STN EXPO East Sessions Focus on Fire Safety, Partnerships with First Responders

Furthering school bus safety through comprehensive emergency training is a joint effort between transportation and first responders, a topic that STN EXPO East panelists will discuss in North Carolina.

Paul Hasenmeier, public safety director and fire chief at Hernando County Fire Rescue in Florida, will share his firsthand experience responding to school bus incidents, including fires and crashes. He will provide insight into how student transportation can partner with fire departments during his session “Fire Department Response to School Bus Incidents” on Saturday, March 22.

Hasenmeier is also the author of “School Bus Extrication,” which details the technical training and school bus construction knowledge necessary for firefighters to quickly and adequately respond to school bus emergencies requiring student or driver extraction.

During his STN EXPO presentation, Hasenmeier will discuss how fire departments approach crashes and fires involving school buses, including internal combustion and electric models. The presentation will include photos and analysis of the various situations and environments firefighters can encounter and lessons learned that student transporters can take away to better prepare their drivers and students being transporter.

Following that session, Hasenmeier will facilitate a panel discussion on “Developing Mock Casualty Exercises with Local First Responders.” He will be joined by Peggy Stone, director of transportation for Lincoln County Schools in West Virginia, and Katrina Morris, executive director of the Michigan Association for Pupil Transportation and transportation director for West Shore Educational Service District.

Morris and Stone will discuss with Hasenmeier how to build relationships with local fire departments and learn how to provide necessary provisions for emergency training exercises. They will lead an interactive discussion with attendees on the planning needed to create training scenarios that will equip student transporters for potential emergency situations.

Combatting Illegal Passing with Awareness, Technology

Three students died from injuries caused by motorists who illegally passed a school bus during the 2023-2024 school year, according to the National School Bus Loading and Unloading Survey conducted by the Kansas State Department of Education. Meanwhile, the annual National Association of State Directors of Pupil Transportation Services (NASDPTS) illegal passing survey estimated over 43.5 million illegal school bus passes occurred during the 2022-2023 school year.

These findings highlight the constant safety issue of drivers who do not honor the school bus stop arm thus putting the lives of students at risk.

“This is not just a traffic violation. It is a matter of life and death,” said Lori Jetha, vice president of marketing for Safe Fleet, a manufacturer of stop arms, cameras and illegal passing warning systems.

Federal government steps to address this issue include analysis of state laws regarding illegal passing and various legislation on the use of stop-arm cameras to prosecute violators. Student transporters are reconsidering routes that require students to cross the street to board or exit their bus and emphasizing training of school bus drivers as well as students on proper loading and unloading.

It is also vitally important to equip districts with the technology and training they need to be proactive about this incredibly important safety issue. “Everyone on the road is responsible for the safety of others, yet there is a rise of illegal school bus passings across North America that put school aged children’s lives at risk every day,” said Brett Kuchiak, the specifications and compliance manager for First Light Safety Products, which manufacturers school bus illumination systems.

He continued that it is crucial to “implement changes on our end that can positively change a driver’s behavior.” Jetha shared how Osceola County School District in Florida is utilizing Safe Fleet’s Stop Arm Violation Enforcement System (SAVES) system that was launched last June. It provides a three-step approach, the first being illuminated stop arms and LED driver alerts to improve visibility. Step two uses radar, predictive analytics and AI-enhanced software to provide an audible warning to students if a motorist will illegally pass the bus. Finally, the SAVES system also “automatically captures and processes stop-arm violations to aid in issuing citations and deter future incidents.”

Randy Wheeler, the assistant transportation director at Osceola, added that the system helps modify motorist behavior, with the goal of improving student safety. “With the SAVES system installed on just three buses since December, we’ve detected over 500 violations. That’s terrifying to us as school bus operators,” he said.

Joshua Hinerman, the director of transportation for Robertson County Schools in Tennessee, confirmed the high numbers of illegal passing incidents. He noted his district has recorded 767 stop-arm violations in the 2023-2024 school year. He continued that the district has had 880 reported stop-arm violations in just the first semester of the current school year, which he attributes to driver training that allows them to electronically report illegal passing incidents using onboard bus tablets. He explained that these tablets allow drivers to record their bus number, location and time of the incident with a press of a button which allows for data collection that can be provided to law enforcement when looking for areas of repeated illegal passing violations.

Technology plays a significant role in aiding student safety and providing a quick way to track and report illegal passing. John Legus, director of transportation at Berrien Springs Public Schools in Michigan, discussed the benefits of stop-arm cameras. “The drivers main focus should always be on the location of the kids while making a school bus stop,” he said. “Our stop-arm cameras allow us to go back and get the license plate and other pertinent information when the bus returns to the lot.”

Arby Creach, the recently retired director of transportation director at Osceola County, recalled video footage that showed a student jumping back as a vehicle sped past the stop arm at 65 mph in a 25 mph zone.

“Even now, thinking about it sends chills down my spine. It’s a serious undertaking, protecting these kids, and we need to consider every viable option to help ensure their safety,” Creach said.

