EPA Proposal Seeks to Eliminate GHG Regulations for Vehicles, Engines

The U.S. Environmental Protection Agency is reconsidering the 16-year-old Obama administration ruling on greenhouse gases that formed the nation’s regulatory landscape for transportation emissions, including those for school buses.

The proposed rule rolled out by EPA Administrator Lee Zeldin Tuesday at an auto dealership in Indianapolis, Indiana could save more than $54 billion annually in manufacturing costs passed on to consumers, EPA said.

While the 300-page document does not mention school buses by name, it focuses on repealing GHG emission standards for various categories of vehicles, including the categories of medium- and heavy-duty trucks and engines that school buses fall under. Specifically, it seeks to remove Part 85 on control of air pollution from mobile sources, Part 86—Control of Emissions from New and In-use Highway Vehicles and Engines, Part 600—Fuel Economy and Greenhouse Gas Exhaust Emissions of Motor Vehicles, Part 1036—Control of Emissions from New and In-use Heavy Duty Highway Engines, Part 1037—Control of Emissions from New Heavy Duty Motor Vehicles, and Part 1039—Control of Emissions from New and In-use Non-road Compression-Ignition Engines.

Already, EPA is reconsidering the implementation of its GHG Phase 3 Rule for heavy-duty trucks and buses that is set to start in 2027.

The proposed rule seeks to reinterpret the Clean Air Act, specifically Section 202(a), known as the Endangerment Finding. The proposed rule argues that the Endangerment Finding is legally flawed, scientifically uncertain and economically counterproductive. EPA claims it was historically applied to address local and regional air pollution, not global climate change concerns.

This interpretation exceeded statutory authority, writes EPA, adding that Congress did not clearly authorize the EPA to regulate GHG emissions based on global climate change concerns “because that provision authorizes regulating only air pollutants that ‘cause or contribute to air pollution which may reasonably be anticipated to endanger public health or welfare.’”

The proposed rule also notes the U.S. Supreme Court rulings in West Virginia v. EPA and Utility Air Regulatory Group v. EPA that federal agencies cannot assert transformative regulatory authority without explicit congressional approval. Instead, agencies must have more than a “colorable textual basis” to decide major questions of policy.

EPA also questions “unreasonably analyzed” scientific data used to support the original “Endangerment Finding” that declared GHG to endanger public health and welfare. The proposed rule cites projections of global warming increases, health risks from heat waves, and impacts of other health events. It also notes empirical data, peer-reviewed studies and real-world developments since 2009 that “cast significant doubt on many of the critical premises, assumptions and conclusions in the Endangerment Finding.”

The proposal also claims technological limitations in addressing global climate change concerns, as “reducing GHG emissions from all vehicles and engines in the U.S. to zero would not have a scientifically measurable impact on GHG emission concentrations or global warming potential,” according to a May 27 draft report by the U.S. Department of Energy Climate Working Group.

EPA also notes President Donald Trump’s recent “One Big Beautiful Bill Act” repealed certain GHG provisions.

As for economic concerns, EPA highlighted that GHG emissions standards have increased vehicle costs, slowed fleet turnover and reduced consumer access to newer, safer and more efficient vehicles.

Public comments on EPA-HQ-OAR-2025-0194 are due by Sept. 21.

Student Stabbed After Leaving School Bus in Maryland

A student was stabbed shortly after exiting a school bus last week in Rossville, Maryland, reported Patch News.

According to the news report, Overlea High School administrators informed summer school families that the incident involved a student who had just gotten off bus number 183 on July 24 when the incident occurred.

Police responded to reports of a knife assault near the intersection of Franklin Square Drive and King Avenue. The victim, who was not identified at this writing, was transported to a hospital and is expected to recover.

Authorities have reportedly arrested a minor in connection with the stabbing. The suspect faces charges of first- and second-degree assault and was placed in the care of the Department of Juvenile Services.

In a message to families, Overlea leaders emphasized that student safety remains their highest priority and encouraged parents to reach out with any concerns.

Ohio-Based Training Program Equips School Bus Drivers to Handle Active Threats

As students across Ohio prepare to return to school this fall, a local company is stepping up efforts to ensure their safety on the way there.

