Closing TSD Keynote Bridges Gap Between Student Behavior, Positive Reinforcement

FRISCO, Texas — When Lisa Navarra stood before a room of Transporting Students with Disabilities (TSD) and Special Needs Conference attendees, she didn’t see people who were “just” drivers, trainers, supervisors or directors. She saw leaders. Leaders who manage people, time and safety every day. Those who guide drivers to guide students to be consistent, calm and confident before the first bell even rings.

“Transportation is so much more than transit,” she reminded them durig her Monday morning keynote. “You create the environment that students step into each morning, one that can set the tone for their entire day.”

For Navarra, the journey from special education teacher to school transportation trainer was fueled by purpose, and a realization that behavior management, emotional regulation and growth mindset strategies weren’t just for classrooms. They belonged on school buses, too, she said.

Her message was simple yet transformative: When transportation professionals see themselves as educators and role models, they empower students to feel safe, regulate their emotions and be ready to learn.

She noted the process starts with meeting the kids where they were at.

“But where are we at?” she asked, adding another question to consider is, “What do I need to do to reach this child, to ride safely?”

Supervisors, she noted, need to support and empower drivers to better breakdown the silos between education and transportation.

She said when one sees themself as a professional who is prepared to manage challenges, it gives a sense a validation and thus a sense of purpose. Instead of waiting to see what students are capable of, be proactive in demonstrating and announcing behaviors they want to see on the bus, she advised.

Navarra asked, “Why are we making things so complicated?” She noted the impact of a positive school bus environment, speaking the language educators speak and creating a safe, meaningful environment that kids are ready to learn in.

Sometimes drivers need strategies on how to teach developmentally appropriate behavior, she said, adding that students might not know what safe behavior is. If they don’t explain what safe behavior should look like, she said students will never know how to meet expectations.

For drivers who are stuck in a rut or look at driving as “just a job,” she encouraged attendees to remind them that they are managing the learning environment. Raymond Forsberg, director of transportation at Mesquite Independent School District in Texas, said he tells his school bus drivers they manage people, time and money.

“I remind them how they’re leaders. I compare what they do, to what I do. I tell them how they manage people, time and money,” he said. “Let them know they are part of the ownership. Remind them of how they are leaders. We’re all here for the paycheck. The people drivers manage are the students, for time they have keep to the schedule and the money part is the 150,000 vehicle they’re driving.”

Additionally, Navarra provided examples and research that illustrates the importance of not praising the ability, but the process and effort that students or even drivers give.

Phrases like “great job” or “you’re so smart” don’t provide the student with context into what type of behavior is correct and needs to be recreated. Instead, she advised, saying phrases like, “You did a great job being safe when you entered the bus and put your seatbelt on.”

Other examples of behavior-specific praise are:

  • “I have noticed how you are trying your best to speak quietly today. Thank you.”
  • “I admire the way you are trying to keep your feet out of the aisle.”
  • “You took a breath when the bus got noisy, and you stayed calm.”
  • “You were very thoughtful when you said hello to the new student.”

She underscored the importance of using behavior-specific praise with action and outcome, which can lead to a learning experience. Navarra continued, saying general praise can sound encouraging, but it does not clearly communicate the behaviors we want students to internalize and demonstrate independently.

She provided factors to consider, such as the setting (private or public) and the type of praise (non-behavior specific or specific.)

She provided the following guidelines on how to praise:

  1. Be sincere
  2. Be specific
  3. Praise students on the ‘what’ they can change
  4. Be mindful when praising easily earned achievements
  5. Be mindful when praising for doing what they love
  6. Encourage mastery of skills instead of comparing themselves to others

Bobbi Bican, the transportation account manager for Lincoln Intermediate Unit #12 in New Oxford, Pennsylvania, said following the keynote positive feedback and not settling for non-specific phrases like, “Great job” resonated for her.

Instead of settling for non-specific praise, she said she’s going to try and re-phrase her praise by saying, “Great job, sitting down in your seat today, being safe.” She noted that she learned the importance of showing the behavior and building that safe environment.

