Infrastructure Investor I Squared to Acquire National Express School Bus Contractors

I Squared Capital has reached an agreement to purchase all National Express School divisions and assets from the UK’s Mobico Group for $608 million U.S., including over 14,000 school buses operated by Durham School Services, Petermann and Stock Transportation.

The deal was announced Friday but had been expected by industry insiders for nearly 18 months. I Squared said it expects to finalize the acquisition of the Durham, Petermann Transportation and Stock brands by the end of its third quarter, or Sept. 30.

“We expect to continue business as usual under our current operating brands,” a National Express spokesperson told School Transportation News, adding the transition should be seamless for school district customers. “We will continue to deliver the high-quality, safe and reliable service that we’ve provided for more than 100 years.”

Mobico Group, formerly known as National Express Group and based in Birmingham, England, had been looking to sell its North American school bus division to reduce debt. At the same time, I Squared Capital, a global infrastructure investment company, was seeking entrance into the school bus industry and announced its intent to do so in October 2023, “to address the long-term challenges which the pandemic created for school bus.”

I Squared noted that National Express has made “significant operational improvements, primarily improving driver retention and recruitment, route reinstatement, and improved contract pricing.

“The business has also improved fleet allocation which has led to better asset utilization, cash flow and customer satisfaction. All of these culminated in school bus delivering a net positive route outcome for the current school year bid season, the first in over a decade,” the company stated in a transaction summary. “However, whilst school bus has demonstrated its recovery from the pandemic’s effects, it continues to require significant maintenance and growth capital investment and has experienced persistent market challenges such as driver wage inflation and, more recently, potential fleet cost inflation from new tariffs.”

Tim Wertner is expected to continue serving as CEO of National Express. He said the school bus contractor has focused on recovering lost routes, securing new contracts, recruiting and retaining drivers, and delivering price rises above inflation since he joined the company in 2023.

“This transfer of ownership will allow us to stand on a much stronger financial foundation for a wider spectrum of new opportunities and growth to benefit our stakeholders, valued partners and prospects, as well as reinforce our position as a transportation leader and flourish to even greater heights,” he said in a statement Friday. “With I Squared Capital’s strong reputation and support of our company, we firmly believe they will be an outstanding steward for us, and we look forward to furthering our footprint in the student transportation industry together.”

I Squared manages over $40 billion in assets that build and scale infrastructure businesses that deliver critical services to millions of people worldwide. The company’s portfolio includes over 90 companies operating in more than 70 countries and spanning sectors such as energy, utilities, digital infrastructure, transport, environmental and social infrastructure.

“School transportation is more than just a daily commute. It’s a vital link to education, which underpins a functioning society regardless of the economic cycle,” commented Gautam Bhandari, the global chief investment officer and managing partner at I Squared. “As infrastructure specialists, I Squared has specific expertise in providing vital public services, including public transport. Our investment will provide the capital needed to upgrade equipment and maintain safe, efficient transportation for children using this essential service so parents can [be] rest assured each time their family member travels.”

Mobico had operated Durham in the U.S. since the former National Express Group purchased the school bus contractor in August 1999, a year after acquiring Crabtree-Harmon that mostly operated in the Midwest. The company followed in 2000 with the purchase of School Services & Leasing, which at the time was the second-largest school bus contractor in the U.S. Two years later, it acquired Stock Transportation in Canada and in 2018 purchased Petermann in the U.S.

Canada Becomes First Country to Mandate External School Bus Surveillance Feeds

The decision to mandate video cameras and monitors on school buses to allow improved detection of students at stops, effective November 2027, dates back to a 2020 Transport Canada’s Task Force on School Bus Safety. And while the so-called perimeter visibility systems are expected to improve school bus safety, questions remain.

Patricia Turner, territory manager for school bus video manufacturer Gatekeeper-Systems, was a member of the Task Force created by the Council of Ministers Responsible for Transportation and Highway Safety. The goal was to review safety standards and operations inside and outside school buses.

Additional members included different levels of government, manufacturers, school boards, bus operators, labor unions and safety associations.

