our families alone. Congress, do your job and I’ll do mine.”  

10 Taken to Hospital After School Bus, Car Crash in New York

Ten people were taken to a hospital following a crash involving a school bus and a passenger vehicle in Staten Island’s Brighton Heights neighborhood, reported Silive News.

According to the news report, the collision occurred Monday at approximately 7:45 a.m. Police said a school bus was traveling eastbound when it collided with a car driven by a 49-year-old man who was attempting to merge into traffic from a parked position. The details are based on preliminary information provided by the New York Police Department’s Deputy Commissioner of Public Information.

The crash reportedly involved 12 people on board the bus, including 11 children and one adult. Emergency responders arrived shortly after the incident and evaluated those involved at the scene. Ten patients were transported to Richmond University Medical Center in West Brighton for further evaluation. Authorities did not immediately specify how many of those taken to the hospital were children or adults, nor did they provide details about the severity of any injuries.

The cause of the crash remains under investigation. No arrests have been reported, and police did not immediately release the identities of those involved.

Morning traffic in the area was affected as emergency crews responded to the scene and worked to clear the vehicles from the roadway. Officials have not indicated whether the school bus was able to continue its route or whether alternative transportation arrangements were made for students.

Fatal Shooting at Pennsylvania School Bus Drop-Off Leads to Arrest

A 16-year-old Harrisburg teen has been charged with criminal homicide after the fatal shooting of a 17-year-old student moments after stepping off a school bus.

Jeremiah Moran, 16, is charged with first-degree murder, firearms not to be carried without a license, and possession of a firearm by a minor in connection with the death of a 17-year-old.

Police said the fatal shooting occurred May 29 near an intersection shortly after students were dismissed from school and days before the end of the school year. The 17-year-old had just exited a school bus when investigators say Moran approached and opened fire. The victim was transported to a local hospital for emergency care but died due to his injuries.

Video Shows Fatal Shooting

Investigators reportedly obtained video evidence allegedly showing Moran firing the weapon to shoot the victim, identified as Camar Cordero by local reports. Police said via local news that Moran later admitted to officers that he shot Cordero.

“There still is some of the puzzle that needs to be put together. But at this point in time, I think we have a pretty good understanding of what transpired and as to why it transpired as well,” Harrisburg Police Capt. Kyle Gautsch told local news reporters.

Investigators have not publicly released a motive for the fatal shooting.

However, the shooting prompted a large police response as officers secured the scene and collected evidence. Authorities noted that a school bus visible at the scene was not the bus Cordero had been riding but another bus traveling behind it.

Sixth Street remained closed for several hours while detectives processed evidence. Crime scene tape surrounded a large section of the roadway, where investigators marked multiple pieces of evidence. Witnesses reported seeing clothing and numerous evidence markers within the secured area. The road reopened around 6:15 p.m.

Neighbors who rushed to assist the victim described a chaotic scene in the moments after gunfire erupted. Judith Weaver, who helped organize emergency aid before first responders arrived, said residents immediately worked to help the wounded teen.

“I knew the bus had just let out. So, I went running down there,” Weaver told local news reporters. “Everyone was just so worked up. It was all chaos.”

Weaver said bystanders used available fabric to apply pressure to Cordero’s wounds while waiting for emergency personnel. She credited several community members, including a young girl who assisted efforts to keep the victim conscious.

Lt. Brandon Braughler of the Harrisburg Police Bureau praised residents who responded and cooperated with investigators. “The community came out,” Braughler said. “They’ve been very cooperative helping establish a very large crime scene.”

The fatal shooting has renewed concerns about youth violence in the city. Gautsch urged parents to remain actively involved in their children’s lives and be aware of potential warning signs.

“Make sure you know what’s going on with your children, what’s going on in their heads, and what’s in your lives and their lives,” Gautsch said.

The Harrisburg School District also responded to the tragedy. Superintendent Benjamin Henry said he hopes to hold a memorial in the coming days for Cordero and another student who died last week after being struck by a vehicle.

“As a father and an educator, I refuse to normalize this tragic shooting,” Henry said in a statement, calling on residents, community leaders and elected officials to work together to address violence affecting young people.

Police continue to investigate and are asking anyone with information about the case to contact the Harrisburg Bureau of Police.

