CONCORD, N.C. — Jim Knight started his keynote address at STN EXPO East like a concert, highlighting that culture isn’t something you talk about. It’s something people feel. And attendees felt that energy as they walked into the room and heard the music playing over the speakers.

His message Monday was clear: If you want a culture that rocks, you have to create experiences people won’t forget. A feeling of culture starts with moments.

Knight, the former head of global training and development for Hard Rock International’s hotels, casinos, dining and entertainment, quickly moved past traditional definitions of culture. Instead, he grounded the concept in something far more tangible: human behavior.

“Fantastic, awesome, world-beating cultures—they only exist because of human behaviors,” he said.

To illustrate, he shared a story about witnessing a fast-food employee near Disneyworld in Orlando, Florida, interact with a young girl dressed as a princess. Rather than simply take her order, the employee bowed and declared, “All hail the princess,” prompting the entire staff to follow suit.

The moment lasted seconds but its impact, Knight said, is probably something the girl’s family still talks about. “That’s culture,” he said, adding that culture is not heritage, legacy or the past. “Culture is what’s happening right now.”

The ride to and from school may be routine. The interaction is not. “The student experience has to rock,” he continued. “And that starts with the relationship. How the driver made me feel, that’s what matters.”

At its core, he defined culture simply as “a collection of people,” each bringing their own behaviors into the organization. That definition carries weight in an industry facing persistent driver shortages and turnover.

“Every time somebody joins or leaves [an organization], culture changes,” Knight said, adding that the student transportation industry faces a retention challenge. “If you could hold on to the right people, you’d have exactly what you want.”

Knight used a simple exercise. He asked attendees to close their eyes and point in the direction of true north, to demonstrate how easily organizations drift without alignment. “If everybody’s guessing, you get confusion,” he said. “If everybody’s aligned, you get productivity.”

He compared it to a band, using U2 as an example. While Bono and The Edge may draw the spotlight as lead singer and lead guitarist, respectively, the rhythm section of drummer Adam Clayton and bassist Larry Mullins, Jr., keep the band on the same page.

“Everybody has a role to play,” Knight said. “But you’ve got to be singing off the same sheet of music.”

In transportation, that means consistent communication from leaders to the school bus drivers. Everyone needs to be in tune about expectations, priorities and purpose.

“If you don’t share it, people will make it up,” he added.

One of Knight’s most pointed observations centered on what he called “acceptable mediocrity,” and four-letter words that he hates. Words like “fine,” “good” and “okay” may sound harmless, but he argued they signal something deeper.

“They scream mediocrity,” he said, adding that over time, organizations begin to accept these outcomes as success.

Differentiation Happens One Interaction at a Time

Knight emphasized that creating a standout culture doesn’t require sweeping changes. It starts with small, intentional actions.

“Read the person. Seize the moment. Personalize the experience,” he said, recalling his time at Hard Rock, where he made it a point to engage each guest in a unique way—whether through humor, conversation or simple recognition.

“You do that, you create loyalty,” he said. “You create stories.”

The same principle applies to student transportation. “People crave differentiation,” Knight said. “Deliver personalized experiences, and you build comfort, safety and trust.”

He played a video each Chick-Fil-A location shows to all new employees. The video highlights different people eating at the chain fast-fodd restaurant, with captions about what’s each person has going on in their lives. Everyone is dealing or navigating something. Every life has a story if we bother to read it, he said.

As a result, Chick-Fil-A immediately communicates the culture of caring they want from their employees.

“In a world of darkness, be a bright light in each student’s day,” Knight continued.

For many students, the bus ride is more than transportation. It’s a transition point, and sometimes the first interaction students have of the day. It puts drivers in a uniquely influential position.

Jim Ellis, director of transportation at Henrico County Public Schools in Virginia, noted that culture and the driver shortage tie hand and hand. “If you don’t want to be here, then I really don’t want you,” he said, underscoring the importance of cultural fit in a role that involves transporting children. He pointed to the driver shortage as a complicating factor, making it harder to be selective, but stressed that long-term success depends on building a team committed to more than just driving.

“You’ve got to be the one that fits that culture… making sure that you are that first thing they see.”

Britton Overton, director of transportation for Pender County School District in North Carolina, added that staffing challenges also impact morale, which in turn shapes culture. “It definitely affects culture, but also morale—and morale helps to build that culture or tear it down,” he said, noting that supporting drivers and maintaining positivity are critical to sustaining both.

Knight also challenged attendees to reflect on their own mindset. Think back to the first day on the job, he said, a time when employees arrived early, paid attention and took pride in every detail.

“Somewhere along the way, we lose that,” he said, adding that employees start cutting corners by focusing on their own gain the longer they stay in an organization.

Reclaiming that “day one attitude” is essential to sustaining culture over time, he commented.

Tisha Hergert, transportation director for Onsted Community Schools in Michigan, said Knight was very enthusiastic. “Everything that he mentioned to us, it was so easy to break down and will be very easy to implement. When I go back to my district, I feel like I can fire my crew up.”

Ultimately, Knight reinforced that culture is amplified, or diminished, by the people delivering the experience. He outlined what he called the “three C’s” of high-performing teams: Competence, Character and Culture fit.

“The true path to cultural nirvana is through 3C rock stars,” he said, adding that in student transportation, those rock stars are the drivers.

Knight closed with a mindset shift that tied the session together. “Stop thinking about transportation,” he said. “Start thinking about creating experiences.”

Because while routes, schedules and safety protocols are essential, they are only part of the equation. What students and families remember and what defines culture, is the human interaction.

“Don’t just think about this stuff,” Knight said in his final remarks. “Act on it.”

Overton told School Transportation News that Knight’s keynote was “very inspirational.” He noted that culture has become “a big word in discussion nowadays,” adding that Knight offered practical takeaways that he plans to implement back home. “

“[Knight] gave me some good insight and broadened my thinking of how I can make our transportation better in our district,” Overton added, emphasizing that sessions like the Monday keynote are about learning what works and adapting it locally.

