Stolen School Bus Driven Nearly 40 Miles Before Being Abandoned

Authorities in Georgia are searching for a woman accused of stealing a full-size school bus from an elementary school parking lot and taking it on a late-night drive across county lines, reported Fox News.

The school bus was reportedly taken from Arbor Springs Elementary School in Coweta County during the early morning hours Feb. 9. The vehicle was later recovered nearly 40 miles away in Temple, located in Carroll County.

Investigators reportedly said the suspect did not appear to force entry into the bus, as she seemingly had access to a key. Internal surveillance cameras installed on the vehicle captured images of the woman during the incident. Authorities noted that a bag or purse could be seen being placed on the front seat in the footage.

The school bus was recovered without any visible damage, and officials confirmed the incident occurred on school property outside of normal school hours. No injuries have been reported.

The case remains under investigation. The sheriff’s office is asking for the public’s assistance, particularly residents in the Temple area, to help identify the suspect.

Oregon School District Honors School Bus Driver for Composure During Crash

A veteran school bus driver is being hailed as a hero after her quick thinking helped keep dozens of students safe during a crash that took place on the way to a basketball game.

Linda Christophersen, 75, affectionately known as “Miss Linda” to students at Vernonia High School, was driving the boys and girls basketball teams to a game at Nestucca High School Feb. 13. An oncoming vehicle crossed the center line and struck the bus on Highway 101, about five miles from the teams’ destination.

Christophersen’s daughter Tonya Langley told local news reporters that her mom saw the vehicle edging into her lane and reacted immediately.

“She could see the vehicle coming at her was crowding the center line, so she started crowding the fog line as much as she could,” Langley recounted. “She yelled, ‘Hold on,’ and then when it hit, the bus tried to go to the left and then immediately went to the right into the bank. She did everything she could to try to hold it.”

Despite the impact, Christophersen brought the school bus to a controlled stop. Langley said her mother’s first concern was not her own injuries, but the students on board.

“She goes, ‘I’m fine but it’s not about me.’ She immediately [turned her attention] to the kids. It was all about the kids and how the kids were,” Langley said.

In a statement to families, Jim Helmen, superintendent of the Vernonia School District, confirmed that the student-athletes, coaches and the Christopherson were safe following the school bus crash.

One student experienced a seizure during the school bus crash and was transported to Tillamook Hospital for evaluation. Another student sustained an injury but did not require hospital transport. Emergency responders evaluated Christopherson and all her passengers at the scene.

Helmen also praised Christophersen’s actions.

“I would like to recognize our bus driver, Linda, for her professionalism and composure in responding to a very difficult situation. Her training and steady response helped maintain stability and student safety during the incident,” he wrote.

The superintendent thanked first responders, including the Oregon State Police, who responded to the scene and took statements.

Helmen also expressed gratitude to the Nestucca School District for assisting students and staff after the crash. Nestucca administrators worked with law enforcement to help transport Vernonia students from the scene to Nestucca High School, where parents provided food and counseling support for students who were understandably shaken. The school also opened its library as a quiet space for students and staff.

“It was shared with me by Nestucca administration that our students were very respectful, thankful and represented the Vernonia community extremely well,” Helmen wrote. “That is something we can all be proud of.”

The superintendent further thanked Girls and Boys Basketball coaches David Weller and Ken Ellis, Athletic Director Justin Ward, and Principal Nate Underwood for their leadership during the incident, as well as Shelley H. and Rob Curl of Curls Transportation Co. for their quick response in dispatching another bus.

Friday evening’s basketball games were canceled.

Heroic Driver Eager to Get Back Behind the Wheel

A few days after the school bus crash, Christophersen was sore but recovering well. She declined an interview request, but her daughter said the recognition is well-deserved.

“My mom has never known her own worth, and she’s never put herself out there,” Langley said via local news reports. “It just made me very, very proud.”

Christophersen began driving a school bus after her husband passed away because she wanted to stay active and involved in the community. Her experience behind the wheel stretches back decades — from driving dump trucks for the family business to navigating rugged logging roads long before it was common to see women in the industry.

Today, she’s known for decorating her bus, bringing treats for students and even chaperoning prom. And despite the frightening crash, Langley said her mother is eager to return to work.

School Bus Adaptive Technology: Safer Rides, Stronger Teams, Better Access

Most school days start the same way: Students waiting for a ride to school. One
student might use a wheelchair, while another could be autistic and communicates
with an Augmentative Alternative Communication (AAC) device, and a third might be medically fragile. The school bus driver is trying to keep everyone safe while staying on schedule. Transportation is more than logistics. It is the first and last part of the school day, and adaptive technology is now part of how teams make that work.

On the bus, adaptive technology means tools or systems that adjust to students’ needs so they can ride safely, communicate and stay included with their peers. This might look like a wheelchair lift and securement system, an AAC device or communication board mounted where a student can reach it, a driver tablet with live routing, or an app that lets a family know the bus is three minutes away instead of “sometime soon.”

For many students with disabilities, these supports are not extras. They extend the services districts already provide under the Individuals with Disabilities Education
Act and Section 504 of the Rehabilitation Act, so students can get to the learning they are entitled to.

Safety By Design, Not Just Experience
Anyone who has driven a route knows skill and instincts matter. But safety cannot rest on skill alone. It has to be baked into how routes are planned, how roles are defined, and what information drivers and aides have in front of them. The right technology links what drivers, aides, schools, students and families see, so people are not guessing when something changes or goes wrong.