“We all came together to discuss what could be put on school buses to assist in keeping children safer,” she said, adding that the Task Force began with bi-weekly virtual meetings that turned into monthly meetings. “We were discussing what technology is out there that can help keep children safe.”

By February 2020, the Task Force released a report, Strengthening School Bus Safety in Canada, that identified four ways to improve school bus safety: Infraction cameras, extended stop signal arms, exterior 360 cameras, and automatic emergency braking.

While the Task Force report did not recommend three-point seatbelts, it recognized “that seatbelts can provide an additional layer of safety on school buses in certain rare but severe collision scenarios,” the report states. “As such, it would be prudent to continue working through the considerations associated with seatbelt installation and use (e.g. consequences of misuse, emergency evacuations, liability) and to encourage manufacturers to develop additional occupant protection features to complement the school bus design, such as energy-absorbing side structure padding and inflatable ‘curtain’ airbags.”

Turner explained that the Task Force selected Gatekeeper as a pilot project supplier for testing perimeter visibility systems initiative in April 2021. The company installed 360 Surround Vision and Student Protector systems on school buses in British Columbia and Ontario.

Transport Canada announced Feb. 3 that, “the Government of Canada is mandating perimeter visibility systems as a new feature to improve school bus safety,” a press release states. “These systems help drivers detect children around the bus while it is stopped or traveling slowly.”

The statement continues, “This technology offers enhanced visibility beyond what mirrors alone can provide.”

Starting in November 2027, all new school buses are to be equipped with perimeter visibility systems with the option to install stop-arm infraction cameras. Canada becomes the first country to require new school buses to be fitted with cameras.

Turner explained that Gatekeeper’s 360 Surround Vision System consists of four high-definition, wide-angle external cameras mounted strategically around the school bus—front, back, left and right. These cameras capture and stitch together real-time, panoramic video, giving drivers a comprehensive, live view of the vehicle’s perimeter to eliminate blind spots. While the Transport Canada mandate does not require camera systems to include recording capability, and the cameras would only be viewable for live look-in, Gatekeeper’s system can easily be upgraded to record video footage with Gatekeeper’s Mobile Data Collector (MDC) for easy retrieval and review.

“This will be an aid to the drivers to even going around the corner, making sure that they don’t take the corner too sharply,” she explained. “And [it’s] one more tool to keep them feeling empowered to keep children safer.”

Turner added that school buses are the safest way to transport children to and from school, more so than any other means of transportation. However, she noted that personal vehicles are being equipped with upgraded technology and that same technology should be applied to school buses.

“That is because school buses are built, inside and out, to protect children, noting that while buses, particularly school buses, are among the safest modes of transportation available, there are opportunities for improved safety,” she said.

Yet questions about the requirement remain. Rich Bagdonas, vice president of business development for school bus contractor Switzer-CARTY Transportation Services, said he was “surprised” to hear the mandate when it was announced in February.

“Safety is paramount,” he said. “[Cameras are] a tool, but we can never have an over reliance on technology, because we still need to have the drivers trained very thoroughly. This is something that we will be able to add to enhance safety. But we always have to keep in mind that when we train drivers that we have to always have our eyes open on the road all the time, too. And we cannot just rely on the technology to provide the safest school ride possible.”

He explained that he doesn’t want the cameras to be a distraction to school bus drivers. For example, he fears they will watch the cameras and not the road.

He added that bus operators won’t see the full effect of the systems until September 2028. Currently, Switzer-CARTY does not have any external cameras on its buses but does have internal cameras on about 10 percent of its fleet based on customer specifications.

The company is in the process of testing external camera systems and installing a couple on school buses in anticipation of the new regulation, “just so we have a bit of a bit of an idea of what it is,” Bagdonas said.

Unlike the interior cameras and exterior stop-arm cameras that record footage, he noted the mandated systems will provide live feeds.

Camera Upkeep & Cost 

Bagdonas said there are still questions to be answered on the new regulation. For example, how much will the cameras cost to add to the buses, and what will maintenance of the systems look like, especially in the winter.

“Sometimes you get some dirt on the back of the [cameras], so we’re going to have to monitor and ensure proper maintenance of the camera systems to ensure the technology is working the way it’s intended,” he said. “And then also there’s going to be a cost component. We don’t know what that cost component is, but that cost component is going to be transferred to us in the cost of the bus, and then we’ll have to determine on how we can see about getting some compensation for this safety feature from our customers.”