Multi-Modal Transportation Gains Momentum as Districts Seek Flexible, Cost-Effective Solutions

CONCORD, N.C. — As school districts nationwide confront tightening budgets, driver shortages and changing student needs, multi-modal transportation options are emerging as viable strategies to expand service while controlling costs.

During the first day of STN EXPO East Friday, transportation directors and an industry expert discussed how blending traditional yellow bus service with alternative modes — including public transit, walking programs and contracted services — can help districts adapt to a rapidly changing landscape.

The concept is increasingly being implemented in practice. “Multimodal is really about expanding that definition of who ‘we’ are,” said Tim Ammon, owner of Ammon Consulting Group, and the session moderator. “We might not be able to do everything ourselves anymore, so we need to think about how to integrate different providers into the system.”

Ammon, who also spoke earlier Friday on school transportation funding, said the growing interest in multi-modal transportation is closely tied to mounting fiscal pressures facing school districts, as flat federal funding, uncertain state and local revenues and rising operational costs force leaders to rethink how services are delivered. He noted that with costs outpacing available funding, districts must find ways to reduce expenses without significantly cutting service, making alternative transportation models an increasingly practical solution to maintain access for students while improving efficiency.

Expanding Beyond the Yellow Bus

For decades, the yellow school bus has been the backbone of student transportation. While it remains the safest form of student transportation for its vehicle construction and driver training, transportation directors are now rethinking that model as financial pressures mount and operational complexity increases.

Ammon noted that rising costs and constrained funding are forcing transportation departments to evaluate alternatives that can complement, not replace, traditional service.

“If it costs us $1,000 a kid to transport and we can find somebody who can do it for $800, that’s a 20 percent reduction in cost,” he said. “We’ve got to start thinking about that as an equation if we want to continue serving the maximum number of students.”

Multi-modal systems can include partnerships with transit agencies, use of smaller vehicles for specialized routes, and coordination with private transportation providers. It can include working closely with Safe Routes to School programs that focus on walking and biking. The goal is to match the right mode to the right student’s needs.

He continued that PGCPS faced a shortage of more than 200 drivers while managing over 1,000 routes.

Baldwin said factors such as increasing McKinney-Vento transportation needs for students experiencing homelessness, specialized programs and longer-distance routes require districts to expand beyond traditional service models.

“When you start thinking about when to discuss the multimodal mix, that’s when,” Baldwin said. “We want to be able to provide options … and not close ourselves in to just one path.”

“You don’t want to wait till the system breaks,” he said. “You basically act when you see the pressure building.”

Brown noted that his district has struggled to maintain driver staffing levels since the COVID-19 pandemic, forcing leaders to rethink how services are delivered. “We’re constantly hiring, but through attrition … we’re losing as well,” he said.

Communication and Stakeholder Buy-In Critical

Panelists emphasized that implementing multi-modal transportation requires more than operational changes and instead requires clear communication and stakeholder alignment.

Brown said districts must proactively address concerns from parents, staff and community members, particularly around safety and job security.

“Silence creates confusion. Communication builds trust,” he said, stressing the importance of transparency throughout the process.

He added that explaining the “why” behind changes is essential to gaining support.

“Most people may not always agree … but when people know the why, it’s easy for them to understand,” Brown said.

Baldwin noted that engaging stakeholders early, including unions, school boards and parent groups, helps control the narrative and prevent misinformation.

“We wanted to lead the narrative,” he said. “Anything related to our services … we’ve got to get ahead of that.”

As districts integrate multiple transportation modes, Brown and Baldwin said establishing clear systems for oversight and accountability is critical.

Brown noted that his district assigned a dedicated manager to oversee contracted services, ensuring consistency and clear communication. He also stressed the importance of detailed contracts and defined expectations when working with third-party providers.

“If it’s not written, it will not happen,” Brown said, emphasizing the need for clear safety and performance standards.

Baldwin added that districts must continuously evaluate and refine their approach, particularly when working with diverse providers and student populations.

Integrating Services, Not Replacing Them

Both panelists emphasized that multi-modal transportation is not intended to replace the yellow school bus but to supplement it.

“We don’t try to compete against one,” Baldwin said. “We just figure out what’s going to be the best usage for that student in terms of service delivery.”

Brown agreed, noting that districts must view alternative providers as part of the broader transportation team.

As districts continue to navigate staffing shortages, funding constraints and evolving student needs, transportation leaders said flexibility and strategic planning will be essential. Ultimately, the panelists agreed that multi-modal transportation represents a shift in mindset.

Update: Tennessee Crash Kills 2 Students During Field Trip

A Clarksville-Montgomery County School System school bus traveling on a field trip crashed, resulting in at least two student fatalities.

STN received initial information about the Tennessee crash Friday, but details were limited at this report. Law enforcement officers are on scene in Carroll County, where the crash took place around noon Eastern Time.

“First and foremost, our hearts are with the families impacted by this devastating loss,” the Tennessee Highway Patrol released in a statement. A photo of the final resting position of the bus shows it at a steep angle, off the roadway.

Twenty-four students and five adults were on board the school bus at the time. Individuals were transported to the hospital, some via life-flight, while others were taken by ambulance. Two students were pronounced dead at the scene.

While the Tennessee Highway Patrol has not officially released the names of the students, online fundraisers and local media outlets identified the students as two eighth-grade girls: Zoe Davis and Arianna Pearson.

The Tennessee Highway Patrol stated via a press conference that in a preliminary crash investigation, the school bus collided with a Tennessee Department of Transportation dump truck and a passenger vehicle. Video of the crash shows the bus crossing the center line, veering into the other lane of traffic.

Lap/shoulder seatbelts are believed not to have been installed on the school bus. Additional information on the nature of the crash remained unknown at this time.