Advanced Driver Assistance Systems, ridership tracking and stop-arm cameras give leaders a clearer picture of what actually happens on the road. For students who use mobility devices, need extra time or cannot easily explain what happened if there’s an incident, that level of visibility can be the difference between “we think” and “we know.”

Access, Dignity and Communication On Every Ride
Safety comes first, but anyone who has stepped onto a bus after a rough morning knows the atmosphere matters, too. The ride can either calm a student and get them ready to learn or drain them before they ever reach the building. Transportation is only truly accessible when students with disabilities can ride with safety, comfort and dignity, not just a seat.

Lifts and securement systems let students who use wheelchairs or other mobility devices board, ride and exit safely without being lifted or handled in ways that feel unsafe or embarrassing. Predictable routes and consistent routines help students who rely on structure know what comes next. This reduces anxiety and the kind of “acting out” that is often really “I don’t understand what is happening.”

But here is the part that often gets overlooked: Communication is a daily pain point for drivers and aides, and it shows up as child misbehavior. When a student loses or is denied their usual way of communicating on the bus, whether that is with an AAC device, a picture board, or a simple yes/no system, they do not stop needing to communicate. They have to show it in other ways. In addition to speech, many students need AAC devices, communication boards, or simple response systems to ask for the bathroom, say they feel sick, or tell an adult another student is bothering them.

When these tools are turned off, taken away or never offered on the bus, frustration builds. Keeping a student’s communication system available on the bus and making sure drivers and aides know the basics of how it works changes that dynamic. It lets staff respond before a situation boils over and gives students a safer, more respectful way to say what they need. Simple visual supports, such as clear signage, visual schedules, or symbols on seats or stops, paired with clear directions, also help students track where they are in the routine, reducing escalation and confusion.

Supporting the Workforce and Improving Retention
Safety stands on the shoulders of people who plan and provide this vital service. Adaptive technology can make their jobs clearer and more sustainable, or it can feel like one more thing dumped on an already heavy load. When used well, routing software and driver tablets cut down on last-minute radio calls and trying to read paper directions in the dark. New or substitute drivers can see turn-by-turn directions, key student information and alerts in one place instead of piecing it together from memory and sticky notes. Ridership tracking and telematics, when used for coaching and recognition, give supervisors a fairer, more accurate picture of driver performance than a handful of complaints. In a world of driver shortages, tight budgets and aging buses, the way technology is rolled out can either support retention or undermine it. Drivers notice whether tools are there to support them in keeping students safe while managing complex routes.

What’s Coming Next and Where to Start?
Adaptive technology is moving fast and getting more affordable. School districts are starting to see smarter video analytics that flag repeated problems at the same
stop, deeper integration of student plans and transportation platforms, and cleaner, more connected fleets that change what is possible on long or complex routes. These
changes bring new questions about safety, privacy, staff expectations, and they demand clear leadership rather than one-off purchases. The good news is that transportation leaders do not need to adopt everything at once.

A practical starting point is to pilot one adaptive tool, especially one that directly supports communication, on a small set of routes and gather feedback. Pair that with
hands-on training, not just a memo, so staff can try the technology in a low-stakes condition before using it in rush-hour traffic.

Most importantly, work with special education and school teams so communication tools and behavior plans on the bus match what is happening in the classroom. The question is no longer whether adaptive technology will shape student transportation, but how transportation teams will direct that change so rides are safer, staff feel supported and every student arrives at school with their dignity and communication intact.

Connecticut School Bus Driver Charged After Alleged Failure to Stop Assaults

A New Britain man was charged with 12 counts of risk of injury to a child after police say he failed to intervene while middle school students fought with and sexually assaulted other students on a school bus he was driving last October, reported CT Insider.

Dominic Jimerson, 61, was arrested Jan. 21 and was scheduled to be arraigned Feb. 4 in Manchester Superior Court. Has released on a $5,000 bond.

Jimerson was reportedly driving a Dattco-contracted school bus carrying 11- to 14-year-old Timothy Edwards Middle School students from South Windsor to Hartford, with multiple drop-offs along the route.

Police said Jimerson failed to act as multiple incidents unfolded on the bus, including fights and sexual assaults involving students. Investigators said school bus drivers are responsible for the welfare, safety and security of students and are trained as mandated reporters for the state Department of Children and Families. Drivers are also required to intervene when a child’s safety or welfare is in jeopardy.

Jimerson’s manager reportedly told police that Jimerson filed a report about the students’ behavior after the incident and informed the company he would not drive the route again. Even after being told that a bus monitor would be assigned to the route, Jimerson refused to return.

According to the report, Jimerson had multiple options to intervene prior, including stopping the bus, addressing the students directly, contacting the bus dispatcher, and contacting the district or police. South Windsor police became aware of the incident after a video showing a student attempting to sexually assault another student began circulating on Snapchat. The mother of a student who was allegedly assaulted also contacted school administrators.

Investigators obtained video footage from the bus, which was provided by the Capitol Region Education Council. Police said via the article that some students were actively involved in the assaults, while others were “uninvolved participants, but clearly intimidated or upset by the actions of others.”

At one point in the video, police reportedly heard muffled screams from a student who appeared to be held down in a seat. In another video, a student can be heard alerting the Jimerson. But police said Jimerson did not respond.