All camera systems require ongoing maintenance, Turner said. She noted that while there should be a minimum annual inspection to ensure correct positioning and the connections are functional, they will also need to be cleaned, especially during winter months.

She explained that Gatekeeper’s camera systems are specifically designed and tested to perform reliably, even in harsh winter conditions. She recommended that during routine pre-trip inspections, drivers should quickly verify that camera lenses are clear of residue, snow, or dirt and clean them as needed to ensure optimal visibility.

Bagdonas said Switzer-Carty customers are aware of the new mandate and the company is engaging with stakeholders and bus operators on next steps. He added that because the mandate doesn’t take effect for another year and a half, there’s still time to work through the details.

STA’s Lane Uses Transportation, EV Experience to Share Sustainability Advice

Rachel Lane joined Student Transportation of America in 2022 and has since been instrumental in driving the company’s green fleet initiative.

Lane, the school bus contractor’s vice president of electrification and sustainability, earned her degree in electrical engineering from Lehigh University in Pennsylvania. Soon after, she joined the U.S. Air Force to follow in her family’s military tradition, serving as a chief engineer and flight commander.

During this time, she designed essential communication networks and supported special operation missions in South America and the Middle East. She focused on implementing tactical communications, satellite links and air traffic control systems at various air force bases, as well as leading and motivating over 150 enlisted troops and junior officers.

Lane entered civilian life in 2004 and joined defense contractor Northrop Grumman. For over five years, she worked in various roles such as a field service engineer, deputy program manager and systems engineer, and a systems test and integration lead.

She went on to work with several other companies. Prior to joining STA, she worked for electric utility PSEG Long Island in New York, where she served as a project manager for large capital construction projects.

Her LinkedIn profile states she was responsible for the performance and operations of PSEGLI’s Electric Vehicle Program and supporting New York’s nation-leading greenhouse gas reduction goals by increasing EV adoption on Long Island from 20,000 vehicles in 2021 to 178,000 vehicles this year.

“I animated the EV charging infrastructure on [Long Island], partnering with developers and internal teams, by managing the program to fund customer-side infrastructure costs and execute the utility-side build-out to the charging station,” she told School Transportation News in March for Women’s History Month. “I also improved system efficiency by managing our customer programs to encourage installation of residential chargers and charging during off-peak hours and presenting data detailing EV impacts on the electric grid.”

In September 2022, STA hired Lane for her current role.

“It was a great opportunity for several reasons, and I’ve been here for about two and half years,” she said. “Since joining the company, my scope has expanded as we’ve added more electric buses to our fleet. I’ve also taken on our carbon accounting program and other efforts to encourage sustainable practices across the business.”

Lane shared that her day-to-day responsibilities vary. From working with sites on a new electric school bus delivery to answering questions to troubleshooting an issue.

“I work with our sites and infrastructure partner on progressing construction at our locations installing chargers,” she said. “I also work with our grant team to apply for new funding or follow up on compliance items, or I could be working with our bus OEM partners on a training item or a new feature that’s coming down the line. I also have my hand in anything that has a marketing or advocacy aspect for electrification.”

However, serving in a variety of different roles is her favorite part of the job.

“The days are never dull, especially with electrification being a relatively new space for the industry,” Lane said. “And I work with great colleagues. The team at STA has been outstanding in providing me the background on transportation operations, while allowing me to bring my contributions.”

Lane noted that something she’s most proud of is when drivers at a location come to love their electric school buses. She said that sometimes a location can be hesitant to make the change to EVs, but STA has learned so much from each delivery and continues to improve the process.

“My advice is the same to both men and women. Ask a lot of questions,” she said. “But also share your perspective, too. Don’t be afraid to make a change. You might have to take a lateral move to get more skills or go to a new company to get that promotion. Know your boundaries and what you and your family can—and cannot accept—for your work and your life in relation to your work. You have to advocate for yourself.”

Lane concluded by sharing she’s proud to be part of an industry that provides essential service for the nation’s children and families.