The Clarksville-Montgomery County School System posted on its website that the community is “grieving the tragic loss of two young lives. Please continue to keep these families in your heart,” the statement reads. “We continue to pray for the students and employees injured and everyone who was affected by today’s accident. The Kenwood Middle community will need our continued support, and we will share opportunities to assist families as details are confirmed.”

Officials noted that counselors will be available to support anyone in our school community and across the district who may need someone to talk to in the days ahead and for as long as needed.

“From the bottom of our hearts, we thank the Carroll County Sheriff’s Office, Tennessee Highway Patrol, Montgomery County Sheriff’s Office, Carroll County School District, First Baptist Church of Huntingdon, TN, and the numerous other law enforcement, emergency medical, and community organizations and volunteers from across the state who have provided tremendous support during this tragedy,” the statement continued.

Funding Uncertainty, Rising Costs Intensify Pressure on School Transportation Operations

CONCORD, N.C. — School transportation leaders across the country are bracing for continued financial strain as flat federal funding, shifting state policies and rising operational costs converge to create what an industry expert described as a “fiscal cliff.”

During the first day of the STN EXPO East conference, Tim Ammon, owner of Ammon Consulting Group and a longtime industry insider, warned that school districts are entering a period where funding uncertainty and reductions are colliding with increasing expenses, which will impact transportation departments.

“Flatline funding associated with increasing cost is, in effect, a cut,” Ammon said, noting that federal education appropriations remaining steady year-over-year fail to keep pace with inflation and rising service demands.

While federal funding accounts for roughly 10 percent to 15 percent of school district budgets, the remainder comes from state and local sources — both of which are facing growing funding uncertainty. Meanwhile, transportation makes up around 10 percent or less of the overall district budget. Declining income tax revenues at the state level and widespread property tax reform efforts are expected to reduce or constrain funding streams that districts rely on.

COVIDE-era Funding Runs Out

At the same time, pandemic-era relief like federal Elementary and Secondary School Emergency Relief (ESSER) funds are expiring, removing a critical financial cushion many districts used for staffing and operations. Ammon emphasized that the combined effect is forcing school systems to reconsider how they deliver services.

“What we will be thinking about … is how do we have to manage services to reflect a set of cost increases that are outstripping the available funding that we’re getting?” he asked.

Transportation departments often operating on tight margins are particularly vulnerable. Rising fuel costs are also adding new volatility, with some districts already reporting budget concerns tied to the War on Iran’s impact on oil prices.

Compounding the issue are demographic trends. Declining student enrollment in many regions is reducing funding tied to the number of students while not necessarily lowering transportation costs. In fact, data Ammon presented showed that in districts with declining enrollment, 83 percent still experienced rising transportation expenses.

“Your job doesn’t get easier because there are fewer kids. It gets harder,” Ammon said, pointing to longer routes, dispersed populations and unchanged service requirements.

Policy changes are also reshaping the funding landscape. The expansion of school choice programs and private school vouchers means funding increasingly follows students out of traditional public school systems. This reduces district revenue while leaving many transportation obligations intact.

Additionally, mandated services such as special education transportation and McKinney-Vento services for homeless students continue to grow, further straining limited budgets.

Ammon described the current environment as a convergence of multiple pressures: Funding reductions, policy shifts and operational changes. Together, these factors are making long-term planning more difficult and increasing the likelihood of significant service adjustments.

Districts may soon face tough decisions, including reducing routes, consolidating stops, adjusting bell times or even eliminating buses. In more severe cases, school closures and major system redesigns could follow.

“I hate to be the bearer of bad tidings, but it’s coming,” Ammon said. “Somebody [will be] coming down the hall and saying … ‘I need you to cut 10 buses next year because we’re going to get less funding.’”

To prepare, transportation leaders are encouraged to better understand their funding sources, track enrollment trends and collaborate more closely with district planners. He also suggested exploring alternative service models and reevaluating traditional routing strategies to improve efficiency.

Ultimately, the message is clear: School transportation is entering a period of structural change. Those who proactively adapt to evolving financial realities may be better positioned to maintain service levels, while others risk being forced into reactive, and potentially disruptive, decisions.

As Ammon noted, the challenges are not isolated to specific regions or district sizes but represent a broader, systemic issue facing public education nationwide.

Electric School Bus Adoption Leads to Award for Indiana’s Hamilton Southeastern Schools

Hamilton Southeastern Schools district leaders in Indianapolis prioritize a drive toward a cleaner, more sustainable future.

That commitment was recognized earlier this month when the district was named 2026 School Bus Fleet of the Year by Drive Clean Indiana, the state’s clean cities coalition, recognized by the U.S. Department of Energy, during the organization’s annual Breakfast of Champions in Indianapolis.

The March 16 recognition occurred alongside Work Truck Week, where industry stakeholders gathered to celebrate advancements in clean transportation. The Breakfast of Champions featured a keynote address by four-time Indianapolis 500 winner Helio Castroneves, underscoring the broader connection between performance, innovation and energy.

The award highlights a year of progress for one of Indiana’s largest school districts. In June 2024, School Transportation News visited Hamilton Southeastern Schools ahead of its STN EXPO East conference in Indianapolis. McKinney previously told STN the electric transition has been a good experience, and now he and his staff have the knowledge needed to provide feedback to others. However, he added it’s hard for the district to subsidize the cost financially without the aid of grants.

“It’s not obtainable by most school districts,” he said last June, adding that he’s not going to sacrifice the purchasing two and half diesel buses for the same money it takes to buy one electric bus.

However, McKinney shared with STN last week that Hamilton Southeastern was awarded funding for nine more electric school buses.

Maryland Pilot Program Aims to Offset Cost of Electric School Buses

A Maryland electric utility is launching a pilot program designed to help school districts overcome one of the biggest barriers to adopting electric school buses: Upfront costs.

The Maryland Public Service Commission approved a plan by Potomac Edison, a subsidiary of FirstEnergy serving about 285,000 customers in Maryland, to implement an $11.1 million electric school bus pilot program. The initiative will help fund the deployment of up to 28 electric school buses within the utility’s service territory.