Alleged Bullying Incident Leads to School Bus Fight, Student Hospitalization

A fight between two students on a Baldwin-Whitehall School District school bus near Pittsburg, Pennsylvania sent a sixth grader to the hospital and led to a simple assault charge against an eighth-grade student, according to police and the victim’s family, reported WPXI News.

The incident reportedly happened when students from Harrison Middle School were riding home from school. Video recorded by other students captured part of the altercation.

Jason Scanlon told local news reporters that his son, Jacen, had been dealing with alleged bullying for months before the fight escalated. “It became a group thing, making my son extremely uncomfortable until it became something physical, which I knew was coming,” Scanlon said. “The school was warned it was coming multiple times.”

Fight on the School Bus

According to the news report, the fight began after his son argued with a younger girl, who is related to the eighth grader accused in the attack, at school. “It was a Tuesday, he went to school, apparently got into a little bit of an argument with this younger girl who ended up being the sister of the child who attacked him,” Scanlon said via the article.

Whitehall police reportedly said the older student, who was wearing a cast, punched Jacen during the fight. “He’s wearing a cast and the first punch he throws is at my son’s nose with a cast,” Scanlon told reporters.

The bus driver stopped the bus and called 911. Police and emergency crews responded, and Jacen was taken to UPMC Children’s Hospital. His injuries included a broken nose and a mild concussion, according to his father.

Whitehall police filed a simple assault charge against the eighth-grade student. Scanlon said he repeatedly contacted school administrators before the incident. “Emails, meetings, phone calls, multiple times. I went to [them] for help,” he said of prior attempts to report the alleged bullying.

Baldwin-Whitehall Superintendent Dr. Randal Lutz said via the article that the situation involved “two students who chose to engage in a fight” and noted both students had opportunities to de-escalate. Jacen received a three-day suspension. District officials said the eighth-grade student also faced disciplinary action, though they did not disclose specific consequences. Both students have since returned to class.

Florida Officials Stress School Bus Stop Safety After Illegal Passer Hits Student

As school districts enter summer vacation, being cautious around school buses remains a priority. A Florida family joined the local school district and Sheriff in speaking out after a 14-year-old girl was struck by a car while attempting to board a school bus in Lee County.

The sheriff’s office and school district held a bus stop safety news conference May 21 following the incident in Estero, Florida, involving eighth-grader Abigail Westveer and several similar incidents across the county. More than 25,000 drivers were caught illegally passing Lee County school buses over a five-month span, alarming law enforcement officials and school leaders. During the conference, Superintendent Denise Carlin said the district partnered with BusPatrol and the Lee County Sheriff’s Office last year to install stop-arm cameras on school buses.

“We installed cameras on our bus fleet to capture video of drivers who fail to stop when a bus is stopping to pick up or drop off our children,” Carlin said.

Westveer was hit the morning of March 31, when a motorist illegally passed a stopped school bus on the right side where the teenager was walked toward the loading doors, according to the Lee County Sheriff’s Office. Video of the incident shows the girl approaching the bus when the sedan comes from behind the bus and passes on the right side at a high rate of speed.

The BusPatrol footage shows the motorist attempting to brake and steering to the right onto a grassy area to try avoid hitting Westveer. Instead, the motorist side-swiped Westveer, striking the girl in the back with the left side of the vehicle. The teen braces herself moments before impact and is thrown to the ground, sliding several feet.

Seconds later, the video shows the driver, whose identity was not immediately released by authorities, exit the vehicle and run toward the teen as another bystander approaches to help.

“That video sickens me,” Sheriff Carmine Marceno said during the press conference. “When those lights are red and that bus stops, stop your vehicle. It’s that simple,” he continued.

Marceno said the enforcement initiative is focused on changing dangerous driving habits around school buses. “There’s one goal here and one mission: Changing driver behavior. It’s about educating the public and saving lives,” he said. Ninety-plus percent of the violators don’t repeat offend. That means the program works.

“Our goal is not to give everybody a ticket. Our goal is to write no tickets because people comply.”

The Lee County Sheriff’s Office said Westveer “was nearly seriously injured” in the crash, calling the incident “a frightening reminder of how quickly lives can change in just seconds.”

Student Escapes Serious Injury Following Illegal Passing Strike

The incident came only seven weeks after the girl’s father died. The family said they are still mourning his loss while trying to recover from the latest traumatic event.

