“It’s Not a Luxury Anymore—It’s a Necessity.”

When school districts talk about closing buildings, redistricting and changing routes, transportation is often expected to “just make it work.” For Clara Bisaillon, transportation supervisor at Scotia Glenville CSD in upstate New York, that was no longer acceptable without better tools in place.

“There’s a difference between want and need,” Clara said. “And getting everybody else to understand that… those tablets, the Wayfinder tablets, are really a need.”

Her urgency came from what she sees coming next year: school closures, major route changes, and drivers being sent into unfamiliar territory.

“If I don’t get them up and running and make sure that we have our system set, we’re in the water next year when we make those changes of closing an elementary school and throwing my drivers into areas they’ve not been,” she said. “They don’t know those kiddos yet, they don’t know those areas.”

For Clara, this isn’t about technology for technology’s sake. It’s about protecting her people. “The one thing I want to do is give my staff tools to make sure that those challenges are minimized as much as possible,” she said.

She knows how close many drivers already are to the breaking point. “We ask a lot of our drivers,” Clara explained. “We’re adding extra routes to cover for their co-workers… and just people who are frustrated with student behavior. Those are the things that really tip the scale for those drivers to say this isn’t worth it anymore.”

That’s why she changed her message to district leadership. This was no longer a “nice to have.”

“It’s the only tool that I can offer my staff to kind of make them… feel like it’s going to be OK,” she said. “We’re going to be in uncertain environments and uncertain times with uncertain kids, but these are the tools that I’m going to provide you.”

The start of a new year always come with some jitters, she said. “We’re going to minimize that with these tablets.”

What finally sealed the decision was data. After testing Wayfinder for two weeks, Clara saw its impact. “The stats that get provided, the ridership, the times, the updating, the stops, the drivers being able to give me feedback on the routes—what was working, what wasn’t working—that two-week time frame gave me so much fighting power,” she said. “That really sealed the deal.”

For transportation leaders waiting on the sidelines, Clara had a warning: delays may cost more than time. With chip shortages and districts adopting tablets at once, supply is tightening. If people hold on their decision and wait on their decisions, they might find themselves not being able to get up and running, she said.

And the mindset has shifted across the industry. “A lot of us are saying now that it’s not a luxury, it’s a necessity,” Clara said. “This has definitely shifted in our mindset.”

Ultimately, her argument came back to value—of the drivers and the operation. “It’s an extra tool not only for your driver for working, but you want them to feel valued,” she said. “It’s going to make my drivers know that they are valued even more.”

For school transportation leaders facing route upheaval, staffing shortages and rising scrutiny, Clara’s message is clear: waiting carries its own risk. “You gotta fight for every little tool that you give,” she said. “You gotta be willing to fight for them.”

How Horry County Schools Uses Onboard Cameras to Protect Students, Drivers

For Clifford Jones, Superintendent of Horry County Schools in Conway, South Carolina, student safety isn’t just a priority; it’s a responsibility that travels approximately six million miles every single year.

With one of the largest geographic school districts in South Carolina, Horry County’s fleet covers urban corridors, coastal routes and rural roads alike. Each morning and afternoon, buses carry thousands of students across the large county. Like districts nationwide, Horry County began seeing a disturbing trend: the growing challenges of resolving onboard incidents without clear evidence.

“AngelTrax cameras on our buses support the district’s student safety goals by improving supervision, discouraging misbehavior, and helping us investigate incidents, all of which advance our commitment to safe, equitable, and accountable transportation,” Jones explained.

Identifying the Need

The responsibility of protecting thousands of students prompted the district leadership to explore camera solutions. Without video evidence, protecting students from interior incidents, from student behavior concerns to accident investigations, required more efficient documentation.

“AngelTrax provides a solution that would allow us to retrieve video from the bus specific to the concern that we were trying to address,” explained Robert Grimes, transportation coordinator for the district. “This video could then be shared with the school to allow administrators to better handle the situation.”

“Bus drivers seem to be appreciative of the fact that there is video footage that can help with the management of bus behaviors,” Grimes added.

Measurable Impact

Since then, Horry County Schools has installed cameras on approximately 450 buses currently in service, covering roughly 1,500 bus routes.

