Teen Arrested After Allegedly Hitting Student Waiting for School Bus in New York

A 17-year-old male was arrested in connection with a crash that left a 15-year-old student severely injured while waiting for his school bus last month, reported WIVB 4 News.

The incident reportedly took place just before 7 a.m. on Sept. 4, when the 17-year-old driver was traveling south in a Ford Explorer, veered off the roadway, drove through a front yard, and collided with a parked vehicle in a driveway.

The impact caused the parked car to strike the 15-year-old boy, who was standing nearby waiting for the school bus. The victim was transported to Erie County Medical Center (ECMC), where he was treated for severe leg injuries. The 17-year-old driver was also taken to ECMC for evaluation.

Following an investigation, police said that cannabis was detected in the driver’s bloodstream at the time of the crash. A further search of the vehicle uncovered two unfinished lower frames of a ghost gun pistol, along with an AR-15-style rifle, leading to serious concerns about the possession of unregistered firearms by a minor.

On Tuesday, the teen was charged with second-degree assault and second-degree vehicular assault. He also faces two counts of fourth-degree criminal possession of a weapon, driving while impaired by drugs, and multiple vehicle and traffic violations. He was arraigned in youth court and remanded to the Oneida County Jail on $100,000 cash bail.

Authorities have not released the names of either the driver or the injured student because they are minors. The investigation remains ongoing.

Update: U.S. Department of Transportation Enacts CDL Restrictions on Non-Domiciled Workers

Some school districts and school bus companies in search of drivers may need to look even harder after a federal rule outlaws the issuing of CDLs to non-U.S. citizens.

Many U.S. states are pausing or suspending the issuance of non-domiciled commercial driver’s licenses (CDLs) in response to U.S. Department of Transportation Secretary Sean Duffy’s Sept. 26 announcement of an emergency action to drastically restrict who is eligible for a non-domiciled commercial learner’s permits (CLPs) and CDLs.

Editor’s — This article has been updated to include more comments from states that responded to questions the initial publication. STN will provide further updates as more states respond.

According to the announcement, the rule — effective immediately — comes in response to an ongoing nationwide audit by the Federal Motor Carrier Safety Administration (FMCSA) and “a recent series of horrific, fatal crashes caused by non-domiciled drivers.”

The rule impacts nearly 200,000 current non-domiciled CDL holders and 20,000 CLP holders. FMCSA estimates about 6,000 drivers will qualify for non-domiciled credentials annually under the new restrictions.

It was unknown at this report how many of those are school bus drivers.

Duffy’s announcement indicates the audit uncovered “a catastrophic pattern of states issuing licenses illegally to foreign drivers, as well as the fact that even if the current regulatory framework is followed, it can fail.

“The confluence of these two factors has created an imminent hazard on America’s roadways that must be fixed,” a press release states.

Moving forward, non-citizens are ineligible for a non-domiciled CDL unless they meet a much stricter set of rules, including obtaining an employment-based visa and undergoing a mandatory federal immigration status check using the SAVE system.

SAVE is an online service for registered federal, state, territorial, tribal, and local government agencies to verify immigration status and naturalized/acquired U.S. citizenship of applicants seeking benefits or licenses.

“What our team has discovered should disturb and anger every American,” said Duffy, noting that CDLs are being issued to “dangerous foreign drivers – oftentimes illegally. This is a direct threat to the safety of every family on the road, and I won’t stand for it,” he continued.

FMCSA’s nationwide audit of non-domiciled CDLs uncovered systemic non-compliance across several states, the announcement noted, adding “the worst and most egregious in California. Due to weak oversight, insufficient training and programming errors, the agency found a large number of non-domiciled CDLs were issued to ineligible drivers and those whose licenses were valid long after their lawful presence in the U.S. expired.”

The audit indicates more than 25 percent of non-domiciled CDLs reviewed in California were improperly issued. U.S. DOT cited one case in which the state issued a driver from Brazil a CDL with endorsements to drive a passenger bus and a school bus that remained valid for months after his legal presence in the country expired.

As a result, Duffy also announced direct enforcement action against California, indicating the state must immediately pause issuance of non-domiciled CDLs, identify all unexpired non-domiciled CDLs that fail to comply with FMCSA regulations, and revoke and reissue all noncompliant non-domiciled CDLs if they comply with the new federal requirements.
Duffy gave California 30 days to come into compliance or FMCSA will withhold federal highway funds, starting at nearly $160 million in the first year and doubling in year two.

Jonathan Groveman, an information officer with the California Department of Motor Vehicles, told School Transportation News the agency is currently reviewing the federal government’s issued guidance within the federal government’s 30-day period.

Duffy indicated FMCSA’s findings are in addition to at least five fatal crashes occurring since January involving non-domiciled CDL holders, prompting what it calls Duffy’s urgent action to “combat the direct threat to national security and the hazard to public safety.”

Colorado, Pennsylvania, South Dakota, Texas, and Washington were also identified as states with licensing patterns not consistent with federal regulations.

The action limits individuals eligible for non-domiciled CLPs and CDLs to foreign individuals in lawful status in the U.S. in certain employment-based, non-immigrant categories, certain individuals domiciled in a U.S. territory, and individuals domiciled in a state that is prohibited from issuing CLPs or CDLs because FMCSA has decertified the state’s CDL program.

It also requires:

• Non-citizen applicants — except for lawful permanent residents — to provide an unexpired foreign passport and an unexpired Form I-94/94A (Arrival/Departure Record) indicating one of the specified employment-based nonimmigrant categories, specifically H2-B, H2-A, and E-2 visas, at every issuance, transfer, renewal, and upgrade action de-fined in the regulation.

• State drivers licensing agencies (SDLA) to query the SAVE system, which is administered by U.S. Citizenship and Immigration Services within the U.S. Department of Homeland Security, to verify the accuracy and legitimacy of provided documents and information.

• SDLAs retain copies of the application documents for at least two years.

• The expiration date for any non-domiciled CLP or CDL to match the expiration date of the Form I-94/94A or to expire in one year, whichever is sooner.