“I damn near lost my granddaughter because of someone that wasn’t paying attention,” Westveer’s grandfather Brian Masters said during the news conference. “This has got to stop before someone does get killed.”

Lori Masters, the girl’s grandmother, added that despite being hit Westveer was at school the following day. She noted that a responding deputy said the outcome could have been much worse if the girl turned to face the oncoming vehicle instead of bracing for impact.

Authorities confirmed that the motorist received a citation in connection with the incident. Additional details about the citation were not immediately released, but Marceno said their could be further a investigation of the motorist.

In the weeks following the incident, local officials have used Westveer’s story to raise awareness about school bus safety and the dangers of illegally passing stopped buses. “Every violation represents a child who could have been seriously killed or injured,” Marceno said.

BusPatrol President and CIO Justin Myers said the program is designed to reduce dangerous driving behavior around school buses through enforcement and education. “Every single violation that the sheriff’s office issues is an opportunity to permanently change that driver’s behavior,” Myers said.

Under Florida law, motorists traveling in both directions must stop when a school bus displays its stop sign and flashing red lights unless the road is divided by a physical barrier. Drivers who illegally pass a stopped school bus can face multiple penalties depending on the severity of the violation and whether children were endangered or injured. Violating the law is considered a moving violation under Florida Statute 316.172.

Myers said the company has seen illegal passing violations decline significantly in communities using stop-arm camera enforcement technology. “We’ve seen degradation of this behavior in communities by as much as 30, 40, or even 50% in the first couple of years,” he said.

Officials said many drivers either ignore the law or fail to pay attention around school zones and bus stops, creating dangerous situations for students entering or exiting buses. “It is entirely unacceptable, entirely preventable,” Myers said.

“Nothing is more important than making sure every child gets home safely,” the sheriff’s office said in a statement released during the news conference. “Together, we are making Lee County safer, one child, one bus stop, and one school zone at a time.”

California School Bus Driver Honored by State for Commitment to Students

Perrin Turney has become a familiar and trusted face in the rural Kneeland School District, where his job extends far beyond driving a school bus through the winding roads of Humboldt County.

Turney, a bus driver for Kneeland in rural Humboldt County, was recently named the 2026 California Classified School Employee of the Year for Transportation Services by the California Department of Education. The statewide recognition honors school employees who make significant contributions to public education.

For Turney, the award represents not only personal recognition but pride in the small mountain community he calls home. “Kneeland is a very small school, and not many people outside the area know we exist,” Turney told School Transportation News. “This recognition puts our school and district on the map in a really meaningful way.”

Turney has worked at Kneeland School since 2016, first serving as the school janitor before gradually taking on additional responsibilities. Over the years, he has helped with information technology, managed the school’s water system, supported students in classrooms, and assisted with math instruction for middle school students. He also manages the school website, helps troubleshoot technology issues across campus and fills in wherever needed in the one-school district.

Driving a school bus was never part of his original plan. “Eventually, the school asked if I would be willing to get my commercial license so I could serve as a backup bus driver,” Turney said. “What started as a temporary role became a job I truly care about.”

Now, transporting students safely across the district’s nearly 145 square miles of mountainous terrain has become one of his most important roles.

California School Bus Driver Wears Many Hats

The route presents daily challenges, including narrow roads, potholes, blind curves, black ice, fallen trees, and dense fog that can reduce visibility to only a few yards. Hurricane-force winds and sudden storms can quickly change driving conditions along the route, requiring constant awareness and preparation.

Turney said he begins each day by checking weather conditions, reviewing school cameras for visible hazards and driving the route himself before students board the bus. “If I feel the road conditions are unsafe, I do not hesitate to call the day off,” he said. “The goal is always the same: Get the students to and from school safely.”

His mornings typically begin before 7 a.m. with a pre-trip safety inspection at the bus yard before he heads out to pick up students in nearby Arcata, Freshwater and along the rural mountain roads leading to Kneeland School. Once students arrive safely on campus, Turney shifts into his other responsibilities for the day, helping with maintenance, assisting students, overseeing technology needs and teaching math.

School leaders say Turney’s calm demeanor and reliability have made him especially trusted among students and families. “Kneeland School District alum Perrin Turney wears many hats in the one-school district, none as important as bus driver,” district officials said in nomination materials supporting his award.