“I’m so excited to have learned that today,” she said, adding she plans to put some systems in place with her drivers and team to “give them the power.”

Safety Expert Shares Transportation Social Story Strategies for Students with Disabilities

FRISCO, Texas — Transportation safety experts gathered at TSD Conference to address a critical challenge: Teaching school bus safety to students with disabilities through innovative, personalized approaches that go beyond traditional instruction methods.

The session presented Saturday by Jill Metcalfe, a former executive director of student transportation and founder of STSB Training, highlighted the transformative power of social stories and visual aids, revealing that students with disabilities often learn best through carefully crafted, individualized communication strategies. She emphasized the importance of creating visual narratives that speak directly to each student’s unique learning needs.

“If I was in a wheelchair and had never ridden a school bus before, I would lose my mind,” said Metcalfe, a transportation safety specialist, highlighting the overwhelming experience many students with disabilities face during daily transportation.

Her powerful statement underscored TSD Conference’s central messages: Safety education must be compassionate, individualized and carefully designed.

Metcalfe emphasized the transformative power of social stories, describing them as more than just instructional tools.

“These are not just stories,” she explained. “They’re personalized narratives that help students see themselves successfully navigating bus safety.”

By inserting a student’s name into carefully crafted stories and using their own images, educators can create powerful, relatable learning experiences.

The session revealed innovative visual strategies that make safety education engaging and accessible. Educators are now using creative methods like dinosaur figurines to demonstrate safe bus stop positioning, LEGO figures to act out safety scenarios and customized digital checklists that help students track their own safety behaviors.

“We want to make safety learning fun,” Metcalfe noted. “If we can engage a student’s imagination, we can help them understand complex safety procedures.”

She shared examples of social stories that incorporate personalized details, such as teaching a student she named “Anthony” about proper school bus boarding techniques through a narrative specifically designed for him.

The approach recognizes that students with disabilities require more than generic safety instructions. For students on the autism spectrum, this might mean creating highly structured visual guides with predictable, step-by-step instructions. For students with physical disabilities, visual aids might demonstrate wheelchair accessibility procedures or safe boarding techniques.

“The key is preparation and understanding,” Metcalfe stressed. “We need to help students feel comfortable and confident, not overwhelmed.”

This philosophy extends to creating visual aids that reduce anxiety, such as showing exactly where to sit on a bus or how to interact with a driver.

Crucially, the session stressed the importance of collaboration between transportation departments and special education teams. By working together, these professionals can develop tools that are not just informative, but truly inclusive and empowering.

Positive reinforcement emerged as another key strategy. Attendees in the room shared success stories of using certificates, tracking charts and playful incentive systems to encourage safe bus behaviors. The goal is to make safety learning a positive, rewarding experience that builds confidence and independence.

The rise of AI and technology tools like Canva can help educators and student transporters more easily create social stories, though she cautioned that actual student information should never be inputted into AI engines so child’s identity is protected.

“Remember,” Metcalfe concluded, “we’re approaching bus safety calmly, consistently and with care. The stormy period will pass if we remain patient and committed to our students’ success.”

How Transfinder Helped Tennessee District Save Money and Modernize Transportation

In the heart of rural Tennessee, Stewart County Schools spans over 400 square miles, with just two traffic lights and a student population of around 1,900.

For decades, the district’s transportation system relied on the experience and memory of longtime Transportation Director Eric Watkins, who knows every road, house, and student by heart. But as Watkins contemplates retirement, he realized the next person in his role wouldn’t have the same institutional knowledge. That’s when Transfinder entered the picture—and changed everything.

“I’ve always said that my routing is in my head, but my head is getting very old,” he joked, “and it’s getting close to the time for me to call it quits here one of these days. I just said, ‘Listen, the next person that does my job is going to have something [Transfinder] because they don’t know where the roads are, they don’t know where the houses are, they don’t know where the kids are.”

Watkins had seen Transfinder at trade shows for years but always assumed it was too expensive for a small district like his. That changed when he met representatives from Transfinder, who walked him through the full package and pricing.

Watkins took the proposal to the school board with a clear message: “You either do it today or you do it when I leave. But at some point, you’re going to have to do it because I’m not going to be here forever.”

