Family’s Lawsuit Claims Distraction, Negligence in Fatal Tennessee School Bus Crash

The parents of an eighth-grade girl killed in the Tennessee school bus crash last month filed a $5-million wrongful death lawsuit alleging distraction and recklessness on the part of the driver and negligence and lack of oversight on the part of the Clarksville-Montgomery County School System.

Zoe Davis was 13 and a student at Kenwood Middle School when she died in the March 27 collision. Her classmate Arianna Peterson, 13, also died.

The lawsuit filed April 2 calls for a jury trial and seeks the maximum dollar amount allowed but not to exceed $5 million plus court costs.

Tennessee tort law generally caps the amount a school district can be held liable for at $700,000 for bodily injury or death of all persons in any one accident or $300,000 for any one person. School district employees are  immune from lawsuits including those involving negligent operation of motor vehicles, unless proven that the employee failed to exercise or perform a discretionary function, whether or not the discretion is abused.

The Davis family’s lawsuit names school bus driver Sabrina Ducksworth. The lawsuit claims she failed to follow her training and “acted with less than and/or failed to act with ordinary and reasonable care in the operation of the school bus.”

The filing also claims Ducksworth operated her school bus while fatigued or distracted and failed to exercise due care, obey traffic laws and keep in the proper lane.

Investigation Continues Amid Lawsuit

The Tennessee Highway Patrol and the National Transportation Safety Board continue to investigate. NTSB said on its website a preliminary report is expected by the end of this month. Duckworth reportedly remains hospitalized following several surgeries. School Transportation News learned Duckworth broke both of her legs and suffered internal injuries.

Ducksworth’s family told local reporters she may have suffered a stroke when the school bus veered across a double yellow line, into the oncoming lane and collided nearly head-on with a Tennessee Department of Transportation dump truck. A local news report also indicates a review of Duckworth’s personnel file shows a current prescription for blood pressure medication. She had driven for Clarksville-Montgomery County School System since July 2021.

The Davis family’s lawsuit also claims the school district did not perform an adequate pre-employment inquiry into Ducksworth’s fitness for employment as a school bus driver and that the hiring practices “fell below the applicable standard of care.” The lawsuit also alleges the school district failed to adequately train or supervise Ducksworth.

Stolen Bus Driven from Kentucky School District to Nearby Store

A man was arrested over the weekend after authorities say he stole a school bus from a high school parking lot and later abandoned it at a nearby store, reported ABC 13.

According to the news report, officers responded Saturday afternoon to a Dollar General near Glasgow High School after school officials reported that the stolen bus had been located. The vehicle showed visible scratches on the rear-passenger side and front that appeared to be recent.

Glasgow Independent Schools Superintendent Chad Muhlenkamp said GPS data indicated the bus was started at approximately 4:34 a.m., left school property and traveled along Coral Hill Road before making a stop. The bus was later parked at the Dollar General around 5:27 a.m.

Security camera footage identified the suspect as 18-year-old Tayesean M. Barlow. The footage reportedly showed Barlow entering the bus with a flashlight and appearing to have what looked like a drum magazine attached to a handgun in his waistband. He was later seen sitting in the driver’s seat, starting the bus and driving away. Police said he briefly stopped to speak with someone out of view before continuing and eventually parking the bus.

According to the article, officers later went to Barlow’s home on Coral Hill Road, where his mother told them she was aware of the situation and had instructed her son to return the stolen bus. Barlow then came outside and was taken into custody.

While being held at the Barren County Detention Center, Barlow reportedly told police he had been with friends at a local apartment complex and decided to leave after “things got a little crazy.” He said he entered the bus after finding it unlocked, located the keys and drove it home because he did not want to walk.

Barlow remains jailed on a $25,000 cash bond. He faces charges including theft by unlawful taking, second-degree criminal mischief, unlawful possession of a weapon on school property, and operating a vehicle with a suspended or revoked license.

Bus Monitor Charged with Sex Crimes Involving Teen School Bus Rider

A 78-year-old school bus monitor in South Carolina is charged with sex crimes involving a teenage girl who was riding his bus, reported The Augusta Press.

According to the news report, McDonald Walker of Aiken was charged Friday with criminal sexual conduct with a minor and criminal solicitation of a minor. The charges stem from an incident reported March 6 on a school bus.

Police stated a 14-year-old girl said she boarded the bus and took a seat when Walker approached her. “The bus monitor got up from his seat and went over to speak to her and then returned to his seat,” the report states. “The victim stated she began crying.”

Authorities reportedly said Walker allegedly made another comment to the teen girl as she was getting off the bus. Details of the alleged conduct were not immediately released, and officials said additional information is expected in formal warrants.

Aiken Public Safety Lt. Jennifer Hayes said investigators are working to obtain those warrants, which typically provide more specific descriptions of the allegations. Walker turned himself in to authorities Friday and was served with the warrants, Hayes said. He was later released after posting a $20,000 bond.

Officials have not released further details about the circumstances of the encounter or whether additional incidents are being investigated. It was also unclear if Aiken County Public Schools continued to employ the school bus monitor.

Records show Walker has previously been arrested multiple times in Aiken County. Past charges include domestic violence in 2017, 2018, and 2023, as well as violating an order of protection in 2018. He was also charged with assault and battery in 2017, a case that resulted in a sentence of 30 days in jail or a fine. The investigation remains ongoing.

Children’s Books by School Bus Drivers Double as Safety Education Tool

CONCORD, N.C. — School transportation professionals are using children’s books to address a critical and ongoing challenge: Ensuring student safety on and around school buses.

During a March 30 session at the STN EXPO East conference in Concord, North Carolina, two transportation professionals and now authors highlighted how storytelling is helping bridge gaps between schools, families and transportation departments while reinforcing safety lessons for the more than 20 million students who ride school buses each day.

“All kids deserve to know how to be safe on and around the school bus,” said Monique Jackson, area transportation manager for Charlotte-Mecklenburg Schools in North Carolina and author of Gus, the Talking School Bus.