S.T.A.R.T. (School Transportation Active-Threat Response Training), an Ohio-based organization, has launched a Back-to-School Active Threat Awareness Campaign to help protect the more than 800,000 students who ride school buses daily in the Buckeye State.

The program offers specialized training for school bus drivers and transportation personnel to help them identify early warning signs, manage high-risk situations and take swift protective action when necessary. The goal is to close critical safety gaps in student transportation.

S.T.A.R.T., was established in 2015 by a Jim Levine, a former school resource officer who saw a major gap in student safety. The organization is headquartered in Chagrin Falls, Ohio, and operates nationwide. It offers hands-on, scenario-based training developed by a team that includes current and former law enforcement officers, SWAT members, Secret Service agents, crisis response experts and mental health professionals.

The organization is a sponsor of both the Ohio Association for Pupil Transportation (OAPT) and the National Association for Pupil Transportation (NAPT), further underscoring its commitment to student safety on a state and national level.

Law enforcement agencies across Ohio are also being encouraged to take part in the initiative to help foster a coordinated, community-based approach to student safety.

“This training is invaluable. Our drivers, aides, and supervisors truly benefit from the skills and insights they gain,” said Dale L. Dickson, director of the Licking County Educational Service Center via a press release. “I hope to see the day when this training becomes a statewide, or even nationwide, requirement for all school transportation staff.”

Levine, who is also the president and CEO of S.T.A.R.T., emphasized that back-to-school season is only the beginning of the safety and security focus around student transportation.

“We’re encouraging schools to create a year-round mindset of preparedness,” Levine said. “Drivers should be ready to respond to threats at any time, in any location.”

Baltimore Expands Free MTA Service for Students

Baltimore City Public Schools (BCPS) students ages 12 and under are now eligible to ride local metro buses, Light Rail and subway services free of charge with their student passes.

The expanded fare policy went into effect Sunday, with the Maryland Transit Administration (MTA) stating the aim is improving access to education, jobs and extracurricular opportunities for youth throughout the city.

“This change enables greater participation in after-school programs, access to part-time jobs and other opportunities,” officials said in the statement.

Under the new policy, children up to age 12 can now ride free. Previous, free rides were only available for children age 6 and younger. MTA said the change is expected to help more families take advantage of public transportation without added financial strain.

BCPS students will also see a major benefit. They can now use their student transit passes at any time of day, not simplyduring school hours. This flexibility allows students to more easily attend after-school programs, internships, part-time jobs and other opportunities.

In addition, the All-Access Student Transit Pass previously reserved for college students is now available for all private school students. This move broadens access to affordable transportation for more young people across the Baltimore region.

MTA also extended the transfer window for riders using the CharmPass app. Transfers, which were previously limited to 90 minutes, are now valid for up to 120 minutes. The change offers more flexibility and convenience for commuters navigating the city.

The fare changes also laid the groundwork for a low-income fare program. Eligible participants in the Maryland Supplemental Nutrition Assistance Program (SNAP) will eventually benefit from discounted transit fares, supporting greater mobility for economically disadvantaged individuals.

However, the MTA is also tightening fare compliance. A new $5 surcharge is applied to light rail riders who who do not have a valid ticket and then purchase one using the CharmPass app during fare inspections. The measure is intended to encourage system-wide compliance while maintaining accessibility. MTA offers a complete policy guide.

The updated policy is part of a broader push to make public transportation more equitable and accessible for Baltimore’s youth and lower income communities.

50 Pounds of Dynamite Found Inside Alaska School Bus

Authorities in Alaska found 50 pounds of dynamite on an old school bus Wednesday, reported Fox 19.

According to the news report, Special Agent in Charge Rebecca Day said the property owner, who was not identified at this writing, discovered the dynamite in the school bus located on Richarson Highway. The bus was parked on his property, and he called law enforcement, which in turn contacted the FBI.

State troopers and other agencies shut down the highway for seven hours as they investigated. Agents said the dynamite was at least 20 years old and its location near the highway made it unsafe to attempt a controlled detonation.