Although a stop arm is already an indicator that motorists must stop, many districts have found success implementing lighted stop arms equipped with flashing lights. “Anything that will snap the drivers out of their distractions and draw attention to the stopped school bus is worth looking at and implementing where appropriate,” said Don Paul, transportation supervisor for Washington Township Schools in New Jersey. “In areas where we have implemented the First Light Stop Arms, we have seen a drastic reduction in illegal passing.”

Legus noted that the illuminated signage at his district, also provided by First Light, “clearly indicate that a motorist is approaching a school bus and not a dump truck.” He added that the buses are also equipped with an LED light system that activates when the exterior door is opened on the passenger and drivers’ side of the bus, as well as overhead strobing lights, both of which draw attention to students exiting or entering the bus.

David Bowman, transportation director at Lakeland School Corporation in Indiana, explained how different technology offerings can work together to further student safety. “Our stop-arm cameras are excellent in capturing people who pass our stopped bus. However, they are reactive,” said Bowman. “First Light’s Illuminated School Bus Signs and LED warning lights are all proactive in helping motorists realize it’s a school bus and to stop”.

Kuchiak discussed First Light’s published Stop Arm Efficacy Pilot Study and how “building on top of that model to collect additional data points from more sources, we are able to prove the positive effects improving conspicuity has on decreasing illegal passing of the school bus.”

He shared that the median decrease of illegal passings because of enhanced school bus illumination is 64 percent, with an almost 90 percent decrease in infractions during low-light hours. “It is clear that increasing the visibility of the school bus, and the action required by the motorists on the road [to stop] that we have found part of the solution needed to get to our goal of zero violations, zero accidents and zero fatalities,” he added.

Alfredo Escalera, fleet supervisor at Seminole County Public Schools in Florida, another user of the Safe Fleet illegal passing technology, said people are going to see these added safety features and question why the technology wasn’t available years ago.

“It’s going to be a no-brainer at that point,” he said. “The systems would be life savers. It only makes sense to have these safety features on-board.”

Training also plays a large role. At Berrien’s transportation operations, Legus said that training is continuous and includes monthly reviews to discuss transportation related events and a weekly newsletter that drivers can use in everyday work with the students. Paul said his district also provides training material to the drivers and that students (up to fifth grade) are given annual training in Danger Zone and school bus safety.

Tennessee’s Hinerman shared specific driver training protocols from his operations. “When the driver makes the stop, they are taught to look and make sure all vehicles have come to a stop before making eye contact with the student and motioning the student to cross, during that time the driver should be constantly keeping their eye moving and looking for danger/ hazards.”

He also noted that drivers are trained to use a designated hand signal to indicate to students that it is safe to cross, i.e. a thumbs up. “Do not use waving their hand for the signal,” he advised, “as car drivers might [think drivers] mean they are waving their vehicle pass.”

Staying in a vigilant state of mind when on the road is crucial for drivers and students, he explained. “For drivers it reminds us to be constantly looking before coming to a stop and never assume that the other vehicle is going to stop. For students this could mean serious injury and/or death and students must always be aware of their bus stop and making sure they look both ways and make eye contact with the bus driver before crossing.

Robertson County Schools has experienced multiple instances of a student being hit by a passing motorist in the past few years, with each case resulting in minor injuries to the student, said Hinerman.

“There is no explanation for the utter feeling of horror when you hear a [school bus] driver come over the radio stating a student has been struck by a car,” he noted. “We respond calmly and quickly to the situation. While at the scene we do our best to be a comfort to the parents who have often times witnessed such a tragic event.

Awareness from school districts, news coverage of illegal passing incidents, and community outreach are all tools to bring attention to this safety concern. Paul noted that community education on Danger Zone safety is done through the New Jersey State Police and local law enforcement. He noted online resources such as schoolbusfacts.com, which he said districts should utilize.

Legus pointed to an episode of his district’s podcast series, “ShamrockED,” which is hosted by Berrien Springs Public Schools Superintendent Dr. Thomas Bruce. Bruce spoke with Legus as well as one of the districts’ school bus drivers about safety issues specific to student transportation. Educational outreach opportunities such as this are examples of how districts can highlight school bus safety concerns, giving a voice to student transportation professionals and broadcast it to the wider community.

Legus also said four signs that read, “All lanes must stop for school bus with flashing red lights” have been placed at strategic areas. Reported illegal passing incidents for his fleet of 26 buses reduced from 170 in the 2022-2023 school year to 146 in 2023-2024, with 30 currently reported for the 2024-2025 year. Two of the signs were posted in 2023 and the other two in 2024.

Even when illegal passing incidents don’t result in death or injury, it doesn’t mean it that they don’t have consequences. “The potential for fatal consequences is off the charts,” Paul said. Legus shared how illegal passing can have long-term psychological and
emotional effects. “Stop-arm violations are both emotional and traumatic to our transportation staff and students,” he said. “Drivers put a lot of care and compassion into their profession. Our drivers tend to view the kids as their own and protect them as such.”