Several students involved in the incident are under investigation for crimes against one another and are considered both victims and suspects in alleged breaches of peace and sexual misconduct. The warrant identifies six suspects: One 11-year-old, one 12-year-old and four 13-year-olds. Police said they will not release information about juvenile arrests.

Lt. Mark Cleverdon of the South Windsor Police Department said no additional details regarding juveniles would be disclosed.

Jimerson did not speak with police during the investigation. Attorney Patrick Paoletti contacted police on Jimerson’s behalf and asked investigators to direct any communication through him. But police said Paoletti did not return follow-up calls.

The Judicial Branch lists Paoletti as an attorney for Dattco. Calls to Paoletti and Dattco were not returned. The case remains under investigation.

Updated: EPA Seeks to Expand Fuel Scope of Clean School Bus Program

The U.S. Environmental Protection Agency is issuing a request for information from school bus industry stakeholders as it seeks to add biodiesel, renewable diesel (RD) and liquefied natural gas (LNG) as funding options to a revised Clean School Bus Program.

EPA also said it will not be awarding funds for the 2024 CSB Rebate Program. “EPA thanks applicants for their interest and encourages them to apply for the new grant program,” EPA said in a press release Thursday. “The agency will provide more details on the 2026 grants and eligibility requirements in the near future through a Notice of Funding Opportunity.”

In a follow-up email sent by School Transportation News asking for clarification on foregoing the 2024 rebate awards and if those same applications would be recycled, EPA referred to its original statement.

Meanwhile, Thursday’s RFI also mentions hydrogen as an eligible fuel listed by the Investing in Infrastructure and Jobs Act, which created the five-year, $5 billion fund. But there are currently no hydrogen school buses in production. The same goes for liquefied natural gas, which differs from propane. The IIJA also mentions CNG, which won a handful of awards, but manufacturers don’t currently produce that fuel option, either.

Diesel-powered school buses do exist in large numbers nationwide, estimated at about 80 percent of the national fleet of approximately 450,000 vehicles. Many operate with biodiesel blended with regular diesel. The RFI specifically states EPA seeks information on B20, or 20 percent biofuel blend with diesel.

Renewable diesel, or RD, is different from biodiesel as the former is produced by a hydrotreating process, making it a hydrocarbon fuel. Because it is otherwise nearly identical to petroleum diesel, RD is a drop-in fuel alternative that diesel engine manufacturers certify for use in their engines without voiding warranties. But RD is more expensive than petroleum diesel except in California, Oregon, New Mexico and Washington, where Low Carbon Fuel Standard credits are at play.

Electric school buses are not a focus of the RFI because EPA said it has sufficient information on its infrastructure, availability and performance.

EPA added electric school buses have accounted for 90 percent of Clean School Bus Program awards to date, and the next funding round should target other allowed alternative fuels “to allow for the maximum number of affordable bus choices to fit school districts’ specific needs.”

What’s in the RFI?

EPA is asking the current availability and anticipated purchasing within the next year to five years of biodiesel, RD, E85 flex fuel, CNG, LNG, propane or any other biofuel and if those school buses are fueled at the school district facility, an offsite private fueling station, or an offsite public station. EPA also wants to know about fuel supplier arrangements.
Specifically for biodiesel and RD, EPA is asking for details on how the blends or drop-in fuels are used.

It requests information on fueling system components, pricing, construction and installation requirements, performance, domestic content, and other practical considerations.

The RFI also states EPA wants information on how it can further safeguard taxpayer dollars. The agency completed an internal review to assess financial management practices and said it uncovered inconsistent documentation, incomplete adherence to reporting an award conditions, improper or premature drawdowns of funds, and insufficient internal controls by certain awardees, including for profit recipients.

EPA said it is “evaluating additional safeguards and conditions for for-profit entities,” which includes audits of financial statements and conflict of interest policies. It is also considering verification tools or documentation to ensure appropriate bus usage and routes before funds are disbursed; milestone-based payment structures, reimbursement-only models, or phased disbursement mechanisms tied to verified delivery to reduce risk and improve accountability; and enforcement mechanisms such as repayment obligations or clawback provisions in cases of nonperformance, noncompliance, or misuse of funds.

The Clean School Bus Program is set to expire at the end of the current fiscal year, which would require the remaining $2 billion that has yet to be awarded needing to rollout over the next six months.

Public comments are due within 45 days of EPA publishing the RFI in the Federal Register. A webinar is scheduled for March 3.

Updated: Blue Bird to Acquire Full Ownership of Micro Bird, Expand Market Share

Blue Bird Corporation announced its pending acquisition of the remaining 50-percent equity interest in Micro Bird, a joint venture with Canadian bus manufacturer Girardin Minibus. ​The $198.2 million deal, which values Micro Bird at $429.6 million, is expected to close by the end of the second quarter, pending regulatory approval and customary closing conditions. ​

The OEM confirmed Micro Bird President Eric Boule and his current management team continue to oversee day-to-day operations.

The Micro Bird brand originated in the mid-1970s, when Blue Bird introduced its first Type A school bus built on a cutaway van chassis. Blue Bird entered a supply agreement with Girardin Minibus in 1992 to build the Micro Bird in Quebec. The most recent joint venture between Blue Bird and Girardin was signed in 2009, which created Micro Bird, Inc.