Day told local media that authorities worked to remove the dynamite to a more appropriate location to dispose of it safely. The dynamite was doused with chemicals to keep it from exploding while it was burned. The situation was also monitored by a bomb disposal robot.

Authorities reportedly did not provide information on how the explosives got on the school bus or their intended use. Day stated that if anyone finds explosives in or on their property the best thing to do is contact law enforcement, which will assess the situation before making sure the explosives are disposed of safely.

Kia Thrashed The EV4 For 6,200 Nurburgring Miles But Speed Wasn’t The Goal

  • Kia says the EV4 is guaranteed to retain at least 70% of its battery capacity after 100K miles.
  • Over 6,200 miles (10,000 km) on the Nurburgring, Kia engineers pushed the EV4 to its limits.
  • Base EV4 models in the United States rock a relatively smaller 58.3 kWh battery pack.

Earlier this year, Kia unveiled the all-electric EV4 in both sedan and hatchback guises. Fast forward to late July, and the South Korean carmaker has dropped details about one of the EV4’s most grueling tests from its development: a torturous 6,200 miles (10,000 km) stint at the fabled Nurburgring Nordschleife circuit in Germany.

Kia has released several images of the EV4 being tested on European roads in hatchback guise, curiously still wrapped in camouflage even though the finished car was presented several months ago. Unfortunately, there’s no imagery of it on the ‘Ring. What we do know is that the 6,200-mile (10,000 km) test session at the circuit formed part of a 68,000-mile (110,000 km) European road durability test.

The Nurburgring test aimed to simulate 90-95 percent of its maximum performance output, and it underwent multiple hypercharging sessions between laps. By the end of the track test, as well as the on-road testing, the EV4’s battery returned a state-of-health reading of 95 percent. EV4s sold to the public will be guaranteed to retain at least 70 percent of their original capacity after 100,000 miles (160,000 km) or eight years of regular use.

“To provide our customers a reliable, everyday EV, we had to validate the EV4’s durability both in real-world and extreme environments,” the manager of durability development at Hyundai Motor Europe Technical Center, Stephan Hoferer said. “With the rigorous testing – from icy roads to racetracks, we’re confident the EV4 will deliver dependable performance well beyond everyday needs.”

All EV4s are based on a 400-volt architecture and will be available with a front-mounted 201 hp electric motor in all trims. In the US, the base model will come standard with a 58.3 kWh pack, while the flagship variant gets a 81.4 kWh unit.

Evidently, the EV4 is not the type of car that owners will be taking to the track. But, if the Korean brand that in the past few years goes from strength to strength wants to spice it up with a hot, GT-branded version, it certainly has the know-how to do so.

Alongside the cars themselves, Tesla also maintains a wide catalog of accessories, many of which are affordable, easy to install, and ship directly to buyers. The newest addition to that lineup may not be a technological leap, but it’s likely to catch on with owners.

Tesla’s online shop was recently updated to include a front lighting system designed for the front of both the Model 3 and Model Y. Given how handy the front storage compartment of the two best-selling Tesla models is, it’s perhaps somewhat of a surprise they don’t usually feature any kind of lighting system. Come to think of it, many EVs with storage frunks don’t include a light, so Tesla’s solution is a good one.

The kit, costing $100 in the US or CA$130 in Canada, includes a thin lighting strip that runs along the underside of the frunk’s rubber seal. Also included in the kit is a small power module that sticks to an area near the frunk’s emergency release switch connector. It then plugs straight in. The light strip is held in place by tape and includes IP67 dustproof and waterproof ratings.

Compatibility Limits

Importantly, the lighting kit is only available for 2020-2024 Model 3 and Model Y vehicles, meaning the newer ‘Highland’ Model 3 and ‘Juniper’ Model Y are not suitable for this kit. However, Not a Tesla App reports that a similar kit is being developed for these models.

As mentioned, there are dozens of other accessories offered for all Tesla vehicles, including the slower-selling Model S, Model X, and Cybertruck. Among the most popular are roof racks, all-weather floor liners, sunshades for Tesla’s panoramic glass roofs, and new storage cubby trays.