That steady presence has become especially important during unexpected situations on the road. In one memorable incident, steam suddenly poured from under the hood of the bus during a morning route after a coolant reservoir leak. Turney calmly reassured students, safely pulled the bus over and coordinated transportation arrangements while the bus was repaired.

“In those moments, the most important thing is to stay calm, understand the situation, reassure the students and make the safest decision possible,” he said.

Beyond transportation, Turney also created a “Maker’s Space” program that teaches students hands-on technical skills, including 3D printing and technology projects designed to introduce students to current technology trends.

Despite his many responsibilities, Turney said working with students remains the most rewarding part of his job. “Watching students grow into thoughtful, capable and kind people is an amazing thing to be part of,” he said. “The students also teach me how to be a better person.”

Students know Turney as a steady presence who balances safety with humor and compassion. He said consistency helps children feel secure during their rides to and from school.

“The bus should be a safe place, but it should also be a place where students can enjoy themselves a little and decompress,” Turney said.

Turney credits the California school bus driver recognition to the community members, coworkers, and families who supported his nomination.

“I feel grateful,” he said. “I am proud to represent Kneeland, and I could not be happier that this recognition shines a light not just on me, but on the school, the students, the families and the community that make this place so special.”

Alleged Brake-Checking Results in Firing of New York School Bus Driver

An upstate New York school bus driver has been fired after video allegedly shows him repeatedly slamming on the brakes and yelling at student riders during his route, reported KTTC News.

Sarah and Matt Martineau, whose three children attend schools in the Boquet Valley Central School District, said their daughter first told them in early March that the driver had been “brake-checking” students during a bus ride.

Video obtained by local news reporters from cameras inside and outside the bus appeared to support the children’s account. Speed data from the footage showed the bus slowing by nearly 10 mph during the brake-checking, or sudden braking incidents. Students were seen jolting forward in their seats, while exterior footage showed no vehicles immediately in front of the bus.

The Martineaus said their son later complained of neck pain after an incident. According to the parents, the boy stood up and moved into the aisle to sit near his sister when the driver allegedly brake-checked again.

“I had told her to have him go sit with her to make sure he was OK, and as he got up to go sit with her, the bus driver brake checked the bus again and then started screaming at him,” Sarah told local news reporters

School Bus Video Tells the Tale

The video also appeared to show the driver arguing with a student and suggesting the braking was related to students not following directions. “There’s no need for anyone to drive a vehicle of that size to brake check for any reason,” Matt Martineau said.

Matt Martineau reportedly said he contacted the district superintendent, who acknowledged there had been inappropriate yelling and braking but considered the braking justified.

After weeks without further action, the Martineaus raised their concerns during a school board meeting in late April. Five days later, the school board voted unanimously to fire the driver, identified as Jeremy Ward. District officials did not provide details about the dismissal. School officials declined immediate comments to reporters.

Pupil Transportation Around the World: A Comparative Look at U.S., Italy

As I continue examining pupil transportation systems around the world, one consistent theme is clear. Italy, like in many other countries we have looked at so far, has an approach vastly different from the American model centered around the iconic yellow school bus.

In the U.S., pupil transportation is highly standardized, centralized and built around dedicated fleets of school buses. In Italy, however, the system is far more decentralized and varied, relying on a mix of municipal services, public transportation, walking, family transport, and in some cases even taxis. It is not uncommon, particularly in certain regions or unique circumstances, for students to utilize taxi services as a means of getting to and from school. This diversity of options highlights a fundamentally different philosophy—one that emphasizes flexibility and integration rather than uniformity.

Italian pupil transportation is not governed by a single national model. Instead, it is managed at the municipal level, meaning each city or town determines whether transportation services are provided, who qualifies and how those services operate. This creates significant variation across the country. In some communities, particularly smaller or rural municipalities, there are dedicated school transport services known as scuolabus. These are typically smaller buses or vans that provide limited routes for students who live farther from school. While these services resemble the American model in function, they are far less standardized and operate on a much smaller scale.

In contrast, many students in urban areas rely heavily on public transportation systems. Buses, trams and regional trains are commonly used by students traveling to and from school. What stands out to me is the level of independence expected of students. It is not uncommon for younger students to navigate these systems on their own, something that would raise significant concern in many parts of the U.S.. In Italy, however, this independence is culturally accepted and supported by the structure of communities and public transit systems.