STN EXPO East Brings Child Passenger Safety Training to North Carolina

Eight-hour, hands-on training on child passenger safety on school buses comes to North Carolina on day one of the STN EXPO East Conference.

Child Passenger Safety on School Buses National Training offered by the National Highway Traffic Safety Administration will be held Friday, March 21 from 8 a.m. to 5 p.m. at the Embassy Suites Charlotte-Concord. Class instructors will teach proper techniques of selecting and installing child safety restraint systems on school buses as well as how to properly secure infants, preschoolers and students with disabilities.

The class will include instructional videos, and hands-on training It will cover federal safety standards, different types of child safety restraint systems, crash dynamics, emergency evacuation, and specific training necessary for securing students with disabilities.

Nationally certified child passenger safety technicians will also earn 3.5 continuing education units (CEUs) for course completion.

Security Sessions at STN EXPO East Address Violence, Safety Programs

Law enforcement and security expert Bret E. Brooks will address two facets of the safety and security discussion for student transportation at STN EXPO East.

Brooks has spoken on emergency management, threat detection and violence preparedness at various STN conferences. He will present two sessions in Concord, North Carolina this March. The first session Friday, March 21, “Understanding Violence in Modern Society and the Impact on School Transportation,” will give attendees an in-depth exploration into the complexities of violence in today’s society, including the impact of technology and media. Using real-world examples, data and expert perspectives, Brooks will explain how attendees can equip themselves with strategies to not only address violence in their communities but prevent it and collaborate to build a safer society that translates to safer routes to and from school.

The second general session, “Creating a Bus Captain Program for School Buses,” will be held on Saturday, March 22. This interactive session looks at how to create a successful school bus advocacy program that can not only aid safety efforts but provide a leadership role for students and encourage positive, respectful behavior of their peers and student transportation staff.

NASDPTS Publishes Paper Espousing Safety of School Buses Over Alternative Transportation

With the increased usage of non-yellow vehicles transporting students, the National Association of State Directors of Pupil Transportation Services (NASDPTS) released a position paper that stated in no uncertain terms, vans and other alternative transportation vehicles should not be used in place of school buses.

“Using vehicles other than school buses compromises student safety and heightens the potential for disastrous crashes with student injuries and fatalities,” stated the guidance issued Wednesday. “Thus, alternative transportation should be avoided except when completely necessary to meet specific students’ school transportation needs and when proper oversight and safety regulations are established.”

Still, NASPDTS recognized that many school districts nationwide are actively using vans and alternative transportation services. NASDPTS said the the purpose of the document is to serve as a guide in response to the “ever-expanding” need for alternative transportation services for student populations and as a resource for districts looking to utilize non- yellow vehicles.

The paper referenced the congressional School Bus Safety Amendments of 1974 [Title II –  School Bus Safety of Public Law 93-492] of that resulted in the National Highway Traffic Safety Administration’s (NHTSA) issuance of safety standards that applied to all school buses built starting in April 1977. It also created regulations for school bus driver training and licensing to ensure that school buses would be a safer means of transportation than a standard passenger vehicle.

NASPDTS also quoted a 2002 NHTSA research document on School Bus Crashworthiness. “American students are nearly eight times safer riding in a school bus than with their own parents or guardians in cars. The fatality rate for school buses is only 0.2 fatalities per 100 million vehicle miles traveled (VMT) compared to 1.5 fatalities per 100 million VMT for cars,” the report reads in part.

NASDPTS listed multiple safety features of the yellow school bus, including its high visibility iconic yellow color, compartmentalization of students in padded and high seat backs, large vehicle size that reduces crash forces on passengers, emergency exits, rollover protection, child restraint systems, stop arms, and other FMVSS standards that increase the safety of students onboard the bus.

“According to NHTSA, these standards and regulations are why students are 70 times more likely to get to school safely when taking a school bus instead of a car,” stated the report, noting the safety records of school buses versus other vehicles. “The impressive safety standards indicate that the school bus should always be the first option for transporting students, with every effort to make that form of transportation occur.”

A definition of alternative transportation was “defined as the transportation of students in any vehicle that is not a Federal Motor Vehicle Safety Standards (FMVSS)-defined school bus, Multifunction School Activity Bus (MFSAB), Commercial Motor Coach, or Transit Bus defined by the Federal Transit administration (FTA).” The position paper noted that the increased demand for these van and passenger car vehicles is due in part to high demand for transporting students protected by McKinney-Vento Homeless Assistance Act and students with disabilities who have individualized education programs, the ever-present driver shortage, and “less stringent” driver and vehicle requirements. To meet this demand, a growing market has emerged.

As also noted by the National Association for Pupil Transportation’s statement on this topic last year, NASDPTS expressed concern about the lack of safety requirements for alternative vehicles as well as the individuals driving them. These concerns include drivers not being required to possess a CDL, which could then enable them to bypass federally required criminal background checks, regular physical fitness examinations, and annual alcohol and drug testing, extensive training, certification and “continuous reviews for disqualifying driving infractions.”