A Driver’s Perspective

For veteran bus driver Steven Lombardi, the cameras have made a noticeable difference in safety, noting that in the past, he has witnessed everything from students out of their seat, to throwing objects, fighting and other behavioral issues.

“I have never been a driver when there were no cameras on the bus,” Lombardi noted. “However, prior to having the AngelTrax cameras, we had a much less dependable camera which made capturing data more difficult.”

He said he believes the presence of the AngelTrax cameras positively influences student behavior.

“When I tell students that there are cameras on the bus generally, they are less likely to misbehave,” Lombardi added.

For Lombardi, the investment Horry County Schools made in camera technology represents more than a safety upgrade. It reinforces a culture of accountability and care.

“Knowing that there is a camera system to assist with capturing behaviors gives me a sense of relief,” he shared. “I would be hesitant to drive a bus that did not have cameras.”

Technology Webinar Takes Detailed Dive into School Bus Efficiency

A Texas transportation director provided attendees with a live demo of the Bytecurve payroll and dispatch software, as well as numerous tips on improving school bus operational efficiency.

Bryan Mitchell, marketing manager for Bytecurve parent company Transit Technologies, explained during the Thursday webinar that with COVID-era funding programs ending, budget concerns combined with routine driver shortages, upset parents and disconnected tech systems complicate student transportation operations every day. He noted that half of U.S. students rely on school bus services but the number of school bus drivers decreased 15 percent from 2019 to 2023.

Mitchell reviewed a case study on the $30,000 monthly labor cost savings that Rome School District in Georgia achieved with Bytecurve, along with nearly eliminating payroll errors and saving 10 hours per week in driver communications and payroll reconciliation. He added that Russellville School District in Arkansas reported saving $15,000 per month.

Additionally, fellow webinar panelist Jonquez Moore, transportation director of Little Elm ISD in northeast Texas, discovered school bus efficiency by bringing two school district transportation operations in-house from contractors and implemented Bytecurve both times.

“We live in a very connected world. Unfortunately, in K-12 it’s not very connected,” observed Jonathan Agenten, director of sales for Bytecurve.

The payroll, scheduling and dispatch system lets drivers clock in via tablet, app or wall clock. Moore said some Little Elm ISD drivers like using the app to save time but noted a tablet option is available for drivers who are reluctant to download the app. He confirmed the app is location based so drivers can only clock in when they are within a predetermined distance from the facility. Agenten added that management can send notifications and see when the drivers read them.

Moore said he appreciated how real-time bus locations arranged in an airport terminal-style dashboard allows managers to proactively handle late, delayed or canceled routes.

“When it’s busy, you don’t know a bus is late until it’s late,” he commented.

Moore shared a view of his Bytecurve dashboard with webinar attendees and pointed out that dispatchers can easily see what drivers are clocked in and what buses they are assigned to. Managers can also manually clock in drivers or remove buses or drivers from the schedule if an event is canceled.

Noting his fondness for reports, Moore showed how easy it is to access on-time performance reports, which he shares with district administration and uses to praise his drivers.

Various stats are clickable, he added, allowing deep dives into problem areas. He said he uses this information to talk to his team and determine what to change.

“I’m not getting paid for this [webinar], so I really believe in their system,” Moore declared.

He added that a report on planned vs. scheduled vs. actual hours worked is a favorite of the district chief financial officer as it helps with budget questions.

He noted that if there is an unexpected school bus driver shortage, a dispatcher can reassign the route with a few clicks. The system also notes what drivers are already working and therefore unavailable.

Identifying Additional Efficiencies in Operations

When changing tiered routes, where a driver was assigned to elementary and middle or high schools, Agenten confirmed that routes can be split up and reassigned by school or stop. The system notes the resulting changes and the app communicates those changes to parents.

He reviewed payroll integrations and confirmed that each district is a unique customer that Bytecurve will set up according to its particular rules.

When it comes to union requirements and driver minimum hours, task codes added upon system setup become part of the foundation so “things are calculated proactively and accurately,” Agenten said. Managers can use a few clicks to approve driver timesheets based on these preapproved district procedures.

He also answered an attendee question by stating that Bytecurve integrates with several tablets and also provides one of its own.