He successfully made his case and “they let me have the entire package,” he said.

Watkins was so confident in Transfinder’s award-winning solutions that he told the board that the technology would save enough money to pay for itself.

He was right.

One of the first major wins came from route optimization. Stewart County operates 32 bus routes, transporting about 1,500 students daily. With Transfinder’s GPS and mapping tools, Watkins could see exactly where each student lived, when they were picked up, and how long each route took.

This visibility is helping him consolidate routes without cutting jobs. When a driver announced an upcoming retirement, Watkins uses Routefinder PLUS to see where he can combine routes among existing drivers.

Watkins said he could easily adjust nearby routes and start shifts 15 minutes earlier which will essentially absorb that route. That single change eliminated the need to hire a replacement and saved enough money to cover the entire cost of Transfinder for the year.

But the savings didn’t stop there.

Using Transfinder’s fleet maintenance and inventory management tool Servicefinder, the district’s mechanics gained remote access to bus diagnostics. If a driver reports a warning light, the garage can instantly assess the issue and advise whether the bus can continue on its route or if it needs to be swapped out. This reduces downtime, avoids unnecessary dispatches, and keeps students on schedule.

Transfinder also helped improve fleet management. Watkins now monitors every bus on a 32-inch screen in his office, tracking location, speed, fuel levels, and more. Even buses on field trips 100 miles away are visible. This level of oversight has improved safety, accountability, and efficiency across the board.

The district is also rolling out Viewfinder, which allows school secretaries to instantly access bus assignments for students—no more radio calls or delays. “We’re in a different world now,” Watkins said. Now school officials can assist those elementary students about what bus to get on.

Tripfinder is another tool Watkins is excited about. Previously, the district used a separate system for field trip scheduling, but Tripfinder will allow drivers to log mileage and time directly, automatically generating invoices and sending them to payroll. It’s a seamless process that saves time and reduces paperwork.

Watkins also championed Stopfinder, a parent app that provides real-time bus tracking. “It was all me,” he said. “I want parents to have every bit of knowledge they can have. Plus, they won’t be calling me asking where the bus is.”

It’s a game-changer.

The impact of Transfinder on Stewart County Schools goes beyond savings. It’s about preparing the district for the future, improving safety, and serving the community more effectively. Watkins, who has served the district for 38 years, sees Transfinder as a legacy investment.

Payroll Technology Saves Thousands of Dollars for Georgia School District

Technology is a helpful option for school district transportation departments looking to improve efficiency and cut costs, a transportation coordinator shared during a Thursday webinar.

Bryan Mitchell, marketing director for webinar sponsor Transit Technologies, reviewed current challenges related to on-time student transportation plagued by slashed budgets, driver shortages and increasing parent demands.

Rome City Schools in Georgia was facing a costly and inefficient payroll process, he said. With more than 100 transportation staff members relying on paper-based timesheets, including multi-colored paper for different shifts, Mitchell explained that the monthly task of preparing payroll was a logistical nightmare.

By using ByteCurve digital time clocks and payroll software, the district realized $30,000 in monthly labor cost savings totaling about $300,000 annually, even after wage increases. Jonathan Agenten, director of sales for ByteCurve, explained that the savings came from shaving a few minutes off each driver’s paid hours due to more accurate data collection. Christina Buffington, transportation coordinator for Rome City Schools, confirmed that no driver experienced a significant wage loss.

Buffington shared that the previous paper time sheet method would take up to a month to add up hours and verify before finalizing. She confirmed that the ByteCurve digital process has reduced the time it takes to complete the process and allows management to verify drivers’ route completion via GPS. Payroll errors were nearly eliminated and 10 hours were saved per week in driver communications and payroll reconciliation.

Mitchell and Agenten reviewed the rugged and reliable Vehicle Camera Systems and Driver-Facing Cameras offered by Vestige, a sister company to ByteCurve via parent company Transit Technologies. These technologies are beneficial as they discover savings and efficiencies in fuel and payroll, which are the two biggest expenses in transportation, noted STN Publisher Tony Corpin.