Questions also arise such as are vans being serviced regularly? Are they outfitted with the latest safety equipment? Are they undergoing similar vehicle inspections as school buses?

The guidance for drivers of alternative transportation vehicles included recommended background checks, child protective clearances, emergency training procedures, vetted license and driving history credentials, annual training, drug and alcohol testing, regular physicals to ensure medical fitness to transport students, restriction of use of mobile devices, special training if transporting a student with an Individual Education Plan (IEP). Vehicles themselves should be equipped with signage to identify it as a student transportation vehicle, be regularly inspected to ensure proper functionality and safety and include necessary safety equipment.

Federal laws clarify that a vehicle transporting 11 or more persons, including the driver, is classified as a bus and then as a school bus, “if it is used, or intended for use, in transporting students to and from school or school-related activities.” The paper continued that federal law also prohibits school districts and county and state governments from renting, leasing or purchasing new 11-15 passenger vans that don’t meet FMVSS school bus or multifunction school activity bus standards for the purpose of transporting students to and from school or school related activities.

While the position paper looks to state and local government to regulate the use of a vehicle after its sold, it notes examples of van manufacturers providing written notification to their dealers on the prohibition of selling such vehicles to school districts. In some cases, a federal certification label of “Not School Bus” is affixed. NASDPTS also noted that this regulation does not currently extend to used vans.

The paper continued that vehicle dealers might be ignorant of these regulations or ignore them. Either way, a “non-conforming” full-sized van that has not been built to meet FMVSS school bus safety standards and is involved in a crash could leave the operating school district or transportation company liable for damages and could impact insurance coverage, depending on the policy. NASPDTS also noted that NHTSA has investigated and subsequently fined dealers that it found violated the law and sold vans to school districts, an action NASDPTS said it supports and encourages people to report sale or lease violations.

A letter from NHTSA and the Federal Motor Carrier Safety Administration to chief state highway officials on Dec. 2, 2010, included observations on the lack of certain safety features on vans, as well as recommended alerts on safety related hazards to be sent to owners of passenger vans and vehicle inspectors.

“In addition, we would like to take this opportunity to remind all [state] commissioners that pre-primary, elementary and secondary schools should not use 12 or 15-passenger vans for transporting students because they do not provide the same level of safety as school buses meeting NHTSA’s safety standards,” the letter stated.

While NASDPTS recognized that a school bus may not always be the most feasible method of transportation, it emphasized the importance of preventing the use of non-conforming vans through strict state requirements that vans meet school bus structural and safety standards.

The NASDPTS paper included an analysis of state laws regarding the use of alternative vehicles. A survey to all 50 states asked if the state has “school transportation laws regarding the use of 12 and 15- passenger vans for travel to and from school?” Twelve states said no, with the rest saying yes. The survey also asked if there were state laws regarding the use of 12- and 15- passenger vans for travel to and from school-related events, to which 13 states said no.

NASDPTS added that states should “enact regulatory measures to enforce compliance with the revised statutes.” They also noted that school districts are sometimes unaware of these regulations and that a combined effort between “state and local student transportation officials, state associations, insurance companies, van manufacturers, automobile dealers, and rental car companies” to inform districts on laws regarding the purchase of vans to transport students as well as safety liabilities is recommended.

NASDPTS President Mike Stier thanked President-Elect Tyler Bryan and his committee for their extensive work on the paper.

Transportation Director Summit to Provide Empowerment, Networking

The Transportation Director (TD) Summit is coming to North Carolina for the first time during the debut of STN EXPO East in Concord, located in the Charlotte metropolitan area.

TSD Evacuation Class Emphasizes Importance of Training

A school bus emergency that requires evacuation becomes even more multi-faceted when the unique needs of students with special needs or disabilities are factored in. At the 2024 Transporting Students with Disabilities and Special Needs Conference (TSD) Conference, attendees of the Hands-on School Bus Evacuations for Students with Special Needs & Preschoolers class encountered this in real time during.

The TSD Conference brings together student transporters, special educators and other stakeholders for collaboration, education, networking and the critical hands-on training needed for those transporting our most precious cargo. Due to increased interest, two evacuation classes were held at the conference, one on Nov. 9 and one on Nov. 10. Both were hosted by Frisco Independent School District.

Launi Schmutz-Harden, industry consultant and TSD Tenured Faculty member, was one of the instructors for the class. Her many years in transportation have given her unique insight into the impact of emergency training. She noted the importance of collaboration when developing emergency response training. She listed meetings with emergency personnel, occupational & physical therapists, nurses, teachers and parents all as invaluable when determining an effective strategy to keep students and staff safe during emergency situations.

STN reached out to attendees who participated in the evacuation class to document their experiences. One such attendee was Joe Boyles, a school bus driver driver-trainer for the Montana Association for Pupil Transportation (MAPT). He had been driving a non-yellow school bus since 2013 and began operating his first yellow school bus route in 2023. His experience driving a bus with students with special needs only began last August. He explained that there was a need for a driver-trainer specifically for drivers of special education routes, which led him to attend the TSD Conference.

