What Differs Between Pupil Transportation in the U.S. and the U.K.?

This article marks the inaugural installment in a new series highlighting pupil transportation practices around the world, drawing on Gray Ram Tactical’s 18-plus years of global experience in training, consulting and working directly with transportation professionals. By sharing insights from multiple countries, the goal is to compare systems, explore best practices and encourage continual improvement in student safety and operational excellence.

Having worked alongside pupil transportation teams on both sides of the Atlantic, I’m often asked a deceptively simple question: “How different can school transport really be?” The short answer: Very. The two systems are built on different legal duties, vehicle standards and road-user expectations—and those differences shape daily practice, staffing, budgets and risk.

In the United Kingdom, local authorities have a statutory duty to arrange free home-to-school travel for eligible children, including those beyond statutory walking distance, with no safe walking route, or with Special Educational Needs and Disabilities (SEND).

The SEND program ensures that children with learning difficulties, disabilities or medical needs receive tailored support so they can access education on an equal basis with peers. Local authorities assess needs through an education, health and care (EHC) plan and, when necessary, provide additional services such as specialized transportation, teaching support, or therapeutic interventions.

Guidance sets clear distance thresholds, such as over two miles for children under age eight and over three miles for those age eight and above. There are also extended rights for low-income families. In contrast, the U.S, has no national duty to transport all pupils. Policy and funding are largely state or local decisions. While most districts do provide service, the eligibility rules vary significantly from state to state.

One of the most visible differences lies in the vehicles themselves. In the U.S., purpose-built yellow school buses are a hallmark. These vehicles are designed to FMVSS standards, including compartmentalization seating and specialized mirrors and lighting. Meanwhile, in the U.K., there is a mixed fleet. Many routes rely on public-service buses, contracted coaches, or minibuses rather than a unique standardized yellow bus. Seatbelt rules also vary by vehicle type, creating a more diverse operational environment.

Road-user laws further distinguish the two systems. In the U.S., every state makes it illegal to pass a school bus with its stop arm extended and red lights flashing. This creates a protective zone around the bus during loading and unloading. In the United Kingdom, however, there is no general legal requirement for motorists to stop for a school bus. Drivers are expected to exercise caution near schools, but compliance depends more on public awareness and enforcement of school-crossing-patrol signals.

Driver qualifications, vetting and training also differ. U.S. drivers must hold a commercial driver’s license with passenger and school bus endorsements, complete federally mandated entry-level driver training (ELDT), and undergo drug and alcohol testing as well as background checks. In the U.K., drivers typically hold passenger carrying vehicle licenses and must maintain their driver certificate of professional competence (CPC) through 35 hours of periodic training every five years. Because the work involves children, enhanced disclosure and barring service safeguarding checks are also required.

Both systems also address the transportation needs of students with special educational needs and disabilities. In the U.S., under the Individuals with Disabilities Education Act, transportation may be provided as a related service, determined by the student’s IEP team. In the U.K., local authorities assess eligibility and make arrangements under SEND or EHC provisions. This includes clear entitlements for low-income families, although many councils face rising costs in this area.

Daily operations bring further contrasts. In the U.S., systems typically design tailored routes around neighborhoods and bell times. In the U.K., there is a heavier reliance on blending dedicated coaches with mainstream public transport. At the bus stop, U.S. systems rely heavily on stop-arm protections and crossing procedures, whereas the U.K. leans on school-crossing patrols, signage and infrastructure. Another distinction is that U.K. authorities are not obligated to provide mid-day transport between school sites.

Despite these differences, there are important similarities in safety culture. Both nations emphasize prevention and continuous improvement. In the U.S., FMVSS standards guide design, while in the U.K. licensing and seatbelt rules are central. Training and supervision also play a major role, with U.S. ELDT paralleled by U.K. Driver CPC. Safeguarding is another shared priority, with DBS checks in the U.K. and various forms of background vetting in the U.S.

For leaders, there are clear lessons. Policy should be designed around legal duties. Stops must be engineered with safety in mind. Investing in people—through training, vetting and professional development—is essential. And perhaps most importantly, proactive planning for SEND transportation can help mitigate rising demand and costs.

The U.S. and U.K. start from different blueprints—one anchored in a dedicated, highly standardized school-bus ecosystem; the other in a statutory entitlement delivered through a mixed public and contracted network. Yet the goal is identical: every child, safe there and safe home. When we borrow best practices across the Atlantic—on stop design, driver development, safeguarding, and SEND planning—we move measurably closer to that goal.

Why AI in School Transportation Must Start with Empathy, Not Efficiency

As the school transportation industry wrestles with complex challenges—driver shortages, safety concerns and operational inefficiencies—artificial intelligence (AI) is often positioned as a silver bullet. Fleet management systems tout data optimization. Dash cams promise incident reduction. Digital platforms claim to centralize and simplify operations.

But in the rush to innovate, we risk forgetting what matters most: People. Specifically, the drivers, dispatchers and front-line staff who make student transportation possible every day. If AI is to truly move this industry forward, it must be rooted in empathy—not just algorithms.

