North Carolina Man Accused of Indecent Exposure at School Bus Stop

A North Carolina man was arrested after authorities say he exposed himself at a neighborhood school bus stop, where children and families were gathered, reported Fox 8.

Police arrested Angel Esteban Marte, 24, March 5 and charged with felony indecent exposure after the incident in Harnett County.

Deputies said Marte exposed his private parts at the bus stop, and investigators said the act was committed “for the purpose of arousing and gratifying the defendant’s sexual desire.”

Marte also faces a misdemeanor indecent exposure charge in connection with the incident.

The exact location of the bus stop was not specified. The offense is listed as a violent crime on a condition of release order.

According to the article, Marte was being held without bond at the Harnett County Jail. He was scheduled to make his first court appearance.

Maryland Pilot Program Aims to Offset Cost of Electric School Buses

A Maryland electric utility is launching a pilot program designed to help school districts overcome one of the biggest barriers to adopting electric school buses: Upfront costs.

The Maryland Public Service Commission approved a plan by Potomac Edison, a subsidiary of FirstEnergy serving about 285,000 customers in Maryland, to implement an $11.1 million electric school bus pilot program. The initiative will help fund the deployment of up to 28 electric school buses within the utility’s service territory.

The program comes as Maryland advances its transition to zero-emission transportation under the Climate Solutions Now Act of 2022, which requires public school systems to purchase zero-emission vehicles.

The law states that county school boards must only enter into new contracts to purchase or operate zero-emissions school buses, or otherwise electric school buses. Districts may seek exemptions if zero-emission buses cannot meet operational needs, such as route length, or if sufficient funding is not available to cover the higher upfront costs.

The EV transition is not without its challenges. Montgomery County Public Schools, the largest school district in Maryland and an early national leader in school bus electrification, recently requested approval to purchase about 140 new diesel buses to meet immediate transportation needs. According to local news reports, district officials said current electric bus technology and fleet availability have not fully met operational demands for longer routes, field trips and midday service. These reasons prompted the temporary return to conventional buses while the district continues to evaluate its long-term electrification strategy.

Funding Aims to Incentivize Zero-Emissions Adoption

Meanwhile, Potomac Edison is supporting the electric shift by covering the cost difference between diesel and electric school buses, up to $250,000 per vehicle. It is also paying for the cost of charging infrastructure and any required electrical upgrades.

In addition to financial incentives, the program will provide school districts with technical and administrative support for planning and installing charging equipment and training personnel responsible for operating the buses.

The pilot will also test V2G technology. Utilities and policymakers have increasingly pointed to V2G as a way EVs could support grid reliability while vehicles sit idle between routes. Successful use cases have been slow to proliferate throughout the industry, but recent developments point to more achievable success with V2G.

“This program is designed to help make the EV transition more practical and affordable,” said Jim Myers, FirstEnergy’s president of West Virginia and Maryland. “We’re reducing upfront costs and offering hands-on support to help school systems integrate electric buses smoothly.”

Minnesota Man Accused of Pointing Gun at School Bus

A 38-year-old man already facing charges in a separate case is accused of pointing what appeared to be a long gun at a school bus transporting nine children in southern Minnesota, reported Fox 9.

According to the news report, police charged Alex Jeffrey Wolters with second-degree assault with a dangerous weapon and threats of violence following the March 5 incident in Faribault.

Police said officers received a report around 7:40 a.m. from a school bus aide who claimed they saw a man brandishing a gun. Investigators later identified the man as Wolters.

Law enforcement officials reviewed video from the school bus that showed the aide reacting after spotting the object. The bus was transporting nine children at the time of the incident. Authorities arrested Wolters several hours later.

During a post-Miranda interview, Wolters denied pointing anything at the bus but acknowledged he had been in his home garage that morning. He told police he had been working on an insulation project and went into the garage to retrieve an item. Officers later found a copper tube and black plastic tubing in the home’s attic that, when combined, resembled a long gun.

Police also spoke with Wolters’ father, who allowed investigators to inspect two-gun safes inside the home. Authorities said one safe appeared to have been tampered with since the father said he last used it. Another safe appeared partially opened but remained locked.