Jackson, a former educator with more than 25 years of experience, said her transition from the classroom to transportation revealed a need for consistent, accessible safety education. She began writing children’s books during the COVID-19 pandemic to help parents and teachers reinforce expectations outside the bus environment.

Her work focuses on creating a “unifying language” that connects the classroom, the bus and the home, allowing students to learn safety behaviors in multiple settings before they are tested in real-world situations.

Valerie Higley, a substitute bus driver and dispatcher for First Student in East Lyme, Connecticut, shared similar motivation. She said her book, Shaman Rides the School Bus, was inspired by firsthand experiences managing student behavior on crowded buses, particularly during driver shortages.

On one early school day, Higley found herself transporting more than 50 elementary students, including kindergartners.

“It was very, very difficult,” she said during the session moderated by School Transportation News Senior Editor Taylor Ekbatani. “So, I put all the most important lessons in a story that I could read to them… at a time when they were not distracted.”

Higley said her book is designed to reflect real-life bus behavior, allowing students to see themselves in the story and better understand expectations. Through relatable characters and scenarios, she addresses common issues such as students leaving their seats, throwing objects and failing to follow directions, behaviors she said are often easier to correct when discussed proactively rather than in the moment.

The books written by both authors cover core safety principles such as staying seated, respecting others, exiting buses properly and understanding the “danger zone,” the area around the bus where visibility is limited and risks are highest. Higley emphasized that even simple scenarios, such as retrieving a dropped item, can become dangerous if children are not properly trained.

“Don’t just pick it up. Go get your driver’s attention,” she said, describing one of the key lessons included in her story.

She added that the stories are intentionally flexible, allowing educators and transportation staff to adapt lessons based on local needs, such as emphasizing railroad crossings or other region-specific safety concerns.

The urgency behind these efforts is underscored by real-world incidents. Jackson recounted a recent case in CMS earlier in March in which a student was struck by a vehicle while crossing the street to board a bus, an event witnessed by classmates and parents.

“It’s critical that we talk about the danger zone and how you can be safe even at the bus stop,” she said.

Safety Education Takes Time

Both speakers stressed that early and repeated exposure to safety messaging is essential. Jackson noted that it typically takes about 21 days for children to develop habits, making the beginning of the school year a crucial window for establishing expectations.

Beyond safety instruction, the books are also helping to elevate the role of school bus drivers, who are often viewed as outliers to the educational process despite being among the first and last adults students encounter each day.

“The school bus is a classroom on wheels,” Jackson said, adding that drivers serve not only as operators but also as mentors and protectors.

Higley agreed, noting that transportation staff are frequently overlooked in broader school culture and that stronger connections between drivers and students can improve both safety and behavior.

“There’s a disconnect between the classroom and the bus,” she said. “If we can make the conversation happen when they’re receptive to it… it’s a game changer.”

Districts are beginning to integrate these books into broader safety and educational initiatives. Authors reported being invited into classrooms for read-aloud sessions, participating in events such as Read Across America Week and collaborating with early childhood programs to meet safety training standards.

In some cases, the books are being used as part of formal curriculum or enrichment programs, while others are distributed to families to encourage conversations at home.

The reach of these efforts is also expanding internationally. Jackson recently presented her work to students in Italy, where she said children were able to connect with the universal image of the yellow school bus despite language differences.

Higley’s book has been translated into multiple languages, including French, Spanish and Italian, with plans to expand further to serve diverse communities.

Both authors emphasized that public awareness is just as important as student education. Illegal passing of stopped school buses remains a widespread issue, with annual stop-arm violation reports documenting thousands of infractions nationwide.

To broaden their impact, the authors are engaging with local media, participating in community events, and sharing seasonal safety tips aimed at drivers and families alike.

Looking ahead, both plan to continue expanding their work, including developing additional books, incorporating more diverse student experiences and increasing accessibility through translations and specialized content.

Their shared goal remains clear: To make school bus safety education engaging, consistent and accessible for every child.

“Keeping that conversation going… is a gift,” Higley said.

Manufacturer Advice For School Bus Operations, Fleet Management

CONCORD, N.C. – The Green Bus Summit at STN EXPO East featured school bus manufacturers discussing products, technology, innovations and support for school districts looking to run cleaner, safer and more efficient school bus operations.

Blue Bird: EV Myth vs. Reality: What’s Actually Driving Adoption?

“We’ve taken the lead on the EV side,” declared Brad Beauchamp, EV product segment leader for Blue Bird, reviewing how the company entered the field eight years ago.

Noelle White, channel partner marketing specialist for Blue Bird, led attendees through a gamified quiz on common electric school bus myths.

Attendees correctly identified answers to questions such as what regenerative braking does (charges the battery while slowing), time required for infrastructure upgrades (six to 18 months), and how much of a total EV project cost is tied to infrastructure (25 to 40 percent).

Although cold weather reduces electric school bus range by 10 to 30 percent, Beauchamp noted that technology advances and operational techniques allow for improvements in this area.

Level 1 chargers are commonly used by most districts today, but Beauchamp recommended Level 2 chargers, which he said are best for overnight charging.

Infrastructure readiness most commonly delays electric school bus projects since the work “doesn’t stop on the first wave of buses,” Beauchamp cautioned.

Operational planning significantly shifts during the move from diesel to electric due to routes and weather, to name a few factors, Beauchamp reminded attendees.

“As you start to use [electric school buses], there is a learning curve,” he said. “On the great side for EV, a lot of things can be corrected without even leaving your yard.”

Viewing electric bus deployment as equivalent to a straightforward vehicle purchase is a common pitfall, explained Beauchamp. Instead, he said districts must consider infrastructure, utilities, load planning and route modeling early in the process. He added that data gathered from onboard telematics helps transportation directors in this crucial planning phase.

“It’s going to take a team,” he said, especially as not all aspects of electric school bus implementation happen sequentially.

In fact, the bus purchase from the OEM is “the easy part,” he quipped.

“Eighty percent of routes in the U.S. can be covered with an EV,” Beauchamp continued.