Coaching, Not Surveillance
Take the growing adoption of AI-powered dash cameras. When framed solely as surveillance tools, these systems can alienate drivers. No one wants to feel like they’re being watched without context or support. However, when implemented with a focus on coaching rather than punishment, these same tools can become allies. Cameras that detect risky behaviors—such as distracted driving, hard-braking or rolling stops—can deliver real-time feedback and personalized training opportunities. This helps drivers improve their performance without feeling policed.

It’s a shift in mindset from compliance to confidence-building. Drivers begin to feel supported, not scrutinized. And fleets often see measurable improvements in safety outcomes and morale as a result.

Retention Through Respect
The transportation industry has a retention problem. Nationally, school bus operators report chronic shortages, with turnover rates frequently exceeding 50 percent. Recruitment incentives and signing bonuses help, but they rarely address the deeper issue: How drivers feel on the job.

This is where AI can play a powerful role, if used thoughtfully. Integrated platforms that
offer real-time route data, reliable communication and automated scheduling aren’t just operational tools. They’re stress reducers. When a school bus driver knows their route will be accurate, when help is one tap away, and that their feedback is acknowledged and
acted upon, it builds trust. And trust builds tenure. In some operations, these changes have reduced driver turnover by double digits. Not because of gimmicks or grand gestures but because the technology made drivers feel valued and protected.

The Quiet Power of Automation AI’s most human impact may come behind the scenes. The administrative burdens on drivers and staff, from payroll questions to incident reporting, can erode time, focus and job satisfaction. Enter virtual assistants, workflow automations and smart self-service tools. When designed well, they give employees 24/7 access to the information they need, cut response times and free up staff to focus on meaningful, person-to-person support.

This isn’t just about operational efficiency, it’s about respect. Respect for employees’ time. Respect for their need to focus on their core responsibilities. Respect for their mental bandwidth. It’s tempting to think of automation as impersonal. But when deployed with the employee experience in mind, it can be one of the most empathetic forms of technology.

Start With the End User Too often, transportation tech is built from the top down and optimized for operations managers, IT leaders, or compliance teams. But the most successful implementations flip that script. They ask, what do drivers actually need? What do dispatchers struggle with? Where do mechanics waste the most time? Empathy, in this sense, becomes a design principle. And when it is, adoption skyrockets. Engagement rises. Feedback loops get shorter. And frontline staff begin to see technology not as a burden—but as a partner.

The Bigger Opportunity We’re at a crossroads. AI and automation are poised to reshape school transportation over the next decade. But the question isn’t whether we’ll adopt these tools. It’s how we’ll use them. Will we chase efficiency at the cost of human connection? Or will we use technology to elevate the people who make the system work? The path forward requires us to recognize a simple truth: Buses don’t move students—people do. And when we center those people in our digital transformation efforts, everyone wins: the organization, the employees and most importantly, the children we’re entrusted to transport safely every day.

Feeling Super About Transportation Technology?

The new school has begun and students are back in class, notwithstanding the dozen
school districts that have gone year-round, according to the National Association for YearRound Education. We know full well school buses never stop operating, at least in most places, but the yellow machines are marching full force across North America,
delivering the most precious cargo. It’s an exciting yet anxiety-riddled time of year. With all those school buses and all those children on roads and highways, risk follows, largely in the form of other motorists.

But this school year, more than ever before, school buses are armed with innovations that target increased safety and efficiency. And technology offerings as well as adoption will only continue its upward movement. By 2032, the global student transportation market is forecast to more than double in value, to $4.95 billion from $2.31 billion last year, according to market intelligence firm Skyquest Technology Group. The North American market, especially the U.S., makes up the lion’s share and figures to continue to do so, though Skyquest’s recent report notes the rapid emergence of China then Japan and Australia as the forerunners of the fastest-expanding market of Asia Pacific.

All this growth is being largely led by AI-based vehicle and student monitoring and tracking, safety technology, and cloud-based fleet management systems. Look no further than this month’s technology “Superusers” to illustrate these points. Repeatedly, I read about student transporters who need and are getting access to real-time data ranging from student ridership to video, communications to vehicle telematics—that not only impact the decisions they need to make but are making them easier. In fact, all these technologies and then some are becoming increasingly integrated to give a more complete picture of operational safety and efficiency.

Elsewhere in this magazine issue, the technology conversation inevitably turns to securing the plethora of data now at student transporters’ fingertips. If the technology itself doesn’t leave you feeling trepidation, cyberattacks will. The Watch Dog Blog reported last year that the Verizon Data Breach Report saw a 258-percent increase in total security incidents plaguing education and research sectors in 2023 compared to the previous year and a staggering 546 percent rise in data breach cases.

In addition to the security measures available to or being taken by student transportation operations, I found especially informative the IT glossary Senior Editor Taylor Ekbatani included in her article. It wasn’t long ago we ran a similar glossary that defined electric school bus terminology. Many of those words and acronyms are now commonplace throughout much of the industry. I suspect many of the IT terms provided this month have already entered the industry lexicon.

