Gatekeeper Appoints Security Industry Executive, Hamish Dobson, to Board of Directors

Applications Open for Grant Program Equipping Students with In-Demand Propane Autogas Skills

RICHMOND, Va.– As fleets continue to shift away from diesel and toward cleaner, reliable energy sources, a new generation of skilled automotive service technicians is needed to maintain alternative fuel vehicles, like those running on propane autogas. The Propane Autogas Vehicle Inspection Grant Program, offered by the Propane Education & Research Council (PERC), is providing schools across the country with valuable training and resources needed to prepare students to work on propane autogas buses, trucks, vans, and more.

This innovative grant program provides U.S. educational institutions with up to $7,500 in funding to integrate propane-specific curriculum and equipment into their existing automotive training programs. The goal is to equip students with real-world experience maintaining and servicing vehicles powered by propane autogas. These skills are increasingly in demand as more fleets turn to propane autogas to reduce emissions and costs while maintaining operational efficiency.

“The Propane Autogas Vehicle Inspection Grant Program gives students an opportunity to learn these technologies in-depth, preparing them for successful careers after graduation supporting fleets that are increasingly turning to propane autogas,” said Joel Stutheit, senior manager of autogas business development at PERC. “This program also supports fleet owners by building a pipeline of talented and qualified technicians who can keep propane autogas trucks, vans, and buses on the road for years to come.”

Now in its second year, the grant program has already supported 24 schools in 16 states, training hundreds of students to inspect, service, and maintain propane autogas engine systems. Each participating school receives propane-specific curriculum, as well as funding to purchase propane autogas training equipment and to send an instructor to a “Train the Trainer” course. Eligible institutions must already offer an automotive program.

Today, more than 60,000 propane autogas vehicles are in operation across the United States, providing dependable service to transit agencies, delivery companies, emergency response fleets, utility crews, and more. Propane autogas is not only reliable but also clean, producing up to 96 percent fewer nitrogen oxide (NOx) emissions than diesel. It offers lower fuel and maintenance costs, supports better air quality, and contributes to more consistent uptime.

“Enhanced curricula made possible by the Propane Autogas Vehicle Inspection Grant Program have given both students and schools a leg up,” Stutheit said. “Schools are able to expand their course offerings without increasing costs to students, while students gain new, valuable skill sets that position them for long-term success in a rapidly changing transportation industry.”

How Transfinder Helped Tennessee District Save Money and Modernize Transportation

In the heart of rural Tennessee, Stewart County Schools spans over 400 square miles, with just two traffic lights and a student population of around 1,900.

For decades, the district’s transportation system relied on the experience and memory of longtime Transportation Director Eric Watkins, who knows every road, house, and student by heart. But as Watkins contemplates retirement, he realized the next person in his role wouldn’t have the same institutional knowledge. That’s when Transfinder entered the picture—and changed everything.

“I’ve always said that my routing is in my head, but my head is getting very old,” he joked, “and it’s getting close to the time for me to call it quits here one of these days. I just said, ‘Listen, the next person that does my job is going to have something [Transfinder] because they don’t know where the roads are, they don’t know where the houses are, they don’t know where the kids are.”

Watkins had seen Transfinder at trade shows for years but always assumed it was too expensive for a small district like his. That changed when he met representatives from Transfinder, who walked him through the full package and pricing.

Watkins took the proposal to the school board with a clear message: “You either do it today or you do it when I leave. But at some point, you’re going to have to do it because I’m not going to be here forever.”

He successfully made his case and “they let me have the entire package,” he said.

Watkins was so confident in Transfinder’s award-winning solutions that he told the board that the technology would save enough money to pay for itself.

He was right.

One of the first major wins came from route optimization. Stewart County operates 32 bus routes, transporting about 1,500 students daily. With Transfinder’s GPS and mapping tools, Watkins could see exactly where each student lived, when they were picked up, and how long each route took.

This visibility is helping him consolidate routes without cutting jobs. When a driver announced an upcoming retirement, Watkins uses Routefinder PLUS to see where he can combine routes among existing drivers.

Watkins said he could easily adjust nearby routes and start shifts 15 minutes earlier which will essentially absorb that route. That single change eliminated the need to hire a replacement and saved enough money to cover the entire cost of Transfinder for the year.

