Every day across the United States, thousands of drivers illegally pass stopped school buses—even when red lights are flashing and stop-arms are deployed. With almost 500,000 school buses operating daily, this results in millions of violations each year, placing children in immediate danger. A recent survey by the National Association of State Directors of Pupil Transportation Services found that in a single day, school bus drivers reported over 67,000 illegal passes. When projected over an academic year, that equates to more than 39 million unsafe encounters.

To confront this issue, officials emphasized the importance of implementing the safety roadmap outlined by the National Transportation Safety Board following the 2018 fatal crash in Rochester, Indiana. Those recommendations call for a three-pronged strategy combining education, traditional law enforcement, and automated enforcement technology. Since the release of that report, at least 30 states have passed laws enabling the deployment of camera-based stop-arm enforcement tools, paving the way for companies like BusPatrol and others to assist communities nationwide.

The summit also highlighted how school districts across the country are increasingly adopting AI-powered enforcement tools to monitor and document dangerous driver behavior. BusPatrol, which launched in 2017, has become the largest school bus safety technology provider in North America, with high-definition cameras and AI models installed on more than 40,000 buses across nearly two dozen states. This technology has supplied districts and law enforcement agencies with unprecedented visibility into the magnitude of the danger children face on their way to and from school.

REDFORD, Mich. – Redford Union School District is taking a major step towards cleaner, quieter transportation with the planned deployment of five Type C zero-emission electric school buses and six Tellus chargers, at no expense to local taxpayers. The project is being delivered through a collaboration between Durham School Services, the district’s transportation provider, and Highland Electric Fleets, the leading provider of Electrification-as-a-Service (EaaS).

Redford Union is part of a growing number of school districts across Michigan introducing electric school buses to modernize their fleets and deliver long-term benefits to students and families. Electric school buses offer quieter rides, lower maintenance needs, and can help reduce fuel costs over time. The new electric buses are expected to arrive in the first quarter of 2026 and are primarily funded by the U.S. Environmental Protection Agency’s Clean School Bus Program (Round 2).

Colorado Springs School District 11 (D11), serves about 23,000 students in 58 schools, including 34 elementary schools. The district has had its share of challenges, with a shift in student population and a 40 percent drop in drivers since pre-Covid days.

The changes led Kevin McCafferty to seek a partner to come alongside him in addressing these and other issues. That partner is Transfinder and its suite of award-winning solutions, including Routefinder PLUS, Viewfinder, Infofinder i, GPS Connect, and more.

He looked at other vendors in the industry, and after a rigorous RFP process, the district picked Transfinder.

Two things made Transfinder stand out:

1. Its ability to get the district implemented in time for the fall 2025 opening; and
2. Transfinder’s flexibility. Another vendor just provided what McCafferty described as a “dissertation” on why a request to change stop times couldn’t be made.

“I thought, ‘Well, that’s odd. I’m a customer.”

He met with the other vendor many times and would ask for the ability to change stop times and he was continually rebuffed.

He asked: “Am I the only guy asking that question?”

The vendor responded: “No, we get that a lot.”

Transfinder delivered

After implementing Transfinder’s flagship Routefinder PLUS routing solution over the summer, McCafferty said school opening was smooth.

“I thought it was smooth,” he said. “I thought it was really good.”

After nearly two decades with Colorado Springs School District 11, McCafferty has seen it all—from driving buses to leading operations as the district’s Transportation Operations Manager. With a background in electrical engineering and a passion for problem-solving, McCafferty’s journey is one of adaptability, innovation, and a deep commitment to student success.

When Kevin first joined the district, it was a strategic move to settle in Colorado Springs.

“I needed a job and wanted to live in Colorado Springs,” he recalled. Starting as a bus driver, he quickly moved into technology support and eventually into operations management, where he has spent the last dozen or so years navigating the complex world of school transportation.