With all today’s technology driving student transportation operations, not to mention tomorrow’s, collaboration with IT departments and a more intimate knowledge of technological solutions is a must. At the very least, student transportation leaders need to know what questions to ask of their IT departments and their dealers. And certainly, levels of security and data redundancy are at the top of the list.

Amid all this technology talk, the solutions I am most intrigued by are emerging virtual reality and augmented reality tools for maintenance professionals. Bob Pudlewski, NSTA Hall of Famer and our magazine’s technical editor, highlights how VR and AR as well as AI are changing or will change maintenance operations. Imagine being able to see into an engine to diagnose an especially vexing (and hidden) issue. Soon, Pudlewski writes, this will be possible.

It might happen even faster. Just two years ago at STN EXPO East in Indianapolis, Indiana, Cummins demonstrated during a plant tour how it is poised to use VR and AR goggles in its manufacturing and troubleshooting. The next great wave of innovation to hit the garage? As you read the following pages, ask yourself how the technologies discussed could assist and streamline your operations. Perhaps you and your transportation team are already using some of them. If so, what’s your “Superuser” story? I’d love to hear about it, and so would your peers across the industry.

National Specifications Manual Republished to Fix Alternative Transportation Section Omission

The recently approved National School Transportation Specifications and Procedures that was published online and has been printed did not contain a new and historic section on alternative transportation.

The online version was removed from the National Congress on School Transportation website as of Friday, pending the update.

School Transportation News discovered the omission this week while finalizing the October magazine edition. STN asked for clarification from alternative transportation writing committee chair Tyler Bryan of the Delaware Department of Education, who in turn notified the NCST steering committee. Steering committee chair Michael LaRocco confirmed the oversight to STN Thursday.

The NCST steering committee informed state delegates and interested parties who attended the deliberations in May via email Friday that an online version of the updated specifications and the recently printed books are “incomplete.”

LaRocco added in the email that NCST is reprinting the books at no cost to those who ordered them, and the manuals will include a notation and disclaimer “to minimize any confusion.”

The new manuals should arrive at their destinations in two to three weeks, he added.

The alternative transportation section that was omitted contained guidance on driver credentials, driver training, vehicle design/equipment, and special education policy considerations. It was a new section included in the specs manual for the 17th NCST and was the first time the event that dates to 1939 took up the issue of non-school bus transportation.

Additionally, LaRocco told STN Friday the update will include another small technical change.

Ann Arbor Public Schools and Durham School Services Start New School Year with Excellent Service and Partnership Renewal

ANN ARBOR, Mich. –Ann Arbor Public Schools (AAPS) started off the new school year by welcoming students back safely thanks to the support from its transportation provider, Durham School Services. As part of its back-to-school preparation training, the Durham team refined and practiced various safety and driving skills and performed practice runs of their routes to ensure familiarity and efficiency. In total, Durham runs 112 routes and transports over 5,000 students to and from the school every day for the district.

“The Ann Arbor Public Schools is pleased to be working with Durham School Services who provides the district’s general education and special education bus service. The management staff, led by manager Renae Pickel and her team, partner with us to provide transportation services to over 5,000 students,” said Liz Margolis, Executive Director of School Safety & District Operations, Ann Arbor Public Schools. “The Durham team also works with us to ensure students are scheduled for busing in the most efficient manner and to assess the routes during the first few weeks of school for any improvements in service. Further, they understand our families and the expected level of service. We look forward to a smooth 2025-2026 school year for transportation.”

In addition to celebrating the successful start to the school year, AAPS and Durham are also celebrating a three-year extension to its already decades-long partnership. The new partnership between AAPS and Durham extends through 2028 and plans are currently underway to transition the school’s fleet of buses to electric vehicles (EV).

Durham was one of five providers that submitted a proposal in response to AAPS’ request for proposals and was recommended by the review committee after careful and thorough consideration. In the recommendation letter, which is publicly accessible, it was noted that, “Over the contract term, Durham focused on student safety, on-time performance, and customer service, with an expertly maintained fleet of updated buses. The Durham Ann Arbor operation has consistently been awarded the Michigan State Police Certificate of Excellence for a 100% pass rate for all school bus safety inspections.”

“Maintaining and building a decade-long partnership, as you can imagine, takes significant dedication, effort, and hard work,” said Renae Pickel, General Manager, Durham School Services. “Thanks to our team members, we’ve not only been given the opportunity to continue serving AAPS for another three years but also had our best school start-up in years. We had a driver in every seat covering all 112 routes and all routes ran successfully. Transforming Student Ridership

Hundreds of thousands of students are on new routes to and from school this month.
While some school districts may still be tracking these numbers manually, many
transportation departments are implementing new technology to take the guesswork out of student ridership.

Luisa Brown is wearing two hats at Zillah School District in Washington, that of an accounts payable supervisor and transportation manager. When she started in the latter role in March 2020, and without a long background in student transportation, she leaned heavily on technology for all the assistance she could get.