Florida District Introduces Innovative Safety Training for School Bus Drivers

For the first time, school bus drivers at Lee County School District underwent advanced scenario-based training, including simulations of real-life situations such as active shooter incidents and de-escalation techniques.

Launched ahead of the school year, the initiative was developed in collaboration with several district departments, including academics, human resources, exceptional student education (ESE), and health services, with the goal of creating more dynamic, hands-on training experiences. The move comes amid growing concerns about safety and the vulnerabilities inherent in student transportation.

The idea for a more immersive training experience originated as a desire to break away from the traditional format of lectures and PowerPoint presentations. When asked how the training was developed in collaboration with other departments, Jarriad McKinney, executive director of transportation and logistical services, told STN that it began with a conversation about annual compliance training with health services and academics.

“I told them I wanted the training to be more engaging for staff, not just the norm of sitting in an auditorium, listening to presentations,” McKinney said. “We then invited all parties to the table to collaborate. Everyone was given topics and created presentations based on their area of expertise.”

The program included real-world scenarios selected in part due to recent incidents in the district, including cases where individuals boarded buses and assaulted drivers. These events prompted a partnership with the Sheriff’s Office and ONE Training to develop hands-on sessions on de-escalation and emergency response. Members of law enforcement observed the sessions and offered on-the-spot feedback to drivers.

“The training was an eye-opener for the staff,” McKinney said. “No one wants anything bad to happen, but we live in a day and age where anything is possible. You’re better off being prepared and having an idea of how to respond.”

One standout training, “Happy Bus,” focused on the emotional climate drivers create and its impact on students. “Behaviors are just the tip of the iceberg,” McKinney said. “We have to learn to address the root cause and not feed into what just lies on the surface.”

A classroom-style structure replaced the usual auditorium setup, breaking staff into smaller groups and allowing for more active participation. Drivers followed a bell schedule, giving them time between sessions to walk in the halls, connect with peers, and reflect.

“The employees loved the training,” McKinney said. “Everyone I talked to, enjoyed the change and appreciated the opportunity to engage with district staff. It reinforced that support is out there for them.”

David Newlan, chief of safety, security and fleet operations and a former police chief, told local news reporters that the training reflects a broader strategic focus on bus safety within the district.

“Knowing one of the district’s vulnerabilities being the buses, we wanted to prepare our drivers as much as possible,” he said.

McKinney emphasized the importance of team-based planning in creating effective training. He encouraged other districts to adopt a collaborative approach., “Working together increases rapport and understanding,” he said. “It’s vital for staff to have a solid grasp of the material we provide annually. Changing things up and getting creative makes all the difference.”

He added that the small group setup helped foster more meaningful conversations. “It allows for healthier discussions and a better understanding of what is being taught,” he added.

When asked whether the training will be expanded or refreshed in the future, McKinney told STN the district plans to enhance the program further next year. “We’ll add more departments for context,” he said.

The district is also working closely with the State Attorney’s Office and local law enforcement to implement new legal protections for school buses and drivers, including measures to address unsafe driving near buses and unauthorized boardings.

Ultimately, the training is as much about emotional safety and student connection as it is about emergency protocols.

From First Day to Fine-Tuning: Webinar Gives School Bus Routing Tips

A webinar gave advice on meeting community needs with school bus service while also making efficient operational decisions.

“We know back to school is behind us, but the heavy lifting is not over,” said Tammy Cook, senior transportation advisor and board member of webinar sponsor Pathwise, during the Thursday presentation

The other panelists were Michael Roche, VP of customer engagement and business development for EZRouting, and Carl Allen, chief executive officer of 4MATIV, both of whom served as transportation directors for school districts.

Roche noted that a big challenge for school districts is bridging the gap between planned and actual ridership. He encouraged districts to use anything from manual headcounts to RFID card tracking to determine actual ridership numbers. Allen added that teachers and school staff can help by noting which buses seem emptier.

“You want to be sure your data is grounded in reality and not just assumptions from the summer,” Roche said. He and Allen advised loading accurate bell time data into routing software and coordinating with individual schools, which assists in making small adjustments in bus routing and tiered schedules.