Over the years, the district has undergone significant changes. Once serving 35,000 students, enrollment has dropped to under 23,000. A demographic study revealed a common urban trend: an aging population and declining birth rates.

Transportation, naturally, has been deeply affected.

“One of the things we face is we do have less kids riding but we’re still covering the same ground,” said McCafferty. With about 115 buses and only 60 percent of the pre-COVID driver workforce, the department has had to become more efficient. This meant reducing stops, increasing walking distances, and combining routes—changes that haven’t always been popular but were necessary for survival.

In addition, the district’s new superintendent introduced “peak experiences,” including more field trips and specialized programs like cybersecurity and career technical education. These initiatives, while enriching, added midday transportation demands to an already stretched system.

“We’re just trying to survive getting kids to and from school,” McCafferty said, “and now we’re adding more requirements. “

To meet these demands, the district relies on three car service contractors. But McCafferty wanted a better way to manage transportation logistics. After years of using outdated or inflexible systems, the district made a pivotal switch to Transfinder in the summer of 2025.

The transition wasn’t without apprehension. McCafferty, who was officially retired, came out of retirement to help with the transition. He wasn’t onsite when the software was being launched, but he said the rollout exceeded expectations.

“It went very smooth—much smoother than I expected,” he said. “That doesn’t usually happen.” He likes the fact that all of Transfinder’s trainings with his team are recorded and can be easily accessed anytime.

McCafferty said Tripfinder also has helped the district manage field trips and he also likes Infofinder i, which allows parents and real estate agents to easily access school boundary and transportation information.

“I don’t know if I got any calls,” he said, a stark contrast to previous years. The ability to edit maps directly in Routefinder PLUS was another game-changer. McCafferty, who had previously made over 9,000 edits to a past map – yes, 9,000 edits – said he appreciates the control and immediacy Transfinder’s Routefinder PLUS offers.

Beyond praising Transfinder’s tools, he commended Transfinder’s customer service, calling it one of the company’s strongest assets.

ELKHART, Ind.- Forest River has completed the acquisition of Premier Fiberglass Company, Inc., an Elkhart-based manufacturer of composite components primarily for the commercial vehicle sector. The transaction became effective Friday, Nov. 14.

Premier Fiberglass, now a wholly owned subsidiary of Forest River, has supplied high-quality fiberglass components for shuttle, transit and school buses, as well as commercial delivery trucks, for the past 34 years. All existing operations, facilities, management and employees, totaling 57 team members, will remain the same.

RICHMOND, Va.– As fleets continue to shift away from diesel and toward cleaner, reliable energy sources, a new generation of skilled automotive service technicians is needed to maintain alternative fuel vehicles, like those running on propane autogas. The Propane Autogas Vehicle Inspection Grant Program, offered by the Propane Education & Research Council (PERC), is providing schools across the country with valuable training and resources needed to prepare students to work on propane autogas buses, trucks, vans, and more.

This innovative grant program provides U.S. educational institutions with up to $7,500 in funding to integrate propane-specific curriculum and equipment into their existing automotive training programs. The goal is to equip students with real-world experience maintaining and servicing vehicles powered by propane autogas. These skills are increasingly in demand as more fleets turn to propane autogas to reduce emissions and costs while maintaining operational efficiency.

“The Propane Autogas Vehicle Inspection Grant Program gives students an opportunity to learn these technologies in-depth, preparing them for successful careers after graduation supporting fleets that are increasingly turning to propane autogas,” said Joel Stutheit, senior manager of autogas business development at PERC. “This program also supports fleet owners by building a pipeline of talented and qualified technicians who can keep propane autogas trucks, vans, and buses on the road for years to come.”

Now in its second year, the grant program has already supported 24 schools in 16 states, training hundreds of students to inspect, service, and maintain propane autogas engine systems. Each participating school receives propane-specific curriculum, as well as funding to purchase propane autogas training equipment and to send an instructor to a “Train the Trainer” course. Eligible institutions must already offer an automotive program.