• The applicant to be present in person at each renewal.

• An SDLA to downgrade the non-domiciled CLP or CDL if the state becomes aware that the holder is no longer eligible to hold a non-domiciled CLP or CDL.

STN reached out to all 50 state agencies that issue CDLs, with several state websites announcing changes.

The Colorado DMV provided a statement to STN that effective Sept. 29 it paused all commercial drivers issuances and renewals of term-limited or non-domiciled CDLs and CLPs.

A spokesperson for the Georgia Department of Driver Services told STN the state is complying with the new federal ruling by only issuing CDLs to permanent residents that have acceptable visas.

In New Mexico, the Motor Vehicle Division (MVD) announced it also paused its issuance and renewal of CDLs and CLPs to certain non-domiciled foreign individuals as of Sept. 29 to comply with the emergency interim final rules issued by the FMCSA.

The MVD statement reads that the agency’s pause in CDL and CPL issuance and renewal affects foreign nationals relying on an employment zuthorization card to substantiate their authorization to work in the U.S. and it will continue to issue CDLs and CLPs to foreign nationals who present a foreign passport with an approved I-94 Arrival/Departure record.

“New Mexico law complies with all federal requirements for the issuance of CDLs and CLPs to non-domiciled individuals,” according to the statement. “Currently, 204 CDLs and CLPs have been issued to non-domiciled individuals in New Mexico. 2

Legislation introduced in 2022 on behalf of MVD added requirements for issuances of CDLs and CLPs to foreign nationals who demonstrate lawful status in the U.S. Individuals who seek a new or renewed non-domiciled CDL or CLP based on an employment authorization card will not be able to complete their transaction through MVD or its partner offices at this time.’

Regarding school bus drivers, Megan Gleason, public information officer for the New Mexico Department of Taxation and Revenue, noted, “There is a specific endorsement — an S (school bus) endorsement — on commercial driver’s licenses that authorizes drivers to operate a school bus transporting students to and from school or school-sponsored activities.

“When applied to a commercial learner’s permit, the endorsement serves solely for testing purposes, permitting the driver to complete the required skills examination to qualify for the endorsement on their commercial driver’s license,” she said.

Current data on active and total endorsements in New Mexico, indicates there are four active non-domicile CDLs, a total of eight non-domicile CDLs since 2022, one active non-domicile CLPs, and a total of nine CLPs since 2022.

Gleason said the same requirement for a foreign passport with an I-94 for an H2/H2A/E2 visa remains for those drivers at the time of renewal.

A Texas Department of Public Safety spokesperson told STN all currently issued CDLs, including those to school bus drivers with appropriate endorsements, will remain valid and only the issuance of new CDLs and commercial learners permits, or CLPs, has been halted.

An additional statement from the agency, which issues CDLs and CLPs in Texas, noted that non-citizens include refugees, asylum seekers, and recipients of Deferred Action for Childhood Arrivals, or DACA.

“Customers with a pending issuance will not be allowed to continue any written or skills testing until the services for non-domicile CDL/CLP are reinstated” DPS added.

Other states changes include:

• The Arizona Department of Transportation said in a statement, “it is aware of the new federal guidelines and has instituted them for all new CDL issuances as well as renewals, which includes those seeking CDLs with passenger and school bus endorsements. There are approximately 125,000 CDLs in Arizona, and of those 800 are non-domiciled CDLs.” Though information related to school bus drivers was not known.

• Indiana noted its Bureau of Motor Vehicles has ceased processing all applications for non-domiciled CDL/CLPs, including applications for new, amended, duplicated, transferred, renewed, or upgraded non-domiciled CDL/CLPs. Affected non-domiciled CDL/CLP customers may submit an application at a BMV license branch to apply for or downgrade to a non-CDL driver’s license should they so choose.

• Maryland paused the issuance of all non-domiciled commercial driver products until further notice. This includes issuance, transfers, updates, replacements, duplicates, and renewals of both non-domiciled CLPs and non-domiciled CDLs, adding ‘we apologize for the inconvenience.’

• Massachusetts also apologetically indicated it has paused the issuance of all non-domiciled commercial driver credentials until further notice, including issuance, transfers, updates, replacements, duplicates, and renewals of both non-domiciled CLPs and non-domiciled CDLs.

• Missouri suspended all new, renewal and duplicate nondomiciled CDL and CLP issuance until further notice, including a suspension of knowledge and skills testing for any in-state or out-of-state test applicant who would be restricted to a non-domiciled CDL or CLP.

• Oregon DMV is no longer issuing limited-term (non-domiciled) CDLs and CLPs until further notice.

• Utah has paused issuing non-domiciled CDLs.

• The Wisconsin Department of Transportation (WisDOT) Office of Public Affairs issued a statement. “Due to the recent interim final rule issued by the FMCSA, like many states across the country, WisDOT Division of Motor Vehicles has paused its non-domiciled CDLs and CLPs issuance program to ensure compliance with the interim final rule. Wisconsin already had many of the new rule’s regulations in place. As we work to resolve any remaining issues, we will communicate the status of our program to impacted individuals on our website and at our DMV service centers.”

Iowa Student Saves Mom with Handwritten Note to School Bus Driver

A young child was hailed as a hero for taking quick, life-saving action after passing a handwritten note asking their school bus driver to call 911, reported WLBT News.

According to the news report, the bus driver immediately followed the instructions and contacted emergency services Sept. 24 just before 7:30 a.m. Deputies were sent to a rural home, where they discovered the child’s mother had been the victim of a violent assault that lasted through the night.

Investigators said article the woman had been seriously injured by the suspect, 29-year-old Glenroy Miller of the Bahamas, who allegedly held a knife to her throat and wrists while threatening to kill her. At one point, Miller reportedly began to take the victim to a hospital but turned around after realizing he could be arrested, forcing her to remain at home without access to help.

When deputies reportedly arrived at the residence, Miller answered the door. The woman, visibly upset and bruised, emerged from a bedroom shortly after. She was taken to the hospital, where an exam revealed she had suffered two broken ribs and a punctured lung, from being kicked.