“I registered for the evacuation training because I have a student in a wheelchair and I did not have any training on evacuating a student in a wheelchair,” said Boyles. “I know that evacuations are a challenge any time, but I felt that if I got this training, I could bring it back to our district as well as create my own training for MAPT.

Misty Horttor, the route coordinator for Elko County School District in Nevada, said her experience working with students with special needs began in 2017, when she applied for a job as a substitute bus aide on for special education routes. Her career progressed to school bus driver, then driver-trainer, and she now serves in not only as route coordinator but site supervisor and lead trainer. She learned about the TSD Conference while attending STN EXPO West in Reno, Nevada.

She said the evacuation greatly interested her as “our drivers, especially our new drivers, are always intimidated by the thought of evacuation and evacuation drills. If there is a way to help them become more confident in their abilities, I am all for it.”

Both Boyles and Hortter said they received a wealth of information from the class. The classroom part of the evacuation class also includes a quiz for participants.

“The classroom part was great in that I needed the information to make the practical part make more sense. If you know the why we are doing this, the practice and practical part makes more sense,” said Boyles. “Coming up with an evacuation plan was probably the most informative for me. I needed to do one for my bus and this training gave me the information I needed to write that evacuation plan.”

“One of the most rewarding aspects of teaching this class is witnessing the attendees engage in brainstorming sessions to develop evacuation plans,” added Harden. “Their passion for their work and commitment to the children they support often leads to emotional moments, underscoring the importance of this training.”

The hands-on training has participants enter a bus filled with theater smoke to mimic conditions during an on-board fire. The vehicle also contains dolls representing student riders with various special needs and disabilities. Using fire extinguishers and other tools, attendees implement evacuation plans to safely remove the students. Horttor said she rescued a student in a car seat, using belt cutters, evacuated a student with a blanket and other challenging scenarios.

“You have no idea how disorienting the smoke will be until you are in the bus,” noted Horttor. “How difficult it is to sweep the whole bus to make sure no one was missed and how staggering it can feel to realize that in a real situation, which I’m sure would be a hundred times more stressful, you would have lost an actual child. It was an eye-opening experience that I would love to try with all of our drivers.”

Boyles noted how he appreciated the smoke for the added realism, saying, “It was a real eye opener for me. To be able to search a bus while keeping low is a lot harder than you would think. Knowing it was practice helped me to not panic and make a thorough search. I just hope that if I ever need to do a search, I can keep calm and be thorough.”

Horttor noted the importance of having an evacuation plan and practicing it is often underestimated by many. Engaging in the training at TSD also provided valuable input from student transportation professionals from other operations across the country that are facing their own unique challenges, she said. “This training made us think about the what ifs, including some what ifs that haven’t crossed our minds. But thanks to our very knowledgeable instructors, we hope these situations never happen, but we have plans in case they do.”

Harden shared feedback she received from Ann Taylor, coordinator of transportation at Clay County Schools in Florida, who has attended the evacuation class three times. “She appreciates the collaborative learning environment, where students share valuable insights with one another,” said Harden.

Harden continued that many participants of the class are using the information they learned at the TSD evacuation class at their operations in such states as California, Delaware, Florida, Oregon and Texas.

“As this was the first national training I have ever been to, I did not know what to expect. I was a bit overwhelmed as I am a new special needs driver,” said Boyles. “I truly believe that I gained much information that I will be able to use at our school district. I can also use that information in training other drivers across the state of Montana.”

Boyles continued “I will say that I learned so much at this conference that I am very glad I attended. I got so much information that I hope to use in the future at our school district. I plan to have a meeting with the Transportation Director about things we can implement and make our buses safer and have our drivers better trained. I would suggest to everyone, only change one thing at a time.”

Horttor summed up her experience saying, “I feel better about the training we are providing to our drivers as well as the things I can add to our training program in the future to hopefully help our drivers become more knowledgeable and confident in their ability to handle the situations that may come with this job.”

Harden noted the importance of registering for trainings early due to high demand and not underestimating the amount of time that should be spent on continuing the training.

“It is crucial to understand the importance of practicing evacuations with students, as it can take up to a year for them to learn how to exit safely in an emergency. For some students, the height of the backdoor can be daunting, akin to jumping from a two-story building. Planning and practicing is essential for the students that ride the bus,” said Harden. “This training is crucial at TSD, which serves as a comprehensive resource for those involved in transporting students with disabilities. We discuss real-life scenarios and ensure that all attendees are prepared for emergencies.”

Innovative, Bus Technology Meet for Immersive Experience at STN EXPO East

STN EXPO East’s debut in North Carolina in March will bring together the latest school bus technology with green fleet offerings during the Bus Technology Summit and Green Bus Summit events.