Lexus is preparing to wind down production on several key models, signaling the end of an era for some of its longest-running nameplates. Most variants of the IS sedan, the RC coupe, and the fully electric UX SUV are on their way out, with production in Japan officially scheduled to stop in November 2025.

Those who visit the dedicated model pages on Lexus’ official website in Japan will see the following announcement:

“Thank you for considering our vehicles. Production of the IS 500 / IS 350 / IS 300h (AWD) / IS 300 / RC 350 / RC 300h, and RC 300 will end in November 2025. Sales will end once orders reach the production numbers for November. Depending on when you consider purchasing a vehicle, some packages may no longer be available. A similar message (albeit with a more apologetic tone) appears on the page for the RC F Final Edition, which serves as a sendoff for the V8-powered coupe introduced in January 2025. This version was limited to just 200 units in Japan, and Lexus has confirmed that all of them have been spoken for:

“Thank you for your continued patronage of our products. We regret to inform you that the RC F ‘Final Edition’ has reached its limited number of 200 units and is now sold out. We would like to thank you for your continued patronage of the RC F. The RC ‘Final Edition’ will be on sale until production ends in November 2025.”

With this, only the rear-wheel-drive IS 300h will remain in production for the Japanese market, while all other IS and RC variants are being phased out.

An Aging Lineup But Changes are Coming

This development doesn’t come as a major surprise. Lexus recently introduced what are expected to be the final model year updates for both the IS sedan and the RC coupe. These vehicles date back to 2013, making them over a decade old. The IS received facelifts in 2017 and 2020, while the RC underwent a mid-cycle refresh in 2018.

As reported by Creative Trend, a new generation of the IS is rumored for 2026. Despite earlier plans for going EV-only, the new IS is expected to offer both electric and hybrid powertrain options, following the example of the larger Lexus ES sedan.

The situation is a little bit more complicated for the RC coupe, which might not get a direct successor. Instead, Lexus is reportedly working on a sporty coupe that could potentially replace both the RC and the LC. The latter is also in its twilight years, as hinted at by the recently-unveiled LC 500 Pinnacle Edition. The end date for the LC production is expected in 2026 although a specific date has yet to be set.

UX 300e Also Set to Exit

Last but not least, the automaker has also announced that production of its smallest electric SUV will end in November 2025. We’re talking about the UX 300e, that was unveiled in 2019, a year after the debut of the gasoline and hybrid versions of the UX in 2018.

Japanese newspaper Nikkan Kogyo Shimbun reports that the UX 300h hybrid is expected to follow, with production ending during the 2025 fiscal year, which concludes on March 30, 2026. While Lexus hasn’t announced a successor, the UX remains a globally marketed model in a highly competitive segment. Its close ties to the Toyota C-HR and Corolla Cross suggest a next-generation version is likely in development.

Mercedes Quietly Pauses EV Deliveries To US While Slashing Prices Behind The Scenes

  • Mercedes paused EV shipments to the U.S. citing low demand and dealer inventory.
  • It will also cut EQE and EQS prices by up to 16 percent starting with the 2026MYs.
  • Rising tariffs and shrinking incentives are making U.S. EV sales difficult to sustain.

A market that only “creeps upwards” isn’t exactly what most brands hope for. Still, that’s what Mercedes-Benz expects from the U.S. electric vehicle market. It’s one reason the company has paused some EV deliveries to the States.

Notably, Mercedes makes some EVs in the USA already. It has a production facility in Alabama. On top of that, the automaker says that dealer inventory is high right now and demand is weak. All of that combined leads to the decision that’s made today. Essentially, if you want a new Mercedes EV, you’ll have to buy one that’s already in stock.

Speaking to Reuters, a spokesperson said that “Mercedes-Benz is temporarily putting on hold order banks for EQ models in the U.S. to align with current market demand.” That quote comes after CEO Ola Kaellenius mentioned that the brand as a whole expected EV sales to slow down during a Q2 presentation.