“Getting students to school safety and reliably is a mission that resonates with everyone,” she said.

WE Transport’s Marksohn Bids Goodbye to School Bus Industry with Retirement

When Bart Marksohn was involved in the day-to-day operations of New York school bus contractor WE Transport, he and his sister Helena attended the viewing of one of their father’s longtime drivers who had died.

After arriving at the mortuary, the woman’s daughter approached Bart and Helena. She expressed gratitude they had taken the time to pay their respects and told them how important the Marksohn family was to her.

She shared that her father was abusive, and her mother took her young children and fled their home. Suddenly on her own, without a car and mouths to feed, she saw a job posting for a school bus driver. A particular draw was that the woman read she could drive the school bus home every night after her route.

The woman, her daughter continued, intended to drive a school bus for a month until she got back on her feet. She continued to drive for WE Transport co-founders Walter and Edith Marksohn for the next 35 years.

“My father always looked out for her and her family,” Bart recalled. “I didn’t even know this, but these are stories that I heard at my dad’s funeral, and my mom’s funeral. This one just really had a big effect on me because that’s who my parents were.”

Bart Marksohn said the best lesson Walter and Edith — everyone called her Edie — taught him was the importance of compassion. It is the legacy of the company founded in 1959 to drive blind students to school on Long Island.

“There were no IEPs,” he noted.

WE Transport was sold July 2021 to Beacon Mobility and continues to operate it as a subsidiary.

Bart is the last Marksohn remaining at WE Transport, that is until the end of business Tuesday, when he retires from the company that has been his home since he was a boy, when he started helping with school bus maintenance. The Marksohn children learned the business from Walter each evening at the dinner table.

“It wasn’t about making money, it was really about life. It was really about people,” he continued. “And it was about the responsibility toward not just the people that you transport but the responsibility toward your family, meaning your employees, too.”

Bart Marksohn and his siblings also turned Walter’s compassion into a successful business, so much so that when Walter returned to work in the mid-1980s, he told his children they made more of a profit in two years than he ever had.

It took the first year of barely breaking even. But the following year, WE Transport turned “a nice six-figure profit,” Bart added.

“When we went into doing this, we survived the year, which was rather tough. I remember  we really didn’t know what we were doing. It’s one thing to fix brakes, it’s another to talk to school districts and be awarded contracts and win bids,” he continued. “My dad came back in … and he looked around and he said, ‘You guys did in two, three years, what it took me a lifetime to grow.’ It was his way of saying, I’m very proud of my boys and, really from then on, because now he didn’t know what was going on, we just took over and he had to learn from us at that point.”

WE Transport was truly a family affair, with Bart first serving as president until the sale to Beacon Mobility and then was voted chairman by his family. Jerry served as the chief information officer and Helena as the corporate secretary. Steve left the day-to-day business in 1998 but remained an owner. Carmen Tomeo, the son of Charlie Tomeo, who brought Walter and Edie on as a subcontractor nearly 70 years ago, was the CEO until retiring at the end of last year.

The Marksohns also got involved in school bus manufacturing. Bart became a 50-50 owner of what would become Type A school bus body producer Trans Tech with John Corr of The Trans Group. Several of the younger Marksohn generation went on to work for the company. One of them created the logo.

“His input in building one of the best school vans was immeasurable,” Corr commented.

The Marksohn family sold its remaining stock in Trans Tech in 2022.

For all his efforts, the National School Transportation Association inducted Bart Marksohn into its Hall of Fame last summer. The New York School Bus Contractors Association named him Contractor of the Year in 2018. Of all the awards he’s received, he said the two hold particular meaning.

“It’s cliche, maybe, but to be recognized by your own peers, and certainly the ones within the state who know you the best, was really rewarding. And then to go to Nashville (the site of NSTA’s annual convention in July) and be recognized [across] the United States, not just in a state you know, was kind of the acme for me, the peak,” he added.