He advised putting an electric school bus on shorter routes until success is achieved, and then operations can branch out.

“Figure out what your long-term strategy will be,” he said.

When districts purchase an electric school bus with federal funds, they are required to decommission and scrap an old diesel bus rather than keep it as a spare, Beauchamp cautioned. He advised planning for scalability, not simply pilot projects.

Lastly, he reviewed EPA Clean School Bus program updates, noting that state and local funding opportunities also help keep electric school bus projects afloat. He advised performing preventative maintenance on both the bus and charger.

IC Bus: Leveraging Technology Solutions for Efficient Fleet Management

Matt Milewski, market segmentation director for IC Bus, reviewed how First Student announced last September that it was outfitting its fleet of 46,000 school buses with Samsara technology.

Jason Kierna, vice president of information technology for First Student, spoke to the company’s customer-focused motivation rather than just adding technology for its own sake.

“We’ve got thousands of customers and all of them want to use technology in a different way and that’s why it’s more about the process for us than it is about the technology,” he said.

He explained how the new AI-powered HALO offering combines vehicle inspections, driver coaching, AI cameras, predictive analytics, and more to improve safety for students and transparency for parents.

“Parents today are expecting more objective evidence when incidents occur,” agreed Scott Jobe, head of public sector strategists for Samsara.

He noted that AI is “maybe not the best when you deal with human interaction or conversation, but when it comes to objectivity, we think of AI as like a force multiplier.”

Kierna elaborated that hazard alerts or safety behavior remediation that HALO provides, can help school bus drivers proactively self-correct so a reactive supervisor conversation is unneeded. He added that some First Student drivers now refuse to drive a bus without the technology.

Kierna related an incident in which a bus was struck at over 60 mph and said the driver would have been injured if she had not been wearing her seatbelt, which she had just put on properly due to the AI powered camera’s alert. Jobe added that another district saw a reduction in risky behaviors by drivers, illegal passing incidents, bus crashes and maintenance costs due to the AI technology.

“What does safety mean to your organization?” Kierna rhetorically asked the audience.

Milewski emphasized IC Bus’ support for what Jobe termed a “frictionless experience” in technology integration for school district and bus contractor clients. Kierna reiterated the commitment of all three companies to overall safety for students.

Kierna underscored that empowering drivers and lobbying for safety initiatives are two of the many aspects that are directly related to the effective gathering and leveraging of data.

“Integrated technology is the future,” Jobe agreed. He shared a pothole detection feature in development, in which information gathered via onboard cameras, bus location and G-forces the bus undergoes can be sent directly to cities for repair escalation.

“We have so much data that we can turn into real actionable insights,” he said.

In answer to an attendee question on staff who may struggle with technology, Kierna said the AI assistant helps put things in plain language for users.

Thomas Built Bus: Let’s Talk Fuels – What Legislative Uncertainty Means for School Transportation

Mark Childers, direct sales and technology sales manager for Thomas Built Buses, reviewed current challenges and uncertainty surrounding fuel choice. “You’ve got to make some decisions,” he said.

“Where we stand today is that in 2027 all of the manufacturers are subject to EPA’s low NOx rule, so that is the new multi-pollutant criteria rule that’s going to deal with NOx and particulate matter that is coming in 2027,” explained Alissa Rector, policy advisor for Thomas Built Buses parent company Daimler Trucks North America. “Even though EPA’s greenhouse gas regulations have been rolled back in 2027, we are still subject to the existing greenhouse gas phase 2 standard at [the National Highway Traffic Safety Administration] NHTSA so there’s not a lot of change that you’re going to see on the greenhouse gas side compared to where we are today.”

Jim Ellis, director of pupil transportation for Henrico County Public Schools in Virginia, has 600 school buses and is receiving 25 electric buses in July. When managing his bus fleet, he said he must balance getting the best bang for his buck with environmental concerns for cleaner air.

“I think that the key lesson is to just know change is going to continue to happen and just continue to take one step at a time,” declared Brittany Barrett, deputy director of operations and implementation for the World Resources Institute. She advised staying on top of fleet data, so it is easier to pivot and make decisions.

Rector discussed the differences between local pollutants like NOx, Volatile Organic Compounds (VOCs) and particulate matter, as opposed to greenhouse gases like carbon and CO2 which enter the atmosphere.

Whitney Kopanko, vice president of school bus sales and marketing for Sonny Merryman, noted that the Thomas Built Buses Virginia dealer has put 300 electric school buses on the road. She spoke to dovetailing student transporter priorities of getting students to and from schools with community and regulatory pressure for cleaner air.

She and Ellis agreed that it’s crucial to provide numbers and data to stakeholders during decision-making processes.

WRI provides helpful tools and resources, Barrett informed attendees. Kopanko added that AFLEET suite from the U.S. Department of Energy can be used to compare fuel types. Fuel choice is a hyper localized decision based on what each district needs, she stated.

Though most school buses currently run clean diesel and will continue to, Rector prognosticated that the future will be mixed fuels with interesting developments in hydrogen. “Any future roadmap is going to have a lot of different options on it,” she declared.

Diesel fuel doubling in price due to the war in Iran is currently juxtaposed with conversations on propane or electric implementation, said Ellis.

While changing fuels may look tempting, Kopanko advised considering availability of alternative or drop-in fuel, infrastructure needs, driver and mechanic training, and the extra accountability involved in abiding by rules for government subsidies.

Barrett said electric buses have the range to meet 90 percent of the routing requirements for districts she works with, but infrastructure is the biggest question mark. “It’s not insurmountable but it requires a plan,” she said.

She praised Sonny Merryman’s electrification project with Dominion Energy in Virginia.

Panelists advised working closely with dealers, gathering all available fleet operation data, considering urban versus rural needs to determine what type of bus goes where, taking part in vigorous training and education, and keeping abreast of the rapidly changing regulatory landscape.

They also answered questions from attendees on electric school bus range, charging time, battery degradation and V2G.