But the savings didn’t stop there.

Using Transfinder’s fleet maintenance and inventory management tool Servicefinder, the district’s mechanics gained remote access to bus diagnostics. If a driver reports a warning light, the garage can instantly assess the issue and advise whether the bus can continue on its route or if it needs to be swapped out. This reduces downtime, avoids unnecessary dispatches, and keeps students on schedule.

Transfinder also helped improve fleet management. Watkins now monitors every bus on a 32-inch screen in his office, tracking location, speed, fuel levels, and more. Even buses on field trips 100 miles away are visible. This level of oversight has improved safety, accountability, and efficiency across the board.

The district is also rolling out Viewfinder, which allows school secretaries to instantly access bus assignments for students—no more radio calls or delays. “We’re in a different world now,” Watkins said. Now school officials can assist those elementary students about what bus to get on.

Tripfinder is another tool Watkins is excited about. Previously, the district used a separate system for field trip scheduling, but Tripfinder will allow drivers to log mileage and time directly, automatically generating invoices and sending them to payroll. It’s a seamless process that saves time and reduces paperwork.

Watkins also championed Stopfinder, a parent app that provides real-time bus tracking. “It was all me,” he said. “I want parents to have every bit of knowledge they can have. Plus, they won’t be calling me asking where the bus is.”

It’s a game-changer.

The impact of Transfinder on Stewart County Schools goes beyond savings. It’s about preparing the district for the future, improving safety, and serving the community more effectively. Watkins, who has served the district for 38 years, sees Transfinder as a legacy investment.

Watkins is sold on Transfinder.

“It’s been exactly what they told me it would be,” he said.

Monroe School Transportation and Rochester City School District Donate Over 800 New Coats to Local Students in Need

ROCHESTER, N.Y. – Students from Rochester City School District and the community were provided brand-new coats as a result of a new partnership between Monroe School Transportation, its sister brand, Durham School Services, and Operation Warm. Operation Warm is a national nonprofit organization dedicated to providing warmth, confidence, and hope for children in need by manufacturing brand-new, high-quality coats for them.

Just in time for the winter season, over 800 new, high-quality coats were donated to students of Rochester City School District at the school district’s Operation Warm event. The event was held on November 4, 2025, at the school district’s Dr. Freddie Thomas Learning Center, where students were given the opportunity to personally choose their own winter coats based on their own color preference. During the coat selection process, each student was guided and provided assistance by a volunteer from the school and/or Monroe School Transportation and Durham School Services team to ensure each student chose a coat that fit comfortably and was size appropriate.

“A warm coat is more than just protection from the cold; this ensures our students have the warmth and confidence they need to thrive both in and out of the classroom,” said Dr. Eric Jay Rosser, Superintendent of Schools, Rochester City School District.

“We are very proud and excited to have forged this new partnership with Operation Warm,” said Tim Wertner, CEO, Durham School Services. “This new partnership is especially significant because of how it perfectly aligns with our Company’s value of giving back to our students and communities and directly benefits the well-being of our most precious cargo – our students.”

Durham School Services General Manager Krystal Tenace Honored as a Rising Star by School Transportation News

SCHENECTADY, N.Y. – Durham School Services is proud to share that Krystal Tenace, General Manager in Schenectady, New York, was named a Rising Star by School Transportation News (STN) and is featured in the November issue of their magazine. Rising Stars, as defined by STN, are remarkable rising leaders making a difference in the School Bus Transportation industry. This recognition is based on nominations, and Krystal was selected as one of ten Rising Stars from a pool of 60 incredibly qualified nominees.

“When I was notified that I was named a rising star, I was shocked!” said Krystal Tenace, General Manager, Durham School Services. “Being a general manager in student transportation is the most stressful, rewarding career you could possibly have. You stress making sure your team is successful, and when they outshine your expectations, you cheer them on and feel so much pride! I am very grateful for my team and this recognition from my manager, Britt Liotta, and STN.”

Krystal began her career in student transportation as a bus assistant almost twenty years ago, when she was just 19 years old. She credits her mom, who was a bus driver and is currently a manager in the transportation field, for inspiring the start of her student transportation tenure. Since then, with the experience she has built by transitioning to various roles ranging from a bus driver, safety and training supervisor, and to a site supervisor, Krystal was most recently promoted to General Manager in August of this year.