“The New York School Bus Contractors Association (NYSBCA) would like to extend our heartfelt congratulations to Bart Marksohn and Carmen Tomeo of WE Transport on their well-deserved retirements. Over the past 30 years, they have been dedicated, thoughtful leaders in our industry, each bringing valuable experience from large family-run businesses. Their unwavering commitment to ensuring the safest ride for students every day has left a lasting impact. Both Bart and Carmen were honored with NYSBCA’s highest distinction, the Contractor of the Year award, at our Annual Convention Awards dinner in 2018. On behalf of the NYSBCA’s executive team, board members, and colleagues in the school bus industry, we thank you for your contributions, leadership, and care for our profession. We wish you both all the best in the years ahead.”

As for what’s next in retirement, Bart said he is cutting ties to the school bus industry.

“You’re either in or out, you know? And I’m out,” he explained. But there will still be a loose connection, as the Marksohn family own land in New York City that that it leases to school bus contractors, including 11 bus depots to Beacon Mobility.

“I can’t really get away from school buses because of the real estate, but it’s a different obligation,” he added.

Retirement won’t mean sailing around the world, but as a pilot he might fly around it. Emphasis on “might.” More realistically, he’ll make more trips to the Bahamas and his annual summer trek to Colorado.

“It’s beautiful out West to fly through mountain passes and valleys. It’s just spectacular, and some of it feels a little white knuckle,” he said. “And maybe I like that rush. I’ve always liked the rush of bid openings, to see if you won. So, I guess my flying through mountain valleys is my bid opening moments.”

Durham School Bus Driver Saves Colleague, Receives Award

School bus driver Pat King received the “Frontline Hero Award” from Durham School Services for saving a colleague.

King, a Durham School Services employee who drives routes for Duval County Schools in Jacksonville, Florida, preformed life-saving CPR for 20 minutes on a school bus monitor when they experienced a sudden medical emergency on Feb. 10. She reportedly continued performing CPR until medical staff arrived, ultimately saving the life of her co-worker.

Frontline Hero Award 

 

A spokesperson for National Express explained the Frontline Hero Award. “Frontline Hero Award is presented to individuals who have demonstrated exceptional courage, dedication and selflessness in the face of adversity. It honors those who go above and beyond to make a significant impact on the lives of others, whether through acts of bravery, leadership in times of crisis, or consistent efforts to inspire positive change within our organization. Further, this award serves as a reminder that heroes come in many forms, whether through quiet, everyday acts of kindness or extraordinary feats of bravery.”

“That’s the first thing I saw, it was that dummy that we have to do the training on,” recalled King in a statement. “Her chest wasn’t moving. I listened for her heartbeat and heard nothing. She’s my friend, you know. She wasn’t breathing. I had to do something. I couldn’t just let her lay there.”

Durham explained that its school bus drivers are required to participate in various safety training, and team members must be certified in CPR every two years. Florida requires school bus drivers to take courses that result five safety certifications: CPR/first aid, identifying and reporting child abuse, seizure training, human trafficking training, and the Florida Mandated Reporting of Child Abuse and Neglect course.

“We are glad Pat is getting the recognition she very much deserves. She is a hero, and we were extremely proud to present her with an award and witness her gain further recognition from the community for her life-saving actions,” said Brad Kerrigan, area general manager for Durham School Services. “Instances like these prove the importance and need for safety trainings such as CPR/First Aid and further demonstrates our company’s commitment to safety.”

Contractor Helps School Bus Maintenance Operations Cut Costs, Not Corners

A webinar demonstrated the efficiency benefits of partnering with a national contractor for school bus maintenance.

“Fleet maintenance is evolving, plain and simple,” stated Edmund Dixon, a principal consultant for the First Consulting division of Thursday’s webinar sponsor First Student. “Do you have the latest and greatest technology in your shop?”

Todd Hawkins, senior vice president of maintenance for First Student, reviewed how costs and types of repairs coincide and their effect on shop environment, technician stress and bus uptime. Scheduled, preventative and predictive maintenance, he said, helps avoid things like road calls, misdiagnoses and neglected repairs.

Jackson Diodoardo, a principal consultant for First Student, reviewed the case of a 200-vehicle fleet operated for St. Landry Parish School Board in Louisiana. The district had what Diodoardo referred to as extreme driver and technician shortages, burdensome maintenance costs and budgetary constraints.