School Bus Adaptive Technology: Safer Rides, Stronger Teams, Better Access

Most school days start the same way: Students waiting for a ride to school. One
student might use a wheelchair, while another could be autistic and communicates
with an Augmentative Alternative Communication (AAC) device, and a third might be medically fragile. The school bus driver is trying to keep everyone safe while staying on schedule. Transportation is more than logistics. It is the first and last part of the school day, and adaptive technology is now part of how teams make that work.

On the bus, adaptive technology means tools or systems that adjust to students’ needs so they can ride safely, communicate and stay included with their peers. This might look like a wheelchair lift and securement system, an AAC device or communication board mounted where a student can reach it, a driver tablet with live routing, or an app that lets a family know the bus is three minutes away instead of “sometime soon.”

For many students with disabilities, these supports are not extras. They extend the services districts already provide under the Individuals with Disabilities Education
Act and Section 504 of the Rehabilitation Act, so students can get to the learning they are entitled to.

Safety By Design, Not Just Experience
Anyone who has driven a route knows skill and instincts matter. But safety cannot rest on skill alone. It has to be baked into how routes are planned, how roles are defined, and what information drivers and aides have in front of them. The right technology links what drivers, aides, schools, students and families see, so people are not guessing when something changes or goes wrong.

Advanced Driver Assistance Systems, ridership tracking and stop-arm cameras give leaders a clearer picture of what actually happens on the road. The ride can either calm a student and get them ready to learn or drain them before they ever reach the building. Transportation is only truly accessible when students with disabilities can ride with safety, comfort and dignity, not just a seat.

Lifts and securement systems let students who use wheelchairs or other mobility devices board, ride and exit safely without being lifted or handled in ways that feel unsafe or embarrassing. Predictable routes and consistent routines help students who rely on structure know what comes next. This reduces anxiety and the kind of “acting out” that is often really “I don’t understand what is happening.”

But here is the part that often gets overlooked: Communication is a daily pain point for drivers and aides, and it shows up as child misbehavior. When a student loses or is denied their usual way of communicating on the bus, whether that is with an AAC device, a picture board, or a simple yes/no system, they do not stop needing to communicate. They have to show it in other ways. In addition to speech, many students need AAC devices, communication boards, or simple response systems to ask for the bathroom, say they feel sick, or tell an adult another student is bothering them.

When these tools are turned off, taken away or never offered on the bus, frustration builds. Keeping a student’s communication system available on the bus and making sure drivers and aides know the basics of how it works changes that dynamic. It lets staff respond before a situation boils over and gives students a safer, more respectful way to say what they need. Simple visual supports, such as clear signage, visual schedules, or symbols on seats or stops, paired with clear directions, also help students track where they are in the routine, reducing escalation and confusion.

Supporting the Workforce and Improving Retention
Safety stands on the shoulders of people who plan and provide this vital service. Adaptive technology can make their jobs clearer and more sustainable, or it can feel like one more thing dumped on an already heavy load. When used well, routing software and driver tablets cut down on last-minute radio calls and trying to read paper directions in the dark. New or substitute drivers can see turn-by-turn directions, key student information and alerts in one place instead of piecing it together from memory and sticky notes. Ridership tracking and telematics, when used for coaching and recognition, give supervisors a fairer, more accurate picture of driver performance than a handful of complaints. In a world of driver shortages, tight budgets and aging buses, the way technology is rolled out can either support retention or undermine it. Drivers notice whether tools are there to support them in keeping students safe while managing complex routes.

What’s Coming Next and Where to Start?
Adaptive technology is moving fast and getting more affordable. School districts are starting to see smarter video analytics that flag repeated problems at the same
stop, deeper integration of student plans and transportation platforms, and cleaner, more connected fleets that change what is possible on long or complex routes. These
changes bring new questions about safety, privacy, staff expectations, and they demand clear leadership rather than one-off purchases. The good news is that transportation leaders do not need to adopt everything at once.

A practical starting point is to pilot one adaptive tool, especially one that directly supports communication, on a small set of routes and gather feedback. Pair that with
hands-on training, not just a memo, so staff can try the technology in a low-stakes condition before using it in rush-hour traffic.