“Buses will fill up with kids or time,” Allen quipped.

Each fall, Roche said that transportation staff, who often have spent the previous months in school startup “survival mode,” have a chance to catch their breath and look for efficiencies. He advised re-analyzing routes that have 25 to 50 percent underutilization.

Ridership data can be used to drive smarter scheduling, said Cook. While a headcount could tally the same ridership numbers across different days, Allen urged drilling into the data and counting exactly which students are riding the bus and when.

While seeking efficiencies, Allen cautioned districts to be aware of compliance issues, such as ensuring students with special needs always receive their legally mandated transportation. When routing, Roche said he adds buffers since student ridership can increase during the winter months or ones that coincide with individual sports off seasons.

“Just because they aren’t riding now doesn’t mean they won’t,” Cook agreed.

Allen noted that stop removal or consolidation boosts efficiency but requires communication and collaboration with parents, since they have already planned for their set bus stops. Parents may be more inclined to agree to bus stop changes if they know their stop can be reinstated, he said.

Roche agreed that due diligence should be performed to ensure that no one is using a particular bus stop before it is removed outright. He also noted that some districts use vans or sedans to shuttle rural students to a centralized bus stop location.

“Be thoughtful and communicative and transparent with your families,” Allen encouraged.

Roche advised soliciting community and district staff feedback on bus stop and routing changes. For instance, having a school receive students five minutes early could get 20 buses back on the route on time, but union requirements affect the hours school staff can work. Negotiation is necessary, Allen said.

Allen advised collecting key performance indicators – including on-time performance metrics, safety metrics, bus capacity utilization and driver performance – and then using them to effect changes, which should be slowly implemented so families and staff can effectively adjust. He also encouraged districts to route students as they enroll throughout the year, respond promptly to parent concerns, and reevaluate operations to ensure progress is being made.

Having this data helps legitimize transportation department requests and effect necessary changes at the district administration level, Roche underscored.

Roche pointed out that a route could be covered but still consistently running two hours late or repeatedly requiring substitute drivers, which signals improvement is needed. He noted that efficiency means different things to different operations. Each district has its own goals, with the ultimate goal being safe service to students.

What Differs Between Pupil Transportation in the U.S. and the U.K.?

This article marks the inaugural installment in a new series highlighting pupil transportation practices around the world, drawing on Gray Ram Tactical’s 18-plus years of global experience in training, consulting and working directly with transportation professionals. By sharing insights from multiple countries, the goal is to compare systems, explore best practices and encourage continual improvement in student safety and operational excellence.

Having worked alongside pupil transportation teams on both sides of the Atlantic, I’m often asked a deceptively simple question: “How different can school transport really be?” The short answer: Very. The two systems are built on different legal duties, vehicle standards and road-user expectations—and those differences shape daily practice, staffing, budgets and risk.

In the United Kingdom, local authorities have a statutory duty to arrange free home-to-school travel for eligible children, including those beyond statutory walking distance, with no safe walking route, or with Special Educational Needs and Disabilities (SEND).

The SEND program ensures that children with learning difficulties, disabilities or medical needs receive tailored support so they can access education on an equal basis with peers. Local authorities assess needs through an education, health and care (EHC) plan and, when necessary, provide additional services such as specialized transportation, teaching support, or therapeutic interventions.

Guidance sets clear distance thresholds, such as over two miles for children under age eight and over three miles for those age eight and above. There are also extended rights for low-income families. In contrast, the U.S, has no national duty to transport all pupils. Policy and funding are largely state or local decisions. While most districts do provide service, the eligibility rules vary significantly from state to state.

One of the most visible differences lies in the vehicles themselves. In the U.S., purpose-built yellow school buses are a hallmark. These vehicles are designed to FMVSS standards, including compartmentalization seating and specialized mirrors and lighting. Meanwhile, in the U.K., there is a mixed fleet. Many routes rely on public-service buses, contracted coaches, or minibuses rather than a unique standardized yellow bus. Seatbelt rules also vary by vehicle type, creating a more diverse operational environment.