Tariffs, Incentives, and Price Pressures

“We don’t believe that the BEV demand in the United States goes to zero: we still think that the medium to long-term adoption rate of BEVs in the U.S. will creep upwards,” he said. Of course, this is all happening during a time when industry sands are shifting, most notably in America. Tariff pressures have combined with the end of EV tax incentives to drive prices up for consumers.

In an effort to stay competitive and better align with shifting consumer expectations, Mercedes also plans to lower the base prices of several of its electric models. The company told Reuters that starting with the 2026 model year, it will reduce prices on its EQE and EQS sedans and SUVs by anywhere from 4 to 16 percent, not including delivery fees.

Automakers all over the globe are recognizing the need to adjust their strategies. Jaguar and Land Rover have delayed their EV projects. Porsche has done the same with its electric Boxster. It’s even working on a next-gen gas-powered Macan because of market pressures.

Companies like General Motors and Stellantis have already lost billions due to tariffs despite building plenty of cars in the USA. Other automakers like Porsche and Kia are raising prices. Nations like Canada are considering internal regulation changes to sidestep tariffs, too. All of that said, this likely won’t be the last reaction we see from a company like Mercedes regarding EVs and industry pressures.

Kia’s Hot Electric Hatch Might Be Hiding More Power Than You’d Ever Expect

  • Spy photographers have snapped the first pictures of the Kia EV4 GT Hatchback.
  • It could arrive sometime next year with a dual-motor all-wheel drive system.
  • Besides colorful brake calipers, we can expect sportier bumpers and a revamped interior.

The 2026 Kia EV4 won’t arrive in the United States until early next year, but spy photographers have already caught a high-performance hatchback in Europe. It combines performance and practicality in a bid to battle rivals such as the Volkswagen ID.3 GTX.

The prototype is heavily disguised, but we can see a few telltale signs indicating this isn’t your typical run-of-the-mill model. The most notable are the neon yellow brake calipers, which have been a fixture on the EV6 GT and EV9 GT. They’re joined by two-tone wheels that could be unique to the model.

While the black disguise hides most of the design, we wouldn’t be surprised to find sportier bumpers and additional body color accents. The EV4 GT could also come equipped with a revamped interior featuring a sport steering wheel, special seats, and plenty of GT badging.

The standard EV4 rides on the E-GMP platform and offers a 58.3 or 81.4 kWh battery pack. They’re joined by a front-mounted motor producing a modest 201 hp (150 kW / 204 PS). In sedan form, this should allow for ranges of 235 miles (378 km) and 330 miles (531 km).

The EV4 GT will undoubtedly kick things up a notch, and we can expect it will have an 81.4 kWh battery that feeds a dual-motor all-wheel drive system. This could enable the car to have an output over 402 hp (300 kW / 408 PS), and some are speculating it could have up to 480 hp (358 kW / 487 PS).

Regardless of the final power figure, we can expect a sportier driving experience thanks to a retuned suspension. We also wouldn’t be surprised to find a virtual gear shift feature, which simulates shifts with engine sound effects, visuals, and a tactile sensation through motor torque adjustments.

Henrik Fisker’s dream of building an EV empire to rival Tesla collapsed last year, but if you browse one dealer’s website, you’d think you imagined the whole thing. It has more than 20 cars in stock with almost no miles, and the website blurb appears to make no mention that Fisker went belly up or that looking after one of the EVs in the years to come could prove tricky.

The dealer is Newport Fisker in Costa Mesa, California, whose inventory – first spotted by Daily Revs – is made up of 36 Teslas and 24 examples of the Ocean, the only model Fisker managed to get to production before financial troubles sank the company. All but one of those 24 is a virtually unused 2023 model, with most having just 50 miles (80 km) on their digital odometers.

Prices range from $22,990 to $27,990, down from the Ocean’s original $41-71k MSRP, which could potentially offer some good value for a brand new EV – even one that reviewers found was a bit rough around the edges. But it still might not be low enough to tempt most people to overlook the bankruptcy baggage, specifically concerns over how a buyer might deal with any technical problems down the road as there’s no factory left to support them.