Today, more than 60,000 propane autogas vehicles are in operation across the United States, providing dependable service to transit agencies, delivery companies, emergency response fleets, utility crews, and more. Propane autogas is not only reliable but also clean, producing up to 96 percent fewer nitrogen oxide (NOx) emissions than diesel. It offers lower fuel and maintenance costs, supports better air quality, and contributes to more consistent uptime.

“Enhanced curricula made possible by the Propane Autogas Vehicle Inspection Grant Program have given both students and schools a leg up,” Stutheit said. “Schools are able to expand their course offerings without increasing costs to students, while students gain new, valuable skill sets that position them for long-term success in a rapidly changing transportation industry.”

In the heart of rural Tennessee, Stewart County Schools spans over 400 square miles, with just two traffic lights and a student population of around 1,900.

For decades, the district’s transportation system relied on the experience and memory of longtime Transportation Director Eric Watkins, who knows every road, house, and student by heart. But as Watkins contemplates retirement, he realized the next person in his role wouldn’t have the same institutional knowledge. That’s when Transfinder entered the picture—and changed everything.

“I’ve always said that my routing is in my head, but my head is getting very old,” he joked, “and it’s getting close to the time for me to call it quits here one of these days. I just said, ‘Listen, the next person that does my job is going to have something [Transfinder] because they don’t know where the roads are, they don’t know where the houses are, they don’t know where the kids are.”

Watkins had seen Transfinder at trade shows for years but always assumed it was too expensive for a small district like his. That changed when he met representatives from Transfinder, who walked him through the full package and pricing.

Watkins took the proposal to the school board with a clear message: “You either do it today or you do it when I leave. But at some point, you’re going to have to do it because I’m not going to be here forever.”

He successfully made his case and “they let me have the entire package,” he said.

He was right.

One of the first major wins came from route optimization. Stewart County operates 32 bus routes, transporting about 1,500 students daily. With Transfinder’s GPS and mapping tools, Watkins could see exactly where each student lived, when they were picked up, and how long each route took.

This visibility is helping him consolidate routes without cutting jobs. When a driver announced an upcoming retirement, Watkins uses Routefinder PLUS to see where he can combine routes among existing drivers.

Watkins said he could easily adjust nearby routes and start shifts 15 minutes earlier which will essentially absorb that route. That single change eliminated the need to hire a replacement and saved enough money to cover the entire cost of Transfinder for the year.

But the savings didn’t stop there.

Using Transfinder’s fleet maintenance and inventory management tool Servicefinder, the district’s mechanics gained remote access to bus diagnostics. If a driver reports a warning light, the garage can instantly assess the issue and advise whether the bus can continue on its route or if it needs to be swapped out. This reduces downtime, avoids unnecessary dispatches, and keeps students on schedule.

Transfinder also helped improve fleet management. Watkins now monitors every bus on a 32-inch screen in his office, tracking location, speed, fuel levels, and more. Even buses on field trips 100 miles away are visible. This level of oversight has improved safety, accountability, and efficiency across the board.

The district is also rolling out Viewfinder, which allows school secretaries to instantly access bus assignments for students—no more radio calls or delays. “We’re in a different world now,” Watkins said. Now school officials can assist those elementary students about what bus to get on.

Tripfinder is another tool Watkins is excited about. Previously, the district used a separate system for field trip scheduling, but Tripfinder will allow drivers to log mileage and time directly, automatically generating invoices and sending them to payroll. It’s a seamless process that saves time and reduces paperwork.

Watkins also championed Stopfinder, a parent app that provides real-time bus tracking. “It was all me,” he said. “I want parents to have every bit of knowledge they can have. Plus, they won’t be calling me asking where the bus is.”

It’s a game-changer.

The impact of Transfinder on Stewart County Schools goes beyond savings. It’s about preparing the district for the future, improving safety, and serving the community more effectively. Watkins, who has served the district for 38 years, sees Transfinder as a legacy investment.