Walking is also a primary mode of transportation, particularly in densely populated towns and historic city centers where schools are located within close proximity to residential areas. Families may also transport students by car, scooter or bicycle, but the reliance on large-scale, dedicated school bus fleets is minimal compared to the U.S.

U.S., Italy Differ in More Ways

From a safety and security perspective, the differences are equally striking. The U.S. has developed a highly controlled environment around pupil transportation, with strict regulations, specialized vehicles and clearly defined safety procedures such as stop arms, compartmentalization and driver training standards. In Italy, safety is governed more broadly through general traffic laws and community norms rather than a dedicated, uniform system. While some scuolabus routes may include adult monitors for younger children, there is not the same level of standardized supervision or protection that we see in U.S. school transportation.

Cost is another distinguishing factor. In many parts of the U.S., pupil transportation is largely provided at no direct cost to families as part of public education. In Italy, transportation services are often partially subsidized, and families may be required to pay fees depending on the municipality and level of service. Discounts are sometimes available, but the system reflects a shared responsibility between local government and families.

As I reflect on these differences, it is clear that each system is built around its own cultural, geographic and operational realities. The U.S. prioritizes standardization, safety controls and centralized management, while Italy emphasizes flexibility, independence and integration with existing infrastructure. Neither system is inherently right or wrong—each simply reflects different priorities and risk tolerances.

However, from a professional safety and security standpoint, the comparison raises important considerations. The U.S. model provides a higher degree of controlled safety, particularly in managing risk during loading, unloading and transit. Italy’s model, while efficient and cost-effective, places greater responsibility on students and families and relies more heavily on environmental awareness and community structure.

Ultimately, studying systems like Italy’s reinforces the important principle that pupil transportation is not just about moving students from point A to point B. It reflects how a society balances safety, efficiency, costs, independence and responsibility.

As we continue to evaluate and improve our own systems, there is value in understanding how other countries approach the same challenge. Within those differences are insights that can inform better decision-making at home.

Terrifying Moments for Father, Son When Pickup Crashes into NY School Bus

A Madison County father and son are recounting the frightening moments after a pickup truck slammed into a stopped school bus, sending debris flying and leaving multiple people injured, reported WKTV News.

According to the news report, the crash happened May 7 at around 7:15 a.m. on Route 20 in front of the Rutkowski family home in Bouckville. Jeremiah Rutkowski, a high school junior, had just walked outside to board the Madison Central School District bus, when he saw the truck approaching.

“I just figured like if that thing’s not going to stop, it’s either going to hit the bus and something’s coming flying at me or the entire truck is coming flying at me,” Jeremiah told local news reporters.

Security video from the home and shared across social media showed the school bus stopped on the roadside as Jeremiah walked toward it, moments before the collision. He quickly jumped back to avoid debris as the truck crashed into the rear of the bus, pushing it farther down the road.

Jeremiah ran back onto the porch while his father, Matt Rutkowski, rushed outside after hearing what he described as the sound of “crunching metal.”

“[My] first priority was to make sure my son was safe and good,” Matt Rutkowski said. “Opening that door, wasn’t sure what would happen, so big sigh of relief. That’s why I instantly gave him a hug.”

Minor Injuries Reported

State Police said 23 students and the bus driver were aboard the bus. The 29-year-old bus driver and two students were transported to a hospital with minor injuries. An adult and two children were inside the pickup truck. The adult was taken to a hospital with minor injuries and later issued numerous tickets for distraction and following too closely.

Matt Rutkowski said he was relieved to find the bus driver alert and students safely exiting the vehicle. He called 911 and, along with passing motorists, helped manage the scene until emergency crews arrived.

Jeremiah said he initially froze in shock before focusing on comforting one of the children from the truck. “Once one of the kids was out of the truck and needed comforting and was sent to the porch, my brain just sort of kicked into that child caring mode,” he said via the report.

Jeremiah, who works as a camp counselor, said his experience helping children took over during the chaotic aftermath. Both father and son said they were grateful no one suffered serious injuries.

“My first thought was for him, then just went through everyone else,” Matt said. “It really makes you appreciate the moment.”

Ex-Marine Helps Students After School Bus Rollover

A North Greene alum and Marine Corps veteran was the first to assist students and staff after a school bus rollover Wednesday in Illinois. He helped guide passengers to safety before emergency crews arrived, reported My Journal Courier.