Fifteen of the EVs are in fancy One trim, which delivered up to 564 hp (572 PS / 420 kW) for a sub-4-second zero to 60 mph (97 km/h) time and paired to a big 106 kWh battery for an EPA-rated range of 360 miles (580 km). The minimalist dashboard’s party piece was a 17.1-inch touchscreen that could rotate between portrait and landscape orientations on all but the base ‘Sport’ model.

Based on the huge number of recalls announced so far, anyone who does take the plunge can expect to encounter some problems at some point. But several commenters on Reddit who picked up the story say they’ve bought similar Oceans from Newport Fisker and are very happy with them so far. They also recommend new buyers check out YouTube channels such as Ocean Views by MTN Ranger for tips on keeping the EVs working.

Incredible as it may seem, Newport Fisker isn’t the only dealer with dozens of almost brand-new Oceans waiting for new homes. Lumin Fisker of Folsom, CA, has 26 examples, but they’re considerably more expensive, being priced at between $30,995 and $37,495. Would you take a gamble on a nearly-new Ocean if the price was low enough? And how low would that price have to be?

GM Brings Back America’s Cheapest EV With A Few New Tricks

  • Chevy has released a series of revealing teasers for the next gen Bolt EV.
  • The entry-level electric hatch will debut in full later this year as a 2027MY.
  • It promises styling upgrades, a NACS port, and “some other cool stuff”.

After a brief hiatus, Chevrolet’s popular electric hatchback is almost ready to make a comeback. General Motors is reviving the budget-friendly Bolt, promising it will return “better than ever” as part of the 2027 model year lineup. Teasers of the upcoming version offer a more detailed preview than usual, though the design appears to lean more toward a thorough refresh than a full redesign.

One catch is that, while Chevrolet has confirmed the Bolt EV will be revealed in full this year, the 2027 model year designation likely points to a market launch in 2026

Back in December 2023, GM CEO Mary Barra confirmed that a new generation of the Bolt would debut in 2025, alongside a cryptic teaser that was focused on the model designation on the tailgate. Reports that followed in 2024 suggested that the Bold would return as a whole family of EVs. This time, however, Chevrolet has released clearer images that give a better sense of what’s coming.

Unlike the usual dimly lit teasers, the latest images show the 2027 Bolt out in the open, fully uncovered. Up front, it features a set of sharp-looking LED headlights with a familiar but more assertive appearance. These flank a slim grille with the Chevrolet emblem, while the lower bumper is textured and features a honeycomb-style cooling intake.

At the back, the taillights adopt a more conventional shape compared to the previous model, and are not attached to the rear glass anymore. Also visible is the updated NACS charging port on the front fender, which will allow Bolt owners to tap into Tesla’s Supercharger network. The black trim extending from the headlights remains a signature design detail, carried over from earlier versions.

Design Tweaks and Technology Updates

Chevrolet refers to the Bolt as “the first long-range, mass-produced EV available to customers at a truly affordable price.” The company says the upcoming version will build on that foundation with updates to the front fascia, rear lights, and charging hardware—plus “some other cool stuff” to be revealed later.

Together, the comments and visuals suggest that the 2027 Chevrolet Bolt will be a heavily redesigned version of the original that debuted in late 2016 and received a mid-lifecycle update in 2021 before being discontinued in late 2023.

While early reports pointed to the new Bolt switching to GM’s Ultium platform, now no longer referred to by that name, it appears that the car will continue to use a revised version of its previous BEV2 architecture. This updated platform will incorporate newer tech, and GM is expected to use a lithium iron phosphate (LFP) battery pack to help keep costs down.

Production of the previous Bolt EV and EUV ended in late 2023 at the Orion Assembly plant in Michigan. The upcoming model is slated to be built at the Fairfax factory in Kansas City.

Chevrolet says more information about the 2027 Bolt will be shared in the coming months. A full unveiling is expected before the end of the year, although whether deliveries will begin this year or in early 2026 remains to be seen. Pricing is expected to come in slightly above the outgoing version, which started at $28,795.

Suffolk Transportation, Past-President Noble Among NSTA Honorees at Recent Convention

The National School Transportation Association named Long Island, New York contractor Suffolk Transportation as its Contractor of the Year and inducted NSTA past-president Carina Noble to its Hall of Fame during the Annual Meeting and Convention in Boston, Massachusetts.