Authorities Investigate After 6-Year-Old Allegedly Vaped on Montana School Bus

Authorities in Yellowstone County are investigating after a mother reported that a 6-year-old student brought a vape device onto a school bus in Shepherd, used it and shared it with other children, reported KTVQ News.

The mother, who requested anonymity to protect her daughter’s identity, said via the news report that her child admitted to trying the vape after another student brought it on board.

“She told me, ‘Mom, I have to be honest with you. Another kid on the bus had a vape,’” the mother said. “And I was like, ‘And you tried it?’ and she was like, ‘Yeah, I did.’”

The mother told local news reporters that she immediately contacted school officials after learning of the incident, which she said had occurred days earlier without the school’s knowledge. “The next morning, I went to the school and let them know,” she said. “They didn’t know anything, and this was now day three.”

According to the news report, the Shepherd School District notified the Yellowstone County Sheriff’s Office. Sheriff Mike Linder said a guardian of the child who brought the vape was initially cited for child endangerment, but that the citation has since been rescinded. The county attorney’s office is reviewing the case.

District officials reportedly declined to comment, citing the ongoing investigation.

The incident has raised concerns among parents about young children vaping. Caroline Joyce, executive director of Parents Against Vaping, said such cases, while rare, reflect a growing trend.

“Vaping is starting to reach more elementary school-aged children,” Joyce said via the article. “These products are widely available and appealing.”

Joyce said vaping poses serious health risks and criticized marketing practices, which target youth. “Six is incredibly alarming,” she said of the child’s age. “It’s an indication of systemic failures.”

She added that addressing the issue will require more than punishment, calling for broader education and prevention efforts.

Massachusetts School Bus Driver Accused of Urinating on Bus with Children Present

A school bus driver in southeastern Massachusetts is under investigation after authorities say he allegedly urinated inside a bus while transporting young students to an elementary school.

The incident occurred March 30, as the bus was on route to Hoyle Elementary School, according to a news release from the Swansea Police Department.

Police said preliminary findings indicate that the 71-year-old driver pulled the bus over during the route and instructed students to move to the back. He then allegedly remained in the driver’s seat and relieved himself inside the vehicle while the children were still on board.

After the incident, the driver completed the route and dropped off the students at the school, authorities said. The situation came to light when some of the children reported what had happened to school staff, prompting an investigation by school officials and police.

“This type of behavior in the presence of children, especially young children, is unacceptable,” a statement reads.

Authorities said there were 12 children on the bus at the time, ranging from pre-kindergarten to second grade. Police noted that investigators currently believe none of the students directly witnessed the act itself.

School officials notified the parents of all children who were on the bus. The driver, who has not been publicly identified, is no longer permitted to operate within the Swansea Public Schools system. Police said the school district informed Amaral Bus Company, the transportation provider for the district, that the driver has been removed from service.

In addition, Swansea Public Schools is reviewing its relationship with the company and considering measures to prevent similar incidents in the future.

As of Monday afternoon, no criminal charges had been filed against the driver. Detectives are continuing to investigate the allegations.

School officials have also filed a report with the Massachusetts Department of Children and Families in accordance with standard procedures. Officials emphasized the seriousness of the matter and said the investigation remains ongoing.

Kindergartner Dropped at Wrong Bus Stop, Found Walking Along Georgia Highway

A Georgia mother said her young daughter was found walking alone along a highway after being dropped off at the wrong school bus stop, raising concerns about student transportation safety, reported WCTV News.

According to the news report, the incident occurred in Terrell County, where a kindergartner was supposed to be dropped off at her usual stop, where her grandfather picks her up. Instead, the 6-year-old was let off about a half mile away near a trailer park along U.S. Highway 520.

Labor Deal Averts Potential School Bus Strike, Easing Concerns for Parents

Massachusetts parents are among those nationwide breathing easier after First Student and the Teamsters reached a tentative agreement, averting a nationwide school bus driver strike.

The labor deal was announced Tuesday ahead of a contract deadline and after two days of bargaining meetings.

Last week, union members voted to authorize a strike if negotiations completely broke down. The Teamsters represents more than 17,000 First Student school bus drivers nationwide, including those serving multiple districts in Massachusetts.

Union leaders said the agreement came after workers signaled they were prepared to walk off the job if necessary. The hang up had been benefits and time off. The tentative agreement is providing sronger retirement benefits, improved access to health care benefits, and robust contractual protections for all members, according to the Teamsters.

“First Student Teamsters were unified and prepared to take on this company nationwide,” Teamsters General President Sean O’Brien said in a statement. “Our solidarity forced real movement at the bargaining table, and we delivered a contract in the 11th hour that honors the critical work our members do every day.”

According to the union, the tentative labor deal establishes a national framework for wages and benefits, including stronger retirement plans, improved access to health care and enhanced contractual protections. Local unions will continue negotiating additional terms, and members are expected to vote on the agreement in the coming weeks.

“This tentative agreement is the direct result of members standing shoulder to shoulder and refusing to settle for less,” said Matt Taibi, director of the Teamsters Passenger Transportation Division. “Workers showed the company they were prepared to strike if necessary, and that solidarity made the difference at the bargaining table.”

Panel Shares How Propane School Buses Deliver Students, Savings

CONCORD, N.C. – A Green Bus Summit panel during STN EXPO East discussed real-world examples and implementation tips for propane autogas in a school bus operation.

Blue Bird’s Steven Whaley, alternative fuels manager for the school bus manufacturer, first reviewed the company’s diesel, gasoline, propane and electric school bus options as well as deployment numbers, pricing comparison and clean energy statistics.

Propane, he said during Sunday’s Lunch and Learn session, has a low carbon intensity footprint, is safe enough to use for cooking and is domestically produced. Blue Bird’s propane bus, he specified, was certified to an ultra-low NOx emissions level. He added that propane buses are suited for both rural and urban settings, plus their quiet operation means students arrive at school calmer.

“The [propane] fuel system itself is very simple, integrates seamlessly just like your diesel technology does,” explained Tom Hopkins, a former Detroit-area fleet manager and current business development manager for Blue Bird’s propane school bus powertrain partner ROUSH CleanTech.