Authorities said the mother had written the note herself and asked her child to deliver it in hopes of getting help. Because she was being held against her will and prevented from calling for assistance, she relied on her child to act.

Miller was reportedly taken into custody and now faces multiple charges. Officials are praising the young student’s courage and the bus driver’s swift response, crediting both with playing a crucial role in rescuing the woman from a dangerous situation.

California Student Honored for Quick Thinking During School Bus Fire

A fourth-grade student from Hirayama Elementary School in Fresno, California, is being celebrated for his quick thinking and bravery after alerting staff to a fire that ultimately consumed his school bus, reported Your Central Valley news.

William Ruiz was one of four students riding the Clovis Unified School District bus home when he heard a strange noise coming from beneath the vehicle. “Well, I did hear like a steam, I heard like a pop,” Ruiz told local news reporters.

According to the article, smoke began rising from under the bus, and Ruiz didn’t hesitate to act. “So, I told the bus driver, ‘Smoke! Smoke!’” he said. “And the bus driver, he looked under there and said, ‘That’s not smoke, that’s fire.”

The driver immediately pulled and reportedly attempted to put out the flames with a fire extinguisher. When it failed, he quickly evacuated the children.

“We all [got] out, and it was like catching flames,” said Ruiz via the news report, adding that two student backpacks were burned. The fire, which reportedly started in the engine compartment, rapidly spread and engulfed the entire bus. Thankfully, no injuries were reported.

On Oct. 2, Ruiz was honored with a “Super Hira Award” from his school for “showing heroic qualities like kindness and bravery.”

His mother, Valerie Ramos, added via the article that she couldn’t be more proud. “We tell him to speak up all the time, whether it’s bullying or if you see something, always tell an adult,” she said. “It feels great. Good job, William.”

NAPT Announces Election Winners Ahead of Annual Conference

Attendees of the National Association for Pupil Transportation Annual Conference and Trade Show later this month in Grand Rapids, Michigan, will meet several new officers who won or held onto their seats following this week’s election.

In an email to members on Thursday, NAPT said the newly elected and reelected officers will be sworn in and begin their terms on Nov. 1 during NAPT ACTS. Elections ran from Sept. 30 through Oct. 1, and voters were able to cast their votes online.

Melody Coniglio, director of transportation at West Geauga Local Schools in Ohio, was elected NAPT president-elect. She currently serves as Region 3 director and will transition to her new role for two years before serving as president.

Coniglio ran against Karim Johnson, director of student transportation at Dorchester County School District Four in South Carolina, and Todd Silverthorn, supervisor of transportation services at Kettering City School District in Ohio. A special election will be held to fill the Region 3 Director seat, NAPT noted, which becomes vacant once the new board is sworn in at NAPT ACTS.

Keith Kaup, director of transportation at Pearland Independent School District in Texas, is the current president-elect and assumes the president role, succeeding Teena Mitchell of South Carolina.

Region 1 Director Marc Medina, supervisor of transportation at Farmingdale School District in New York, ran unopposed and succeeds Peter Lawrence, who completed three terms. According to NAPT bylaws, Lawrence had reached his term limit.

“Lawrence’s leadership helped establish a strong foundation for the region and positioned it for continued success,” NAPT said in a statement.

The new Region 5 director will be Dawnett Wright, director of transportation at Peninsula School District in Washington. She succeeds Athena Bartz of Wyoming, who completed one term and chose not to seek reelection.

Meanwhile, affiliate member director Maritza Valentin, the national sales manager for AMF-Bruns of America, was re-elected for a second term. She also ran unopposed. NAPT said Valentin “will continue her work to strengthen connections between industry business partners and members.”

Strides in Vehicle to Grid Technology Continue

Vehicle to-grid charging, while still in relatively early phases, is gaining traction across the school bus industry in both the U.S. and Canada.

The promise of V2G technology was frequently discussed in the early days of electric school bus adoption. However, few operations have been successful in giving power back to the grid at levels first promised, with only a handful of projects making headlines.

One such example is from The Mobility House, which announced a “successful implementation” of a V2G charging system at Fremont Unified School District near San Francisco, California. The company has several V2G projects around the U.S., including in New York and Massachusetts, that follow the same scalable approach.

“We were confident in our approach because of our deep experience in implementing V2G projects worldwide, and in school bus fleet electrification here in the U.S.,” said Alex Macharia, VGI program manager at The Mobility House North America. “It was important to establish trust in the technology and in us as an organization from our first conversations with [Director of Transportation Ernest Epley and Fremont]. Ultimately, we found that we were closely aligned on the mission to go beyond electrification by enabling clean reliable transportation that serves the Fremont USD student body while also improving grid resilience to benefit the community.”

Macharia noted that like all V2G projects, the one with Fremont required careful coordination and planning with utility Pacific Gas & Electric (PG&E) to obtain service expansion and interconnection. One of the recurring challenges with V2G, he said, is the functional compatibility between the vehicle, charger and charge management system, or CMS.

The CMS system at Fremont is developed by The Mobility House. According to a press release, ChargePilot manages daily smart charging of the buses, which the fleet operator can view can via an online dashboard. The market aggregation platform receives notifications from PG&E of an upcoming load reduction event via OpenADR, (a communication standard for utilities to provide control commands to distributed energy resources such as batteries and solar inverters) and suggests optimal charging schedules based on the event and time-of-use electricity prices, the release adds.

ChargePilot also adjusts charging optimization for the bus fleet to discharge power to reduce site load during the emergency event, while continuing to ensure vehicle readiness for departure on their next route, noted The Mobility House.

“We have come a long way in developing standardization within the technical interfaces, and this project will be showcasing methods of V2G deployment using open standards, which will resolve some of the complexity,” Macharia said, adding that the Fremont project is currently deployed under the PG&E Emergency Load Reduction Program with insights expected toward the end of next year.

By then, The Mobility House expects to have a full season of ELRP data.