School Transportation News is in its third year as sponsor of the NSTA Contractor of the Year award.

One of the largest school bus contractors in New York state, Suffolk Transportation Services and Suffolk Bus was established in 1955, though the company traces its origins to 1922, and was acquired in 1970 by John A. Corrado. John J. Corrado currently serves as president and CEO with his sons John R. and Joseph as assistant vice presidents. Suffolk Bus transports 62,000 students in 24 Long Island school districts each school day with 1,800 school buses over 1,500 routes.

“This award is a testament to the passion, integrity and professionalism of every member of our team,” said Thomas Smith, Suffolk’s chief operating officer. “Their dedication to safe, reliable service, a strong company culture, and leadership across the student transportation industry inspires me every day. We’re proud to stand with our fellow NSTA member companies in raising the bar for what excellence in pupil transportation truly means.”

Thomas McAteer is executive vice president and Angelo Carbone is director of the company’s transit and paratransit operations for Suffolk. 

Meanwhile, Noble joined the NSTA Hall of Fame following her term as the association’s president from 2021 to 2023. She is the senior vice president of communications for National Express, the second largest school bus contractor in North America.

NSTA credited her with helping to obtain a two-year exemption from the Federal Motor Carrier Safety Administration for under-the-hood requirements of the school bus inspection exam needed for the commercial driver’s license and amendments to the Clean School Bus Act that now allows private contractors direct access to grants.

“Carina Noble’s impact on NSTA cannot be overstated. She has served in a variety of capacities with the organization and left us in a better place each time. As government relations committee chair, Carina was focused and determined to use our advocacy platform in a positive way,” commented NSTA Executive Director Curt Macsysn. “Personally, I have leaned on Carina for advice and support over the years, and she has always come through with her calm and reasoned approach. I’m thrilled that she is entering into the NSTA Hall of Fame, and there isn’t a more worthy recipient.”

In all, NSTA awarded 18 members and two companies during its Annual Meeting and Convention, held July 20-23. STN President and Publisher Tony Corpin joined Macysyn in presenting the magazine’s Innovator of the Year award to Guarav Sharda, chief technology officer of Beacon Mobility, for his direction and implementation of AI-based HR tools for employees. Sharda was also recognized at STN EXPO West a week earlier.

Six individuals also received NSTA Golden Merit awards for their dedication and contributions to school bus safety, community service, business practices and vehicle maintenance. They are Glenn Brayman, fleet manager for First Student in Massachusetts; Melissa Castle, a location manager for Mid Columbia Bus in Oregon; Michelle Harpenau, manager for Durham School Services in Boston, Massachusetts; Kevin Kilner, director of safety for Beacon Mobility; David Kinley, vice president of operations in New York for Student Transportation of America; and Barbie Stucker, general manager of Big Sky Bus Lines in Montana.

Distinguish Service Awards were given to Paul Mori, the New York director of client relations for Beacon Mobility and Susan Rady of Johnson School Bus Service in Wisconsin, for “significant, substantial and special contributions to pupil transportation contracting.”

NSTA Outstanding Driver Service Award Recipients went to Linda Caudillo of Mid Columbia Bus Company; Jeffrey Flitcraft of B.R. Williams in Pennsylvania, Kilra Hylton of TransAction Associates in Massachusetts, Duane Versteegh of School Bus Inc. in South Dakota, and Becky Williams of Dousman Transport Company in Wisconsin.

First Student took home the Go Yellow, Go Green Award for adopting and advancing electric school buses, which the company operates over 2,000 across North America. Tim Weaverling of insurance provider RWR-Keystone was named Committee Member of the Year while John Benjamin, president of Benjamin Bus in Minnesota was named Committee Chair of the Year. Lee Edwards of Wells Fargo Equipment Finance was awarded Vendor Partner of the Year.