He reviewed the technical specifications of the Ford 7.3L engine powering Blue Bird’s Type C Vision bus and the complimentary training offered to operators.

Bibb County School District in Georgia started using propane school buses in 2014. Transportation Director Anthony Jackson said he was initially skeptical. Seventy percent of his 213 buses are now powered by propane, and he reported savings both at the fuel pump and maintenance costs. Propane saves him a combined 50 cents per mile over diesel, he added.

That equals a savings of $1 million dollars per year, Whaley pointed out. “These are numbers that folks just can’t ignore anymore,” he said.

Declared Jackson, “I can’t see myself venturing back to the diesel side of this because of what I’ve been able to see and what we’ve been able to realize with the propane application.”

He said once his drivers were trained on fueling, they readily accepted propane, which performs better during colder weather than diesel. Additionally, he verified that his mechanics are “ecstatic” that the propane buses are cleaner and easier to work with.

“We will do everything as a propane industry that we can … to set up your fueling for you,” confirmed Monte McLeod, account manager for Sharp Energy and representative for session sponsor Southeast Propane Alliance.

Temporary propane fueling options include a delivery driver who individually fuels the buses, or mobile trailer units parked on site. McLeod reviewed permanent fuel infrastructure where setup, permits and training are generally free to the district.

McLeod said personal protective equipment is not needed when drivers fuel propane school buses since it is “a clean, simple operation that anyone can do.” Whaley noted that the EPA does not even regulate propane seepage since it is not carcinogenic and simply evaporates into the air, in contrast to soil contamination that occurs with diesel leaks.

“There’s a number of redundant systems in place to make sure that this is the safest fuel that you can possibly put in your bus,” McLeod stated.

When school buses are on the road, Whaley noted, they can use an alternative fuel station locator via an app provided by the U.S. Department of Energy.

Jackson shared that his diesel prices doubled due to the Iran war, but his propane price recently fell. “The more you use, the less it is,” McLeod agreed.

“Get behind the wheel and drive it,” Jackson advised in response to an attendee question on staff buy-in before implementation.

Hopkins pointed out that there were several transportation leaders in attendance from school districts currently running propane buses. He suggested districts considering propane should “get their raw unfiltered feedback.”

Update: Tennessee Crash Kills 2 Students During Field Trip

A Clarksville-Montgomery County School System school bus traveling on a field trip crashed, resulting in at least two student fatalities.

STN received initial information about the Tennessee crash Friday, but details were limited at this report. Law enforcement officers are on scene in Carroll County, where the crash took place around noon Eastern Time.

“First and foremost, our hearts are with the families impacted by this devastating loss,” the Tennessee Highway Patrol released in a statement. A photo of the final resting position of the bus shows it at a steep angle, off the roadway.

Twenty-four students and five adults were on board the school bus at the time. Individuals were transported to the hospital, some via life-flight, while others were taken by ambulance. Two students were pronounced dead at the scene.

While the Tennessee Highway Patrol has not officially released the names of the students, online fundraisers and local media outlets identified the students as two eighth-grade girls: Zoe Davis and Arianna Pearson.

The Tennessee Highway Patrol stated via a press conference that in a preliminary crash investigation, the school bus collided with a Tennessee Department of Transportation dump truck and a passenger vehicle. Video of the crash shows the bus crossing the center line, veering into the other lane of traffic.

Lap/shoulder seatbelts are believed not to have been installed on the school bus. Additional information on the nature of the crash remained unknown at this time.

The Clarksville-Montgomery County School System posted on its website that the community is “grieving the tragic loss of two young lives. Please continue to keep these families in your heart,” the statement reads. “We continue to pray for the students and employees injured and everyone who was affected by today’s accident. The Kenwood Middle community will need our continued support, and we will share opportunities to assist families as details are confirmed.”

Officials noted that counselors will be available to support anyone in our school community and across the district who may need someone to talk to in the days ahead and for as long as needed.

“From the bottom of our hearts, we thank the Carroll County Sheriff’s Office, Tennessee Highway Patrol, Montgomery County Sheriff’s Office, Carroll County School District, First Baptist Church of Huntingdon, TN, and the numerous other law enforcement, emergency medical, and community organizations and volunteers from across the state who have provided tremendous support during this tragedy,” the statement continued.

Evacuated Family Grateful Georgia School Bus Driver Sees House Fire

A Georgia school bus driver is being hailed as a hero after stopping her route to alert and safely evacuate a family from a house fire, reported FOX 5 Atlanta.

Marlene Davis, a Morgan County school bus driver, was on her morning route March 20 when she noticed smoke and flames coming from a home, according to the news report.

“I saw the big flame coming from inside the house,” Davis told local news reporters. “I just had to stop the bus and go to the door.”

Davis, who had one student on the school bus at the time, pulled over and rang the doorbell until someone answered, the report said.

A man inside, who had been asleep, answered the door and was unaware that the home was surrounded by flames. Davis helped him and others inside to evacuate safely. Everyone inside the house did not suffer any injuries, and the fire was later contained.

Davis said she later realized how serious the situation was after receiving a message from her supervisor indicating the residents had been asleep.

“It was the only thing that I could have done, and it was the right thing to do,” she said. “And I couldn’t just leave them.”

Later that day, the homeowner where the evacuated family lived flagged Davis down by flashing his vehicle headlights to give her a card and express his gratitude for her actions. Family members and loved ones also expressed gratitude for the driver’s quick thinking, which may have prevented serious injury or worse.

Officials have not released additional details about the cause of the fire. The investigation is ongoing.

Durham School Services Provides Buses to Support Meridian and Garden City Police Department’s Rescue Training

MERIDIAN, Idaho – Durham School Services had the special opportunity to provide two school buses to support the Meridian and Garden City Police Department’s Bus Hostage Rescue training for their Special Tactics Group. The training involved learning about the configuration of school buses and identifying challenges that may occur during vehicle-based and confined-space emergency scenarios. The training also helped the group to fine-tune their training strategies to better ensure the safety of students and staff when emergency situations occur.