The complaint states the tampered safe contained several rifles, shotguns and a pistol, while the other safe held two pellet rifles.

Court records indicate Wolters was already on pretrial supervision in a separate 2025 case involving threats of violence. He allegedly threatened to “murder everyone” in a local apartment building, saying he would go to a police station and “kill the police.”

West Virginia School Bus Driver Dresses for Success with Students

A school bus driver is making a statement each morning before starting his route, not only with his safety checks but by dressing for success with a suit and tie.

John Sitar, a bus operator for Hampshire County Schools in West Virginia, has made old-school business dress part of his daily routine for the past 15 years. The attire is a “self-imposed uniform,” a way to show students that he takes pride in his job and cares about the children he serves.

Sitar’s story is one of several highlighted recently by the West Virginia Department of Education and county school systems during Public Schools Week, observed Feb. 23–27.

Before heading out on his route each day, Sitar makes sure one final detail is in order: His tie is on straight. He added the decision to from a lesson he learned as a student himself.

Dressing for Success

“When I was in high school, the principal made the men wear a tie, and the women had to dress up,” Sitar said in the statement. “It made a difference, and it set them apart as role models. I wanted to do that for these children.”

Sitar has spent most of his life in Hampshire County. He grew up on a farm, where he said he learned the value of hard work. Later, he served in the U.S. Army as both an Army Ranger and Green Beret. He eventually returned home to the West Virginia Potomac Highlands.

Now, he says his role behind the wheel of a school bus allows him to continue serving his community.

“I know these kids might not see this every day,” Sitar said. “Any interaction any staff member has with students is important. And if you acknowledge them as a human being, and somebody notices them when they get on the bus, that is a big deal to them.”

Nearly half of Hampshire County public-school student come from low socioeconomic households, according to data shared by the West Virginia Department of Education. Sitar said that reality is something he sees firsthand every day.

Because of that, he said small gestures matter, including the suit he dons every weekday.

“Bus drivers are the first people the children see in the morning, and the last ones they see in the evening,” Sitar said. “I think what we do makes a difference. I just want them to know that I care about them.”

More Than a Letter Game

School transportation departments navigate constrained budgets, staffing challenges and rapidly evolving technology that rely on procurement tools: Request for Information (RFI), Request for Proposals (RFP), Request for Bids (RFB) and pilot programs.

Using those tools properly yields optimal results. RFIs help districts—particularly large ones—understand market capabilities before committing to specifications.

RFPs allow districts to evaluate solutions based on expertise, implementation plans and long-term value utilizing a scale or scoring system for multiple companies offering similar products or services. Factors include sustainability, customer support and training. RFBs are critical for standardized purchases, ensuring transparency, fairness and fiscal accountability through objective competition. Bid specs yielding the most results consider the operational needs and what problem needs resolution.

Industry consultant Alexandra Robinson noted an RFI is a fact-finding process to ask questions, research the product and conduct demonstrations. These findings result in writing the RFP or RFB. The proof is in the real-world pilot test of the solution.

A School Transportation News reader survey last year indicated 32 percent of transportation directors and supervisors engage in pilot programs. Thirty-five percent said they submit an RFI prior to submitting an RFP. Software provider Transfinder noted it participated in 217 percent more RFPs in 2025 than in 2024.

Ashley Jones, assistant director of special projects for Charlotte-Mecklenburg Schools (CMS) transportation department in North Carolina, noted challenges faced in preparing for an RFP process include the hurdle of balancing the wish list of operations and maintenance with budget restraints.

“We also struggle with ensuring what we buy today won’t be obsolete in two to three years,” she added. CMS released an RFP in December for transportation telematics service and hardware, to improve upon GPS tracking, driver behavior metrics and on-time arrival rates. The district formed an RFP team including transportation operations, IT team members and finance. “This prevents us from buying a software solution we can’t support or maintain,” Jones said.

CMS utilizes a weighted scoring rubric that considers pricing, experience, specific vendor offerings, and references. It holds a pre-bid meeting internally but not publicly for potential companies placing a bid, Jones noted.