“Program participants are compensated based on how much energy (kWh) or demand (kW) is reduced as compared to a baseline,” he continued, explaining that other partners included the World Resources Institute, Center for Transportation and the Environment, and Polara. “Thirty to 60 hours of events will be called per season (May to October). Events are one to five hours long called between 4 p.m. and 9 p.m.”

Fremont remains in the first phase of the project, with phase two expected to come online this fall. That phase will include the use of six bidirectional chargers.

“As more bidirectional vehicles and chargers come to market, and more utilities begin to offer V2G programs in their territories, The Mobility House will be at the forefront of deploying commercial and residential V2G solutions,” Macharia said.

Meanwhile, Fremont’s Epley said the decision to move toward V2G was driven by both sustainability goals and operational efficiency.

“We wanted to do more than just adopt electric buses. We wanted to maximize their value,” he said. “V2G technology allows us not only to reduce emissions and provide students with a cleaner ride, but also to turn our fleet into a flexible energy resource for the community. That dual purpose, educational and environmental impact paired with fiscal responsibility, was central to our choice.”

He noted that he is not an engineer or utility expert and is instead a “bus driver in a suit who happens to now lead transportation.” Because a project of this size is outside of his area of expertise, Epley said it is important to lean on partners such as PG&E and The Mobility House.

The companies, he added, handled the complex utility upgrades and charger integration, while he was able to continue to focus on daily operations.

“It was about mutual trust. They respected our school mission, and I trusted their technical know-how,” he said. “That’s how we made sure the infrastructure rollout matched our existing buses.

Epley said there were many practical and technical questions to answer. Among them, how would V2G impact battery life? What does the interconnection process look like with the utility? What are the financial models for energy export and savings?

“The Mobility House brought expertise in energy management, while PG&E provided clarity on grid requirements and tariffs. Together, they demystified the process and gave us the confidence to move forward, knowing the technology was both viable and beneficial long-term,” he added.

It’s too early to track financial outcomes, he said, but by discharging energy back to the grid during peak demand periods and charging during off-peak times, Fremont projects a reduction of net charging costs.

“Just as important, the technology is helping us flatten our energy demand curve, which benefits both the district and the grid,” Epley said, adding that the district’s vision is to scale in a deliberate and sustainable way.

The next two electric school buses and additional chargers are scheduled for 2026.

“Even as funding landscapes shift, we’re positioning [Fremont] to demonstrate that electric school buses are not just a pilot project, but a long-term operational norm,” he said. “The integration aligns with our district’s sustainability plan: reducing greenhouse gas emissions, lowering operating costs and setting an example for students on how innovation and responsibility can go hand in hand.”

Epley shared the response from the community and parents has been overwhelmingly positive, with parents appreciating that their children are riding in buses that are cleaner, quieter and healthier for the community.

“Neighbors see us contributing to local grid stability rather than just drawing power” he said. “And students themselves are excited to see their school district at the forefront of clean technology. It becomes a teaching moment. That community support reinforces that we’re not just upgrading buses, we’re helping shape a more sustainable future for Fremont, California.”

Elsewhere, Tucson Electric Power is launching a V2G project this fall. And Fuse Power launched the first V2G electric school bus project in Canada. “Fuse is supplying power back to the grid during peak hours from parked electric trucks and buses. This milestone marks a major step forward in the future of vehicle-to-grid innovation,” according to a company Linkedin post.

Lawrence Public Schools, NRT Bus, Zenobē, and Partners Host Ribbon Cutting for New Electric Bus Fleet

METHUEN, Mass. – Lawrence Public Schools, NRT Bus Inc., Zenobē, and partners today hosted a ribbon cutting to celebrate the deployment of 35 new electric school buses. Thanks to successful public and private partnerships, Lawrence Public Schools has deployed 25 new electric school buses, supported by the Environmental Protection Agency (EPA), and 10 minibuses, supported by an initiative led by the Massachusetts Clean Energy Center (MassCEC) and funded by the Massachusetts Department of Environmental Protection (MassDEP), as part of their regular home-to-school operations. The buses are based in Methuen and support clean transportation for Lawrence Public Schools.

Undertaken as a partnership between the EPA, MassCEC, Beacon Mobility, Zenobē, Sargent & Lundy, National Grid, Liberty Utilities, and the school district, the charging site was completed last summer and is being used to charge and store the 35 new electric buses.

Electrified by National Grid and Liberty Utilities, the charging station site provides a sustainable hub for recharging the electric batteries that power the new fleet to shuttle Merrimack Valley students and community members to and from school and other local activities.

Lawrence Public Schools deployed the 25 new electric buses as part of the EPA’s Clean School Bus Program in 2022. The school district serves 13,000 K-12 students. The 25 electric school buses alone are projected to reduce carbon emissions by an estimated 1.35 million pounds per year, equivalent to removing 136 gas-powered passenger cars off the road for one year. In addition, the district was awarded $1,670,000 under MassCEC’s ACT School Bus Deployment Program in 2023 which was used to fund the 10 minibuses.

All vehicles were placed in service for the current 2025 school year.

Waymo Driverless Car Illegally Passes Stopped School Bus in Atlanta

A driverless car operated by Waymo is under scrutiny after it was caught on video illegally passing a stopped school bus that was letting children off in Atlanta, reported WBIR News.

The incident occurred Monday afternoon and was recorded by a woman who witnessed the incident. Georgia state Rep. Clint Crowe said he was shocked after seeing the footage.

“I’m a big fan of new technologies and emerging technologies, and I think driverless cars are going to become more common,” Crowe said. “But we have to think about how they’re going to comply with the law.”

According to the news report, Crowe co-sponsored Addy’s Law in 2024, which was named after 8-year-old Addy Pierce. Pierce was killed in Henry County after being hit while crossing the street to get to her school bus. The law increased penalties for illegally passing a stopped school bus, with fines up to $1,000 and possible jail time.

Crowe emphasized that these laws also apply to autonomous vehicles.