For the training, Durham provided two types of buses – a regular, standard sized bus and minibus/van. A Durham trainer was also on-site to offer insight into the operation, structure, and different components of the bus, as well as to answer questions. The training lasted approximately four hours and was a successful, productive session that resulted in valuable knowledge and key takeaways for the tactics group team members.

“It’s collaborations like these with our community partners such as Durham School Services that allow us and our team to provide the highest quality of service possible to the community,” said Sergeant Justin Rogers, Meridian and Garden City Police Department. “By being provided a realistic training environment and knowledgeable school bus professionals to answer questions, we are able to elevate our training and thus are better prepared to respond to these types of critical incidents. We are thankful for the opportunity and look forward to continuing these partnerships in the future.”

Electric School Bus Adoption Leads to Award for Indiana’s Hamilton Southeastern Schools

Hamilton Southeastern Schools district leaders in Indianapolis prioritize a drive toward a cleaner, more sustainable future.

That commitment was recognized earlier this month when the district was named 2026 School Bus Fleet of the Year by Drive Clean Indiana, the state’s clean cities coalition, recognized by the U.S. Department of Energy, during the organization’s annual Breakfast of Champions in Indianapolis.

The March 16 recognition occurred alongside Work Truck Week, where industry stakeholders gathered to celebrate advancements in clean transportation. The Breakfast of Champions featured a keynote address by four-time Indianapolis 500 winner Helio Castroneves, underscoring the broader connection between performance, innovation and energy.

The award highlights a year of progress for one of Indiana’s largest school districts. In June 2024, School Transportation News visited Hamilton Southeastern Schools ahead of its STN EXPO East conference in Indianapolis. McKinney previously told STN the electric transition has been a good experience, and now he and his staff have the knowledge needed to provide feedback to others. However, he added it’s hard for the district to subsidize the cost financially without the aid of grants.

“It’s not obtainable by most school districts,” he said last June, adding that he’s not going to sacrifice the purchasing two and half diesel buses for the same money it takes to buy one electric bus.

However, McKinney shared with STN last week that Hamilton Southeastern was awarded funding for nine more electric school buses.

Minnesota Passes Bill to Strengthen Law on Illegally Passing School Buses

The Land of 10,000 Lakes is moving to crack down on motorists who illegally pass stopped school buses with new legislation aimed at enhancing the state’s current law that a Minnesota appeals court saw a loophole in.

S.F. No. 3623 seeks to amend Minnesota Statutes 2024, section 169.444, subdivision 1, the state law on the safety of schoolchildren and the duty of motorists in school zones, to enforce stricter rules for approaching school buses. It heads to the desk of Gov. Tim Walz for signature.

The bill would continue to require motorists to stop at least 20 feet away from a school bus, but only with its red lights flashing, removing language mentioning federally mandated stop arms. This is due to a motorist’s appeal of an illegal passing conviction that made its way to the Minnesota Court of Appeals last year.

In that case, motorist Allison Waln challenged her conviction by arguing that the school bus video evidence showed the stop arm was not fully extended. The appellate court ruled in her favor in September due to ambiguity of how the law defined the word extended.

“In sum, we hold that the plain meaning of the term extended, as used in Minn. Stat. § 169.444, subd. 1, requires a school bus’ stop-signal arm to be fully stretched out before an approaching driver must stop,” the court found.

Legislating a Fix

This led legislators to try and close the loophole by rewriting the traffic code to reinforce that the flashing amber lights notify motorists that the school bus will begin loading or unloading students. The legislation adds language to the state law that motorists must prepare to come to a complete stop when they see the pre-warning flashing amber lights on school buses, which signals drivers that the bus is preparing to stop and activate its red flashing lights. Under the bill, vehicles must not encroach within 20 feet of a school bus when those amber lights are flashing, reinforcing the need for caution in school zones.

The bill also prohibits vehicles from moving until the stop arm is retracted and the red lights stop flashing by replacing the previous language of “shall stop” with “must stop.”

S.F. No. 3623 advanced quickly through the legislative process. Sen. Ann Johnson Stewart introduced the bill, which was referred to the Transportation Committee on the same day, Feb. 17. The committee recommended the bill for passage Feb. 26, and it underwent a second reading. The bill passed its third reading in the Senate March 9 by a vote of 19-7. The House unanimously passed the bill Monday by a vote of 133-0.

The bill would go into effect as law the day after its final enactment rather than the normal date of Aug. 1 for passed and signed legislation.

When I began working with transportation professionals throughout Brazil, I quickly realized that pupil transportation in the country cannot be understood through a single framework. Brazil is vast in geography, diverse in terrain and decentralized in governance.

To truly understand how students reach school each day, one must travel from the dense urban centers of São Paulo to rural interior roadways and meet with government officials and politicians in the nation’s capital of Brasília. My experience working in both urban and rural regions of Brazil has provided a unique vantage point, especially when viewed alongside my work in pupil transportation across the U.S.

While the operational structures of Brazil and the U.S. differ in important ways, there is one highly visible and symbolic similarity between both nations: The yellow school bus. In the U.S., the yellow school bus is an unmistakable national symbol. The color itself—National School Bus Glossy Yellow—was nearly 80 years ago because it is highly visible in early morning light and poor weather conditions. Across suburban neighborhoods, rural highways and city streets, the yellow bus signals one consistent message: Children are present and safety must take priority.

Brazil, particularly since the launch of the federal Caminho da Escola or school transportation program in 2007, has adopted a remarkably similar visual standard. The “Ônibus Escolar Amarelo” is now widely deployed throughout rural regions. Like its American counterpart, it is painted a highly visible yellow and clearly marked “Escolar,” the Portuguese word for school-related.

I was struck by how familiar they appeared when first observing these buses operating in Brazil. Although I was thousands of miles from home, the visual message was the same. The yellow bus communicates protection, structure and official oversight.

The similarity in appearance is not accidental. Both countries recognize that visibility enhances safety. The bright yellow exterior improves driver awareness, reduces the likelihood of collisions, and creates a distinct identity separate from other commercial vehicles. In both Brazil and the U.S., the yellow bus is not simply transportation. It is a public safety device.