The transaction announced Tuesday is funded through a combination of 70-percent stock and 30-percent cash. It includes the $16.5 million purchase of Micro Bird’s new manufacturing facility in Plattsburgh, New York and the transfer of its OEM service parts inventory for $400,000, according to a company presentation on the deal strategy and structure. ​Blue Bird said it plans to issue 2.7 million shares to fund the stock portion and use $154.2 million in cash for the remainder. ​

Blue Bird said the acquisition is expected to enhance the company’s market share in the K-12 student transportation industry by expanding its product portfolio to include a comprehensive lineup of Type A, C and D buses powered by diesel, gas, propane, and electric powertrains. ​The deal will also double Micro Bird’s addressable market in the U.S., thanks to its compliance with Buy America requirements, and strengthen Blue Bird’s presence in Canada. ​

The transaction is projected to be immediately accretive to earnings, with an estimated 8.2 percent increase in earnings per share in fiscal year 2026. ​Blue Bird’s pro forma revenue is expected to grow from $1.5 billion to $1.9 billion, while adjusted EBITDA is forecasted to increase from $225 million to $250 million. The company said it anticipates long-term revenue growth to reach $2.5 billion by 2030, with an EBITDA margin exceeding 15 percent. ​

Micro Bird, known for its high-quality school, commercial and electric buses, is well-positioned for long-term growth. ​Blue Bird said the acquisition will enable it to leverage Micro Bird’s expertise in electric vehicle technology, streamline development and expand into adjacent markets such as commercial and specialty vehicles as well as drive engineering efficiencies, enhance market share, and deliver value to shareholders through profitable growth and stock buybacks. ​

Blue Bird Signs Definitive Agreement to Acquire & Consolidate Micro Bird Joint Venture

Florida School Board Disputes Long-Term Trauma Claims from Student Sexual Assault

Attorneys for the Palm Beach County School Board argued in court last month that a student with autism who was a victim of sexual assault on a school bus at age 3 and a half did not suffer long-lasting trauma as a result of the attack, a claim strongly disputed by a medical expert testifying for the child’s family, reported The Palm Beach Post.

During testimony Thursday, Miami psychiatrist Dr. Michael Hughes told jurors the sexual assault had a profound and enduring impact on the girl, now 9, affecting her emotional development, learning ability and overall quality of life. Hughes rejected the school board’s assertion that the child’s ongoing difficulties stem solely from pre-existing developmental disabilities.

“The younger the child, the greater the impact of the trauma,” Hughes testified via the article, adding that early childhood experiences play a critical role in long-term development. He explained that the girl’s silence about the January 2007 sexual assault does not indicate a lack of memory or harm.

The girl was riding a school bus carrying special-needs students of varying ages when she was assaulted by a 15-year-old “emotionally disturbed boy.” The school district does not dispute that the assault occurred. Instead, its attorneys argue the district should not be held financially responsible for years of therapy and specialized education. It says the therapy is unrelated to the incident.

According to the news report, Hughes testified that the attack caused the child to withdraw from the world, stunting her curiosity and learning. He noted that adults on the school bus, the driver and a bus aide, failed to protect or comfort her, reinforcing a sense of fear and helplessness.

According to Hughes, the girl’s academic progress has significantly declined. Now in fourth grade, she is reportedly completing preschool-level work. Her I.Q. score dropped from 77 to 67 between first and third grade, placing her in the borderline intellectually disabled range.

“She’s not plateauing — she’s falling further behind,” Hughes said, recommending extensive therapy and specialized education as her only chance at achieving a functional adult life.

School board attorney Thomas McCausland reportedly challenged Hughes’ conclusions, arguing that fluctuations in I.Q. scores are common and can be influenced by factors such as fatigue or nutrition. McCausland also questioned whether the child’s behavior toward Hughes, allowing him to hug her and kiss her forehead, was consistent with someone who views the world as threatening.

Earlier testimony from the girl’s parents described behavioral changes following the sexual assault, including aggression toward toys and family members and rejection of traditionally feminine clothing. McCausland reportedly countered that some of these behaviors predated the incident and suggested that conflicts with her half-brother stem from competitive video gaming.

Jurors appeared engaged, with one asking the father how the girl behaved immediately after the assault. He testified she exited the bus “like an ordinary child.”

The alleged assailant, now 21, was deemed incompetent to stand trial and refused to testify, invoking his Fifth Amendment rights. The bus aide, Grenisha Williams, was fired and later convicted of child neglect. Jurors were shown video footage from the bus, which captured the boy’s movements during the sexual assault, though the girl was not visible due to her size.

Cross-examination of Dr. Hughes is expected to continue as the trial proceeds.

GreenPower Reports Q3 Revenue of $8.5 Million, Net Income of $4.2 Million

Third Quarter 2026 Highlights

  • Generated revenues of $8.5 million in the third quarter of the 2026 fiscal year compared to $7.2 million for the third quarter in the previous year. Revenue was generated from the sale of vehicles, parts, leases and deferred income. Gross profit on the sale of vehicles was approximately 28%.
  • Total sales, general and administrative costs of $2.4 million in the third quarter compared to $5.2 million for the third quarter in the previous year representing a significant reduction in the Company’s recurring expenses. Excluding non-cash items, the sales, general and administrative costs in the current quarter were less than $2 million.
  • Working capital of more than $5 million and increased cash from the beginning of the fiscal year.
  • During the quarter, the company undertook the management of the New Mexico All-Electric, Purpose-Built, Zero-Emission School Bus Pilot Program. The contract with the state of New Mexico provides funding of more than $5 million for the deployment of GreenPower’s all-electric Type A Nano BEAST, Type A Nano BEAST Access, Type D BEAST and Type D Mega BEAST school buses, charging infrastructure and management of a pilot project in the state.
  • During the quarter, the company raised gross proceeds of $1,120,050 from the issuance of Series A convertible preferred shares (the “Series A shares”) with a stated value of $1,179,000. The initial tranche was comprised of 754 Series A shares issued pursuant to an effective shelf registration statement and 425 Series A Shares issued in a concurrent private placement. The Company and investor agreed that a follow-on tranche of 926 Series A Shares with a stated value of $926,000 and purchase price of $879,700 will be issued at a later date. The institutional investor has the right to acquire and the Company has the right to issue additional Series A Shares in tranches of up to $2 million, subject to certain terms and conditions, to a total of up to US$16 million.