Kendrick Ballard, 44, of Jerseyville, said via the news report that he was driving his 12-year-old stepson to White Hall Park when they came upon the crash scene.

“The bus was on its side, and I knew the kids needed assistance getting out there and out of there as quickly as possible,” the ex-Marine told local news.

According to the article, Ballard immediately pulled over and began helping students exit the bus and moved them away from the roadway. Video recorded by his stepson shows Ballard directing students to safety and assisting them as they exited through the rear doors.

Rollover Crash Could Have Been Far Worse

Eleven students and one staff member were reportedly injured in the rollover crash. Ballard said most of the injuries appeared minor.

“There were some kids with some scrapes, and they were bleeding a little bit, but from what I saw, most of them were just really shook up,” he continued.

Ballard said he was unaware his stepson had begun recording video until later. The footage was subsequently shared with local media by a community member, who praised the ex-Marine’s willingness to act.

Ballard credited first responders and school staff, emphasizing their quick response. “It was a bad situation, but the first responders were fantastic, and North Greene’s teachers and staff were fantastic, too,” he said.

The incident reportedly marks at least the second time Ballard has been recognized for assisting others in an emergency. In 2010, the Marine Corps veteran helped rescue a woman and her two children from a car trapped in floodwaters in Springfield.

“I would like to think it was a natural instinct to go and save someone who was in trouble,” Ballard said at the time.

Loaded Gun On South Carolina School Bus Leads to Quick Arrest

An 18-year-old student was arrested after he brought a loaded gun onto a school bus headed to a South Carolina high school, Blythewood High School.

According to the Richland County Sheriff’s Department, Kelvin Figueroa was charged with carrying a weapon on school property.

Deputies were alerted of the situation Monday morning after another student on the bus sent a text message to 911 communications reporting that Figueroa was in possession of a firearm. Authorities said the tip prompted an immediate response from law enforcement.

School resource officers assigned to Blythewood High School along with additional deputies located and intercepted the bus as it arrived on campus. Officials said Figueroa was quickly detained upon arrival.

A search of his belongings led to the discovery of a loaded pistol inside his bag. Investigators said there was no indication that Figueroa had attempted to use it during the bus ride. No injuries were reported in connection with the incident.

It remains unclear where Figueroa obtained the loaded gun. He was taken into custody at the scene and transported to the Alvin S. Glenn Detention Center, where he was booked. Jail records show he remains in custody, and no bond has been set as of Monday.

Officials have not said whether Figueroa will face disciplinary action from Blythewood High School or the Richland 2 School District. However, under state and federal law, firearm possession on school property typically carries a mandatory expulsion recommendation of at least one year, subject to district policy and due process.

Authorities Praise See-Something, Say Something Student

Richland County Sheriff Leon Lott praised the student who reported the gun, emphasizing the importance of speaking up in potentially dangerous situations.

“That took courage, and it made a difference,” Lott said in a statement. “Because of that student, we were able to intervene immediately and prevent a potentially dangerous situation.”

South Carolina State Director of Transportation Mike Bullman said while the incident was very serious, it was quickly and successfully contained. “In many cases, the most effective safeguard is human behavior rather than physical security,” he told STN. “From a transportation standpoint, we believe the system responded appropriately, and there is no evidence of a procedural breakdown based on what we know at this time.”

The incident underscores ongoing concerns about school safety and the role students can play in preventing violence via “See something, say something.” Law enforcement officials have increasingly encouraged the use of anonymous reporting tools and emergency communication systems to alert authorities to threats.

“We stress drivers and transportation officials the importance of being mindful and attentive to their surroundings, recognizing when something may be out of the ordinary, and the importance of the ‘See Something, Say Something’ culture,” Bullman said. “Certainly, in this case, it really paid off,” Bullman said.

Authorities have not released further details about potential motives or whether additional charges could be filed.

Students Praised for Stopping School Bus, Helping Driver During Medical Emergency

Five Mississippi middle school students are praised as heroes after stopping a moving school bus when their driver lost consciousness during a medical emergency.

The incident happened the afternoon of April 22 in the Hancock County School District, when a bus driver transporting students suddenly became incapacitated while behind the wheel.