Brown said that despite working at a smaller school district that transports approximately 662 students daily, she realized that tracking routing via spreadsheets was not an ideal solution. That’s when she first started using the Tyler Technologies routing software, implemented in December 2020. The student ridership verification
technology via RFID student cards was added in 2023.

A phased approach to implementing new technology was necessary from a budgetary standpoint, she noted, which also was essential for ensuring the technology is utilized correctly and benefitting the student transportation staff.

Tim Ammon, a consultant in the student transportation industry since 2001, said the “Holy Grail” of this kind of technology is the amount of intervention required.
Ammon explained that in his experience as a consultant and working in the business management of school bus technology (he recently served as VP and GM of passenger services for Zonar Systems and remains a strategic advisor), he sees two main uses of student ridership verification.

“The first is, in the event that something goes wrong, we can track back to where the kid got on and off the bus and at least have a starting point. So, emergency district management applications.”

In Brown’s case, integration was smooth, since she said she was already using Tyler’s routing software and Tyler Drive to connect with the RFID cards. But in Colorado, Denver Public Schools (DPS) ran into challenges as transportation prepared to roll out student ridership technology last month for the first time.

“Samsara has been a very willing and helpful partner in making sure all the components of our project roll-out smoothly and are operational internally,” said Tyler Maybee, director of operations for Denver’s transportation services, who said the district is creating an in-house student ridership technology solution with the GPS provider alongside a smaller technology company.

“We have another vendor that is more of a barrier than opportunistic and has prevented our innovation from raising the bar within their own technology. It has forced us to find many workarounds and begin to search for a better partner that has a similar vision to fully integrate transportation technology.”

With about 5,000 to 7,000 students being transported daily across Denver, Maybee said time will tell the success of the new project.

“But all signs point to a more knowledgeable and connected DPS community and a reduction in the number of calls our dispatchers receive regarding missing students and requests for bus information,” he said.

Keeping Data Secure
On the topic of data security for this type of technology, Ammon noted it’s crucial to have “procedural aspects in place to make sure that you know that information is
protected.” Easier said than done as it’s a process that can have an “enormous number of tentacles into it,” he added.

An Education Week article found that education was the fourth-most targeted sector during the first half of 2025, based on data collected by Comparitech.

“Schools are tempting targets for hackers because they have tons of sensitive data and have become more reliant than ever on digital tools,” the article stated. Amy McLaughlin, the project director for the Consortium for School Networking’s (CoSn) cybersecurity initiatives, was quoted saying that districts are aware of the security concerns but face challenges of funding and staff to ensure that data and cybersecurity issues are adequately addressed.

Brown said she keeps physical security on a tight lockdown as each tablet has a unique PIN that only she and the individual driver has access to.

Bill Westerman, Tyler’s director of integration solutions, confirmed that all Tyler Drive tablets are encrypted and that districts can choose how registration information is shown when student data is being inputted.

Maybee said the Denver IT team has a series of regulations in place to prevent student data from falling into the wrong hands and that vendors are required to sign a data privacy agreement “to make sure their systems meet the same level of security our network has to maintain adequate protections,” he continued. “We limited the amount of personal identifiable information on the ID virtual and physical ID cards to make sure even if a card was misplaced and then subsequently found that a student’s information is not at risk. This also includes encrypting the QR code so that a scan must be tied to our system to make any sense out of the resulting scan data.”

Edulog’s Lam-Nyugen Bull, who serves as the company’s chief experience officer, said the software company maintains SOC 2, Type 2 compliance and that “all data is encrypted at rest and in transit and we regularly undergo third-party penetration testing and evaluation of our overall security posture.”

As a certified risk manager, Ammon encouraged student transportation professionals to find resources or individuals that can assist with being able to “talk to your vendor intelligently about their data security procedures.”

Especially when integrating different vendors’ technology options into one transportation operation, he said that collaboration is crucial with increased risk of
malicious cybersecurity attacks.

“From a vendor perspective, it’s very likely that each district will have its own flavor of how it wants to deal with this, and so like as a vendor, I should know that,
right? Because I should be responding to what your requirements are as a customer, right? To assume that all 16,000 school districts in the country want exactly the same response in the event of it is, I think, a fallacy,” Ammon said. “There should be some collaboration between the district and the vendor in terms of, here’s our expectations around this, here’s the universe of what’s possible. How do we want to narrow that universe so that it fits whatever we’re doing?”

Evolving Technology
RFID cards, QR codes, barcodes and manual checklists are all ways that student ridership can be documented. Most industry experts agree that RFID cards can help keep tabs on the students on the bus without exposing their information, but what are the future possibilities when it comes to this technology?

Ammon noted that video camera facial recognition or biometric scans are trickier territory to navigate as those types of technology naturally raise a high level of privacy concerns with parents.

“There is no technology impediment today that would stop us from doing [options like biometric scanning],” said Zach Moren, Transfinder’s manager of sales enablement and engineering. “But schools need to consider a few things when looking at ridership solutions. What is the most cost effective? What is the most reliable to capture as close to 100 percent of riders as possible? And what technology can be easily adopted and utilized by bus drivers, students and the community? Based on those requirements I’m skeptical we will see a major change in technology anytime in the near future because RFID solves each of those challenges so effectively.”