The Yellow Contrast in Brazil

Despite the shared symbolism, the systems supporting these buses differ. U.S. pupil transportation is typically managed at the local school district level with strong state oversight and federal safety standards governing vehicle manufacturing. School buses are purpose-built with compartmentalized seating, reinforced structures, flashing light systems, and strict inspection requirements. The system operates largely independent of public transit. Students ride fleets dedicated exclusively to school transportation.

With Brazil pupil transportation, municipalities are responsible for operations, but the federal government plays a larger role in procurement. Through Caminho da Escola, the federal government negotiates large-scale purchases of school buses and distributes them to municipalities at reduced cost. This centralized purchasing strategy allows smaller or economically challenged communities to access standardized vehicles that meet national safety criteria.

In rural Brazil, the yellow buses are engineered for durability in ways that reflect environmental necessity. Many operate on unpaved roads that become muddy during rainy seasons. Elevated chassis, reinforced suspension systems and structural adaptations are essential for reliability. In some regions, the bus must withstand terrain conditions that would challenge standard suburban routes in the U.S.. Yet the mission remains identical: Transport students safely and consistently.

Urban environments reveal another contrast. In most American cities, even large metropolitan districts operate their own dedicated yellow bus fleets. Public transit and pupil transportation are separate systems. In Brazil’s largest cities, however, many students rely on municipal bus networks or metro systems for pupil transportation. Student transit passes are common, and integration with public infrastructure is routine. While yellow buses operate in certain urban districts, especially younger students or specialized routes, the system often blends with general transit operations.

This integration model reflects infrastructure development patterns unique to Brazil. However, in rural regions where public transit is unavailable, Brazil’s yellow bus functions almost identically to its American counterpart. Routes are established, drivers are assigned and communities rely on the bus as the primary gateway to education.

A Road to Equity

Both nations face rural transportation challenges. In the U.S. Midwest and Mountain West, students may travel long distances on paved highways. In Alaska, geographic barriers sometimes require alternative solutions. Brazil shares similar distance challenges but adds terrain and environmental complexity. In the Amazon Basin, rivers serve as transportation corridors. School boats operate in tandem with buses, ensuring that students in riverine communities have access to classrooms.

Funding structures also illustrate differences and similarities. In the U.S., transportation funding varies by state and is often influenced by local tax bases. Wealthier districts may operate newer fleets, while underfunded districts face maintenance pressures. Brazil’s PNATE policy provides federal transfers based on rural student enrollment, helping reduce disparities between municipalities. While funding challenges persist in both countries, the commitment to providing transportation as a means of educational access is evident.

Safety culture remains central in both systems. The U.S. enforces strict stop-arm laws and driver certification standards, creating a nationally recognized safety environment. Brazil has made significant progress in standardizing vehicle procurement and improving oversight. While enforcement consistency may vary across municipalities, the growing presence of standardized yellow buses has strengthened safety expectations nationwide.

Working in both Brazil and the U.S. has reinforced a powerful truth for me. The yellow school bus is more than paint and steel. It is a shared commitment to children. Whether rolling through an American suburb at sunrise or navigating a rural Brazilian roadway at sunset, the yellow bus represents society’s promise to protect students on their journey to education.

Despite differences in governance, infrastructure and funding models, both nations use the yellow bus as a visible expression of pupil transportation creating educational equity. It signals that geography should not determine opportunity. From U.S. neighborhoods to Brazilian riverbanks, the daily movement of students remains one of the clearest indicators of national priorities translated into action. The yellow bus, in both countries, stands as a symbol of safety, reliability, and the enduring importance of getting children to school.

Child Sexual Assault Charge for Colorado School Bus Driver

Police arrested a suburban Denver school bus driver on suspicion of sexually assaulting a child.

Officers for the Lakewood Police Department were notified March 11 of a possible assault involving a 10-year-old student and the child’s school bus driver, identified as 64-year-old Robert Charles Watters, according to authorities.

A child reported that the Jefferson County Public Schools driver had engaged in what investigators described as an “inappropriate relationship,” prompting an immediate investigation.

Watters turned himself in March 12 and was taken into custody. He was arrested and faces charges on suspicion of sexual assault on a child involving a pattern of abuse and a position of trust, police said.

The allegations stem from what police called an inappropriate relationship. No further details were provided.

“As part of this investigation, detectives are asking anyone who may have information or believes they may have been a victim or witness to come forward,” police said in a March 13 statement posted to Facebook, urging the public to contact the Lakewood Police tip line.

Watters remained in custody at the Jefferson County jail as of March 13, authorities said.

According to police, Watters has worked as a school bus driver for Jefferson County Public Schools near Denver since 2018. He drove Hutchinson Elementary School students on the C-49 route from 2021 to 2023 and had been assigned to the C-31 route since August 2023.

Officials emphasized that the charges are allegations and that Watters is presumed innocent unless proven guilty in court.

Police continue to investigate and are asking anyone with information related to the case to contact authorities. The investigation remains ongoing.

New York School Bus Aide Arrested for Allegedly Abusing Children

A school bus aide on Long Island was arrested and accused of physically abusing multiple students with special needs, including restraining them by pushing and sitting on them, reported People.com.

According to the news report, police took 37-year-old Devone Medlock of Amityville into custody on March 17, following an investigation into an incident reported in January.

Detectives said Medlock, who worked as an aide for school bus contractor First Student and served a local school, became “physically and verbally abusive with multiple children who are special needs students.”

Medlock is reportedly accused of pushing, slamming, restraining and sitting on the students during the incident, which was first reported Jan. 13. He was arrested at his Long Island home.

Police charged Medlock with six counts of third-degree assault, six counts of menacing in the third degree, and six counts of endangering the welfare of a child. He was scheduled to be arraigned last weekend.

School District Responds

Uniondale School District Superintendent Monique Darrisaw-Akil said Medlock was immediately terminated following the allegations coming to light. The school also district notified law enforcement.