Having held various roles in student transportation with such an expansive career, when asked about a memorable story, Krystal shared, “I cherish the years I spent on the buses as a monitor and a driver. That was the greatest experience. The students were always the best part of the job. Regardless if they were having a good day or bad day, before getting on my bus, I always tried to make sure they were smiling by the time they got off the bus.”

Once Krystal became a general manager, she carried that same sentiment and mindset when interacting with her team and vice versa, stating, “As a manager, I try to have the same effect on the employees, if they’re having a bad day, we crack jokes, tell stories, and try to make the day better. When I am having a bad day, my employees are what pull me through. They ask if they can help, tell “dad jokes”, and just in general, make our workplace the great place that it is each day!”

Britt Liotta, Regional Manager for Durham School Services, and the one who nominated Krystal as a Rising Star, shared, “I have seen Krystal’s growth as a leader and her determination to uplift her team and set them up for success so that they can focus on transporting students to school safely every day. The team has a great working relationship with Krystal, and together, they have built a supportive, positive work culture. Beyond that, Krystal has also helped build a strong relationship with our school district partner and demonstrates an incredible sense of responsibility and ambition in driving her team to positive results and performance. GUILDERLAND, N.Y. – The New York School Bus Contractors Association (NYSBCA) recognized outstanding achievement and leadership in the school bus transportation industry during its 71st Annual Convention, held on October 24, 2025, at the Saratoga Hilton in Saratoga Springs, NY.

“This year’s conference was especially meaningful as it marked the end of my two-year presidency,” said Thomas Smith, Past President of NYSBCA. “It has been an honor working alongside our Executive Committee to address the driver workforce shortage, promote third-party permit testing, and advance zero-emission school bus mandates. Collaborating with the Governor’s Office, elected officials, and state agencies has been both rewarding and impactful. I now pass the reins to our new President, Paul Mori, a respected leader who will guide the association into the future.”

Roger Weeks Contractor of the Year
The Roger Weeks Contractor of the Year Award, NYSBCA’s highest honor, recognizes a contractor demonstrating excellence in student transportation through safety, performance, leadership, and community engagement. This year, the award was presented to John BeGasse, Vice President of Business Development at Summit School Services (formerly National Express LLC).

With more than 40 years in the industry, BeGasse has been a steadfast advocate for student safety and operational excellence. A long-standing NYSBCA member, he has generously shared his expertise to strengthen the collective voice of contractors across North America. “I was absolutely delighted and amazed to receive this honor,” said BeGasse.

Heart of the Industry Award
Sponsored by Bird Bus Sales & Service and presented by Robert Reichenbach, the Heart of the Industry Award honors individuals whose dedication, professionalism, and compassion have made a lasting impact on the school transportation community.

This year’s recipients were Willie Gibbs, Senior Safety Manager at Huntington Coach Corporation/Beacon Mobility, and Chris Kansky, Safety Manager for Northern New York at WE Transport.

Willie Gibbs, a Certified Examiner and Master Instructor with Huntington Coach Corporation/Beacon Mobility in partnership with the New York State Department of Motor Vehicles and New York State Education Department, has over 27 years of service. He oversees accident investigations, manages certified instructors, and conducts state-mandated training for more than 800 drivers and monitors.

Chris Kansky has served 15 years at WE Transport, progressing from Driver Trainer to Safety Manager. Known for his “WE Care” spirit, he mentors drivers, leads safety initiatives, and serves as a 19A Examiner and School Bus Driving Instructor. His passion for safety, integrity, and dedication to people exemplifies the heart of the industry.

Distinguished Service Awards
NYSBCA also recognized Rachel Lane, Vice President of Electrification and Sustainability at Student Transportation of America (STA), and Daniel “Danny” Unverzagt, Assistant Director of Vehicle Maintenance at Suffolk Transportation Service, with Distinguished Service Awards.

Rachel Lane has been a trusted partner in advancing NYSBCA’s work with NYSERDA and other agencies, helping contractors and districts navigate electrification. She brings deep technical knowledge, sustainability expertise, and a commitment to practical solutions for the school bus industry.