“This is included in the bid and part of our scope of work,” she added. “Vendors can ask additional questions during the process if needed.”

The decision to bid is based on several review meetings involving the CMS internal transportation team to determine basic needs and potential operational gaps.

“Before drafting the scope of work, the team collaborated to categorize requirements into fundamental needs versus additional capabilities,” said Jones. “Key drivers identified for this included the benefit of an accurate telematics platform including the essential need for accurate reports for bus arrivals, the desire to improve transparency between parents and school transportation, and the requirement for advanced diagnostic tools to streamline workflow for the maintenance team.”

When developing specifications, it is crucial to ensure a district is requesting technology that is current and open to competition, Jones noted.

“Specifications must be developed from market research, pilot program opportunities and the internal transportation team,” she added.

A standardized amount of bonding and insurance is required of all vendors. Onsite maintenance is handled through an internal team for oversite. The bid winner produces a maintenance and return merchandise authorization plan.

Jones noted each vendor has different parameters regarding their product warranties. This information is included in the grading rubric and considered during bid awards. To ensure system effectiveness, the RFP includes a mandatory continuation plan.

“We require the selected vendor to assign a dedicated, full-time employee to oversee the entire initial rollout,” Jones said. “The dedicated support must continue for an additional six months to facilitate continuous training for staff and immediately address software or hardware issues that may occur in the rollout period.”

Daniel Kang, Los Angeles Unified School District transportation director, noted a source selection committee was established in the district’s most recent RFP for upgraded GPS, tablets and camera systems.

The committee of subject matter experts from dispatch, technology, fleet, and the deputy director interviewed those who already utilize the top three scoring systems.

“Having direct conversations with fellow school districts allowed for honest feedback,” noted Kang. Key questions addressed the system’s highlights, outstanding concerns, whether the district would purchase the product again, and lessons learned.

When Austin (Texas) ISD put out an RFP in 2017 for stop-arm camera technology, it included a request for a six-month pilot program “to see how they would perform—the technology, reporting system, our interaction with our police department,” said Kris Hafezizadeh, Austin ISD executive director of transportation and vehicle services.

Austin ISD used the previous solution until last April, at which point district officials released another RFP to review other existing technologies, vendors and opportunities, using similar specs from the first RFP.

Hafezizadeh assembled a panel including transportation, law enforcement and legal representation to observe a presentation by top vendors, awarding the contract after school board approval to BusPatrol effective last May 1.

Hafezizadeh noted the district’s procurement office handles much of the RFP details: Writing the correct specs, considering the technology involved, and others involved in the process.

The district’s panel viewed proposals using Bonfire procurement technology, a cloud-based platform offering online solicitation, submission contract evaluation and management, and vendor performance. Hafezizadeh said RFP priorities were customer service, quality and responsiveness followed by financial and technical aspects.

“If you’re dealing with a district [of] our size, we are not awarding something to a company that may not know anything about [the issue] and are still trying to get the experience,” he said.

The contract stipulates Austin ISD gets 65 percent of each $300 citation, and BusPatrol gets 35 percent. “With the stop-arm cameras, we want the highest revenue shared with us, and the best technology and process as possible,” Hafezizadeh said.

Equipment, installation implementation and maintenance is no cost to the district, said Hafezizadeh, adding funds from the citations are used to pay police officers for time they invest in approving or disqualifying violations as well as the appeal judge the district hires to hear monthly appeals.

Hafezizadeh noted support requires attending community and PTA meetings and discussions with local and state legislators. The Austin ISD web page outlines the stop-arm law and consequences when motorists are cited.

In creating specs, Hafezizadeh said he wants a turnkey operation, including maintenance. Also, key are the implementation timeline and training bus drivers on the technology.

The RFP also addresses district and vendor responsibilities regarding financial matters, bonding and insurance. The process includes what kind of insurance the company needs to have to be qualified to send its proposal. When a video camera is not working properly, BusPatrol is tasked with sending a maintenance team to check on its status and make repairs. Hafezizadeh serves as project manager. A district police chief serves as a direct contact for violations, hearings or legal issues.