Road-user laws further distinguish the two systems. In the U.S., every state makes it illegal to pass a school bus with its stop arm extended and red lights flashing. This creates a protective zone around the bus during loading and unloading. In the United Kingdom, however, there is no general legal requirement for motorists to stop for a school bus. Drivers are expected to exercise caution near schools, but compliance depends more on public awareness and enforcement of school-crossing-patrol signals.

Driver qualifications, vetting and training also differ. U.S. drivers must hold a commercial driver’s license with passenger and school bus endorsements, complete federally mandated entry-level driver training (ELDT), and undergo drug and alcohol testing as well as background checks. In the U.K., drivers typically hold passenger carrying vehicle licenses and must maintain their driver certificate of professional competence (CPC) through 35 hours of periodic training every five years. Because the work involves children, enhanced disclosure and barring service safeguarding checks are also required.

Both systems also address the transportation needs of students with special educational needs and disabilities. In the U.S., under the Individuals with Disabilities Education Act, transportation may be provided as a related service, determined by the student’s IEP team. In the U.K., local authorities assess eligibility and make arrangements under SEND or EHC provisions. This includes clear entitlements for low-income families, although many councils face rising costs in this area.

Daily operations bring further contrasts. In the U.S., systems typically design tailored routes around neighborhoods and bell times. In the U.K., there is a heavier reliance on blending dedicated coaches with mainstream public transport. At the bus stop, U.S. systems rely heavily on stop-arm protections and crossing procedures, whereas the U.K. leans on school-crossing patrols, signage and infrastructure. Another distinction is that U.K. authorities are not obligated to provide mid-day transport between school sites.

Despite these differences, there are important similarities in safety culture. Both nations emphasize prevention and continuous improvement. In the U.S., FMVSS standards guide design, while in the U.K. licensing and seatbelt rules are central. Training and supervision also play a major role, with U.S. ELDT paralleled by U.K. Driver CPC. Safeguarding is another shared priority, with DBS checks in the U.K. and various forms of background vetting in the U.S.

For leaders, there are clear lessons. Policy should be designed around legal duties. Stops must be engineered with safety in mind. Investing in people—through training, vetting and professional development—is essential. And perhaps most importantly, proactive planning for SEND transportation can help mitigate rising demand and costs.

The U.S. and U.K. start from different blueprints—one anchored in a dedicated, highly standardized school-bus ecosystem; the other in a statutory entitlement delivered through a mixed public and contracted network. Yet the goal is identical: every child, safe there and safe home. When we borrow best practices across the Atlantic—on stop design, driver development, safeguarding, and SEND planning—we move measurably closer to that goal.

NAPT Announces Election Winners Ahead of Annual Conference

Attendees of the National Association for Pupil Transportation Annual Conference and Trade Show later this month in Grand Rapids, Michigan, will meet several new officers who won or held onto their seats following this week’s election.

In an email to members on Thursday, NAPT said the newly elected and reelected officers will be sworn in and begin their terms on Nov. 1 during NAPT ACTS. Elections ran from Sept. 30 through Oct. 1, and voters were able to cast their votes online.

Melody Coniglio, director of transportation at West Geauga Local Schools in Ohio, was elected NAPT president-elect. She currently serves as Region 3 director and will transition to her new role for two years before serving as president.

Coniglio ran against Karim Johnson, director of student transportation at Dorchester County School District Four in South Carolina, and Todd Silverthorn, supervisor of transportation services at Kettering City School District in Ohio. A special election will be held to fill the Region 3 Director seat, NAPT noted, which becomes vacant once the new board is sworn in at NAPT ACTS.

Keith Kaup, director of transportation at Pearland Independent School District in Texas, is the current president-elect and assumes the president role, succeeding Teena Mitchell of South Carolina.

Region 1 Director Marc Medina, supervisor of transportation at Farmingdale School District in New York, ran unopposed and succeeds Peter Lawrence, who completed three terms. According to NAPT bylaws, Lawrence had reached his term limit.

“Lawrence’s leadership helped establish a strong foundation for the region and positioned it for continued success,” NAPT said in a statement.