DENVER — Across the country, 98% of school districts are actively modernizing student transportation, according to EverDriven’s newly released Future of Modern Student Transportation and Safety Report, a groundbreaking report that provides a comprehensive look at how school districts across the United States are modernizing their transportation systems to better serve students. With a sharp focus on safety, equity, and chronic absenteeism, districts are turning to technology and flexible models to ensure every student can get to school, especially those navigating the challenges of homelessness, living in foster care, or requiring specialized accommodations.

“When student transportation is frictionless, education becomes more equitable,” said Mitch Bowling, CEO of EverDriven. “Districts across the country are modernizing student transportation to be student-centered, meeting the diverse needs of learners with technology, flexibility, and safety at the forefront. Every child deserves not just a ride to school, but a reliable, dignified path to opportunity.”

Key Findings from the Report

  • 98% of districts are prioritizing transportation modernization.
  • 95% expect transportation budgets to increase in the next five years, by an average of 26%. Two-thirds of districts have already secured funding.
  • 49% have begun implementing modern solutions; 47% plan to within five years.
  • 68% say technology will play a significant or critical role in their strategy. Districts are prioritizing a variety of technology solutions aimed at addressing student safety.
  • 88% report equity gaps in transportation access across student groups.

What’s Driving the Shift

Districts are addressing long-standing transportation challenges that contribute to higher absenteeism among their most vulnerable students. Equity remains a pressing concern, with 88% of districts reporting access gaps, particularly in non-regulated states.

Meanwhile, rising operational pressures are accelerating the need for modernization. Administrators report top pain points such as high maintenance costs (25%), inefficient routes and schedules (24%), and challenges meeting regulatory compliance requirements (23%).

On-the-ground challenges include ensuring student safety (20%), coordinating schedules across diverse student groups (20%), adapting to shifting populations (19%), and improving communication with families (19%). Superintendents and transportation directors often differ in priorities, reinforcing the need for comprehensive, system-wide solutions.

The Modernization Response

In response, school districts are turning to a wide range of technology-enabled and flexible transportation strategies that are safer, more efficient, and built around students’ real-world needs. Many are already implementing:
Real-time GPS tracking systems (52%), AI-assisted routing software (48%), and driver monitoring systems (47%) to improve visibility and reduce inefficiencies.
Onboard camera systems (39%) and collision avoidance technology (37%) to enhance student safety.
Parent and student communication apps (44%) and emergency communication tools (37%) to improve family engagement and responsiveness.
Alternative Student Transportation models, already adopted by 37% of districts, are being used to serve students outside of standard bus routes and provide right-sized, technology-equipped vehicles.

Additionally, most districts plan to expand investments in collision avoidance systems (36%), safety training programs (35%), and AI-powered logistics (34%) over the next five years.

14-Year-Old Struck by School Bus in New Jersey

A teen girl was struck by a school bus in Bergen County, New Jersey, reported ABC 7.

The incident reportedly occurred last Wednesday at an intersection just before 9 a.m.

According to the news report, the driver of the school bus operated by First Student, Inc., remained on the scene after the crash and cooperated with the investigation.

Police stated child was seriously injured and taken by medevac helicopter to an area hospital. It was unclear at this report how the incident took place. Authorities said the investigation is ongoing, but a preliminary information indicated it not appear a crime occurred.

Philadelphia School District Gears Up for Annual Event Ahead of School Year

The School District of Philadelphia is gearing up for its annual “Ring the Bell” bus tour ahead of the upcoming academic year.

The “Ring the Bell” bus tour consists of a colorful school bus that visits multiple locations across Philadelphia during the summer, typically late July through mid‑August.

During each stop, families can pick up free backpacks and school supplies while supplies last, access on‑site registration for PreK–12th grade, sign up for the Parent Portal to access student information online, participate in interactive educational activities, games, and raffles, enjoy snacks and frozen treats, and receive immunizations and school physicals (at select sites).

According to the district’s website, all bus tours are from 10 a.m. to 2 p.m., starting July 28 through Aug. 15. Locations can be found here.

The aim of the tour, which is built around a “festival-like” community experience, is to eliminate barriers for busy families by bringing services directly to neighborhoods, so parents don’t have to hunt for information.

The festive atmosphere often includes raffles, prizes, and fun for kids and families.