Most importantly, work with special education and school teams so communication tools and behavior plans on the bus match what is happening in the classroom. The question is no longer whether adaptive technology will shape student transportation, but how transportation teams will direct that change so rides are safer, staff feel supported and every student arrives at school with their dignity and communication intact.

5 Ways Purchasing Co-Ops Can Benefit Operations

Product purchasing often raises many questions and anxiety for school districts, but Veronica’s district was an exception. As a transportation director, she recently gained approval to purchase new fleet surveillance cameras. Instead of preparing and distributing an RFP, she chose a far simpler approach: buying through a co-op.

“I reached out to my REI salesperson, and she sent me a quote. I then sent it to my supervisor, Tom. He, along with our school board, approved it and we bought the cameras. That’s how simple it was. Working through co-ops, it’s so easy to make purchases,” states Veronica.

Purchasing through co-ops can benefit your operation as well. Here are five ways joining a co-op can transform how you acquire fleet solutions:

1. Bypass lengthy RFPs.

Preparing a Request for Proposal (RFP) requires significant time, coordination and administrative effort. By purchasing through a co-op, districts can rely on contracts that have already been competitively solicited. This eliminates the need to develop and manage your own RFPs yet still meet procurement requirements. The result: less administrative burden and a faster path to securing the fleet solutions you need.

Veronica recalls, “The bidding process is long, tedious and involves a lot of paperwork. When I worked at another district, we had to publish bids in the newspaper for 30 days. Vendors would submit bids, and we had to conduct a formal bid opening. It was a big undertaking.”

2. Access competitive, pre-negotiated pricing.

Cooperatives solicit contracts and negotiate pricing with multiple vendors on behalf of their members. Districts then have access to pricing that has already been evaluated for competitiveness. The approach helps you maximize budgets while reducing the time and effort required to conduct independent negotiations.

3. Accelerate procurement timelines.

Because contracts are already in place, districts can move forward with purchases immediately, instead of waiting for a full bid cycle. The faster turnaround allows you to get the needed equipment in place sooner.

According to Veronica, “I got thousands of dollars’ worth of cameras, and I don’t think I would have received them as quickly through a traditional bidding process. It probably would have taken 60 to 100 days. In this case, it took about a month from quote to shipping, and I had them within 30 days.”

4. Strengthen audit documentation and readiness.

Many cooperatives maintain detailed documentation and can provide supporting records if questions arise during an audit. This helps districts prove compliance and simplifies internal reporting.

“If anything were to come back, [the co-op] will step in and give you everything that you need and help you,” Veronica explains. “It makes purchasing easier and helps make the audit process quicker.”

5. Focus on best-fit solutions, not lowest price.

Traditional bidding processes often require districts to select the lowest bidders, which may limit flexibility. Cooperative contracts are awarded based on a combination of factors such as pricing, qualifications, service and product quality. As school cellphone bans gain in popularity, lawmakers say it’s time to go bell-to-bell

The momentum behind cellphone bans in schools has reached more than half the states, as teachers, superintendents and education experts praise these policies as a way to boost student achievement and mental health, and to rebuild a sense of community that many believe has been diminished by students’ addiction to screens.

Now, the question for many states and school districts isn’t whether to remove distracting devices from students each day, but for how long.

States that have passed laws requiring some kind of cellphone policy now are considering going further and mandating daylong bans, even for high schoolers. The idea has gotten some pushback from students, but also from teachers and parents who say strict bell-to-bell bans aren’t necessary. Some say they worry about safety in the event of a school shooting or other emergency.

Education experts say the modern push for school phone bans accelerated after the pandemic reshaped how students use technology and interrupted crucial in-person experiences in a classroom. Kara Stern, director of education and engagement for SchoolStatus, a data-collecting firm that assists K-12 districts with attendance and other school issues, said smartphones shifted from being tools of connection during remote learning to sources of isolation once students returned to classrooms.

“During remote learning, phones became a primary way kids entertained themselves and stayed connected,” Stern said. “But once schools reopened, phones stopped being a connection tool and started creating disconnection.”

Currently, 38 states and Washington, D.C., have enacted some form of statewide restriction or requirement for districts to limit student phone use. Of those, roughly 18 states and the district have full-day bans or comprehensive statewide restrictions (including during classroom and noninstructional time).