The program comes as Maryland advances its transition to zero-emission transportation under the Climate Solutions Now Act of 2022, which requires public school systems to purchase zero-emission vehicles.

The law states that county school boards must only enter into new contracts to purchase or operate zero-emissions school buses, or otherwise electric school buses. Districts may seek exemptions if zero-emission buses cannot meet operational needs, such as route length, or if sufficient funding is not available to cover the higher upfront costs.

The EV transition is not without its challenges. Montgomery County Public Schools, the largest school district in Maryland and an early national leader in school bus electrification, recently requested approval to purchase about 140 new diesel buses to meet immediate transportation needs. According to local news reports, district officials said current electric bus technology and fleet availability have not fully met operational demands for longer routes, field trips and midday service. These reasons prompted the temporary return to conventional buses while the district continues to evaluate its long-term electrification strategy.

Funding Aims to Incentivize Zero-Emissions Adoption

Meanwhile, Potomac Edison is supporting the electric shift by covering the cost difference between diesel and electric school buses, up to $250,000 per vehicle. It is also paying for the cost of charging infrastructure and any required electrical upgrades.

In addition to financial incentives, the program will provide school districts with technical and administrative support for planning and installing charging equipment and training personnel responsible for operating the buses.

The pilot will also test V2G technology. Utilities and policymakers have increasingly pointed to V2G as a way EVs could support grid reliability while vehicles sit idle between routes. Successful use cases have been slow to proliferate throughout the industry, but recent developments point to more achievable success with V2G.

“This program is designed to help make the EV transition more practical and affordable,” said Jim Myers, FirstEnergy’s president of West Virginia and Maryland. “We’re reducing upfront costs and offering hands-on support to help school systems integrate electric buses smoothly.”

EverDriven Launches Vendor-Agnostic Routing Consulting Service for School Districts

EverDriven is expanding its support for school districts with the launch of a new school bus routing consulting service designed to improve efficiency, reduce costs and ease staff burnout without requiring a change to existing software platforms.

The new offering, currently in early development and pilot planning stages, will focus on providing expert routing support for districts nationwide. Rather than introducing proprietary school bus routing software, EverDriven will work within the systems districts already use.

“We’re not forcing districts into new platforms,” explained Greg Jackson, who was recently hired as general manager of EverDriven’s new school bus services division. “We’re coming in vendor agnostic, preserving their workflows and institutional knowledge and helping them operate more efficiently.”

The service will combine remote routing work with periodic on-site visits to build relationships with transportation directors, office staff and drivers. Jackson emphasized that maintaining a human connection is critical to long-term success.

“We’re going to come into your community, sit down with your team and work alongside you,” said Jackson, who was the 2019 STN Transportation Director of the Year for his work at JeffCo Public Schools in Colorado.

Greg Jackson, the general manager of EverDriven’s new school bus services division, explained that the company organizes its services into two distinct areas: Alternative student transportation, which provides individualized transportation for students with unique learning needs or housing instability, and consolidated routing services, which integrate school buses, vans and alternative transportation into a unified strategy. While school bus routing focuses on large-scale, fixed-route planning aligned with schedules, capacity, geographic boundaries, vehicle type and ride-time standards, alternative transportation requires a more individualized and dynamic approach. Drawing on over 20 years of experience and leadership from former transportation directors, EverDriven delivers efficient, safe, and optimized routing designed to reduce costs, improve on-time performance, shorten ride times, and quickly adapt to daily changes, Jackson said.

 

Routing oversight is collaborative. School districts typically provide student data, service requirements, and guidelines, while EverDriven develops routes within those parameters. Districts maintain full visibility into route plans and performance and may choose to be highly involved in route design or rely on EverDriven to lead, depending on their preference. Routing is an ongoing partnership, with school districts regularly providing feedback and updates to ensure routes remain safe, practical and aligned with district goals.

Data points include enrollment, home addresses, bell schedules, eligibility requirements and accommodations for students with disabilities or those eligible under the McKinney-Vento Homeless Assistance Act.

EverDriven Focuses on Efficiency, Budget Relief

The consulting model is designed to help districts address rising transportation costs and driver shortages. By taking a deep dive into existing routes, EverDriven said it aims to identify opportunities to consolidate routes, reduce overtime and improve vehicle utilization.

Jackson noted that many school districts struggle with overtime budgets and staffing challenges, especially when routing staff are also required to drive routes. By shifting routing responsibilities to a dedicated external specialist, he said, districts can reduce burnout and allow in-house teams to focus on daily operations and safety oversight.

“[School] boards are asking why costs keep rising,” Jackson explained. “If we can help combine routes, reduce overtime and improve efficiency, the service pays for itself.”

The new school bus routing consulting arm will operate separately from EverDriven’s existing alternative transportation division. While there may be collaboration between divisions, school bus routing consulting is positioned as a standalone support function.

School districts will not need to be EverDriven alternative transportation customers to access the new routing consulting service.

“This is about helping districts be more efficient,” Jackson said, adding that EverDriven plans to launch pilot programs in select markets to refine the service before a broader rollout.

Feedback from participating districts and the company’s customer advisory board will shape final implementation, he added.

“We’re in the beginning phases,” Jackson said, noting that details on pilot opportunities are expected in the coming months. “But the focus is student first. And now, student first with district support.”

Superintendent Snapshot: Communication, Collaboration Key for Maine School District Success

“Smooth communication between administration and transportation operations begins with presence, clarity of vision and strong relationships,” Gorham (Maine) School District Superintendent Dr. Heather Perry told School Transportation News

Perry, one of the four finalists for the AASA: School Superintendents Association National Superintendent of the Year award, announced Thursday, continued that it means ensuring the right people are in the right leadership roles, setting clear expectations and maintaining consistent, two-way-communication. “So, transportation leaders are true partners in the district’s educational mission—not just problem solvers when issues arise. Spending time listening, coaching, and supporting transportation leaders helps ensure they are fully aligned with district goals and culture.”