The Bus Technology Summit is a hands-on and interactive experience on Sunday, March 23, where attendees can see product demonstrations during laboratories presented by industry companies. This event will allow attendees to discuss challenges and solutions directly with vendors who can answer their questions in real time and demonstrate the technologies’ capabilities. The labs will be presented by Zonar, Tyler Technologies, Transfinder, Geotab, First Light Safety Products and First Student.

Presented by Bus Technology Summit title sponsor Zonar, the opening session on Sunday, “CEO Talk: 2025 Technology Trends,” will feature Zonar President and CEO Charles Kriete as he discusses the emerging trends of student transportation technology and what they mean for the industry’s future.

The Green Bus Summit sessions will be held the same day and will feature sessions on electric bus technology and other considerations of adding zero-emission buses to school bus fleets. Educational sessions will be presented by Blue Bird, IC Bus, Ride, Propane Education Research Council (PERC)/Southeast Propane Alliance.

Attendees will be able to choose which Bus Technology or Green Bus sessions to attend based on operational needs and interests.

On Sunday evening, the Bus Technology Summit and Green Bus Summit converge for an entertaining and informative evening on the racetrack. The Charlotte Motor Speedway Reception will feature a technology demonstration and ride & drive event hosted at the famous speedway that has hosted major car races, including NASCAR events.

The evening event will include indoor technology demonstrations in the Sprint Cup Garage from participating sponsors. Attendees will be able to ride various green buses as they drive around the track. Dinner and drinks will be available to enjoy in the Winner’s Circle Lounge. There will be a live DJ as well as games, including a racing simulator and a tire changing competition under the speedway lights.

FMCSA Grant to Enhance CDL Testing in New Jersey

A $2 million grant has been awarded by the Federal Motor Carrier Safety Administration (FMCSA) to improve commercial driver license testing in New Jersey.


The funds were allocated to the New Jersey Motor Vehicle Commission (NJMVC) to “launch a mobile CDL testing program, improve outreach to customers and stakeholders in the commercial driving industry, and upgrade existing CDL skills test sites,” as described in a NJMVC news release.

The program will involve two specialized teams that will travel to remote sites in New Jersey and offer CDL skills and knowledge tests. It will be a large-scale initiative that is being coordinated with over 550 statewide districts and driving schools to make CDL testing more accessible to applicants in more rural and underserved parts of the state.

The inspiration for this program came from the popularity of the NJMVC’s Mobile Unit program that followed a similar blueprint of bringing non-driver IDs, driver license renewals, REAL IDs, registration renewals, and other related services to state’s residents, to aid accessibility and convenience.

The NJMVC stated that funding will also be used to aid outreach with stakeholders in the heavy-duty vehicle industry and to promote CDL training in communities. Another target of improvement will be the testing process itself, which will be upgraded to “ensure a safe testing flow, increase testing capacity, and optimize courses for larger commercial vehicles” in accordance with FMCSA and American Association of Motor Vehicle Administration standards.

“By receiving $2 million through the CDLPI grant, drivers across our state will have better access to training materials and testing availabilities, enhancing the safety and preparedness of our workforce on the road,” said New Jersey Governor Phil Murphy. “This investment reflects our commitment to building a stronger and safer driving community in New Jersey.”

The awarding of funds was recognized at a Delanco, New Jersey road test facility on Nov. 1 during a press conference featuring government and industry representatives.

NJMVC Acting Chief Administrator Latrecia Littles-said at the conference that the program will assist with meeting industry demands as well as provide jobs for individuals in marginalized communities. Assemblywoman Andrea Katz addressed the school bus driver shortage in the state, saying that while it’s improving it’s vital to ensure there are enough people to transport students in rural areas that often require longer routes to and from school.

Dan Jauch, president of the New Jersey School Bus Contractor’s Association and vice president of operations at Krapf Bus, said the program will improve efficiency for contractors and that a bulk testing program “demonstrates a thoughtful response to the unique needs of the school bus contractors across out state.”

Vinn White, who had previously served as a senior advisor to Gov. Murphy on transportation and mobility policy and is now the Deputy Administrator of the FMCSA spoke on the benefits of the Commercial Driver’s License Program Implementation (CDLPI) Grant program, from which the funds for the New Jersey mobile CDL testing program are a part of. Overall, he said grant funds help to support the industry, the national economy and encourage individuals to get their CDL license which can aid multiple fields experiencing shortages.

“We know that it can be difficult to access this testing in rural parts of New Jersey and that’s why bringing this to the community is so important,” said White. “FMCSA is proud to invest in Americans breaking down barriers who are working and trying to earn their CDL.”

North Carolina Students Injured After Gunshots Fired Outside School Bus

A Charlotte Mecklenburg Schools bus was hit with gunfire, reported WCNC Charlotte.

The Charlotte-Mecklenburg Police Department released a statement saying that the gunfire came from a drug-related dispute that occurred outside the school bus on Monday. The bus was not the intended target, police added. Two students from Albemarle Middle School were injured from glass broken by the gunfire, according to the police statement.

Police arrested 21-year-old Lamarius Ramel Anthony, who is charged with carrying a concealed weapon and felony possession of cocaine.