Despite widespread adoption of school cellphone restrictions and support for them, compliance remains uneven, according to a 2025 University of Southern California study. Most students continue to use phones during the school day regardless of restrictions, the researchers found.

Still, more than half of teens surveyed said enforcement this school year is stricter than it was the previous year.

“Teaching a class where students are on their phones is like trying to teach at Disney World over a loudspeaker,” Stern said. “The environment just isn’t designed for learning.”

Pushing for broader bans

Georgia is among the states considering a bell-to-bell policy for all public high schools. This comes a year after Republican Gov. Brian Kemp signed a ban for K-8 grades.

Students are paying attention. At East Paulding High School in Dallas, Georgia, students and teachers offered mixed views on cellphone bans. On a student-run news broadcast aired last fall, some students expressed concern over their safety, while some teachers were bullish on the idea that a ban would be effective at the high school level.

Republican state Rep. Scott Hilton, who proposed the new law, told the Georgia Recorder that the ban for younger students helped families get used to a bell-to-bell ban.

“I’ve just been blown away at the positive reaction across the board from all different constituencies, teachers, administrators, parents and even in a lot of cases, students who have experienced a difference and said, ‘Oh, wow, I kind of like this,’” Hilton said.

Several states focus their bans on prohibiting cellphone use “during instructional time,” which wouldn’t necessarily include free time such as lunch. Kansas lawmakers are pushing ahead on a ban on use during instructional time; it would supersede previous action that allowed local district discretion on cellphone use in schools. Michigan legislators passed a similar bill last month; it was sent to Democratic Gov. Gretchen Whitmer on Monday.

Similar instruction time bills passed in Iowa, North Carolina and Wisconsin last year. In Oregon, Democratic Gov. Tina Kotek issued an executive order in July requiring every district to adopt bell-to-bell cellphone bans by Jan. 1. Several districts have said the mandate has gone better than expected, with some superintendents saying they’ve seen more interaction among students.

Bell-to-bell cellphone restrictions are being considered or advanced in Massachusetts and Pennsylvania, and were recently enacted in New York. The Massachusetts bill goes further than most, adding smartphones, tablets and Bluetooth devices to its list of banned electronic devices.

Most legislation reviewed by Stateline includes exceptions to the bans for students with special needs and in cases of emergency.

School shootings in 2025 fell to the lowest number since 2020, according to a review by Education Week. Still, there were 18 shootings that left seven people dead last year, the review found.

In Georgia, state Superintendent Richard Woods, a Republican, told reporters he’s heard firsthand from survivors of a shooting there about the importance of having cellphones on hand for safety reasons.

“Do I support this? Absolutely,” Woods said, referring to the cellphone ban. “But I think we have to find a sweet spot and not move to the extremes.”

What works best?

According to a Pew Research Center poll released last summer, 74% of U.S. adults support banning cellphones during class for middle and high school students, up from 68% in fall 2024. Far fewer adults (19%) oppose classroom bans, and 7% are unsure, the poll found.

For advocates of a phone-free education, the gold standard of cellphone policies is a bell-to-bell restriction with inaccessible storage for the device.

A 2025 article in JAMA Pediatrics reported that teens ages 13-18 spend an average of 90 minutes on their phones during school, but that little has been written about what students are doing during that time.

“Although 99.7% of US public school principals report their school has a smartphone policy, few studies have objectively examined smartphone app usage during school,” an abstract of the study reads.

Stern said she saw the effects of a “consistent bell-to-bell” policy firsthand with her own son. When his phone broke in eighth grade, he dreaded going to school without it. But after his first day, he came home and told Stern that he played soccer at recess, met new classmates and had “a really good day” — one he said was better than usual.

Kim Whitman, a co-head of Smartphone Free Childhood US, and other education experts believe cellphone bans will mirror past public health reversals — like banning smoking in schools — and possibly redefine what it means to be in a classroom post-pandemic.

“Today we can’t imagine allowing smoking in schools,” Whitman said. “I think in five to 10 years we’ll say the same thing about cellphones — wondering how we ever allowed them into classrooms.”