Perry also wrote a blog for AASA outlining five ways the central office can strengthen the behind-the-scenes cultures, including school bus drivers. She noted leaders should integrate program leaders into the district leadership team, publicly celebrate the impact of support staff, provide tailored professional development, establish clear communication loops, and model respect and visibility.

“My advice to other superintendents is to intentionally invest in and publicly value their transportation teams,” she told STN. “Our bus drivers and dispatchers are often the first and last school connection students experience each day, and those moments shape how students feel about safety, belonging, and school itself. When communication is strong and the work is celebrated, we create a system where every child’s day begins and ends in a safe, welcoming, and caring environment.”

She highlighted the integral role of transportation in one of Gorham’s most significant initiatives, Aspire Gorham, a birth-to-adult, community-wide approach to building aspiration and purpose across the entire educational continuum. This program exposes students to a wide range of careers and possibilities, supports hands-on exploration and provides experiences for older students through internships, apprenticeships, Career and Technical Education and Extended Learning Opportunities programs, and community-based learning partnerships.

“The goal is to ensure that every student can see themselves in a future they are excited about and feel prepared to pursue it,” she said, adding that a critical factor in making the vision a reality is equitable access. “And transportation is often the gatekeeper. When learning extends beyond the walls of the classroom to job sites, colleges, training centers, and community partners, reliable and flexible transportation becomes essential. Without it, opportunities can unintentionally become limited to only those students who have access to personal transportation, creating barriers that run counter to our commitment to equity and inclusion. For this reason, strengthening our transportation system to be more adaptive, responsive, and student-centered has been an ongoing priority.”

She explained that transportation is not just an operational function, but an instructional enabler. “It is the bridge that connects students to real-world learning, career pathways, and life-changing experiences that define Aspire Gorham,” she continued. “When transportation is thoughtfully designed and adequately supported, it ensures that every student, regardless of circumstance, can fully participate in the opportunities that help them discover their passions, build skills and confidently step into their future.”

A working relationship with the transportation department, she said, is integral, not only to the program but to the effectiveness of education programs as a whole.

“As superintendent, one of my core responsibilities is quite literally to ensure we have the right people in the right seats on the bus,” she said. “That means building and sustaining high-quality leadership within transportation and providing the support, resources and clear communication they need to do their work well. When transportation leaders are valued as instructional partners rather than simply operational managers, the entire system functions more cohesively and responsively.”

She said a strong relationship also ensures challenges are anticipated, rather than reacted to, with safety and equity remaining at the forefront of every decision.

“When the relationship between district leadership and the transportation department is grounded in trust, collaboration and shared purpose, it creates a seamless system that supports students, families and schools and advances the district’s mission in meaningful, tangible ways,” she said.

Transportation Operations 

Mitzii Smith, the Gorham director of transportation and a former STN Rising SuperStar, said she has felt support from the administration from the start.

“Leadership has been welcoming and open to my ideas and experience,” she said. “Change can be challenging, but transportation consistently has support at the leadership level. That support truly starts with Perry, who values every employee and understands the importance of transportation’s role in the students’ overall educational experience.”

She noted that transportation is currently focused on strengthening department training, developing clear driver handbooks and preparing for the expansion of the districts pre-k program to include 3- and 4-year olds. The department also implemented BusRight over the summer, and transportation leaders are actively working through the learning curve that comes with any new routing and communication system.

“Technology is a big part of our operation,” she shared. “We use routing and communication software to improve efficiency, enhance family communication and support safety and compliance. We continue to look for tools that make our operation more effective and transparent.”

Smith noted that while transportation is behind the scenes, it’s essential to student success. “When drivers are supported and leadership is engaged, it shows in the quality and safety of service we provide. I’m proud of our team and the work we doing,” she said, adding that Perry leads with open communication and trust.

“She makes a point to understand the challenges transportation faces and ensures we’re included in district-level conversations,” Smith added. “She’s accessible, responsive and visible throughout the district. As someone who transitioned after 20 years in my previous district, her support made that change smooth and rewarding. Gorham transportation is fortunate to have leadership that truly values our work.”

Superintendent of the Year Snapshot: Support, Understanding of Transportation

Lamar Consolidated Independent School District Superintendent Roosevelt Nivens reportedly shows a solid understanding and strong support for transportation operations by staying in regular contact with operations and transportation leaders as well as frontline staff.

Chief Operations Officer Greg Buchanan said Nivens, “has contributed to meeting transportation needs by helping secure successful bond elections to fund fleet expansion.”

Plus, Nivens — who was named the winner Thursday from among three other finalists for the National Superintendent of the Year award at the National Conference on Education — actively engages with employees during site visits, where he expresses appreciation for drivers, mechanics and leadership alike.

“Recently, he supported funding for 16 additional full-day drivers to cover absences and open routes, and he added leadership roles to keep transportation operations aligned with district growth,” Buchanan said.

The Superintendent of the Year Award is sponsored by AASA: The School Superintendents Association, along with Corebridge Financial and Sourcewell, celebrate the contributions and leadership of public-school superintendents.

Transportation Operations

Lamar CISD runs an entirely in-house transportation system that facilitates daily student mobility across a rapidly expanding district, “which allows the district to directly oversee safety standards, staffing and service quality,” Buchanan said.

It employs 275 drivers across three terminals for 265 daily bus routes. The district transports approximately 22,700 students each school day. During the 2024–2025 school year, school buses traveled more than 4.6 million miles, serving both general and special education routes.

Lamar CISD relies heavily on technology to streamline operations, enhance communication and improve safety. This includes Tyler Technologies’ comprehensive student transportation software for route planning, driver navigation, student ridership tracking, and a parent app. Fleet Vision helps the district manage fuel and parts inventory and Trip Tracker coordinates campus-based trip scheduling.