In its contract, BusPatrol indicated what it will take care of in the case of a collision, such as if a camera is hit and damaged.

“They replace it,” Hefezizadeh said. “The equipment belongs to them.”

As part of a continuation plan, he meets with BusPatrol bi-weekly to review previous months’ reports and discuss topics such as providing more community educational opportunities.

Ohio Pilot Programs Target Improved Reliability, Efficiency

As student transportation professionals across the country grapple a host of challenges, two pilot programs in Ohio seek insights into how to improve access, reliability and cost-effectiveness in pupil transportation.

The Ohio Department of Education and Workforce (ODEW) said the pilot programs aim to inform future strategies and guide the development of comprehensive solutions to address ongoing absenteeism, high transportation costs, outdated student rosters, noncompliance with individualized education programs (IEP), and reliability and efficiency.

Established under the 135th General Assembly’s House bills 33 and 250, the programs are designed to explore alternative transportation methods and address inefficiencies in the current system. ODE established the pilots for the Educational Service Center of Central Ohio (ESCCO) and the Montgomery County Educational Service Center (MCESC). They launched the pilots for the 2024-2025 school year. In a program summary, ODEW said both organizations are tasked with identifying students facing transportation difficulties, arranging approved vehicles for eligible students, and ensuring compliance with transportation requirements for students with disabilities as outlined in their IEPs.

ODEW funds the programs by deducting the statewide average cost per student—$1,214.29 for fiscal year 2025—from participating districts’ state transportation payments. Additionally, the educational service centers received federal Elementary and Secondary School Emergency Relief grant funds to support transportation expenditures.

The MCESC pilot program, branded as Ride Smart Ohio, focuses on using alternative vehicles with a capacity of nine passengers or fewer, according to ODEW.

The program not only provides transportation for students but also creates flexible income opportunities for teachers, staff and community members. Ride Smart Ohio utilizes advanced software from Trust-Ed to ensure a secure and user-friendly system, empowering school staff to play an active role in transportation efforts.

In fiscal year 2025, MCESC received over $493,000 in funding for the pilot program. For fiscal years 2026 and 2027, the program will receive $250,000 annually to continue its operations.

As of November, Ride Smart Ohio entered service contracts with six districts, including West Carrollton, Mad River, Valley View, Northmont, Oakwood Schools, and Dayton Public Schools. Seven active drivers currently provide daily transportation for 13 students, including seven who attend Ohio Deaf and Blind Education Services.

The program has prioritized safety and compliance, completing 100 percent of vehicle inspections and driver physicals before the school year began. Updated driver training modules have been implemented to align with state rules. Looking ahead, Ride Smart Ohio plans to recruit and onboard new drivers, enhance data reporting, schedule refresher training, and review fleet management before winter maintenance.

The ESCCO pilot program, which concluded last June, focused on providing transportation for Columbus City Schools. During its operation, 23 drivers transported 60 to 65 students to three community schools. The program received over $5 million in funding for fiscal year 2025.

ODEW highlighted key findings in September. It found that participating students saw improved attendance, averaging 13 more days in school compared to the previous year. Non-school bus transportation using smaller vehicles proved effective and reliable, but the cost of third-party contractors was significantly higher—more than five times the amount received through state transportation funding.

Additionally, outdated and inaccurate student roster information from schools created delays and extra work. Despite these challenges, families and community school participants expressed high satisfaction with the program state funding model.

Mother Faces Charges After Allegedly Assaulting School Bus Driver

A mother is facing multiple charges after authorities allege she assaulted a school bus driver while trying to board her children in Cobb County, Georgia, reported WSB-TV 2.

According to the news report, Zaria Stovall is accused of boarding a Marietta City Schools bus and confronting the driver Feb. 24.

Police say via the article that Stovall refused to get off the bus and threatened the driver. The encounter escalated into a physical altercation, during which Stovall allegedly struck the driver and threw a spray bottle at him.

Stovall’s children were on the bus at the time of the incident. Authorities have not said what prompted the confrontation.