Subsequent to the end of the quarter, GreenPower completed several transactions to recapitalize the Company. The Company closed on two term loans for a total of $5 million, closed on the new banking relationship with CIBC including a line of credit and Term Loan, paid out the existing bank line of credit, exchanged $7 million of related party loans for convertible debentures and exchanged $3 million of related party loans for Series B Convertible Preferred Shares.

100% Buy America Requirement Proposed for EV Chargers

The Federal Highway Administration (FHWA) seeks public input on a proposed modification to its waiver of Buy America requirements for electric vehicle (EV) chargers, which could impact K-12 student transportation professionals looking to use federal funds to purchase the equipment for electric school buses.

The proposal, announced Tuesday by FHWA Administrator Sean McMaster, aims to increase the domestic content requirement for EV chargers used in federally funded projects.

Currently, the waiver issued two years ago allows EV chargers manufactured in the U.S. to meet a 55-percent domestic component cost threshold. FHWA is considering raising this requirement to as much as 100 percent, meaning all components of EV chargers would need to be sourced domestically.

This change could have significant implications for school districts planning to use federal funds for EV charger acquisition or installation, when or if the EPA’s Clean School Bus Program or other funding projects return. FHWA said the proposal is part of a broader effort to support domestic manufacturing and align with federal priorities to maximize the use of American-made products in infrastructure projects.

If finalized, the new requirements would apply to projects obligated after the publication of the final notice.

Public comments on Docket No. FHWA-2025-007030 will be available through March 16 at 11:59 p.m. Eastern. FHWA said transportation professionals are encouraged to share their perspectives on the potential impact of the increased domestic content requirement, including any challenges or benefits it may present for school bus electrification projects.

PROSPER, Texas — On Saturday, March 7 at 8:00 a.m., Region 6 Education Service Center (ESC), in partnership with the Texas Department of Transportation (TxDOT), will host Operation STEER – Student Transportation Emergency Education and Response at Prosper ISD’s Children’s Health Stadium.

Operation STEER is a large-scale, hands-on emergency preparedness training focused on school bus transportation incidents. The event brings together school transportation professionals, first responders, fire departments, EMS, law enforcement, emergency management teams, and education leaders to strengthen coordination and response during student transportation emergencies.

Florida School Bus Aide Accused of Child Abuse in Ongoing Beating

Investigators say surveillance video shows a school bus aide repeatedly physically abusing a 10-year-old student with disabilities while the bus driver watched and, at times, laughed.

The Hillsborough County Sheriff’s Office announced the arrests on Jan. 30, following a child abuse investigation that began in mid-November, after a witness reported seeing a school bus aide strike the boy while parked at Caminiti Exceptional School.

According to investigators, video capture Juanita Wright, 79, a school bus monitor for Hillsborough County Public Schools, striking the minimally verbal student diagnosed with autism and ADHD on 14 separate days between Oct. 2 and Nov. 14, Authorities say the footage shows Wright hitting the boy in the head and on his back, pulling him by the hair, and wresting his backpack away as he remained seated.

Wright was charged with 14 counts of child abuse. The bus driver, Tonya Rice-Constant, 62, is charged with failure to report child abuse. Prosecutors allege she saw the abuse, did not intervene, and at least once appeared to smile or laugh while watching the incidents in her rear-view mirror.

Sheriff Chad Chronister condemned the conduct as “a level of cruelty that is deeply disturbing,” calling it “an inexcusable betrayal of trust” when adults entrusted with a child’s welfare cause harm and fail to act. Deputies reviewed internal school bus video and identified multiple incidents before the report was made.

The investigation remains active to determine if additional victims exist.

“A defenseless child was physically abused by someone entrusted with their care, while another adult failed to intervene and instead laughed,” Chronister said. “It is an inexcusable betrayal of trust and a profound lack of humanity.”

In a statement shared by local media, the district said Wright was hired in 2012, removed from duty in November after the allegations surfaced, and later fired. Rice-Constant retired from the district in November, when the investigation into the alleged child abuse began. Both cases will proceed through the court system as authorities continue to investigate.

Strongest Case Yet for 3-point Belts?

The debate on lap/shoulder seatbelts in school buses has divided the student transportation industry. Advocates champion their life-saving potential, while skeptics raise concerns about evacuation challenges and the added cost of equipping
buses with this technology. However, as we reflect on 20 years of data from California, the first state to mandate lap/shoulder belts on new school buses, it appears the benefits of these safety measures outweigh the concerns.

The Golden State’s experience with lap/shoulder belts offers a compelling case for its adoption. Rather than focusing on student fatalities, which we all know are extremely rare each school year, the report released last month investigates student injuries that are infrequently discussed.