Ahead of the 2026 Superintendent of the Year being named Feb. 12 at the National Conference on Education in Nashville, Tennessee, School Transportation News sat down with those in charge of transportation operations at the respective districts to gain a better understanding of how the services function.

A $10,000 college scholarship will be presented in the name of the 2025 National Superintendent of the Year to a student at a high school the winning superintendent graduated from or from the school district the winner now leads.

Lamar CISD also uses Safety Vision camera systems to monitor bus interiors and exteriors, aiding accident investigations. “Additionally, AI-enabled tools are used daily for operational planning, communication and leadership support, enabling staff to respond swiftly to changing conditions,” Buchanan said.

When it comes to workplace culture, transportation encourages engagement and morale through constant communication. Culture is a key focus of the department to align with the district’s overall strategic plan, “which highlights recognizing exceptional performance and fostering a culture of excellence,” he added.

Communication is fostered through including weekly newsletters, terminal-level outreach, and a sunshine committee that organizes employee recognition, morale-boosting activities and celebrations.

“These efforts culminate in an annual end-of-year awards banquet that honors outstanding service and achievement,” Buchanan said.

One current initiative is to address Texas Senate Bill 546, which requires all school buses to be equipped with three-point seatbelts by Sept. 1, 2029. “The district is meeting this mandate through a combination of new bus purchases and retrofitting select existing buses,” Buchanan said, adding that it is not operating alternative-fuel or energy school buses due to the significant costs and infrastructure requirements.

Another initiative was the opening of a new transportation facility, which was opened to support district growth and improve operational efficiency. In addition, the district opened a new Junior High School which was named after Ella Banks, a 40-year veteran school bus driver at the district.

“This recognition underscores the district’s commitment to treating transportation as an essential component of student success,” Buchanan said.

Investigation into Waymo Driverless Vehicles Continues Following Latest Collision with Student

Another investigation is underway after a Waymo driverless vehicle hit a young pedestrian, this time in Santa Monica, California.

Last month, School Transportation News reported that Waymo’s driverless vehicles are still illegally passing Austin Independent School District school buses in Texas despite multiple attempts to correct the situation. The National Highway Traffic Safety Administration opened a preliminary evaluation Oct. 17, after a Waymo vehicle failed to stop and passed a school bus in Atlanta, Georgia a month earlier.

NHTSA opened another investigation Jan. 28 following the Santa Monica incident, which is about 15 miles west of downtown Los Angeles. The preliminary evaluation states that on Jan. 23 Waymo “reported to the Office of Defects Investigation (ODI) that a Waymo Automated Vehicle (AV) had struck a child near an elementary school earlier that day.”

The incident occurred within two blocks of the Santa Monica elementary school and during normal school drop off hours. Other children, a crossing guard and several double-parked vehicles were in the vicinity.

The child reportedly ran across the street from behind a double-parked SUV towards the school and was struck by the Waymo AV. Waymo reported that the child sustained minor injuries. The Waymo driverless vehicle was operated by the 5th Generation Automated Driving System.

Waymo announced on its website that it has a commitment to transparency and road safety.

“At Waymo, we are committed to improving road safety, both for our riders and all those with whom we share the road. Part of that commitment is being transparent when incidents occur,” the blog post states.

Waymo Response to Santa Monica Incident

The company details the incident, noting that it contacted NHTSA and will cooperate with the investigation.

“The event occurred when the pedestrian suddenly entered the roadway from behind a tall SUV, moving directly into our vehicle’s path,” the post notes. “Our technology immediately detected the individual as soon as they began to emerge from behind the stopped vehicle. The Waymo Driver braked hard, reducing speed from approximately 17 mph to under 6 mph before contact was made.”

The Waymo post notes that “a fully attentive human driver in this same situation would have made contact with the pedestrian at approximately 14 mph. This significant reduction in impact speed and severity is a demonstration of the material safety benefit of the Waymo Driver.”

Following contact, the student pedestrian reportedly stood up and walked to the sidewalk, and Waymo called 911. The driveless vehicle moved to the side of the road and stayed there until law enforcement cleared the vehicle.

“This event demonstrates the critical value of our safety systems,” Waymo added. “We remain committed to improving road safety where we operate as we continue on our mission to be the world’s most trusted driver.”

California School Bus Report Shows Lap/Shoulder Seatbelts Reduce Injuries

Ron Kinney hopes California’s student injury data in school bus crashes serves as a blueprint for the rest of the U.S. to adopt lap/shoulder seatbelts.

When California became the first state in the nation to implement lap/shoulder seatbelts on school buses in 2004, many in the industry viewed the occupant restraints as unnecessary luxury items. But 20 years of data now tells a much more compelling story, resulting in injury declines and calmer school bus interiors for drivers.

Kinney, who served as state director of school transportation for the California Department of Education from 1983-1997, compiled 30 years of crash data from the California Highway Patrol’s annual “School Bus Crash and Pupil Passenger Injury Summary Report.” Kinney tracked the 10 years prior to and 20 years after the state law went into effect in 2002 that requires all newly purchased school buses after July 1, 2025 be equipped with lap/shoulder seatbelts.

The law led to the development of the current FMVSS 222 requirements for lap/shoulder seatbelts in all Type A school buses nationwide.

Kinney’s data calculates a 74.5 percent decrease in the absolute number of school pupil passenger injuries since 2004. In terms of passenger injuries “per million vehicle miles” traveled, the report tracked a 45.5 percent decrease over the past 20 years.

Meanwhile, the data finds that as the percentage of California school buses equipped with lap/shoulder belts increased incrementally since 2004, “it is reasonable to believe that school pupil passenger injuries will continue to decrease as more school buses equipped with lap/shoulder belts are added to the state fleet.”

Nine of the 10 years prior to the implementation of lap/shoulder seatbelts, student passenger injuries ranged between 425 and 760 per school year, with the height of injuries being 1,112 in the year 2000. There was no information on why the injuries spiked. But 2000 also saw the most school buses on the road (26,291) and the highest number of miles traveled (367,893,624) during that 10-year period before seatbelts.