Local security guard Eyersol Belbuel was reportedly nearby when the shooting occurred and assisted the school bus driver in safely evacuating all the students.

California School Bus Transporting Students with Special Needs Involved in Crash

An Orange Unified School District school bus in Southern California was involved in a crash with a SUV that resulted in hospitalization for the victims but they are expected to recover.

Michael L. Christensen, superintendent of Orange Unified School District (OUSD), released a statement saying that two students and the school bus driver were onboard Monday at the time of the incident and have been transported to local hospitals.

The Orange County Fire Authority responded to the scene of the incident and stated that there three adults and two children sustained injuries. They were all transported in stable but serious condition. The California Highway Patrol is investigating the cause of the crash.

“Our hearts go out to our students, the driver, and their loved ones during this challenging time,” said Christensen. “We are deeply grateful to the first responders for their quick response and support, and we are working with the California Highway Patrol on their investigation.

EPA Awards Clean Heavy-Duty Vehicles Grant Program Funds Nationwide

The U.S. Environmental Protection Agency (EPA) announced that it tentatively selected 70 applicants to receive over $735 million from the Clean Heavy-Duty Vehicles Grant Program for the purchase and implementation of zero-emission heavy duty vehicles, including electric school buses.

EPA stated on Dec. 11 that the applicants span 27 states, three Tribal Nations, and one U.S. territory.

The School Bus Sub Program portion of the grant includes $490 million to fund new zero-emission electric school buses and associated infrastructure and looks to deliver approximately 70 percent of total funding to school bus replacement projects. The funds being awarded will go toward the purchase of over 1,600 electric school buses.

EPA also said it will be working with the selected applicants to finalize award details and “currently anticipates finalizing awards in early calendar year 2025 once all legal and administrative requirements are satisfied.” Depending on the scale of each individual project, implementation will occur over the next two to three years.

Some of the grant fund allocation for zero-emission buses and infrastructure include an anticipated $35 million to Boston Public Schools to replace 125 diesel and propane school buses with electric school buses as well as purchase chargers for the buses. Multiple school districts in California are slated to receive funds. Over $20.3 million is destined for Los Angeles Unified School District to replace 50 fossil fuel-powered school buses and $15.1 million to Oakland Unified School District to replace 60 of its buses with electric school buses.

NAPT Statement Provides Recommendations for Alternative Transportation

The yellow school bus might be the most iconic way for students to get to school but the industry is also increasingly utilizing alternative vehicles in circumstances where a traditional school bus may not be able or be the best option to accommodate the route or students.

“While it is always preferable that children ride on yellow school buses there are some areas and instances where this may not be possible,” reads a statement paper the National Association for Pupil Transportation (NAPT) released earlier this year and ahead of the National Congress on School Transportation in May. “In such situations, it is crucial that children are transported in the safest possible vehicles and driven by qualified, trained, and well-regulated drivers.”

The NAPT paper outlines the current emerging trend of alternative transportation and the association’s recommendations to student transporters who are using vehicles other than the school bus. It notes the ongoing shortage of school bus drivers is a contributing factor to the increase of use of alternative vehicles.

“As this trend has increased, NAPT believes it is important to clarify appropriate and necessary steps to ensure the safety of our school children when such services are utilized by school districts,” the statement says.

It comes as no surprise that safety is the top priority and consideration, which NAPT says includes driver qualifications, vehicle integrity and safety features. The statement recognizes that alternative transportation service providers have taken the initiative to set safety standards and that the NAPT has worked directly with some of these providers.

“Our purpose and interest is to create clearer and nationally applicable standards that can be employed by school districts to make appropriate decisions to meet their needs,” emphasizes the statement. “We intend to involve the alternate provider community in our efforts as partners and collaborators.”

School Transportation News discussed the statement with Peter Mannella, who is NAPT’s public policy and communications liaison. Mannella recently spoke at the Transporting Students with Disabilities and Special Needs Conference in November, leading a panel discussion on alternative transportation services for students with special needs. He mentioned the statement and pointed attendees to it on the NAPT website. He also said the NAPT took no position in publishing the paper.

Instead, he told STN that NAPT intentionally did not set standards but chose “to identify those elements or factors for which school districts should have standards, especially in the absence of national standards or even consistent state-level standards. Clearly, standard setting rests with federal and/or state agencies with input from professional associations like NAPT and our partners.”

During the Nov. 11 TSD Conference panel discussion, Mannella noted that the industry recognizes that alternative transportation can be a good thing “but it would be better if we could shape it differently, if we could put some restrictions or regulations or requirements around it to help us be sure we’re doing the right thing.

The NAPT statement lists what it describes as “clear and reasonable criteria” to help districts ensure that the alternative transportation service providers are not only able to meet the transportation needs of the students but that they are meeting the same or similar safety standards that are required of the yellow school bus and its drivers.

“We are seeing diverse approaches to these services including entry into the market of major private school bus contractors, parental arrangements and more,” Mannella said, which he added also emphasizes the need for consistent federal and state regulations.