A tiered fleet leasing plan was implemented, starting with 15 buses and growing to 30. First Services by First Student staffed the shop with its own technicians and provided training, which reduced turnover rates.

Diodoardo concluded that the district is now enjoying a reliable fleet with new technology and reduced maintenance costs.

How It’s Done

Diodoardo reviewed First Student’s size and scale across 44 U.S. states and eight Canadian provinces, while Hawkins shared the expertise and training that its technicians undergo to receive ASE Certifications as well as the company-wide policies that ensure that KPI and efficiency standards are met.

“We’re trying to turn unscheduled events to scheduled, which will save time,” Hawkins declared. “Accurate diagnosis and repair saves money.”

Hawkins reviewed the company’s asset management system, Hexagon, and revealed how First Services teaches techs to “fix something that’s not broken” by effectively leveraging predictive analytics.

“It’s not hard to buy a program and get predictions, but it’s hard to make it effective,” he noted.

Dixon shared that on-demand support is available through the Technical Assistance Center, where district staff can seek insights from certified technicians to reduce repair time and unnecessary parts usage.

“Everything we do is to provide efficiency in our maintenance operations and service with the resources we have,” he added.

Hawkins reviewed stats from the past 10 years to demonstrate how partnering with First Services can reduce maintenance costs and improve customer satisfaction.

First Services offers maintenance consulting, maintenance as a service, and fleet as a service. The latter, Dixon noted, allows that a school district to retain full control of the fleet and drivers, resulting in greater efficiency and uptime.

Hawkins and Dixon also reviewed support for technicians, which includes good wages, higher training opportunities and technology usage—the latter being popular with younger technicians.

“Paying more for a good tech saves you money in the long run,” Hawkins declared.

He encouraged districts to ensure their shops and managers are satisfactory since sending out for help costs more.

“It really comes down to what each specific district needs and how those needs can be met, and we can partner with you to figure that out,” Dixon said. First Services will conduct audits and consultations and can be involved with any size district to the degree that the district desires, he confirmed.

Dixon and Hawkins added First Student’s scale and experience leads to providing the insights, experience and buying power that a standalone district would lack.

“Our whole life is efficiency because efficiency drives customer satisfaction. The better we do it, the cheaper it is and the happier the customer is,” Hawkins quipped. “We’re showing people what good looks like.”

Hawkins said that when First Services assumes school bus maintenance for a location, consultants work with unions and keep the existing technicians, who they continue to train. He confirmed that the turnover rate is low.

In answer to an attendee question, Hawkins confirmed First Services averages a 94-95 percent bus in-service rate.

Amid Youth Vaping Epidemic, Prevention Efforts Begin to Target School Buses

Vaping among minors has emerged as a significant public health crisis, prompting school districts, student transporters, parents and public officials to take aggressive action.

This crisis, fueled by the marketing strategies of companies like e-cigarette companies like Juul Labs, has led to a wave of litigation, settlements and innovative prevention strategies. The rise in vaping has spurred interest in new technologies, such as vape detectors, with potential applications even on school buses.

Juul Labs settled a lawsuit led by San Franscisco Unified School District in December 2022, marking a pivotal moment in the battle against youth vaping. The reported $1.2 billion settlement resolved over 1,500 lawsuits filed by school districts, cities and counties nationwide. The legal fight emphasized the role Juul and its parent company Altria played in creating and perpetuating the youth vaping crisis.

Mike Dorn, executive director of Safe Havens International, testified during the trial about the severe consequences of vaping on school grounds and during transport, providing compelling evidence that contributed to the settlement. “The scope of this crisis is unprecedented,” Dorn told School Transportation News, referencing not only the rise in nicotine addiction among minors but also the emergence of vape devices used for substances like THC oil, crystal meth and fentanyl.

Dorn highlighted alarming incidents that underscore the dangers of vaping in unsupervised environments. For example, ambulances in Palm Beach County, Florida, were dispatched to treat 11 students who overdosed after sharing a vape device on a school bus. A similar case occurred in Glynn County, Georgia, where 12 students overdosed in an athletic transport van. Dorn said these cases demonstrate the rapidly evolving nature of the crisis and the urgent need for preventative measures.