“The majority of our traffic laws come with penalties like fines or driver’s license suspension,” he explained via the article. “These cars don’t have drivers or licenses, so we really have to rethink who is responsible. Who’s in control of the vehicle? Who is the operator?”

Crowe said he believes automobile manufacturers should face stronger consequences when their autonomous vehicles break the law, saying the current $1,000 fine isn’t enough. Other lawmakers agree.

“Driverless cars should be stopped until it can be figured out,” said State Sen. Rick Williams, one of the authors of Addy’s Law. “We should not have this on the road. It’s too dangerous for our children” he said via the article.

Williams said he plans to introduce new legislation that would increase penalties on driverless car companies when their vehicles violate traffic laws. Fortunately, no one was injured during the incident.

Waymo said in a statement via the article that “the trust and safety of the communities we serve is our top priority. We continuously refine our system’s performance to navigate complex scenarios and are looking into this further.”

Wisconsin State Police, School Bus Association Promote School Bus Safety

The Wisconsin State Patrol and the Wisconsin School Bus Association successfully completed Operation Safe Stop Week, a statewide campaign held from Sept. 22 to 26, aimed at improving student safety and raising awareness about school bus laws.

The Wisconsin Department of Transportation (WisDOT) previously announced the joint effort in a press release, highlighting its focus on public education, increased enforcement around school buses, and efforts to curb dangerous driving behaviors near student pick-up and drop-off zones.

During the week, authorities carried out targeted enforcement at high-risk bus stops, conducted vehicle inspections, and launched public outreach initiatives. The campaign’s primary goal was to reduce illegal passing incidents and ensure that students could travel to and from school without danger.

Wisconsin State Patrol Superintendent Tim Carnahan emphasized the importance of collaboration, stating, “The partnership with the Wisconsin School Bus Association and its drivers is essential in keeping both students and other road users safe. It’s critical that every driver understands and follows the rules of the road, especially around school buses.”

In 2024, over 1,200 citations were issued across Wisconsin to drivers who failed to stop for school buses with flashing red lights. Under state law, all drivers must stop at least 20 feet from a bus when its red lights are flashing, unless traveling on the opposite side of a divided highway. Buses also use amber lights to warn drivers that a stop is approaching.

Leading up to the campaign, the Wisconsin School Bus Association (WSBA) identified high-risk areas for illegal passing. Wisconsin State Patrol officers closely monitored these locations and performed safety checks to ensure bus warning systems were operating properly.

Cherie Hime, executive director of WSBA, noted via the release the ongoing commitment to student safety. “This initiative continues to serve as a vital effort to protect children and promote safe transportation. WSBA members are thankful for the long-standing partnership with the Wisconsin State Patrol on this important educational campaign,” she added.

As of March 2024, stricter penalties under Wisconsin Act 154 are now in effect. Motorists who fail to stop for a school bus face a $676.50 fine and four demerit points on their license.

Lion Electric School Buses Return to Quebec Roads After HVAC Fires

The Lion Bus electric school buses pulled from service in Quebec two weeks ago have reportedly all returned to the road after repairs were made to faulty HVAC fuses.

The Quebec Ministry of Education had ordered LionC electric school bus models to be taken out of service after a fire in Montreal Sept. 9, leading to school disruptions across the province and a renewed scrutiny of electric school bus safety. Lion360 diesel school buses, which Lion manufactured prior to only producing electric vehicles in 2017, were also affected by the issue. Lion Bus issued an inspection bulletin detailing the four-hour repair.

“We have identified some potential anomalies in a sub-component of the HVAC system that Lion obtains from a third-party supplier,” the bulletin states. “In the interest of safety above all else, we request that Lion bus operators perform the following inspections and modifications: [M]andatory inspection of several low-voltage electrical connections, replacement of certain electrical connectors, replace fan fuses with less powerful ones, adding a fuse to an HVAC control panel circuit. This inspection and modification procedure must be carried out on all Lion360 (diesel) and LionC 3rd generation and earlier buses (Gen3, Gen2 and Gen1).”

Lion Bus, the new name of the former Lion Electric based in Saint-Jérôme, Quebec, has become the centerpiece of Canada’s electric school bus transition. The manufacturer has delivered more than 1,200 all-electric buses across North America, with the majority operating in Quebec. But at the same time, the company recently emerged from Canada’s version of bankruptcy protection and was acquired by a Quebec real estate magnate. Per terms of the deal, all warranties outside of Quebec became null and void.

The Sept. 9 fire occurred while the English Montreal School Board bus, operated by contractor Transco, was parked and unoccupied. No injuries resulted. Transport Canada confirmed it was investigating three total reports of LionC fires, the Montreal incident and two earlier fires, with the focus was on the low-voltage heating system. The agency, Canada’s version of the U.S. National Highway Traffic Safety Administration, said its investigation has yet to identify a safety defect “due to the extent of fire damage in affected buses.”

Transport Canada recommended fleet owners immediately inspect their LionCs “in accordance with the manufacturer’s inspection bulletin.” For school bus drivers who see any smoke or smell anything burning, Transport Canada advises them to stop the bus, evacuate all passengers and, if safe, turn off the high-voltage and 12-volt power supplies.

CBC reported that three similar fires and a smoke-filled school bus have occurred since last November. It took the Sept. 9 incident for Transport Canada to investigate, according to the article.

But reports from local firefighters indicate the fire did not spread to the lithium-ion battery pack, added nonprofit climate advocate Green Communities Canada.

“It’s important to remember that data consistently shows gas-powered vehicles are six- to eight-times more likely to catch fire than electric vehicles,” added Leif Einarson, communications manager for Green Communities Canada. “One incident should not derail the momentum we’ve built in transitioning to cleaner, safer student transportation.”

Lion Bus said in a statement on Sept. 12 that it was working with Transport Canada to determine the exact cause but confirmed “neither the electric battery nor the propulsion system was involved.”

That same day, Lion said Société de l’assurance automobile du Québec approved its plan to return LionC electric school buses to service.