Meanwhile, in the 20 years after the lap/shoulder seatbelt law went into effect, injuries declined. In 2005, 400 students were injured. During the 2013-2014 school year, 266 injuries were reported. Injuries dropped to 136 the following year. However, the 2015-2016 school year saw a spike to 313 injuries, with the most school buses on the road (28,982) and miles traveled (283,812,564) in the 20-year span. Those resulted in the most school bus crashes (1,886) as well. The 2023-2024 school year, the most recent data collected, saw 131 passenger injuries.

The report states that several factors need consideration when attempting to draw conclusions from the data. These include lap/shoulder belts having a positive impact in reducing pupil passenger injuries per million miles, California’s reduction in regular education home-to-school transportation, and expansion of special education home-to-school transportation.

Additionally, the report cites the increased number of California school buses equipped with lap/shoulder belts and the number of pupil passengers wearing lap/shoulder belts. Kinney writes that the reduction of driver distractions from pupil passengers who are now belted in and less able to misbehave has led to a reduction in driver turnover. The reduction in disciplinary problems and driver distractions also reduces the risk of crashes caused by driver errors.

“This also contributes to reduced driver turnover by creating a safer, less stressful and more rewarding work environment,” the report states. “By physically containing students, these belts address the primary stressors that lead drivers to leave the profession.”

The report also touches on the National Transportation Safety Board investigation into the 2014 Anaheim, California school bus crash, which resulted in a school bus leaving the roadway and striking a concrete light post after the driver fell unconscious. The bus continued up an embarkment and struck an uprooted tree.

NTSB crash simulations found that students sitting in row eight, where the tree intruded into the school bus cabin, would have experienced greater injuries had they not been wearing lap/shoulder seatbelts.

Kinney’s report also addresses the increased cost of a school bus with lap/shoulder seatbelts.

“Based on the large reduction in pupil passenger injuries revealed in this report since the implementation of lap/shoulder belts in all new California school buses, the cost-benefits of lap/shoulder belts clearly tip the scales in favor of installing lap/shoulder belts on all new school buses across the nation,” it states, adding that in the 20 years since lap/shoulder seatbelts were required California saw no student fatalities. “…the reduction in pupil passenger injuries more than justifies the few thousands of dollars initial cost.

“When spread over the average 20-year life cycle of a California school bus, the cost is around $500.00 per year. And, if you consider the number of trips per school year and the number of pupils transported each day, the cost is pennies per child per day. The litigation costs, not to mention the costs of settling a court case, can easily be measured in millions of dollars. The financial litigation risks, along with the pain and suffering of a pupil passenger and their family, is something to consider when drawing conclusions on the results and use of this report.”

Ohio Announces School Bus Safety Grant Recipients for Technology Enhancements

All schools and districts that applied for funding for eligible safety features ranging from seatbelts to collision avoidance to additional lighting through the $10 million Ohio School Bus Safety Grant received an award.

An Ohio Department of Education spokesperson confirmed that it received 371 applications from schools, districts and county boards of developmental disabilities for the School Bus Safety Grant. Of those applications, 56 requested funds for “Occupant restraining devices that conform to the school bus seat belt requirements of 49 C.F.R. 571.”

The other authorized safety features are external school bus cameras, fully eliminated stop arms, crossing arms, illuminated school bus signs, lane departure warning systems, collision avoidance systems, and electronic stability control.

The school bus safety grant program was created in response to recommendations made by the Ohio School Bus Safety Working Group, which Gov. Mike DeWine convened to review all aspects of student transportation, following an August 2024 school bus crash that resulted in a student fatality.

Among its 17 recommendations made in January 2024, which did not include the use of lap/shoulder seatbelts — a main reason Gov. DeWine called together the working group — were strategies for improving bus safety features, driver training and emergency response.

Safety rant funding may be used for the repair, replacement or addition of the eight authorized safety features on school buses in active service or for safety enhancements on new school bus purchases.

Indian Hill EVSD in Ohio, applied for the safety grant. Diane Spurlock, transportation director, said they asked for collision avoidance systems and lane departure warning system.

“The program we selected is an AI camera that can notify the driver if either of the instances occurs while they are on the road,” she said. “The main reason is that we recently had an incident happen with a driver where this could have kept it from happening thus ensuring a safer drive. A secondary reason is that our current cameras are getting outdated quickly and I hope this opens the door to purchase more products from this company.”

Additionally, Indian Hill applied for the ground wash lights “because our district does not have street lights and some streets are very narrow. We have added the LED lights near the back tires but believe the ground wash lights will be especially helpful for turnarounds,” she continued.

Gov. DeWine, the Ohio Department of Education and Workforce Director Stephen D. Dackin announced via a press release that, “the grants will help ensure safer travel for Ohio students through safety upgrades to existing buses and the addition of advanced safety features on new buses.”

“Whether students are in the classroom or on the school bus, we owe it to parents and families to do everything we can to keep them safe,” said DeWine. “We’re raising the bar for student safety on Ohio’s buses, and these grant awards demonstrate our dedication to making school transportation safer.”

Dackin added, “Student safety is our top priority, and Ohio is investing in critical safety improvements to equip school buses with proven technology that keeps children safe.”

Waymo Driverless Vehicles Continue to Illegally Pass School Buses

Despite multiple attempts to correct the situation, Waymo’s autonomous vehicles are still illegally passing Austin Independent School District school buses in Texas.

“Even after the November software update and December software recall Waymo says they conducted,” Austin ISD said in a statement Jan. 14. The school district added the most another violation just occurred two days earlier.

Austin ISD now confirms Waymo vehicles committed a total of 24 violations, as of the middle of January.

“Austin ISD again asks that Waymo cease operations in the mornings and afternoons during school days when our students are using our school buses,” a statement by the district reads. “Austin ISD continues to explore any and all legal recourse available.”

Despite the most recent update last week, Austin ISD officials have been navigating this situation for months.