“These devices were never just about nicotine,” explained Dorn, a member of STN’s editorial advisory board. “With aftermarket pods and illicit substances, we’ve seen students exposed to risks far beyond addiction, including overdoses and physical harm from malfunctioning devices.”

Vape Detectors: A New Frontier in Prevention

To address the crisis, school districts are exploring new technologies to curb vaping. Vape detectors are promising tools for creating vape-free environments. While these devices have been installed in school bathrooms and other indoor areas, their potential use on school buses represents a new frontier in prevention efforts.

Randall Jubb, president of school bus contractor Jubb’s Bus Services, said he sees on-board vape detection as a crucial step in curbing the issue before it escalates further.

“We are planning to implement a demonstration of selected units in our fleet, with detectors positioned under the seats, as vape is denser than air and tends to settle lower,” Jubb explained. “A puck-sized indicator will be installed in the driver’s area to provide an immediate alert. Additionally, an app will be installed on school administration devices to notify them of any alerts, including the specific bus number and the time the alert was triggered.”

Jubb emphasized that this system—when combined with video surveillance and school bus driver observation—will provide the best chance at accurately identifying offenders.

“We recognize the severe impact vaping can have on the health and well-being of our students, and we believe that any deterrent is crucial in safeguarding their future,” he added.

Guy Grace, a representative of Partner Alliance for Safer Schools (PASS) and a retired director of safety and emergency planning for Littleton Public Schools in Colorado, emphasized that vape sensors alone are insufficient to address the youth vaping epidemic. Based on insights from safety practitioners across the country, Grace outlined a multi-layered approach that integrates vape sensors with human roles, processes and additional technologies to maximize effectiveness

First, he said properly designed awareness programs are critical. Students and parents need to understand the addictive nature of e-cigarettes and the policies in place to address violations. Education campaigns that involve students and parents can significantly reduce vaping incidents.

The stealthy nature of vaping also necessitates vigilant student supervision, he continued. While vape sensors can alert staff to incidents, live supervision in restrooms, stairwells, and other hotspots is essential. Free training videos on supervision techniques are available through Safe Havens International to help staff improve their ability to detect and deter vaping.

Grace noted additional personnel, such as vape prevention coordinators and monitors for hot-spot areas, are often needed to support detection technologies and ensure consistent enforcement. These roles work alongside technology to address vaping more effectively.

Vape sensors can detect e-cigarette aerosols in areas where direct supervision is challenging, such as restrooms and locker rooms. He said these devices can also integrate with smart cameras and analytics software, enforce no-go zones and monitor high-traffic areas.

Robust electronic hall-pass systems help administrators track students’ movements and identify patterns of misuse, Grace offered. These systems can also prevent students with a history of vaping together from obtaining hall passes simultaneously.

School buses represent a critical and often overlooked area in the fight against youth vaping. Grace discussed the potential for integrating vape detectors, which can range in cost from hundreds of dollars to about $1,000 dollars, with modern bus surveillance systems, including 360-degree cameras and real-time monitoring capabilities. These tools can help capture activity both inside and outside the school bus while ensuring driver focus remains on the road.

“While no districts have officially implemented vape sensors on buses yet, the technology exists to make this feasible. Early adopters could set an important precedent for broader adoption,” Grace said, referencing ongoing pilot programs and partnerships with companies like Zeptive.

“Like IP cameras, vape sensors require relatively low power and can be connected via Ethernet to a bus’s power switch. While APIs for integrating vape sensors with bus cameras are still under development, standalone sensors can already enhance monitoring efforts,” he continued.

Grace noted that vape detection companies are exploring pilot programs to evaluate these systems in real-world conditions.

He also detailed how students attempt to evade detection, exhaling mist into bottles or vaping under desks. He emphasized the importance of proper device placement, sensor sensitivity adjustments and ongoing staff training to counteract these methods effectively.

Progress and Challenges Ahead

The battle against youth vaping is far from over, but progress is being made. School districts like San Francisco Unified are leading the way with comprehensive prevention programs and forward-thinking solutions. By addressing the root causes of vaping and equipping students with the tools to make healthier choices, communities can take meaningful steps toward ending this crisis.