Moren noted that Transfinder is developing a digital wallet card that students could access on their smartphones, “like they would a credit card or concert ticket,” which Moren said could address the issue of RFID cards being lost or damaged.

“As schools continue to prioritize student well-being, the evolution of ridership verification technology is set to move beyond isolated solutions and adopt a more holistic approach, intertwining safety and health measures with the core mission of ensuring every child’s secure passage to and from school,” said Edulog’s Nyugen-Bull
when discussing the future of this technology.

Brown noted that one Tyler software feature she found to be immensely helpful is the ability to run health reports to make sure drivers were aware of health information for the students on their routes, such as food allergies or other relevant factors such as anxiety. She said this information was historically kept in a folder or backpack on the bus, which was not the best way for drivers to quickly access the information and be aware of important student information or emergency contact details.

She also noted that Tyler is doing “an amazing job of making updates throughout the year, so that it’s not just a dead program and [it’s] improving every year,” she continued. “And I think they do an amazing job in getting the in-user’s input because they are creating something that they feel is going to work for everybody.

Because there [are] different circumstances in small districts versus large districts.”
Integration and collaboration continue to be important factor for companies and districts as they work together to keep student data secure and improve on the implementation of this technology to benefit not only the students but student transportation operational workings.

Electric School Bus Catches Fire in Montreal, No Injuries Reported

An electric school bus caught fire in Montreal’s Côte-des-Neiges neighborhood. Fortunately, all five children aboard, along with the driver, were unharmed, reported CBC News.

The incident reportedly occurred Sept. 9 near, sparking concern among parents and local authorities.

The Centre de services scolaire de Montréal (CSSDM) stated via the article that the children were being transported to one of the city’s schools when the driver noticed an unusual odor coming from the bus. Realizing something was wrong, the driver quickly parked the vehicle, evacuated the children, and called for help. A separate bus arrived shortly afterward to pick up the students.

The cause of the fire remains under investigation, with no official conclusions drawn yet. However, a Montreal Fire Department spokesperson confirmed via the news report that the fire began after the driver turned off the bus’ heating system and noticed smoke rising from the vents. The fire spread rapidly but did not damage the vehicle’s battery system. Firefighters were able to put out the flames with four crew members on the scene.

According to the news report, a statement from CSSDM assured parents that the transportation company’s vehicles undergo rigorous mechanical checks, which had recently been completed.

“As per our contracts, the transportation company’s vehicles are subject to strict mechanical verification requirements, and those verifications are recent,” the statement said via the article. The school service center has been in close contact with the company to determine the cause of the fire.

The bus was reportedly manufactured by Lion Electric, now known as LION Bus after being acquired out of bankruptcy earlier this year. In a statement via the article, LION confirmed it is conducting an internal analysis to better understand the circumstances surrounding the fire. However, as STN has reported, LION has ceased all operations in the U.S. after being purchased by a private company in Canada. The bus involved in the fire was owned by First Studen. In a statement, First Student commended the school bus driver for acting swiftly and praised the local fire department for their prompt response.

“The bus driver responded swiftly and appropriately, ensuring the safety of everyone on board. We also want to thank the local fire department for their prompt and professional response,” the company said via the article.

According to the news report, this incident is similar to one occurring last November, when another electric school bus caught fire in Ascot Corner, Quebec. In that case, the fire also started in the vehicle’s heating system but, like Tuesday’s incident, did not affect the battery. The driver in that case was the only one on board and escaped unharmed.

Parents of students on board the bus were informed of the incident, and while there was some delay in getting the children home, the quick response from the driver and emergency services ensured the situation was handled without injury.

Parts Standardization Provides Cost-Saving, Efficiencies

Every maintenance professional has their own unique way of going about their craft, and every bus garage has its own feel. But when experts discuss approaches to parts purchasing and inventory management, certain best practices rise to the top.

For starters, fleet uniformity goes a long way toward achieving reduced downtime, mechanic familiarity with equipment, effective inventory management, and cost containment, explained a group of fleet directors and lead mechanics, some having earned the designation of School Transportation News Garage Stars in recent years.

“The last 15 years weve been buying Blue Birds,” said Chad Eaton, fleet manager with the Eagle County School District in Colorado. “It just simplifies everything: inventory, repairs, training. If you’ve seen an issue once on a Blue Bird, the next time it comes up, you know exactly what to do. It might take you 10 minutes instead of a half hour.”

Ryan Waters, head bus garage technician with the Lake Shore Central School District in Angola, New York and a 2024 Garage Star, agreed that “standardization” is a foundational best practice. “That helps us the most. If we run the same lights, the same tires on everything, we have to keep less parts in stock,” he explained.