Since the state began requiring lap/shoulder belts on new school buses in 2004, pupil passenger injuries have decreased by three-quarters in absolute numbers and by nearly 50 percent in per million miles traveled. These statistics courtesy of Ron Kinney, a former California state director of student transportation and director of government relations for Laidlaw, are not simply numbers. The data taken from California Highway Patrol crash reports represent thousands of children who avoided injury, trauma and life-altering consequences.

Critics argue that lap/shoulder belts could hinder evacuation during emergencies. However, the National Transportation Safety Board (NTSB) has repeatedly emphasized that properly worn lap/shoulder belts reduce the severity of injuries in crashes, particularly in side impacts and rollovers—scenarios where traditional compartmentalization falls short. And as such, these students are better able to self-evacuate, largely because they remain conscious.

The 2014 Anaheim, California school bus crash, cited in Kinney’s research, serves as a reminder of this. NTSB simulations showed that lap/shoulder belts significantly
reduced upper body flailing during the crash and prevented passengers from being thrown into the area of maximum intrusion. This minimized injuries.

California also mandates annual safety training for students, including proper use of passenger restraint systems and emergency evacuation drills. These drills ensure that students are familiar with how to unbuckle their belts quickly and safely in the event of an emergency. Moreover, the data shows that no pupil passengers have been killed in California school bus crashes since the lap/shoulder belt mandate took effect—a testament to their effectiveness in preventing fatalities.

Another common argument against lap/shoulder belts is the cost. Equipping a new school bus with lap/shoulder belts adds a few thousand dollars to the purchase price. However, when spread over a 20-year lifespan of a bus, Kinney’s report claims, this cost amounts to approximately $500 per year or pennies per day per student. Who keeps a school bus that long anymore, you ask? Ahead of the approaching funding cliff for school districts next school year, skipping on replacement cycles is a likely coping strategy. And today’s school buses are at least 90 percent cleaner than 20 years ago, which was a leading reason for hastening replacement cycles, to begin with.

Compare $500 or even $1,000 per year (Blue Bird now makes lap/shoulder belts standard equipment) to the financial and emotional toll of a single injury or fatality, which can result in millions of dollars in litigation costs and immeasurable pain for families. The California data demonstrates that the reduction in pupil passenger injuries alone justifies the investment.

It’s also worth noting that student transporters routinely invest in technologies to improve operational efficiency and safety, such as GPS tracking, routing software and telematics systems, many of which have recurring costs. Lap/shoulder belts are a one-time purchase.

Lap/shoulder belts advantages extend beyond injury prevention. Districts implementing these systems report significant improvements in student behavior and a reduction in driver distractions. When students are properly secured, they are less likely to move around, fight or engage in other disruptive behaviors. This creates a calmer, safer environment for both students and bus drivers, reducing stress and improving job satisfaction.

Fewer behavioral issues mean fewer disciplinary write-ups and less time spent on administrative tasks, freeing up resources for other priorities. Drivers are also
less likely to have to pull over to address misconduct, improving route efficiency, and reducing delays.

The data from California is clear: Lap/shoulder belts not only save lives but reduce injuries and improve the overall safety and efficiency of school transportation. A reconsideration of the three-point seatbelts in school buses is happening. NAPT is expected to release a new paper later this year.

Is it time to finally move beyond the debate?

Police reportedly arrested Wawa Aurelus, 62, the school bus driver who hit Aminova but did not stop at the scene. He was arrested Friday, according to multiple news reports, following the incident that occurred shortly after school let out at 3 p.m. Thursday in the Bath Beach neighborhood.

Aurelus was charged with failure to yield to a pedestrian and failure to exercise due care, both misdemeanors, according to the New York Times.

The video shows Aminova standing on the corner of Bath Ave. at 23rd Ave. and proceeding to cross the street, apparently with seconds remaining on the red-flashing countdown pedestrian signal. As Aminova starts to run across the street, the school bus is seen coming into view heading south on 23rd Ave. and instigating a right-hand turn onto Bath Ave. The bus never stops, and the video cuts out right before it hits the sixth grader.

Aminova was at least the fifth student pedestrian killed this school year nationwide by a school bus, according to School Transportation News research.

State Sen. Steve Chan, a former NYPD officer, represents the 17th district that comprises part of South Brooklyn. He told STN he does not understand how Aurelus did not realize he struck Aminova and continued his route.

“Spending 27 years as a police officer, I’ve seen many accidents involving school buses, tractor trailers and small trucks. Often, a driver will not know when they hit someone in the leg or brushed up against their body. However, in this particular case, I’ve reviewed video tape of the incident from start to finish. This bus driver should have known that he rolled over a person or something,” Chan wrote in an email Saturday. “If he had looked into the rear or side view mirror, he would have seen her on the ground. The intersection was clear and visibility was good. The roadway was dry and flat. The snow built up in the corners was not a factor. There were no other drivers or pedestrians in this intersection. The pedestrian was crossing with the crosswalk and a green light. She did break into a sprint. However, the bus driver had a clear line of sight at the intersection.

“As far as I can tell, this tragedy is the result of complete driver inattention,” he continued. “Of course, I know most school bus drivers are dedicated individuals who help our community every day. But I must ask everyone to use extra caution, especially when making a turn.”

Police later located Aurelus, an employee of Consolidated Bus Service, and took him to the 62nd Precinct for questioning, reported CBS New York. Chan posted on Facebook the driver was detained “a short distance away” from the scene of the collision.