The English Montreal School Board confirmed in an Instagram post Sept. 20 that Transco received the missing parts needed for its electric buses. Two days later, Sunday, Sept. 22, the school posted that all buses had been repaired, inspected and cleared for operation Monday. In all, 76 school buses were grounded, cancelling 68 routes.

First Student owns Transco in Quebec. But the largest contractor in North America, First Student also operates more Lion ESBs than any fleet, including in the U.S.

“Our maintenance and engineering teams are following the Lion Inspection Bulletin to guide all inspections and replacements. As part of this [Lion] bulletin, we are conducting a multi-step inspection focused on electrical safety and system integrity,” company spokeswoman Brenna Rudisill told School Transportation News. “This includes replacing the HVAC control panel for wiring damage and foreign objects, replacing specific fuses to optimize fan performance, checking electrical panels and starter solenoid connections for proper torque and alignment, and verifying bulkhead terminal tightness.”

Rudisill added First Student technicians replaced any faulty components found and upgraded connectors. The issue had been receiving the parts. She said the contractor advises school districts across Canada and the U.S. to “continue to follow Lion’s inspection bulletin.”

Valérie Tremblay, coordinator for the Canadian Electric School Bus Alliance (CESBA), said the inspections brought an unexpected upside.

“The good thing is it pushed school districts, operators and Transport Canada to thoroughly inspect all electric school buses,” she explained.

All-Electric School Bus Pilot Gearing Up in New Mexico

SANTA FE, N.M., – GreenPower Motor Company Inc. (“GreenPower”) and the New Mexico Economic Development Department have announced the launching of the New Mexico All-Electric, Purpose-Built, Zero-Emission School Bus Pilot Project at two Las Vegas public schools and a Santa Fe charter school.

GreenPower (NASDAQ: GP) (TSXV: GPV), a leading manufacturer and distributor of all-electric, purpose-built, zero-emission medium and heavy-duty vehicles serving the cargo and delivery market, shuttle and transit space, and school bus sector, today announced the launch of the New Mexico All-Electric, Purpose-Built, Zero-Emission School Bus Pilot Project with deployments of the Type A Nano BEAST at the Las Vegas City Schools and West Las Vegas Schools and the Type A Nano BEAST Access at the Monte del Sol Charter School in Santa Fe.

“GreenPower is pleased to begin this two-year pilot project with the State of New Mexico with three Nano BEASTs in schools that are excited to evaluate all-electric transportation options for school kids,” said Brendan Riley, president of GreenPower. “By focusing the first year of the project on the Type A Nano BEAST, the state and school districts will have a unique opportunity to see how the all-electric vehicle performs in differing conditions with different sets of charging infrastructure.”

GreenPower entered into an MOU with the State of New Mexico to assess the viability and reliability of fast charging in various environments and circumstances. The school districts’ participation in the pilot is voluntary, and the state has agreed to support the program with $5 million in capital outlay appropriation to purchase the vehicles and cover the cost of the pilot project.

The 2-year pilot program supports New Mexico’s dedication to the Energy Transition Act, designed to transition the state toward the goal of 100% zero-carbon electricity supply by 2045, while also providing support for affected communities and ensuring cost protections for residents.

According to the MOU, after two successful pilot phases, EDD will support an additional $15 million for more school buses. The state also pledges to work with GreenPower to expand the all-electric, zero-emission commercial fleet at the Department of Transportation and the General Services Department.

The two-year pilot project will deploy three GreenPower Type A all-electric, purpose-built, zero-emission school buses in the first school year (2025-26), and two GreenPower Type D all-electric, purpose-built, zero-emission BEAST school buses and one Mega BEAST school bus in the second school year (2026-27). The school buses will rotate around the state for five pilot rounds each school year, with each round lasting six weeks. GreenPower will install charging systems through its Pilot Project partnership with Highland Electric Fleets, provide training for drivers, mechanics, and the community’s first responders, and track telematics through a partnership with Geotab. GreenPower will provide a detailed report to the state at the end of each school year.

“Among some of the data that will be collected is range, charging infrastructure needs, handling and maneuverability, operating and maintenance savings, student and parent acceptance, and more,” said GreenPower CEO Fraser Atkinson. “The data will help with the idea of change as schools look to create a new beginning of a clean, healthy school day.”

School Bus Maintenance Process Recommendations Influenced by Technology

Six decades ago, I started my career in maintenance by working on school buses at the Lancaster, New York, School District bus garage. Work began with a mix of Craftsman/Snap-on hand tools, a timing light, torque wrench, tire pressure gauge, dwell meter, and a set of feeler gauges. When a bus broke down, I had everything I needed to fix it. My procedure and process manual was a guy named Val, who had been doing school bus repair for 20 years.

Historically, school bus maintenance has relied on reactive, standard repair approaches rather than utilizing proactive or predictive maintenance strategies.Technicians typically used their experience and manual diagnostic tools to identify and fix issues, a process with printed procedures that can be time consuming. Within the past decade, the conventional approach to school bus maintenance has advanced with process modifications aided by technology.

The future school bus maintenance process will continue to evolve, resulting from the increased complexity of integrated modern school bus equipment as well as from new OEM’s and component suppliers, along with transportation departments and bus companies seeking improved efficiency, safety and cost management. Ongoing advancements in school bus equipment will require more regular updates to maintenance protocols, operational procedures, technician training and toolsets to maintain optimal safety standards and cost-effectiveness in bus operations.

As semi-autonomous systems, electric and clean fuel technologies rapidly advance in school buses, maintenance and repair methods of those systems must evolve. Advancements in training, diagnostic and repair processes are necessary to enhance technician productivity, reduce operational costs and promote safety.

Advanced maintenance technologies can enable more accurate diagnostics, timely maintenance and even predictive capabilities that alert operators to issues before they cause expensive failures. School bus maintenance centers should view the following innovative technologies as key tools to help technicians improve cost-efficiency, safety and reliability throughout fleet operations.