Tim Dooley, bus mechanic supervisor at the North Kansas City School District in Missouri, added his district runs all Thomas Built Buses. “It might not always be the cheapest [solution] up front, but standardizing the fleet saves us a lot in the long run, when it comes to stocking parts and training mechanics,” Dooley said. “Keeping one manufacturer simplifies inventory and service. We looked at other brands, but the potential savings didn’t outweigh the added complexity.”

Andrew DeBolt, fleet management coordinator with Californa’s San Jose Unified School District, purchases original equipment manufacturer parts for consistency with service manuals and wear indicators. “Using OEM parts means the wear indicators match the service procedures,” he said. “It keeps everything consistent.”

San Jose also operates with an all-Thomas Built Buses fleet, necessitating fewer parts to stock, a simpler diagnostics process, easier training for mechanics and better pattern-failure predictability.

DeBolt, a 2020 Garage Star, said he operates a hybrid inventory management system that consists of stocking high-use items like tires, mirrors and other common parts while relying on local vendors for just-in-time delivery of infrequent items. He noted the system is streamlined yet responsive to the department’s needs.

“When I started, we had parts for buses we hadn’t owned in 15 years. Now we keep it tight. If we only use it once or twice a year, we don’t stock it,” he said. Proactive maintenance is another must-do, according to the garage experts. “We try to be proactive. If we see it’s close now, let’s just do it,” DeBolt commented. “Don’t wait until it becomes a bigger issue.”

Dooley said an important aspect of maintenance North Kansas manages is inspecting the brakes every time a bus is in the shop. “I keep a spreadsheet to monitor wear, and once a set drops to 30 percent, we schedule the replacement,” he said. “If the bus is already in the shop, we take care of it right then. No sense pulling it twice.” DeBolt applied that strategy to brakes and tires, acknowledging “there is a tradeoff.

“If you’re purely focused on trying to get every last penny out of that tire, you would run it down till it was at its minimum spec and then swap it out at that point, but you run the risk of a collateral issue (such as) a tire coming apart, taking out mud flaps and doing body damage,” he said. “Even if they have 8/32ths of tread left, we say, ‘They’re 10 years old and they’re coming off the bus.’ We sacrifice a little bit of service life on a brake pad or a tire, but we’re saving two weeks of shop time by the time we cut the mangled metal back, weld it and get it undercoated.

San Jose Unified, which buys tires through California’s state school bus tire program to secure better pricing, opts for recaps on rear axles to stretch tire life and save dollars. But DeBolt noted the COVID-19 pandemic, which kept students at home and buses off the road for an extended period, skewed maintenance cycles and caused some tires to age out before wearing out.

“We save 50 percent with recaps, but only if the tire’s being consumed in three or four years. Now we’re seeing 10-year-old tires,” he said. “All these tires that we had been using for recap on the rear axle, now they’re so old they’re failing. It kind of caught up to us.”

Waters’ department in Lake Shore, which maintains 57 buses and another 20 to 30 district vehicles, does use retread tires but does not keep casings longer than five years. When buying new tires, he opts for higher-end Goodyear options that he said improve longevity and cost effectiveness. “Even if you’re buying a tire that’s twice as expensive, if it lasts twice as long it’s less maintenance work for us to do, so it’s worth it in the long run,” he noted.

Waters said he initially tried multiple vendors before settling on one that consistently meets the district’s expectations. A requirement to secure at least three bids and the practice of conducting ongoing price checks with competitors maintains accountability. Decision-making is based on best value and service, not just price. “Sometimes paying a little bit more for a part will get us the better service. Value really does figure into it. It’s just not low bid,” he said.

While the COVID pandemic didn’t significantly disrupt tire deliveries, it did cause major price hikes. Those sharp price increases have largely remained in place. While a simmering global trade war has threatened to increase prices on bus parts from other countries, DeBolt said the uncertainty hasn’t influenced his approach to tire purchases, prioritizing U.S. manufactured brands.

“In the past, we’ve used other brands and had varying levels of success, but we’ve had the best success with Bridgestones, specifically the Bridgestones made in the U.S. And then Goodyears. Their stuff is all made in the U.S., too. The rubber quality is better. The build quality is better.” Does a commitment to purchase quality parts at a higher price fall into the best-practices category? Absolutely,” DeBolt insisted.

Eaton, who has 26 years of experience with Eagle County under his belt, shared a similar philosophy. The district runs only Michelin XZE2s on its bus steer axles and Michelin XDN2s on drive axles. “We’ve been buying these same tires for as long as I’ve been here. The tires are expensive up front, but they last. We tend to age them out before we wear them out,” he said. “It’s about value, not price. We’ve been doing it this way for so long because it works.”

The North Kansas City district contracts its tire work to a company that’s a trusted partner. “They handle most of our tire changes unless it’s something urgent in the morning like a flat. Having that partnership in place really saves us time and keeps our fleet moving,” Dooley said. “We’ve used Goodyear, Continental, BF Goodrich, whatever is available. We don’t have a strong brand preference, but I do feel that Continental and Goodyear wear better than the Michelins that come standard.”

The school district does not run retreads on any of its buses. “Every tire that we put on is new,” he said. “That’s an investment in safety and reliability that pays off in the long run.”