She was charged with simple assault, simple battery, criminal trespassing and disruption of public-school education, according to authorities.

Stovall later posted a $5,000 bond, jail records show. Authorities have not released additional details about the driver’s condition.

Police arrested a 71-year-old school bus driver in Florida and charged him with lascivious molestation after a 9-year-old student reported inappropriate behavior during a school bus ride.

According to the St. Lucie County Sheriff’s Office, the case began March 4, when a school resource deputy received a report about concerning behavior involving a bus driver. The school bus driver allegedly asked a 9-year-old student to lift her dress while she was riding a school bus.

Deputies immediately launched a preliminary investigation. According to the press release, investigators gathered additional information during follow-up interviews that prompted the case to be referred to the agency’s Criminal Investigations Division for further review.

Authorities identified the suspect as Edwin Garcia of Port St. Lucie. Following the investigation, Garcia was arrested and charged with two counts of lewd and lascivious molestation of a victim under the age of 12 by an offender 18 years of age or older, officials said.

Garcia was transported to the St. Lucie County Jail for processing. The sheriff’s office said the investigation remains active, and anyone with information related to the case is encouraged to contact authorities.

Iowa Launches Inaugural School Bus Safety Week Poster Contest

The Iowa Department of Education launched its first Iowa School Bus Safety Week Poster Contest, inviting students across the state to showcase their artistic talents while promoting an important safety message.

According to a press release, the inaugural 2025–2026 post contest theme, “Safe Rides, Everyday Heroes,” recognizes the vital role school bus drivers and transportation staff play in safely transporting Iowa students each day.

The poster contest is open to students in four divisions: Kindergarten through second grade, third through fifth grade, sixth through eighth grade, and computer-aided drawing (CAD). All entries must be received by April 17 at 11:59 p.m. CST. Students may submit their posters either by mail or electronically through the official contest entry form.

Poster Contest Rules

To be eligible, each poster must display the theme exactly as written, including punctuation, and include at least part of a yellow school bus. Posters that fail to reflect the theme verbatim will be disqualified.

Entries must measure either 11 inches by 17 inches or 12 inches by 18 inches and may be oriented vertically or horizontally. While there is no limit on colors or artistic media, certain materials, including lamination, collage elements, glued-on pieces, stenciled or preprinted lettering, and copyrighted images such as logos, clip art, or stock graphics, are prohibited. All artwork must be original and promote positive school bus safety behaviors.

Mail-in submissions must be delivered flat to the Department of Education’s Bureau of School Business Operations in Des Moines and include a completed entry label securely fastened to the back of the poster with the required student and school information. Digital submissions must be provided as a PDF or high-resolution png or jpg file at a minimum of 300 dpi for proper printing.

Winning artists will receive recognition fn May, and printed copies of the top posters will be distributed statewide ahead of National School Bus Safety Week Oct. 19–23. First-place winners in each division will also advance to national competition. Posters will be judged by professionals in pupil transportation based on safety impact, originality, artistic quality, and overall visual impact.

The Security of Consistency

School bus safety takes many forms and starts many conversations. Take illegal passing. Or lap/shoulder seatbelts. Proper securement of preschoolers and kindergartners on school buses compared to other vehicles. The required training to do so. Driver vetting, coaching and retention.

From the brightest, visibility of school buses to ensuring no student is sleeping on board—and forgotten—at a route’s conclusion, student transportation professionals fill their days planning and conjuring training topics. Emergency response and collaboration with fire, police and EMS departments. Timely, thorough evacuations. The list is endless.

But one of the most important school bus safety and security topics is the national debate on how to cure rising chronic absenteeism in our schools. Everywhere I turn is another headline on the topic.

Research has shown that the school bus ride is one of the best options to ensure students as young as kindergarten age attend classes and ultimately graduate high school. We’ve reported on a study conducted by the University of California, Santa Barbara that found 50,000 fewer kindergartners would miss school if they had access to school bus rides. And that was back in 2017. In the age of universal kindergarten and transitional kindergarten, what could those numbers be now? Put that question into the perspective of decreasing overall student ridership figures nationwide.