Consolidated Bus Service had not responded to an email seeking comment at this report.

An investigation by the NYPD fatal collision unit continues. A GoFundMe page was set up for Aminova’s mother to help cover funeral and burial costs in Uzbekistan. She immigrated with her daughter to the U.S. several years ago.

Getting the Word Out

A motorist is late for work and, in a rush, passes a stopped school bus loading children. By doing so, this person is putting children’s lives in danger. Community and political leaders have become increasingly concerned about this issue, and state legislation is addressing the running of school bus stop arms.

An online survey of 2,000 parents and caretakers also indicates increasing concern with their children’s commutes to and from school. In fact, 43 percent said they have observed a “near miss” in a school zone, with one-third saying they saw motorists nearly hit students at school bus stops with the stop-arm extended. Eighty-two percent of those parents said they support safety cameras to monitor and penalize illegal passers. The results come from a survey conducted last year by Verra Mobility.

Educating the public on the importance of school bus safety is an essential goal for Ward Leber, the founder and chairman of the Child Safety Network (CSN), who has worked with the U.S. Senate over the past dozen years to recognize National School Bus Safety Month in September.

Leber said research indicates some motorists who pass stopped buses are just not paying attention. Other people don’t know the dangers present when children are boarding and exiting buses. Even worse, as a survey conducted by the National Highway Traffic Safety Administration uncovered, many motorists say they don’t care about school buses.

“We are working on a campaign to increase awareness of school bus safety,” Leber added. The football themed “Know When It’s Safe to Pass” PSA is authorized by the Senate resolution and is expected to be released this month to coincide with the Super Bowl. Ward said CSN is working with several well-known professional athletes to create messages to promote the idea that quarterbacks must make correct decisions, especially when the big game is on the line. But illegally passing a stopped school bus is more than a bad mistake. It endangers the lives of children. Leber said he believes motorists must make the right call behind the wheel when they approach school bus stops. And that is to always stop and remain stopped until the flashing red lights and stop arm deactivate.

The CSN campaign also provides free resources that explain in plain language with visuals when it is safe and lawful to pass school buses in either direction. And it seeks to improve how school bus safety is covered on not only state-administered driving tests but internationally as well. Leber said information must be updated to reflect real-world driving situations.

“We intend to ask the U.S. State Department to require basic instruction on school-bus laws for visitors who will be driving in the U.S., and to encourage rental car companies to voluntarily provide school-bus safety information, authored by CSN, particularly to international renters and especially during back-to-school periods,” he added. “This is about removing ignorance as an excuse before it becomes a tragedy.”

The Michigan Association for Pupil Transportation is working on this issue and has supported state legislation to increase fines for people who run red lights at stopped school buses. Fines for passing a stopped bus can reach $500.

Katrina Morris, executive director of MAPT, said efforts are underway to educate drivers about the importance of stopping when they see a school bus stop arm through fun, informative PSAs.

She worked last fall with Ryan Preece, a professional NASCAR driver on team RFK Racing owned by Jack Roush, founder of ROUSH Enterprises and the ROUSH CleanTech division, to make a public service announcement on the importance of not passing stopped school buses. As a race car driver, Preece likes to go fast and not stop, the PSA says. It shows him not stopping for a tire change at a pit stop and not stopping for a drink at a roadside lemonade stand, but even he has time to stop when the reds are flashing for a school bus.

Lomas Brown, a retired offensive lineman for the NFL’s Detroit Lions, is currently working with Morris and MAPT to create a similar ad. It states, “When the reds are flashing, there is no passing.”

Morris said MAPT also plans to work with Sen. Gary Peters of Michigan to support legislation he introduced last year with Sen. Todd Young of Indiana, the Brakes for Kids Act, a campaign to increase public awareness of the dangers of illegally passing a stopped school bus. Peters also co-introduced the School Bus Safety Month proclamation led by CSN and Sen. Deb Fischer of Nebraska.

“Parents need to know their kids are safe taking the bus to and from school,” said Peters in a statement. “That’s why I’m proud to help lead this bipartisan, commonsense legislation to raise awareness of the dangers of illegally passing school buses and promoting best practices for making our communities safer.”

The Ohio Association of Pupil Transportation is encouraging drivers to stop when they see a school bus with its stop arm out. An important goal is to educate the public about the importance of caring for children. OAPT developed a new safety program and has been working alongside MAPT and its Reece PSA to encourage people not to pass stopped school buses.

The association also promoted legislation to raise fines for people who are caught passing stopped school buses with stop arms out. Ohio school buses are equipped with cameras that capture images of drivers passing stopped school buses, and the photos can be used to issue tickets. The state is providing more grant money that school districts can apply for to purchase cameras.

“We have School Bus Safety Week and have encouraged public school districts to promote bus safety,” said Todd Silverthorn, executive director of OAPT. “We are using social media to get the message across that drivers should not pass stopped school buses.

As part of the new school bus safety grant initiative, a campaign has been launched to promote school bus safety. More efforts are being made to involve law enforcement. Thomas Built Buses has created a campaign that says, “If you pass, you’re an ass,” Silverthorn said.

Meanwhile, the one-day annual survey conducted by the National Association of State Directors of Pupil Transportation Services reported 67,000 violations observed by 114,000 participating school bus drivers last year. It lead NASDPTS to estimate that millions of incidents occur nationwide each school year and put children at significant risk for injury or death.