The new Region 5 director will be Dawnett Wright, director of transportation at Peninsula School District in Washington. She succeeds Athena Bartz of Wyoming, who completed one term and chose not to seek reelection.

Meanwhile, affiliate member director Maritza Valentin, the national sales manager for AMF-Bruns of America, was re-elected for a second term. She also ran unopposed. NAPT said Valentin “will continue her work to strengthen connections between industry business partners and members.”

NAPT ACTS will be held Oct. 31 – Nov. 4 in Grand Rapids, Michigan.

National Specifications Manual Republished to Fix Alternative Transportation Section Omission

The recently approved National School Transportation Specifications and Procedures that was published online and has been printed did not contain a new and historic section on alternative transportation.

The online version was removed from the National Congress on School Transportation website as of Friday, pending the update.

School Transportation News discovered the omission this week while finalizing the October magazine edition. STN asked for clarification from alternative transportation writing committee chair Tyler Bryan of the Delaware Department of Education, who in turn notified the NCST steering committee. Steering committee chair Michael LaRocco confirmed the oversight to STN Thursday.

The NCST steering committee informed state delegates and interested parties who attended the deliberations in May via email Friday that an online version of the updated specifications and the recently printed books are “incomplete.”

LaRocco added in the email that NCST is reprinting the books at no cost to those who ordered them, and the manuals will include a notation and disclaimer “to minimize any confusion.”

The new manuals should arrive at their destinations in two to three weeks, he added.

The alternative transportation section that was omitted contained guidance on driver credentials, driver training, vehicle design/equipment, and special education policy considerations. It was a new section included in the specs manual for the 17th NCST and was the first time the event that dates to 1939 took up the issue of non-school bus transportation.

Additionally, LaRocco told STN Friday the update will include another small technical change.

U.S. DOT Proposes Rule to Add Fentanyl to CDL Drug Testing Program

Citing the frequency of overdose deaths nationwide and in the interest of transportation safety, the U.S. Department of Transportation said it seeks to add fentanyl and its metabolite norfentanyl to its drug-testing panels for CDL holders.

The proposal issued Sept. 2 seeks to amend certain provisions of 49 CFR Part 40 to “harmonize as appropriate” with the current U.S. Health and Human Services (HHS) mandatory guidelines for federal workplace drug testing programs using urine (UrMG) and oral fluid (OFMG) that went into effect July 7, following a final rule published in January. A majority of HHS-certified labs already can test for fentanyl and norfetanyl with “sufficiently sensitive detection limits,’ according to this month’s NPRM.

The NPRM cites HHS findings from the Drug Enforcement Agency’s National Forensic Laboratory Information System 2021 report that fentanyl, a schedule II synthetic opioid, was the fourth most frequently identified drug and accounted for 11.61 percent of all drugs reported by forensic laboratories. Norfentanyl is “an important component of identifying fentanyl users when urine is the specimen matrix,” the proposal adds, with fentanyl being detected in oral fluid in pain management patients, overdose cases and cases of driving under the influence of drugs.

The National School Transportation Association said it is reviewing all the provisions of the  NPRM but is likely to support adding fentanyl to the drug testing panel.

If published as a final rule, school districts and school bus companies administering or managing drug tests will need to update their policies.

“If a DOT drug/alcohol policy lists the drugs that are tested for, this will need to be added to the policy,” commented Tonic Lathrop, president of operations for Sinnett Consulting Services in Reno, Nevada. “When I write policy, I only list the main categories and not sub-categories so when substances get added to the testing panel, I don’t have to change all of my clients’ policies.”

This includes updating testing procedures and protocols, if a company or school district adds a biomarker or testing type information into their drug and alcohol policy, she explained.

Additionally, Lathrop said employers would need to provide their employees with notification and education about the changes and ensure employees are aware of the additional substance testing and possible update to the drug and alcohol testing policy.  Updated education material should also include fentanyl with substance awareness.

She also noted a positive test for fentanyl may have a legitimate medical explanation. A medical review officer, or MRO, may verify and report a negative test with safety concerns.

Public comments on Docket DOT-OST-2025-0049 are due by Oct. 17 online, by mail or in person.