Danny Unverzagt has been a driving force at Suffolk Transportation Service since 1998. As Assistant Director of Vehicle Maintenance, he oversees over 2,000 vehicles, leading innovations such as the first Blue Bird hybrid vehicle and the TMW Maintenance Program. His leadership ensures safety, efficiency, and exceptional fleet performance, earning him respect across the industry.

Elected Official Recognition
NYSBCA also honored elected officials who have demonstrated strong support for the school bus industry and collaborated with the association on initiatives that impact student transportation and the transition to zero-emission buses.

This year’s recipients include Assemblyman Michael Benedetto, Senator James Skoufis, Senator James Tedisco, Assemblymember Carrie Woerner, and Senator Patricia Fahy. Emma Fuentes accepted on behalf of Senator Skoufis. Fahy and Skoufis were unable to attend. NYSBCA extends sincere gratitude to all officials for their support and advocacy.

National School Bus Safety Week Spotlights Propane’s Role in Modern, Reliable Fleets

RICHMOND, Va. — During National School Bus Safety Week, the Propane Education & Research Council (PERC) is highlighting how propane autogas buses help school districts across the country deliver on their most important priority: getting students to and from school safely, reliably, and responsibly.

More than 1.3 million students nationwide ride to school each day on 22,000 propane-powered buses. The technology is trusted in more than 1,000 school districts coast-to-coast due in part to the energy source’s low emissions profile. Propane autogas school buses produce 96 percent fewer nitrogen oxides (NOx) than diesel. That significant reduction helps improve air quality around schools and neighborhoods, which benefits students, drivers, and communities.

The buses are also noticeably quieter than diesel models, allowing drivers to focus on the road and better hear what’s happening inside and outside the bus.

“As a former school transportation director, I know that nothing matters more than getting students to school safely,” said Joel Stutheit, senior manager of autogas business development at PERC. “I trusted propane autogas in my fleet because of its proven track record of keeping students and drivers safe on every ride.”

Equally as important as a clean, quiet ride, propane autogas school buses provide an additional layer of reliability. A recent U.S. Department of Energy report warns that, without major upgrades, the U.S. could see up to 100 times more grid disruptions by 2030. Unlike electric models, propane autogas buses don’t rely on grid power to stay in operation, providing a layer of security when schools need to safely transport students even during emergencies.

Depending on the tank size, propane autogas buses have a range of up to 400 miles on a single refuel, providing flexibility and peace of mind for school districts and parents. And unlike diesel or electric models whose performance can vary when temperatures plummet, propane autogas buses start in cold weather without any additives or heaters.

When the School Bus Reds are Flashing, There is No Passing Roush Fenway Keselowski Racing Driver Ryan Preece Reminds Motorists to Protect Students on the Road

YARDVILLE, N.J. —During National School Bus Safety Week (NSBSW), highlighted on October 20 through October 24, 2025, organizations from across the country including the National School Transportation Association (NSTA), Roush Fenway Keselowski (RFK) Racing, Blue Bird Corporation and ROUSH CleanTech are joining the nationwide call to remind motorists that stopping for a school bus is not optional—it’s the law and will prevent avoidable tragedies.

To raise awareness, RFK Racing driver Ryan Preece appears in a new video campaign showing that even professional drivers stop for school buses. In the video, Preece, who drives the No. 60 car, reinforces the message that safety around school buses is everyone’s responsibility—no matter how much experience you have behind the wheel.

This message is especially critical in light of recent findings released by the National Association of State Directors of Pupil Transportation Services (NASDPTS). Each school day, millions of students across the U.S. depend on the yellow school bus—the safest form of student transportation—to get to and from school. Yet, new data from the NASDPTS reveals that illegal passings of stopped school buses remain a major threat to student safety.

According to NASDPTS’s thirteenth annual National Stop Arm Violation Survey, released at the 2025 NSTA Annual Meeting and Convention in Boston, 114,239 school bus drivers in 36 states and the District of Columbia reported 67,258 vehicles illegally passing their stopped buses in just one day during the 2024–2025 school year. When projected across all U.S. school bus drivers, that’s more than 39.3 million violations per year. Although this marks a decrease from 45.2 million violations in the previous year, the issue remains alarming.

The annual survey, conducted since 2011, highlights the ongoing need for education, enforcement, and vigilance to prevent these dangerous incidents. In recent years, several states have strengthened penalties, authorized camera-based enforcement, and implemented new awareness campaigns—all steps toward safer roads for students.