“This is about protecting our kids,” said Jenny Lam, president of the San Francisco Board of Education. “We’re committed to using every tool at our disposal to ensure they have a healthy, smoke-free future.”

Grace echoed this sentiment, noting that while challenges remain, the collective efforts of educators, parents, and policymakers offer a path forward.

“The stakes couldn’t be higher, but with determination and innovation, we can turn the tide,” he said.

Integrating these systems with existing school bus technology could provide a seamless solution for tracking incidents.

“The one thing I might add is that the system interfaces with the bus monitoring systems, reporting and time-stamping any alerts to make tracking easier,” Jubb noted.

While detection technology plays a vital role, the broader issue extends beyond school buses and into classrooms. Mike Anderson, CEO and founder of school vaping sensor manufacturer Space Coast Technology Solutions, highlighted how vaping has become a significant disruption to education itself.

“In our research, vaping is listed as the number one challenge facing educators,” Anderson said. “Students are distracted in class, and school resources are consumed with policing instead of educating.”

The same could be said for school bus drivers, who need to be concentrating on road traffic but increasingly have student misbehavior to contend with.

Pennsylvania School District Investigating Sign Banning Spanish on School Bus

A school district in Pennsylvania launched an investigation after one of the school buses had a sign prohibiting bus riders from speaking Spanish.

According to local news reports, there were photos circulating around social media on Friday about a Juniata County School District (JCSD) bus prohibiting students from speaking Spanish on board, “out of respect to English only students” per “owner/management.”

The district’s superintendent, Christie L. Holderman, released a statement Saturday stating that the district became aware of the inappropriate sign being displayed and confirmed officials had taken immediate and appropriate action to address the situation.

Holderman added that the district is currently investigating the incident thoroughly and they are ensuring that all necessary steps are taken to prevent something like this happening again.

In the same statement, Rohrer Bus, the district’s transportation management partner, made clear that the bus involved in the incident is owned and operated by a separate entity, whose name was not disclosed in the statement. Initial reports referencing the source of the sign as “owner/management” gave the impression that the sign was authorized by representatives of Rohrer Bus. However, company officials confirmed that the company did not “author or endorsed this statement in any way.”

“As Juniata County School District’s transportation management partner, we have been working closely with District officials to swiftly investigate,” Rohrer added.

“Such language and sentiments are entirely contrary to the company’s values and commitment to fostering a respectful and inclusive environment for all students,” Rohrer continued. “As a precautionary measure, we have suspended the transportation provider involved pending the outcome of an investigation. We recognize the seriousness of this situation and the impact it may have on our community. Rohrer Bus is committed to taking proactive steps to prevent such incidents in the future.”

Industry Mourns the Loss of School Transportation Leader, Contractor Van der Aa

The school transportation industry is mourning the passing of Terry Van der Aa, whose impact on the sector spanned decades. He died the day after his 79th birthday on Jan. 17 at his Hinsdale, Illinois, home.

Van der Aa, is a National School Transportation Association Hall of Fame member and past recipient of the Golden Merit Award and School Bus Contractor of the Year. He was owner and CEO of Vancom Transportation, a Chicago-based school bus company that he sold to Laidlaw Transit in 1997. He retained ownership of ATC/Vancom, a provider of transit and charter bus services.

Terry Van der Aa was inducted into the NSTA Hall of Fame in 1997.

Van der Aa also served two terms as NSTA President, first from 1978-1979 and again from 1983-1984. His leadership helped shape the future of the association and the broader school transportation sector.

In the following years, Van der Aa took on leadership roles in public transportation, serving as chairman of Veolia Transportation, a major transit bus provide. His expertise in transportation management and operations made him a sought-after figure in the industry, leading to his work with the consulting firm Transpar Group in 2010.

Beyond school bus and public transit, Van der Aa held board positions in banking and healthcare, demonstrating a broad commitment to community service and corporate leadership. His strategic insights and leadership helped shape the future of student and public transportation, leaving a lasting legacy.

“Terry was a pioneer in the school bus and transit industries,” said a former colleague. “His contributions helped modernize transportation operations and ensure safe, efficient services for school districts and municipalities across the country.”

NSTA extended its deepest condolences to the Van der Aa family in an email to members.