Last summer, I reached out to UC-Santa Barbara study author Michael Gottfried—he’s now a professor at the University of Pennsylvania—and asked if there are any new studies he’s working on or aware of. And why is there not so much of a mention of transportation options as a solution when state superintendents call together a committee on chronic absenteeism? Tongue service from a spokesperson after the fact doesn’t cut it.

“You’re absolutely correct that no one is talking about school transportation,” Gottfried told me.

He pointed out a lack of data that connects school transportation to student outcomes. Gottfried asked me to stay in touch and said he will let me know if his research strays back into the area. Fortunately, those in the best position to take up such research or at least strongly advocate for it are reading this column right now. Time and again, the student transportation industry has proactively developed guidelines and best practices when few, if any others were willing, in the position of or knowing how to help.

Certainly, school buses aren’t the only vehicle in town to help with chronic absenteeism. “Alternative vehicles” are trending but school busing has long been supplemented by other options. Transit for the older kids, Mom and Dad or the carpool for the younger. Dare I mention taxis? Even the other national pastime of walking or biking when living within a couple blocks of school.

The school bus traditionalists will argue, “Every child on a school bus.” The safety record is unflappable. Yet putting all children on school buses has never been attainable and is even less realistic today.

But just because a school bus isn’t being or can’t be used doesn’t mean student transporters should wash their hands. I had a recent conversation with a spokeswoman for the National Safe Routes to School Partnership, who told me the organization would welcome collaboration with transportation departments. NASDPTS worked with Safe Routes years ago to push for federal funding of sidewalks, which safe bus stops need just as much as kids walking and biking to and from class.

The bottom line is, student transportation leaders need to advocate for safety in all forms of transportation, not simply that on and around school buses. And student transporters should involve themselves in public policy debates centering on student outcomes as getting them to and from school by whatever means can be one of the biggest drivers—literally.

School buses can and should be the model of consistency for students in accessing educational services. They are iconic. They are highly visible. They are reliable. But when they are unavailable, those who manage school transportation still play an active role in ensuring options, those that are the safest possible, readily exist.

Pennsylvania School Bus Driver Accused of Drunk Driving With Students On Board

A school bus driver is facing dozens of charges after authorities say she drove a bus carrying 54 elementary school children while heavily intoxicated.

An arrest warrant was issued for Kelly Weber, 46, of Boyertown. She is charged with driving under the influence, 54 counts of endangering the welfare of children, 54 counts of reckless endangerment and several summary offenses, according to the office of Kevin R. Steele and Robert B. Evans.

Police said the drunk driving incident with children on board occurred around 4 p.m. Feb. 6 in Douglass Township after authorities received reports of a school bus driving erratically, narrowly missing other vehicles and nearly striking a telephone pole.

An officer located the bus near Second Avenue and Gilbert Road, where it had come to rest in a snowbank.

Investigators said the bus belonged to Quigley Bus Service. Officers reported finding an open 750-milliliter bottle of Tito’s Handmade Vodka on the bus, along with two empty 50-milliliter bottles of the same brand. Police also recovered a receipt showing the alcohol had been purchased at a Fine Wine & Good Spirits earlier that morning.

Authorities said Weber consented to a blood test. Results from NMS Labs showed her blood alcohol concentration was 0.331. Testing also detected Delta-9 Carboxy THC at a level of 6.6.

Drunk Driving Incident Endangers Dozens of Children

Investigators determined that 54 children were on the bus during the route, including five under age 6. Authorities said several children contacted their parents during the ride, saying they were frightened by the driver’s behavior. One child got off the bus early and was picked up by parents.

“More than 50 young children were in a dangerous situation created by this defendant, who chose to consume a significant amount of alcohol and then get behind the wheel of a school bus and drive miles while intoxicated,” Steele said in a statement.

Officials said Weber checked herself into a rehabilitation facility shortly after the incident. Police said arrangements are being made for her to surrender to authorities, after which she will be arraigned on the drunk driving and endangerment charges, and bail will be set.