Telematics & GPS: Vehicle-to-Office
Integrating GPS and onboard diagnostics with transportation office data collection would provide real-time data on various parameters such as engine performance, fuel consumption and driver behavior. This continuous stream of real-time information allows school bus fleet managers to monitor their school bus fleet health. Real-time operating data provides fleet managers with insights into vehicle performance and driver behavior, enabling better decision-making and more efficient operations.

Predictive Maintenance
Telematics data combined with advanced analytics may be used to estimate timing component failures and assist in planning maintenance before equipment malfunctions occur. This approach stops small issues from becoming big problems. The benefits of telematics and predictive maintenance are significant, reducing demand maintenance, cost savings and enhanced fleet management.

Internet of Things-Assisted Diagnostic Systems
IoT-based systems can provide detailed data on school bus component conditions. These systems can continuously monitor various aspects of the vehicle, from engine health to tire pressure, and relay this information to a centralized system, allowing technicians to access and analyze data from anywhere. This feature lets technicians remotely diagnose problems and help with initial repairs.

Augmented Reality in Maintenance Process
OEM’s are embracing Augmented Reality (AR) as a valuable training tool in maintenance. AR can overlay digital information onto physical components, providing technicians with OEM step-by-step repair process and detailed diagrams as they work. This real-time assistance helps with performing complex repairs with greater accuracy and efficiency.

Virtual Reality for Technician Training
Virtual Reality (VR) is transforming technician training. VR simulations create immersive training environments, where technicians can practice repairs without the risks associated with real-world training. These simulations can replicate a wide range of scenarios, allowing technicians to gain experience and build confidence before working on the bus.

AI Data-Driven Advancements
Artificial Intelligence (AI) and machine learning are the next wave of technological advancements in school bus repairs. AI-driven diagnostics would analyze vast amounts of industry fleet data to identify patterns and predict issues. These systems will quickly sift through data from multiple sources to pinpoint potential problems with remarkable accuracy. It may not be long before we see AI robots performing repetitive tasks like tire changes and wheel torque checks, allowing technicians to focus on more complex repairs. As AI technology advances, the possibility of partially automated repair shops becomes more realistic.

This is Our Future
Telematics and predictive maintenance are helping to lower costs while advanced diagnostic tools and IoT are improving repair times and accuracy. AR and VR are enhancing maintenance processes, technician training and retention. AI will be driving the next wave of innovation with predictive diagnostics and automated repairs. The integration of these technological advancements will contribute to greater reliability and performance within the school bus fleet, while also significantly elevating safety standards across the school bus industry. Emerging technologies are set to transform the school bus repair function significantly.

Update: FCC Revokes E-Rate Eligibility of School Bus Wi-Fi

As expected, the Federal Communications Commission voted 2-1 to end E-Rate eligibility of school bus Wi-Fi as well as other off-campus internet hotspots.

The declaratory ruling approved Tuesday finds Wi-Fi is now ineligible for E-Rate funding for pending fiscal year 2025 reimbursement requests because two of three FCC commissioners “determined that the best reading of section 254 of the Communications Act of 1934, is that the use and provision of these services on school buses does not serve an educational purpose as defined by E-Rate program rules and conflicts with the statute’s direction to enhance access to E-Rate-eligible services for classrooms and libraries,” FCC said in a statement.

School Wi-Fi and hotspot experts disagree.

At the urging of FCC Chairman Brendan Carr, the open meeting agenda was updated last week to include reconsideration of a 2023 eclaratory ruling “that would align E-Rate eligibility with section 254 of the Telecommunications Act of 1996 and make school bus Wi-Fi an ineligible expense. FCC also revoked the federal school hotspot program. School bus Wi-Fi and hotspot advocates say the declaratory ruling disproportionately affects low-income and rural students.

Carr expressed his intent earlier this month to end federal reimbursements for school bus Wi-Fi. Normally the FCC seats five commissioners but currently only has three with two vacancies: Carr is joined by fellow Republican Olivia Trusty, who was confirmed by the Senate earlier this year, and Anna Gomez, a Democrat.

Gomez, who was the lone dissenting vote Tuesday, was one of three votes in 2023 to pass then-Chairman Jessica Rosenworcel’s Learning Without Limits, which included the school bus Wi-Fi eligibility. Following a 2024 FCC order to expand the Universal Service program to fund hotspots outside of schools and libraries, school districts were allowed to apply and be selected for reimbursements. Carr was also a commissioner at the time and cast a no vote.

FCC said Tuesday a statement from Gomez was forthcoming. On Sept. 3, she cautioned that millions of students as well as seniors nationwide stand to suffer as “FCC is moving to strip that connectivity away while doing nothing to make broadband more affordable.”

”Their latest proposals will only widen the gap between those with access to modern-day tools and those left behind. We must all fight back against this level of cruelty and indifference by this administration,” she added.

Carr contends the initiative illegally extended the Emergency Connectivity Fund passed by Congress to provide for federal funding of school bus Wi-Fi for neighborhood hotspots during the COVID-19 pandemic and school shutdowns for children needing to access virtual classes and complete homework.

Learning Without Limits intended to “close the homework gap” between areas of the country where students have access to and can afford broadband internet with economically disadvantaged and rural communities that do not or cannot.

Sen. Edward Markey of Massachusetts, a Democrat, is one of the original authors of the E-Rate program.

“Rolling back the FCC’s hotspot rule is a direct attack on students and educators who need Wi-Fi to complete homework assignments, create lesson plans, and connect with each other,” he said in an email to School Transportation News Friday. “This move is short-sighted and cruel. It saves no money and only makes life harder for millions of Americans. We should be expanding connections, not cutting them off, and I will fight to keep every child, family and library online.”

Markey led a letter sent to Carr by Senate Democrats Monday asking him to continue allowing school bus Wi-Fi to be an allowable E-Rate expense. The letter notes that FCC awarded $48 million through E-Rate in fiscal year 2024 for school bus Wi-Fi.

Further frustrating Markey and other school bus Wi-Fi and off-campus hotspot supporters, the FCC only gave one week notice of the meeting agenda change and did not allow for public comment. Joey Wender, executive director of the Schools Health & Libraries Broadband Coalition, said the fate of internet access for students “should not be rushed through,” pointing out school districts nationwide have already made purchasing plans under the assumption federal funding would be available going forward.