Meanwhile, Eaton said he believes in investing in premium tires for long-term value and buying the same brand and types of tires. “We only need to stock the two kinds of tires steer and drive which really helps us manage inventory efficiently,” he added. Of course, even the top pros have their own approaches to their craft.

When it comes to purchasing, Dooley said he doesn’t spend a lot of time shopping for different prices. “I’d rather work with vendors I trust, who can get me what I need quickly and keep our fleet on the road,” he said. “Midwest Bus Sales knows our fleet, and they’ve talked about going back to a consignment setup, where they stock the shelves and bill us as we use parts. For a district with two garages like ours, that kind of support would be a big help.”

All four districts have made the transition to LED lighting for reliability and reduced maintenance times. Eaton said all of the Eagle County district’s new bus orders come pre-equipped with LED lighting and First Light illuminated stop arm systems and front and back school bus signs.

“We’re even retrofitting our older buses with First Light’s stop arms and school bus signs,” he said. “We’ve had great experience with their products. They’re bright, reliable and add visibility.”

It’s also important to take unique local conditions intoconsideration when purchasing parts and managing inventory.

“Living up here in the mountains in Colorado, we’re required to have drive-line retarders…and we have the exhaust brakes through the Cummins engines we run, so we’re very fortunate that having those two secondary braking systems on our buses means we don’t go through a lot of brakes,” Eaton said.

On the other hand, Dooley noted that North Kansas City goes through brake shoes fast. “About 20 boxes every two weeks,” he estimated. “So, I buy drums and shoes by the pallet. It’s more efficient and more cost-effective to stay ahead of demand like that.”

DeBolt recommended developing and maintaining open, honest and ongoing relationships with the district fiscal department as a budgeting best practice. He avoids “crying wolf” so that his budget requests are trusted and taken seriously.

“When I go to them and ask for money, they know it’s legitimate. That trust makes a huge difference,” he suggested. “We don’t guess with variable costs like fuel. We agree on a number, but we all understand it may need to be adjusted later.”

When possible, Waters makes a point of purchasing from vendors that offer longer warranties and then keeping track of warranties on specific parts. “One company might have a three-year warranty, another one might have a five-year warranty,” he explained.

He said he prefers paperless inspections and maintenance, using a system that automatically generates work orders and alerts based on input. “We don’t have paper in our buses. We have tablets,” he said. “If drivers have an issue, they put it in the tablet. It sends me an email and creates a work order. I can go on there, look at the codes of everything.”

Eaton said investing in training, whenever possible and practical, is another value-added best practice. “We definitely try to get into any training that’s available to keep them up to snuff with standards. But any time you can stay on top of your game in ever-changing industry, that helps cut down on your downtime, too,” he said.

Best practices shouldn’t be shaped by how many or few vehicles a district operates, DeBolt noted. “We’re all driving the same equipment big or small fleet. The best practices don’t change that much,” he said.

Two keys to success above all, DeBolt insisted, are the ability to gather crucial information and roll with the punches. When it comes to the former, he said a search for better fuel economy led to the use of low rolling resistance tires and other cost savings. As to the latter, DeBolt underscored the value of honesty: “Our mantra is, we can deal with anything as long as we know what we’re dealing with.”

Wow, I learned a lot last month at the STN EXPO West in Reno, Nevada. Over 1,000 school transportation professionals joined a dynamic convergence of training, networking and innovation while exploring cutting-edge solutions, sharing best practices, and inspiring transformative change in school transportation.

Among the standout moments were keynote addresses by Jon Petz, the “Amazement Artist,” and Jim Schiffler, a veteran transportation leader. Together, their insights provided actionable strategies for fostering engagement, leadership and operational excellence

The Transportation Director Summit in Lake Tahoe featured Petz’s “Rules of Amazement,” a framework for transforming mundane interactions into meaningful, memorable experiences. During his four-part executive leadership workshop, Petz explored personal branding, the power of focus versus perspective, and embracing simple solutions. His presentation resonated deeply with school transportation leaders, emphasizing the profound impact of small, intentional actions, when every moment with students, parents or colleagues matters.

Two days later, Petz delivered his keynote address to the full conference on “Igniting Significance Through Simple Moments,” weaving a unique blend of business leadership,
inspiration and magical entertainment.

Petz opened with a personal, childhood story about learning a magic trick from his father, a fleeting moment that forged a lasting emotional connection. He also shared a memory of his own school bus driver, Mr. Pope, whose kindness left an indelible mark. Petz challenged attendees to ask themselves, “Do I perform to create an amazing moment, or do I perform just enough to get by?” This question struck a chord in an industry often fraught with stress and high stakes, urging professionals to reimagine their daily touch-points. These can be greeting a student, resolving a parent’s concern, or mentoring a colleague.

He shared another story about performing magic for a critically ill child named Nathan, illustrating how saying “yes” to a single opportunity created a transformative moment. Petz distributed seven of hearts cards to the audience, symbolizing his hope to reconnect with Nathan’s family someday, and encouraged attendees to seize similar moments in their work. Petz’s presentation moved the audience to tears and ended with a standing ovation.