The National Highway Traffic Safety Administration also opened a preliminary evaluation Oct. 17, after a Waymo vehicle failed to stop and passed a school bus in Atlanta, Georgia in September. School Transportation News reached out to Atlanta Public Schools regarding the violations but had yet to hear back at this writing.

Back in Texas, Austin ISD installed BusPatrol camera systems in 2024 on all 519 of the district’s general and special education buses. Citations for illegal passing incidents began soon after that. Prior to the BusPatrol partnership, the district saw 10,000 to 12,000 violations a year, said Kris Hafezizadeh, the executive director of transportation and vehicle services. Now, the school district sees a little over 7,000 passes. He cited a decrease in repeat offenders.

Among those violators is Waymo. Hafezizadeh said the autonomous vehicles treat the school bus like a stop sign, some not even stopping before approaching the school bus.

Waymo reported to Austin ISD as of Nov. 5 that software updates were in place to resolve the issue. Hafezizadeh said. However, a Nov. 20 memo to Waymo by Austin ISD general counsel states that five violations occurred after Waymo’s Nov. 5 letter.

“Put simply, Waymo’s software updates are clearly not working as intended nor as quickly as required. We cannot allow Waymo to continue endangering our students while it attempts to implement a fix,” the memo states. “Accordingly, Austin ISD demands that Waymo immediately cease operation of its automated vehicles during the hours of 5:20 a.m. – 9:30 a.m. and 3:00 p.m. – 7:00 p.m., until more in-depth software updates are completed and Waymo can guarantee its vehicles will comply with the law.”

Hafezizadeh said Waymo “disagreed.” In early December, Hafezizadeh offered his school buses and parking lot to further test the software in Waymo vehicles. He noted that Waymo brought two of its cars and he provided seven school buses of different OEMs to conduct tests. He added that his staff complied with any request made by Waymo officials during the four-hour test period.

“The unfortunate part is, after that, they had another two or three violations,” he said.

Waymo did not respond to requests for comment at this writing.

Updated Iowa School Bus Driver Hiring Law Adds Optional Refresher Course

Iowa started the new year with new and controversial school bus driver training courses.

House File 395 revises requirements for training and certification of school bus drivers in the state. It updates the criteria for what constitutes as an approved course of instruction for school bus drivers.

Prior to the new law taking effect, school bus drivers would take a 17-hour online course followed by a three-hour, in-person class. They had six months to complete the course after being hired. Annually, all drivers were required to attend a three-house in person refresher class to maintain their school bus authorization.

Now, the three-hour refresher course is optional.

The Controversy

“The change in state requirements that made annual bus driver training optional came as a surprise,” David Johnson, executive director of the Iowa Pupil Transportation Association, said of the controversial driver training update. “Some updates were necessary and were already underway before the bill passed—specifically, updating the online portion of new driver training. Much of this content was already being covered through ELDT, and it was time for an update.

“However, the annual three-hour refresher training is, in my view, very important,” he continued. “Making it optional could make it easier for a school district to provide significantly less training for its drivers. It is my hope that all districts will continue to recognize the value of this professional development and will continue to require their drivers to participate. IPTA will continue to support the training provided by the Department of Education and encourage districts to take part in it.”

The bill was introduced on Feb. 13, 2025, passed both chambers, and was signed into law by Gov. Kim Reynolds on June 6, 2025, taking effect at the new year.

AASA Announces 2026 National Superintendent of Year Finalists

The School Superintendents Association, AASA, announced its four finalists for the 2026 National Superintendent of the Year Award. The winner will be named at the annual National Conference on Education in February.

AASA along with award co-sponsors Corebridge Financial and Sourcewell will recognize on of the finalists “for their outstanding leadership and dedication to advancing public education in their communities,” a press release noted.

The following finalists were nominated by their state associations and honored with the title of State Superintendent of the Year. They were measured against criteria such as leadership for learning, communication, professionalism and community involvement.

Demetrus Liggins, superintendent of Fayette County Public Schools in Kentucky joins Roosevelt Nivens, superintendent of Lamar Consolidated Independent School District in Texas, Heather Perry, superintendent of Schools at Maine’s Gorham School Department, and Sonja Santelises, the chief executive officer at Baltimore City Schools in Maryland.

The winner will be announced on stage during the National Conference on Education, Feb. 12-14 in Nashville, Tennessee. A $10,000 college scholarship will be presented in the name of the 2026 National Superintendent of the Year to a student who attends the high school from which the superintendent graduated or a school within the district.

Nominations Open for 2026 STN Awards

School Transportation News is currently accepting applications for its 2026 awards: Garage Stars, Rising Stars, Innovator of the Year and the Peter J. Grandolfo Memorial Award of Excellence.

STN gathers annual nominations from across the country and historically has chosen 10 Garage Star finalists to be featured in the August magazine edition. Last summer, STN selected seven individuals and three maintenance teams. STN also features 10 Rising SuperStar finalists in the November issue.

Garage and Rising Star finalists receive STN conference registration scholarships, to be used at an STN EXPO or TSD conference of their choice the following year.

The application window for Garage Stars will close on May 16. Rising Stars will remain open until July 31.

The Grandolfo Award, sponsored by Q’Straint, is its 18th year. Named after Peter Grandolfo, the late Chicago Public Schools transportation director and NAPT board member, the award is presented at STN EXPO West. The Grandolfo award recognizes a school transportation professional who exhibits exemplary service on behalf of the nation’s school children, especially those with disabilities. The application deadline is May 22.

Meanwhile, the fifth annual Innovator of the Year award features a private school bus contractor employee who exemplifies the adoption of cutting-edge technology and programs.

STN presents Innovator of the Year in partnership with the National School Transportation Association. Readers may submit an online nomination through May 1.

Qualifications include making “significant, tangible contributions” to the school transportation industry within the past 12 months. Innovations could include technology implementation, operations, safety initiatives and green energy adoption.