“We have been cooperating with law enforcement in their investigation and will continue to cooperate fully with law enforcement as this matter proceeds through the legal system,” Darrisaw-Akil said in a statement. “The safety and well-being of our students is our highest priority. We are committed to ensuring any individual or individuals responsible for any abusive or harmful behavior towards any of our students are held accountable.”

First Student also said the alleged conduct was unacceptable, and confirmed Medlock is no longer employed by the company.

Authorities are asking anyone who may have been a victim or has information about the case to contact Nassau County Crime Stoppers at at 1-800-244-TIPS.

Intersection of Autonomous Vehicles and School Buses

It’s alarming: A staggering 8,000 drivers illegally passed a stopped school bus, with the stop arm deployed and red lights flashing between mid-August and Feb. 10 in Austin, Texas alone.

The Austin Independent School District (AISD) partners with BusPatrol to install cameras on every bus in the district. When a car illegally passes a stopped school bus with the red flashing lights and stop arm deployed, police issue a $300 citation after confirming a violation on video provided by BusPatrol. Every school district should be capturing the license plate of offenders. BusPatrol system has no up-front cost for a school district because they fund the program out of the revenue from fines.

The City of Austin passed an ordinance in 2015 allowing the school district to implement the program. The fine is an effective deterrent because only 1 percent of drivers who are issued a ticket re-offend. Since mid-August, 25 Waymo driverless taxis have blown by stopped school buses illegally.

Three Ways to Look at These Statistics
1. Waymo’s 25 violation are small in comparison.
2. There are 2.1 million vehicles in the greater Austin area and just over 100 Waymo autonomous vehicles. One out of every 263 normal vehicles illegally drove by a stopped school bus but one in four Waymo vehicles did. On a per vehicle basis, Waymo has 65 times more illegal drive-bys than average motorists.
3. Human drivers have a 1 percent repeat rate. Waymo AVs repeated the mistake 24 times in the last seven months.

School buses are designed to have the highest visibility possible. They’re painted bright yellow. They have flashing red lights when stopped and an arm that comes out into traffic.

Alarmed about these incidents, Kris Hafezizadeh, Austin ISD’s director of transportation, got in touch with Waymo and offered to run tests in a safe parking lot in early December so that Waymo engineers could solve this problem. Waymo updated its software a couple of weeks later as a result, but violations still have occurred since the updates.

Hafezizadeh and Austin police suggested to Waymo representatives, that until the problem is resolved, Waymo not drive during the hours that school buses are picking up and dropping off students. Waymo representatives refused and said that the cars will keep driving.

The video documentation of these violations is an important part of this story because without this evidence, Austin ISD would not know the extent of the threat that children face and the National Transportation Safety Board and the National Highway Traffic Safety Administration would not have had the data that prompted their investigations.

A Waymo spokesperson is quoted by Reuters as saying, “Our safety performance around school buses is superior to human drivers” But it depends on how you look at the numbers.

In an interview with Bloomberg on Feb. 11, Waymo Co-CEO Tekedra Mawakana would not unequivocally confirm the problem has been solved.

Frightening Figure: National Epidemic
Every year, the National Association of State Directors of Pupil Transportation Services (NASDPTS) conducts a voluntary, one-day study to document how many cars illegally pass stopped school buses. Last year, bus drivers in 36 states and D.C. participated. The data was annualized and extrapolated to cover all U.S. jurisdictions. The figure is frightening: 43.5 million illegal passes a year. A NTHSA study as to why this is happening is equally disturbing: Over 30 percent didn’t care, 25 percent were in a hurry, 24 percent said they didn’t know the law, and 12 percent were distracted.

A staggering 94 percent of car crashes are due to driver error. As a result, 44,000 people are killed every year in car accidents in the U.S. and another 2.6 million end up in the hospital. So, the long-term promise of driverless vehicles is great. No more drunk driving, no more distracted driving accidents. However, currently there is a big, yawing gap between the promise and the practice.

Why Is This Important Now?
This is important right now because there is a rapid expansion of driverless cars in certain jurisdictions. In July, Waymo reported that it had completed 100 million fully autonomous rides and 250,000 paid rides per week. We are in an era of rapid expansion of driverless vehicles. This makes it critical to fix this problem as soon as possible.

Waymo operates in San Francisco, Los Angeles, Phoenix, Austin, Atlanta and Miami and plans to expand into Washington, Detroit, Las Vegas, San Diego, Denver and nine other U.S. and international cities this year. The service will hit more than 1 million paid robotaxi rides a week in the U.S. by the end of 2026, up from the current 400,000 paid rides a week, according to Mawakana.

It’s not just Waymo that’s rapidly expanding, all car manufacturers are deploying autonomous features. China is the most advanced market globally with 3,500 robotaxis deployed, but Goldman Sachs predicts that there will be 500,000 robotaxis across 10 Chinese cities by 2030, and UBS predicts there will be four million in China by the late 2030s. China shows us a vision of our own future. So, this problem is going to intensify.

The Way Forward
Waze and Google Maps are both owned by Waymo’s parent company Alphabet. Why not require Waze and Google Maps to publish all the school district locations on their maps and verbally warn human drivers to slow down in school zones and pay attention to stopped bus flashing lights and force Waymo vehicles to do the same?

Today, driverless vehicles only react to what they can “see” with Lidar and cameras. Future V2X technology will enable communication between autonomous systems. So, school buses will broadcast signals that Waymo and other driverless vehicles will detect and, as a result, be triggered to slow down and stop.

Predicting Illegal Passing
Safe Fleet has an AI-based Predictive Stop Arm. It looks at the speed of a vehicle and predicts whether it will illegally drive by the bus. This allows the bus driver to prevent students from getting off the bus. The system also comes with loudspeakers on the under side of the bus that warn children of a car that is not going to stop and to not cross the road.

Many school districts face serious budget cuts and constraints. The violator-funded model is not only a good deterrent but also makes the program financially possible. Districts might consider launching a public education campaign on media and social media similar to the highly effective ones launched by Mothers Against Drunk Driving.