The message was clear. Safety and trust are paramount in school transportation. Small acts of connection can build engaged, passionate teams and foster lasting trust with communities. Petz left attendees inspired to elevate their performance and create wow moments that drive team morale and student safety.

The next day’s keynote by Jim Schiffler, retired president of Minnesota bus dealer North Central Bus & Equipment, delivered a compelling session based on his book, “Stepping Up: From Valued Employee to Supervisor.” Schiffler addressed the complex challenges of transitioning a valued employee into a supervisory role, a common hurdle for school transportation professionals moving into leadership positions. His session provided actionable insights for identifying and nurturing the next generation of leaders in
an industry facing driver shortages and evolving operational demands. The insights were particularly relevant in addressing the challenge of promoting drivers and support
staff into supervisory roles while maintaining team cohesion and operational efficiency.

Schiffler emphasized the importance of organizational culture, drawing from his success in creating environments where employees feel safe, respected and valued. He said talented individuals are often dissuaded from stepping into leadership roles out of fear they are not “good enough.” He offered a roadmap for overcoming these doubts, focusing on practical steps to build confidence and competence. Schiffler’s strategies included fostering open communication, recognizing individual contributions and aligning personal growth with organizational goals.

Schiffler’s session highlighted the need for intentional mentorship and training to prepare employees to lead. He shared real-world examples, illustrating how empowering
employees to “make a difference” not only boosts morale but also enhances safety and service quality. His approach resonated with attendees tasked with managing diverse
teams under tight budgets and regulatory pressures. He offered a blueprint for cultivating leaders able to navigate the industry’s unique challenges.

The transformative power of leadership and connection in school transportation inspired attendees to harness simple moments and to build trust and engagement, directly impacting student experiences and team dynamics. Petz’s and Schiffler’s insights offered strategies to enhance safety, improve operations and foster a culture of purpose and excellence. By applying these lessons, school transportation professionals can drive meaningful change that benefit their students.

We all have the power to transform simple everyday tasks into significant and impactful contributions. Encourage and empower your team to be what Petz called, “Showtime Ready.” This is a trusted method of achieving peak performance and driving toward a shared goal of student success.

Back to School: Advanced Internal Combustion Engines are a Sustainable Solution for Pupil Transportation

WASHINGTON – As the new school year gets underway, the majority of students will rely on buses powered by internal combustion engines, according to the Engine Technology Forum (ETF). The following statement is attributable to Allen Schaeffer, Executive Director of ETF:

“Based on our estimates, over 85% of the approximately 540,000 school buses on the road today are powered by diesel engines. Small percentages run on gasoline and propane.

“Nearly three-quarters of the diesel buses in operation today are the newest generation models equipped with the most advanced emissions control systems, including selective catalytic reduction (SCR) and particulate filters. Together, these technologies virtually eliminate emissions of nitrogen oxides and particulate matter.

“Today’s advanced diesel technology achieves near-zero emissions and has an unmatched combination of features that make it the technology of choice for school bus fleets. These include lower cost, greater reliability and durability, ease and access to fueling, nationwide parts and servicing networks, all-weather performance, suitability for irregular routes and contracted busing services, resale value, and the ability to utilize renewable, low carbon fuels.

“School districts recognize that there are many ways to boost their sustainability in addition to electrification. The most accessible and available option is by switching their fleet from diesel to biodiesel and renewable diesel fuels that reduce carbon and other emissions by 50 to 75%. These fuels can be used in any new or existing diesel bus and stored and dispensed without modifications to existing systems. The outlook for these fuels in the U.S. is growing dramatically. In 2024, the U.S. was on pace to surpass 5 billion gallons of biodiesel and renewable diesel consumption for the first time according to Clean Fuels Alliance America.

“Considerable public and philanthropic funding has driven the adoption of electric school buses over the last few years. According to the World Resources Institute, there are now more than 5,100 electric school buses serving students in the U.S. Electric buses offer some school bus fleets another viable option for sustainably transporting students.

“Equally important in understanding sustainability choices is knowing the source of electricity used to charge the buses. According to the Energy Information Administration (EIA), nationwide, 43.1% of electricity is generated from natural gas, 16.2% coal, 16.6% nuclear, and 21.4% renewable sources (wind, solar, hydro, biomass, and geothermal).

“From the classroom to the bus depot, school districts are confronting a myriad of challenges with limited budgets. In many districts shortages of qualified school bus drivers are the main concern confronting fleet managers. Federal and other funding streams that facilitate electric buses and required infrastructure are uncertain or less available, complicating the adoption of these new technologies. That’s one reason we expect diesel-powered buses to remain the top choice for school districts nationwide for years to come.

“Getting the most bang from their transportation buck is the challenge facing every fleet manager. Regardless of the sustainability approach, whether electrification or use of renewable fuels and new diesel buses, retiring older buses and maximizing the number of students transported by newer, cleaner buses should be a top priority. New buses offer many safety features that all students, not just a select few, should benefit from.”