Whitman, who has examined and graded states according to the efficacy of their cellphone bans, said that North Dakota and Rhode Island are the only states warranting high marks for their adoption and enforcement of bell-to-bell policies.

Despite claims from adults who love the phone-free policies, students aren’t as convinced. Only 41% of teens support cellphone bans in middle and high school classrooms, according to polling by Pew Research Center released in January.

The largest share of teens who like certain phone-free policies are in schools where the policy allows phones during noninstructional time throughout the day, according to the USC study.

Investigation into Waymo Driverless Vehicles Continues Following Latest Collision with Student

Another investigation is underway after a Waymo driverless vehicle hit a young pedestrian, this time in Santa Monica, California.

Last month, School Transportation News reported that Waymo’s driverless vehicles are still illegally passing Austin Independent School District school buses in Texas despite multiple attempts to correct the situation. The National Highway Traffic Safety Administration opened a preliminary evaluation Oct. 17, after a Waymo vehicle failed to stop and passed a school bus in Atlanta, Georgia a month earlier.

NHTSA opened another investigation Jan. 28 following the Santa Monica incident, which is about 15 miles west of downtown Los Angeles. The preliminary evaluation states that on Jan. 23 Waymo “reported to the Office of Defects Investigation (ODI) that a Waymo Automated Vehicle (AV) had struck a child near an elementary school earlier that day.”

The incident occurred within two blocks of the Santa Monica elementary school and during normal school drop off hours. Other children, a crossing guard and several double-parked vehicles were in the vicinity.

The child reportedly ran across the street from behind a double-parked SUV towards the school and was struck by the Waymo AV. Waymo reported that the child sustained minor injuries. The Waymo driverless vehicle was operated by the 5th Generation Automated Driving System.

Waymo announced on its website that it has a commitment to transparency and road safety.

“At Waymo, we are committed to improving road safety, both for our riders and all those with whom we share the road. Part of that commitment is being transparent when incidents occur,” the blog post states.

Waymo Response to Santa Monica Incident

The company details the incident, noting that it contacted NHTSA and will cooperate with the investigation.

“The event occurred when the pedestrian suddenly entered the roadway from behind a tall SUV, moving directly into our vehicle’s path,” the post notes. “Our technology immediately detected the individual as soon as they began to emerge from behind the stopped vehicle. The Waymo Driver braked hard, reducing speed from approximately 17 mph to under 6 mph before contact was made.”

The Waymo post notes that “a fully attentive human driver in this same situation would have made contact with the pedestrian at approximately 14 mph. This significant reduction in impact speed and severity is a demonstration of the material safety benefit of the Waymo Driver.”

Following contact, the student pedestrian reportedly stood up and walked to the sidewalk, and Waymo called 911. The driveless vehicle moved to the side of the road and stayed there until law enforcement cleared the vehicle.

“This event demonstrates the critical value of our safety systems,” Waymo added. “We remain committed to improving road safety where we operate as we continue on our mission to be the world’s most trusted driver.”

How ICE is watching you

A Border Patrol agent warned Nicole Cleland last month that she’d be arrested if she were again discovered following and observing federal officers. 

Three days later, the 56-year-old Richfield resident received an email saying her expedited airport security screening privileges had been revoked.

Cleland is a frequent traveler and had held Global Entry and TSA PreCheck status without incident since 2014. So the timing of the notice seemed curious, she said in a sworn declaration filed in support of the American Civil Liberties Union’s lawsuit challenging federal law enforcement tactics in Minnesota. The Border Patrol and Transportation Security Administration are both subdivisions of the U.S. Department of Homeland Security, as is U.S. Immigration and Customs Enforcement.

“Given that only three days had passed from the time that I was stopped, I am concerned that the revocation was the result of me following and observing the agents. This is intimidation and retaliation,” Cleland said in the declaration.  

A year into the second Trump administration’s immigration crackdown, Cleland is one of countless U.S. residents and visitors touched by the federal government’s rapidly changing data collection and surveillance apparatus. Some, like an AI-powered social media analyzer and an error-prone facial recognition tool, evoke dystopian sci-fi. Others, like automatic license plate readers, have been around for decades

Elected officials, privacy advocates, and ordinary community members working as constitutional observers are increasingly alarmed that the Trump administration could use these tools to chill constitutionally protected expression, while at the same time pressuring tech companies — many of which have cozied up to Trump in his second term — to make it harder for Americans to keep tabs on their government. 