Additionally, NSTA has spearheaded a national effort to raise awareness about the dangers of illegal school bus passings through their support of the “Brake for Kids Act” (H.R.2348/S.2812) – an initiative sponsored by Reps. Pete Stauber (MN-08), Rudy Yakym (IN-02), Julia Brownley (CA-26), Seth Moulton(MA-06), and Brian Fitzpatrick (PA-01), as well as Senators Todd Young (IN) and Gary Peters (MI).

According to its description, the bill directs the Department of Transportation (DOT) to produce and distribute a national public safety campaign on the dangers of illegally passing stopped school buses. Specifically, the campaign must increase awareness and education about the issue through a variety of media, including television, radio, and social media advertising. “Illegal school bus passings have continued on our roadways, despite the best efforts of student transportation professionals to curb this dangerous and illegal practice. Public Awareness campaigns like this provide the ability to reach a wide target audience with the hope that our message resonates,” said Patrick Dean, NSTA President, as well as President of Dean Transportation in Michigan.

“As evidenced by the release of this video, student transportation stands unified in our quest to eliminate incidences of illegal school passings throughout the United States. Public messaging remains one tool at our disposal, and I call on motorists, law enforcement, and the court system to do their part as well to help alleviate this vexing problem,” Curt Macysyn, NSTA Executive Director concluded. Scalability and sustainability: Potential for the initiative to be expanded within the district, adopted by others elsewhere, and that it will endure over time.

Creativity: Delivers a fresh, forward-thinking approach; challenging the traditional model with inventive solutions, bold ideas, or unconventional strategies that break from “the way it’s always been done” to achieve better student outcomes.

Each winner will receive:

A Safer Road Ahead For School Buses

AVON, Ohio – Every school day, more than 25 million students across the United States climb aboard a yellow school bus – the safest form of student transportation on the road. According to the American School Bus Council, riding a school bus is about 70 times safer than traveling by car, and no other mode – not planes, trains, or other transit systems – moves more passengers each day.

ADBs provide shorter stopping distances and smoother, more stable stops compared to drum brakes, while virtually eliminating brake fade – a critical advantage in stop-and-go routes and downhill applications.

“School transportation safety managers are recognizing the significant difference air disc brakes make,” said Keith McComsey, Bendix technical sales lead, Wheel-End. “Since we introduced the Bendix ADB22X air disc brake to the school bus market in 2008, adoption has continued to grow, with thousands of new school buses equipped each year.”

Beyond braking performance, ADBs at the wheel-ends help optimize the capabilities of higher-level safety systems. All major North American school bus manufacturers – including Blue Bird Corporation, Navistar’s IC Bus, and Thomas Built Buses – offer the Bendix ADB22X as a factory-installed option.

Driver Assistance Technologies Deliver Added Support
Advanced driver assistance systems (ADAS) are increasingly available on school buses, where they support drivers and enhance safety on the road.

One such technology is the Bendix ESP Electronic Stability Program full-stability system. First introduced two decades ago, Bendix ESP uses sensors and advanced algorithms to help drivers potentially mitigate rollover and loss-of-control situations. It can function across a wide range of road and weather conditions – including dry, snowy, icy, and slippery surfaces – and can apply braking in ways beyond a driver’s capabilities. ESP also serves as the foundation for higher-level driver assistance systems.

Among those systems is Bendix Wingman Advanced – A Collision Mitigation Technology, which pairs radar with the ESP braking system to deliver active cruise control with braking. The system provides both alerts and active brake interventions that can help drivers potentially mitigate rear-end collisions. Another is Bendix Fusion, which “fuses” forward-facing radar, camera, and braking system data into a single platform. Fusion delivers advanced features such as autonomous emergency braking, adaptive cruise control, and lane departure warnings – all designed to support drivers as they respond to changing traffic situations.

“Technologies like full stability and collision mitigation are effective tools that make a real difference on the road,” said TJ Thomas, Bendix director of marketing and customer solutions. “Their importance is reflected in the ongoing advocacy of organizations such as the National Transportation Safety Board (NTSB) and NAPT, both of which support the adoption of these technologies in school bus fleets.”

IC Bus became the first North American school bus manufacturer to offer collision mitigation as a standard feature in 2018, specifying Bendix Wingman Advanced on its CE Series and RE Series and offering Bendix Fusion as an option on the CE Series.