Reach Out and Stop Someone
Another measure to reduce stop-arm running is by installing extended stop arms. Child Safety Network’s Ward Leber has worked to create a partnership with one of these providers, BusGates. An important goal of this partnership is to end the millions of illegal school bus passings each year.

BusGates and CSN have developed an LED-lit, stoparm extension that attaches to the stop arm already installed on the school bus. To date, about 5,000 have been installed on school buses in 26 states. When the bus comes to a stop, the extension swings out nearly five feet from the side of the bus, reinforcinga visual and physical barrier that a motorist cannot miss.

This extended stop arm acts like a railroad crossing gate, forcing drivers to stop in advance of the bus, before a violation or resulting collision can occur. Field tests from school districts using BusGates have been promising, with some seeing their daily illegal passing incidents drop from many to zero after the extensions were installed, explained Leber.

“No parent should have to fear for their child’s life at the bus stop. The numbers are staggering, tens of millions of violations each year, and each one is a child’s close call or worse. By partnering with Children Safety Network, BusGates is taking action to ensure every driver gets the message that when a school bus stops, we must all stop,” he added.

N.Y. Child Struck, Killed by School Bus

A 5-year-old boy was killed Thursday morning after being struck by a school bus in Rockland County, New York, reported CBS News.

According to the news report, the crash happened around 8:35 a.m. in the Village of New Square. Police said preliminary evidence indicates the school bus struck the child and then run over him.

The boywas rushed to Westchester County Medical Center, where officials said they were pronounced dead at approximately 12:15 p.m. The child’s name has not been released.

Investigators said the school bus driver did not initially realize the child had been struck and continued driving until being flagged down, at which point the driver returned to the scene.

The Ramapo Police Crash Investigation Unit responded and is reportedly conducting an extensive investigation, which involves coordination with partner agencies, interviews, scene measurements, data analysis, and vehicle inspections.

Police told local news reporters that the bus company is cooperating with the investigation, and the vehicle will be inspected by the New York State Department of Transportation.

No charges or additional details have been announced as the investigation remains ongoing.

Teen Arrested After Stolen Vehicle Pursuit Ends with School Bus Crash

Police took a teenager suspected of vehicle theft into custody after a brief pursuit ended in a collision with an Aldine Independent School District school bus near Houston, Texas, reported Fox News.

According to the news report, the incident began around 4:22 p.m. Jan. 27, when a FLOCK license plate camera alerted authorities to a possibly stolen vehicle in northeast Harris County. Sheriff’s deputies located the vehicle and attempted a traffic stop. The driver fled, prompting the pursuit that lasted approximately five minutes.

The pursuit reportedly ended near Homestead Road and U.S. 59, after the suspect ran a red light and struck the Aldine ISD school bus on its right-rear side.

Aldine ISD said 28 Aldine Middle School students were on board at the time of the crash. Four students were transported to a hospital for evaluation, though authorities did not release details on their conditions.

Investigators said the suspect, believed to be around 17 years old and not named due to their age, was taken into custody at the scene of the crash. The teen was evaluated by EMS, refused treatment and was transported to the Joint Processing Center.

The teen could face felony charges related to possession of a stolen vehicle and firearm, which Sheriff’s deputies also recovered. The investigation remains ongoing.

New survey finds 82% of parents want automated enforcement on school buses

MESA, Ariz., – As the school year hits a midway point, a recent Verra Mobility 2025-2026 school year survey, issued via Pollfish, reveals that parents and caregivers of school-aged students overwhelmingly support the use of automated enforcement to improve student transportation safety.

The survey, which included 2,000 parents or caretakers of children who walk, drive, are driven, or take transportation to school, showed that many respondents have witnessed near-miss incidents where a student was almost hit in a school zone or near a school bus.

The data points to a pattern of dangerous incidents in school zones and near school buses, and parents’ desire for action:

82% support safety cameras to monitor and penalize drivers who illegally pass stopped school buses. 70% of respondents favor automated enforcement in school zones

The response comes as many of these same parents and caregivers have witnessed events that nearly led to student tragedy:

43% have observed a “near miss” in a school zone. 33% have seen a “near miss” surrounding a stopped school bus

Automated enforcement programs have long been proven effective. Verra Mobility program data shows that school bus stop-arm programs have experienced as much as a 50% reduction in violations within just two months of launching the program. As the program continues, 98% of drivers who receive one stop-arm violation don’t receive a second.

Similar success has been experienced with school zone speed safety programs, where programs have experienced a 94 percent reduction in speeding at speed camera locations.

“Parents, educators, and communities share the same priority – keeping students safe,” said David Dorfman, senior vice president, Verra Mobility. “With a large majority of parents supporting automated enforcement in school zones and for school bus stop-arm enforcement, technology offers a proven way to change dangerous driving behaviors and prevent tragedies.”

This data comes as cities and counties across the U.S. are utilizing technology to make a difference. During the 2024-2025 school year, Verra Mobility, which covers more than 250 communities, launched 13 new school zone speed programs, from Memphis, TN, to Poulsbo, WA, in order to deter dangerous driving and protect students.

This trend also reflects concerns from educators and school administrators, with 38% of public-school officials moderately or strongly agreeing that traffic patterns around their schools pose a threat to students’ physical safety during their commute. To combat this, parents are advocating for a holistic safety approach with physical and policy-based improvements such as speed bumps, more crossing guards, better signage and traffic signals.