“This afternoon, during middle school dismissal, a bus driver on Bus #22 experienced a medical emergency,” the district said in a statement. “We are grateful to report that all students are safe and were transported home safely. Students acted quickly to help ensure the bus was safely brought to a stop and then contacted emergency services. We are proud of our students for staying calm and acting responsibly.”

The driver, 45-year-old Leah Taylor, told local news reporters that she suffered an asthma attack while driving her usual route and lost consciousness.

“I had a medical emergency, and the students stepped up,” she said.

Surveillance video released by the district shows a chaotic scene unfolding inside the bus as Taylor slumps over and the vehicle begins to drift. Students can be seen quickly reacting, coordinating efforts to regain control and prevent a potentially serious crash.

“She kind of, sort of, like, fell over, like flopped over, and everyone started standing up,” student McKenzy Finch told local news reporters, describing the moment the situation became clear. According to the students, the bus began veering off course and picking up speed. That’s when several of them sprang into action.

Students Seize Their Hero Moment

“I saw that the bus was veering off to the side, then I grabbed the wheel,” said Jackson Casnave, one of the students credited with helping steer the bus back under control.

At the same time, sixth grader Darrius Clark made his way to the front and stepped on the brakes, bringing the vehicle to a stop.

Other students focused on getting help and assisting the driver. Eighth grader Kayleigh Clark called 911 while fellow eighth grader Destiny Cornelius helped administer Taylor’s medication.

“I saw her medication in her hand, and I saw her reaching for it. I knew that’s what she needed,” Cornelius told reporters.

The coordinated response by the group of students ensured the safety of everyone on board. No injuries were reported among the students. Emergency responders arrived shortly after and aided Taylor, who is expected to fully recover.

School officials and community members have since praised the students for their composure and quick thinking under pressure, noting that their actions likely prevented a serious accident. The district emphasized the importance of the students’ teamwork and presence of mind during the emergency.

US Senators including Tammy Baldwin praise Education programs Trump has targeted for cuts

WASHINGTON — U.S. senators across the aisle pushed back Tuesday against President Donald Trump’s proposal to eliminate funding for programs serving disadvantaged students.

Education Secretary Linda McMahon defended those and other proposed cuts to her agency outlined in Trump’s fiscal 2027 budget request, which calls for $75.7 billion in new discretionary budget authority for the department that would mark a $3.2 billion, or 4.1%, reduction from fiscal 2026 levels. 

The administration has taken major steps to dismantle the 46-year-old Department of Education as part of the president’s quest to send education “back to the states.” That effort continues despite much of the funding and oversight of schools already occurring at the state and local levels.

“We’ve been clear: Shifting authority back to the states will not come at the expense of the central federal programs (and) support, much of which predate the department itself,” McMahon told lawmakers at the hearing of the U.S. Senate Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies.

The panel shares jurisdiction over Education Department spending with the corresponding subcommittee of the House Appropriations Committee. The president’s budget request is generally considered a starting point for negotiations, but Congress is responsible for deciding federal spending.

Bipartisan support for TRIO 

Republican and Democratic senators took particular aim at the administration’s proposal to eliminate Federal TRIO Programs in fiscal 2027.

The Federal TRIO Programs — funded at $1.19 billion this fiscal year — help support groups including low-income students, first-generation college students, individuals with disabilities and veterans. 

Sen. Susan Collins, chair of the full Senate Appropriations Committee, said she opposes the president’s proposal to eliminate TRIO, noting that these programs have “changed the lives of countless first-generation and low-income students in Maine and across the country.” 

The Maine Republican added that TRIO “enjoys robust support and has made such a difference in the lives of children.” 

Arkansas GOP Sen. John Boozman also emphasized his support for TRIO, noting that in his state, these programs “have been a game-changer in helping low-income and first-generation students not only access higher education, but also succeed once they are there.” 

Sen. Jeff Merkley was the first in his family to go to college and said he comes from a “very blue-collar, frontier, homesteading, timber background.”

The Oregon Democrat said it’s from that perspective he believes that “having conscious programs to help people overcome the cultural chasm that exists between blue-collar kids like myself and that college world that you have very little contact on is enormously valuable in America, and the stats from these programs are pretty damn impressive.” 