Bendix emphasizes that advanced technologies complement safe driving practices. No commercial vehicle safety technology, including Bendix safety technologies, replaces a skilled, alert driver exercising safe driving techniques and proactive, comprehensive driving training. Responsibility for the safe operation of the vehicle remains with the driver at all times. Never wait for the system to intervene. Every driver should carefully review the operator’s manual and be trained by the fleet or vehicle owner on the proper operation and limitations of the ADAS system during operation.

Parking Smart and Safe
Another innovation enhancing school bus safety and driver convenience is the Bendix Intellipark Electronic Parking Brake. Intellipark helps mitigate rollaway crashes by automatically setting the parking brakes when system interlocks detect the driver may have forgotten to do so.

The system monitors critical inputs – such as foot brake status, accelerator pedal position, and wheel speed – to help determine when the vehicle should be parked. Intellipark replaces the traditional yellow push-pull dash valve with an easy-to-engage electronic switch that maintains the recognizable symbols while improving ergonomics and eliminating the “sting” associated with manual valves. Built-in LED indicators show the system’s status at a glance.

Thomas Built Buses was the first school bus manufacturer to offer Intellipark, beginning in 2021, as standard equipment on the Saf-T-Liner C2 Jouley electric bus and as an option on the Saf-T-Liner C2 with diesel powertrains. Select IC Bus models also offer Intellipark, and additional manufacturers are working to make the technology available.

Training Keeps Safety Advancing
As school bus safety systems grow more sophisticated, keeping drivers and technicians informed and prepared is paramount. Bendix supports fleets and drivers through hands-on demonstrations, continuous education, and a variety of resources designed to sharpen skills and deepen understanding of how these technologies work in real-world conditions.

S.T.A.R.T.™ Urges Nationwide Focus on Active Threat Preparedness Ahead of National School Bus Safety Week

CHAGRIN FALLS, Ohio — As districts nationwide prepare to observe National School Bus Safety Week (October 20–24, 2025), School Transportation Active-Threat Response Training (S.T.A.R.T.) is calling on school leaders to expand the definition of bus safety to include active threat preparedness.

The Ohio-based organization, which has trained thousands of drivers across multiple states including Ohio, Georgia, Tennessee, California, Illinois, and West Virginia, says too few of the nation’s 500,000 school bus drivers have been equipped to recognize warning signs or respond effectively during an active-threat situation.

“Traditional safety measures—like fire drills and evacuation plans—are important, but they don’t go far enough,” said Jim Levine, CEO of S.T.A.R.T. “Today’s threats are different, and drivers must be trained to detect early warning behaviors, stay calm under pressure, and make fast, informed decisions that protect the lives of the 25 million students they transport throughout our nation every day.”

S.T.A.R.T.’s evidence-based training program teaches drivers to identify concerning behavior, communicate effectively under stress, and execute safe, defensive maneuvers during crisis events. The hands-on curriculum was developed by active-duty and former law enforcement, crisis intervention specialists and mental health professionals and is already being adopted by districts of all sizes across the country.

This year’s campaign also comes at a crucial moment: the STOP School Violence Grant—funded by the U.S. Department of Justice—is now open for applications. The grant can help cover the cost of driver safety and active-threat training, allowing districts to strengthen their preparedness without straining local budgets.

“This is a rare and urgent opportunity,” Levine added. “Districts that act now can use STOP Grant funding to train their entire transportation workforce and make sure their drivers are prepared for real-world threats, not just theoretical ones.”

S.T.A.R.T. is encouraging districts to apply for STOP Grant funding before the October 27 submission deadline and to make active-threat response training a key component of their safety strategy. The STOP Grant was created to protect American children by funding evidence-based programs that prevent violence and strengthen school safety. S.T.A.R.T. (School Transportation Active-Threat Response Training) qualifies for the grant because it goes directly to the heart of that mission — providing bus drivers and aides with hands-on training to recognize and respond to potential threats.

For National School Bus Safety Week, S.T.A.R.T. will release daily safety tips, feature testimonials from trained drivers, and share district success stories on its website and social media channels.

“School bus safety must mean more than stop arms and flashing lights,” Levine said. “Preparedness is the new seatbelt — and it can save lives.”