Senior administration officials haven’t done much to dispel those concerns. Tom Homan, the “border czar” who’s now the face of Operation Metro Surge in Minnesota, said on Jan. 15 that he’s pushing to create a “database” of people who “interfere or impede or assault an ICE officer.” 

Such a database wouldn’t outwardly differ much from the numerous information repositories the federal government already maintains. But its purpose — and, in some cases, the tools used to collect and analyze the data — may prove to be a new frontier in the emerging surveillance state.  

Facial recognition software

The Border Patrol agent who warned Cleland told her his unit had “facial recognition,” according to her deposition.

Reporting by 404 Media and other media outlets indicates that ICE and other federal immigration enforcement agencies use multiple AI-powered facial recognition tools, including Mobile Fortify and Clearview AI. Local law enforcement agencies deputized to work with ICE use a different facial recognition app, Mobile Identify, according to NPR.

DHS has used facial recognition software at airports and land border crossings for years, but its use in the field is a more recent development that civil liberties experts say represents a major expansion of government surveillance. 

Using proprietary algorithms, the tools try to match images captured in the field with data already in DHS databases, including names, birthdates, citizenship status and photos taken at U.S. entry points. DHS says it retains “biographic exit data” on U.S. citizens and permanent residents for 15 years, though it’s unclear whether this applies to images collected in the field as well.

Even before Operation Metro Surge began in earnest, lawmakers sounded alarms about the implications.

“This type of on-demand surveillance is harrowing and it should put all of us on guard,” U.S. Sen. Ed Markey, a Massachusetts Democrat, told NPR in November.

Human analytics apps

ICE also uses AI-powered apps to analyze social media activity and other digital data points to create “life profiles” for people of interest.

The agency has spent at least $5 million on Tangles, a sophisticated tool developed by a company with ties to Israel’s cyber-intelligence community, Forbes reported in September. Tangles mines social media posts, event sign-ups, mobile contacts, location data and more to create nuanced individual portraits and tease out patterns of activity — including organizing and protest — in specific places.

“Our powerful web intelligence solution monitors online activity, collecting and analyzing data of endless digital channels – from the open, deep and dark web, to mobile and social,” Tangles’ Microsoft Marketplace listing says.

The Verge reported in October that ICE has spent a similar amount on another digital monitoring tool called Zignal Labs, which uses AI text and video analysis to process billions of social media posts daily into what it calls “curated detection feeds.” The product includes near real-time alerts. “Sample workflows” featured in a Zignal Labs marketing pamphlet shared with The Lever include “an ongoing operation in Gaza” and a 2023 social media post purporting to show U.S. Supreme Court Justice Brett Kavanaugh at the Mall of America.

Cellular snooping

Since September 2024, ICE has paid more than $1.6 million to a Maryland company that integrates a type of cell-site simulator popularly known as a “stingray” into government vehicles. 

TechCrunch first reported the purchases, which are a matter of public record. It’s unclear how often ICE uses vehicles equipped with stingrays in its operations, but a Utah judge reportedly authorized the agency to use one to track down a specific individual last summer. 

Stingrays trick nearby cell phones into connecting with them instead of legitimate transmitters, collecting reams of random users’ data in the process. That, plus past instances of warrantless snooping, makes them controversial even among law enforcement agencies. Ars Technica reported in 2015 that the FBI required local law enforcement agencies to drop cases rather than reveal evidence in court that “would potentially or actually compromise the equipment/technology.”

ICE is also interested in using — and may already be using — another cell-snooping tool that requires no external hardware. 

Last summer, the independent national security journalist Jack Poulson reported that the agency had reactivated a $2 million contract with the Israeli spyware developer Paragon Solutions. Once delivered via text message — no link required — Paragon’s spyware gains broad access to a phone’s contents, including encrypted messages.

“It’s an extremely dangerous surveillance tech that really goes against our Fourth Amendment protections,” Jeramie Scott, senior counsel at the Electronic Privacy Information Center, told NPR in November.