The secretary told the panel that while “there are many instances where the TRIO program has been very beneficial … as we look across the country in how to spend these dollars and how to have similar results by maybe not necessarily focusing students towards college degrees, maybe there’s another way for them to have their path to success.” 

McMahon said her agency was in the process of spending “about $2.1 million” for investigating and evaluating the TRIO programs.

In its summary of Trump’s fiscal 2027 budget request, the department said that TRIO “has failed to meet the vast majority of its performance measures, and studies of program effectiveness have shown that it has not increased college enrollment.” 

Dems decry plan to eliminate agency

Meanwhile, McMahon took heat from the leading Democrats on the subcommittee and the broader Senate Appropriations panel over the administration’s ongoing efforts to dismantle the agency. 

Part of those efforts include several interagency agreements between Education and the departments of Labor, Health and Human Services, Interior, State and Treasury that transfer many of Education’s responsibilities to those agencies.

Sen. Tammy Baldwin, ranking member of the subcommittee, said Education “is transferring the vast majority of its programs to other federal departments, agencies with little experience or expertise or capacity to administer them.” 

The Wisconsin Democrat said that instead of “reducing bureaucracy” — a major goal of the administration across the federal government and the department in particular — the transfers are creating “another layer of it.”

She added that “where states previously primarily dealt with the Department of Education, they will now have to deal with multiple federal agencies.” 

Sen. Patty Murray of Washington state, the top Democrat on the full Appropriations Committee, pressed McMahon on the status of the administration mulling the transfer of special education services out of the Education Department amid its dismantling efforts. 

The possible move to transfer programs out of the department’s Office of Special Education and Rehabilitative Services has stoked widespread concern from disability advocates.

McMahon said her department was “still evaluating where those programs would best be located, and we have not made that determination yet.” 

“I can assure you that the intent of this administration is not to put these students at risk in any way whatsoever,” McMahon said. 

But Murray was not satisfied with the secretary’s response, saying she is “deeply concerned that your answer sounds like you’re still moving ahead — let’s make it clear that will break the law, and it will make it a lot harder for these students with disabilities to get the education and understanding that their country will stand behind them with that.” 

School Bus Aides Fill Critical Safety Role for all Students

CONCORD, N.C. — School bus aides are often under-recognized for the roles they serve in student transportation, particularly for children with disabilities, but they provide much-needed assistance to school bus drivers regardless of the route being driven, industry leaders said during a session at STN EXPO East.

Panelists at the conference last month emphasized that school bus aides — often referred to as attendants, monitors or, in New York City, matrons — are responsible for far more than child supervision. Their duties include supporting students’ social and emotional needs, managing behavior, assisting with medical situations, and ensuring safe transportation from stop to stop. School bus routes operated for children from birth to kindergarten are required by federal Head Start regulations.

“We aid and support those students … regardless [of] what disability,” said Stephanie Walker, a transportation leader and certified instructor from Habersham County Schools in Georgia. “Our goal is to have a safe and positive ride.”

The panelists highlighted a shift in terminology, reflecting the evolving role. Many districts have moved away from bus monitor or attendant, which suggests passive observation, toward bus aide, a title that better captures the hands-on responsibilities required.

Training and clear expectations are critical, said Teena Mitchell, special needs transportation coordinator for Greenville County Schools in South Carolina and past-president of the National Association for Pupil Transportation. She stressed that detailed job descriptions help prevent confusion and improve safety outcomes.

“The safety of these kids depends on what they know they have to do and what the expectations of them are,” Mitchell said.

School bus aides are expected to perform tasks such as securing wheelchairs, assisting with emergency medications, monitoring student behavior and helping students safely board and exit the bus. Panelists said aides should be actively engaged, including greeting students and ensuring proper seating at every stop.

Staffing Aides Based on Student Needs

The discussion also underscored the importance of proactively staffing buses based on student needs, not just legal requirements. Mitchell referenced a South Carolina case in which a district faced a multimillion-dollar settlement after a student was harmed on a bus without an aide.

“You need to know who’s on your bus,” she said, urging transportation departments to collaborate more closely with special education teams.

Comprehensive training programs are essential, the panelists agreed. Some districts require several days of instruction covering disability awareness, equipment securement, emergency response and de-escalation strategies. Ongoing evaluations, including written and physical tests, help ensure aides can perform under pressure.

Semi-truck Driver Says Brakes Failed Before Florida School Bus Crash