He also advised districts to involve legal departments and insurance providers to make sure liability considerations are addressed.

“These arrangements are legal and financial transactions and need to be handled and managed accordingly,” he said. “It is incumbent on a school district to take reasonable care and precautions in ensuring the safety of their students and to not compromise on safety in those relationships, and that of necessity applies to alternate transportation providers.”

NAPT said alternative transportation providers should ensure that all their drivers have a current license appropriate to the vehicle they are using and have systems in place to require drivers undergo criminal background checks and random drug and alcohol testing. Training is also crucial, including training for emergency situations, loading and unloading, student behavior management, bullying and bullying prevention. Transporting students with special needs will also require drivers to be aware of Individualized Education Programs (IEPs) requirements and provisions that need to be made.

The statement continues that vehicle safety requirements should include “adequate signage to ensure that the public is aware that the vehicle is transporting children, and that caution is needed.” There should also be frequent maintenance inspections to ensure that the vehicle is roadworthy and safe, in accordance with state requirements.

NAPT also lists evacuation training protocol, enforcement of vehicle capacity, and ensuring that safety equipment outlined in the IEP is onboard, which can include child restraint safety systems, capacity to secure wheelchairs or medical equipment, as factors that should be present.

“The board and our CEO/Executive Director [Molly McGee Hewitt] have determined that it is important for NAPT to offer members resources to help them in the performance of their duties for their schools and the children they serve. We believe this statement sets the table for further conversations and advocacy,” Mannella added

NAPT concludes the papers aying that it will continue to collaborate with state associations, business partners, the National Association of State Directors of Pupil Transportation Services, and the National School Transportation Association to continue the discussion, moving towards consistent, safety-centered federal/ state guidelines and legislations regarding alternative transportation.

2025 National Superintendent of the Year Award Finalists Named by AASA

The School Superintendents Association (AASA) has chosen its four finalists for the 2025 National Superintendent of the Year Award.

AASA announced on Monday that the four finalists were chosen based on their exceptional leadership skills and dedication to furthering public education in their local communities. Each superintendent was nominated by their respective state association as winners of their state superintendent of the year award. The judging criteria included communication, professionalism, community involvement, and creative leadership strategies to positively impact students and meet their educational needs.

The four finalists are Sharon Desmoulin-Kherat of Peoria Public School District 150 in Illinois, Walter B. Gonsoulin, Jr., of Jefferson County Schools in Alabama; Debbie Jones of Bentonville School District in Arkansas, and David K. Moore of School District of Indian River County in Florida.

“These extraordinary leaders embody the transformative power of public education,” said AASA Executive Director David R. Schuler in a statement. “Their visionary leadership is creating dynamic opportunities for students, uplifting communities, and advancing the promise of public education as the foundation of our democracy. We are honored to celebrate their achievements.”

The winner will be announced during AASA’s National Conference on Education, held March 6-8 in New Orleans, Louisiana.

A $10,000 college scholarship will also be presented to a high school student at the school the winning superintendent graduated from or within the school district the superintendent now serves.

The award is presented in partnership with Corebridge Financial and Sourcewell. Prior sponsor First Student is no longer aligned with the award but remains an exhibitor at the AASA along with a half dozen other companies aligned with the student transportation industry.

Jennifer Vobis was recognized for her exceptional work as the 2022 Transportation Director of the Year, and she continued pursuing excellence in her role as executive transportation director at Clark County School District (CCSD) in Nevada.

In her “Day in the Life” video, she helped prepare her transportation team the 2024-2025 school year and shared a heartfelt farewell as retired from her position at CCSD. Tune in for a behind the scenes look at the process of prepping for a new school year, interviews with CCSD transportation staff and lots of smiles shared with Jennifer and her team.

“My time at CCSD transportation department was invaluable,” Vobis told STN.

Vobis helped to create and define the new transportation lead position for Amber Rideout, Vobis’ former assistant director of transportation who was promoted to the district’s assistant superintendent of transportation.

Propane Bus Grant Provides Funding Opportunities for Missouri Districts

The Missouri Department of Elementary and Secondary Education (DESE) is offering to fund local education agencies (LEAs) in the state to purchase propane-powered school buses.

The Missouri Propane Education and Research Council said in a press release that DESE is providing $970,000 million in funding to school districts for the purchase of the propane school buses. School districts can apply for up to four propane buses at $24,250 each.

Application consideration will be based on data received. At the time of the release last month, the DESE said it had received over two dozen applications and about dozen more spots were available.

Guidance from DESE stated that school buses must meet certain eligibility requirements, including being a 2024 model or newer equipped with an EPA certified engine, and purchased rather than leased. LEAs will need to provide a title, certificate of origin, or a purchase order to the department, showing the purchase of the buses with grant funds, by June 15.

The applications are due Dec. 15. DESE stated that “after the initial application period, should funds remain available, a second round of funding will be offered using the same criteria that will be applied to the first round.”