“We believe FCC should provide ample notice of any changes and for stakeholders to comment, tell their stories, and share their data,” he added.

Echoing Sen. Ted Cruz, the leading opponent of E-Rate for school bus Wi-Fi and hotspots in Congress, Carr asserts that school bus Wi-Fi and hotspots were never meant to be E-Rate eligible expenses. Advocates argue that Congress left open for interpretation section 254(c)(1) of the Communications Act, reauthorized in 1996 to add Universal Service as the mechanism that funds internet service for schools, libraries and health care providers, the definition of what an elementary school and secondary school, along with libraries, for where Wi-Fi and internet connections can be established and reimbursed.

“Congress deliberately left the term classroom undefined in the Telecommunications Act because it understood that students learn in many different settings, both inside and outside of traditional school buildings,” commented Keith Krueger, executive director of the Consortium for School Networking, or CoSN. “That flexibility has always been a strength of the E-Rate program, allowing it to adapt as learning environments change.”
He also noted the federal law refers to “an evolving level of services.”

“From that perspective, school bus Wi-Fi is consistent with the program’s purpose. It is simply one of the modern settings where students do their work,” he added.

During a keynote address at the 2024 STN EXPO West, Krueger told the audience the FCC estimates between 8.5 million and 16 million school children nationwide lack broadband internet at home.

Wender noted FCC supports internet connectivity reimbursed by E-Rate for administrative offices and book mobiles that extend to parking lots, and school bus Wi-Fi is an even better use-case.

FCC’s Carr and Gomez as well as Sen. Cruz had not responded to questions posed by STN at this report.

But Carr and Cruz have publicly stated that school bus Wi-Fi is poses a safety issue for students using it, with Cruz likening it to TikTok for school children.

However, E-Rate requires all funded communications devices comply with the Child Internet Protection Act. School bus Wi-Fi services must include filters that, in conjunction with closed school district networks, prohibit students from accessing unapproved sites and logs when and where the attempts occur.

In a 2023 announcement of the All Eyes on Board Act to combat FCC voting to allow school bus Wi-Fi, Cruz along with Sens. Senator Ted Budd of North Carolina and Shelley Capito of West Virginia acknowledged CIPA regulations but added “there is currently no provision requiring schools to block access to distracting and addictive social media apps or websites. As a result, the E-Rate program risks inadvertently enabling access to social media in schools,” though state laws do exist requiring the sites be blocked.

Earlier this month, Sen. Cruz encouraged the House to pass a Congressional Review Act (CRA) resolution to overturn what he called “the illegal Biden hotspot rule.” In May, he led a similar CRA through the Senate, where it passed to end federal funding of external hotspot devices some school districts send home with their students. But so far, Cruz has not garnered sufficient votes in the House to consolidate and pass a final CRA, which would be needed for President Trump’s signature into law.

Cruz has also said there are existing FCC programs that could fund school bus Wi-Fi, but he has not provided specifics.

Commented Wender, “I cannot speak to the intentions of policy makers. I can only speak to the consequences of ending the [school bus Wi-Fi] program, which is widening the digital divide resulting in low-income kids not being able to do their homework.”

Still, there’s hope, he said. Wender called FCC action “the lesser of two evils” because a future commission could reverse a decision and reinstate E-Rate reimbursement. The passage of a CRA would be more permanent.

Georgia School Bus Driver Arrested for DUI With Students on Board

A Bartow County school bus driver northwest of the Atlanta metro area is facing multiple charges after allegedly operating a school bus while under the influence with students on board, reported Fox 5.

According to the news report, 51-year-old Lori Hagaman was charged with driving a school bus under the influence and several counts of reckless conduct. She was released from jail Monday.

Authorities say two deputies stopped the school bus on U.S. 411 near the Burnt Hickory Road Connector after receiving a report that the vehicle was swerving and the driver appeared unresponsive. Upon exiting the bus, Hagaman was observed staggering and struggling with navigating the bus stairwell. Deputies noted she had slurred speech and reportedly denied both alcohol consumption and any medical issues.

During the investigation, deputies reportedly found an insulated cup in the driver’s cupholder that appeared to contain an alcoholic beverage. A concerned parent also told investigators her 9-year-old daughter suspected the driver had been intoxicated in the past, citing instances of missed bus stops and incorrect student drop-offs.

The Bartow County School System confirmed via the article that no students were injured during the incident. Officials stated that Hagaman has been removed from her assigned route pending further investigation.

Arizona Mom Trades Stressful Job for Career as School Bus Driver

What started as a desperate job search turned into an unexpected passion for Jackeline Ezrre, a 30-year-old Arizona mom who left behind a career as a mail carrier to become a school bus driver. She shared with People News that she now finds the new role deeply fulfilling.

According to the article, after facing multiple job rejections, a “We’re Hiring” sign at her daughter’s school led Ezrre to apply for several school positions including substitute bus driver, despite having no prior experience. It was the only role that called her back.

Now two years into her new career, Ezrre has reportedly grown confident behind the wheel, managing ever-changing routes and hundreds of students. One of her most memorable experiences came during a six-month assignment where she bonded so deeply with the kids that she cried when the route ended.

“I didn’t know I could have such a soft spot for other children that I didn’t birth,” she shared via the article.

While middle school routes were once a challenge, she noted students now greet her with smiles and stories. “Ms. Jackie! She’s my bus driver, she’s the best!” some shout as they board, the article highlighted.

Despite the job’s importance, Ezrre said she believes it remains undervalued by society.

“It’s an essential job,” she told local news reporters, “but many don’t realize how much responsibility it carries and how little it pays.” Still, she takes great pride in her work from keeping her bus spotless to ensuring every student feels safe. “Our bus is a representation of us as drivers.”

To those considering the profession, Ezrre offers a reminder: “You’re not just a bus driver. You’re the first hello and last goodbye for kids every day.”

Amid ‘Unprecedented Degree of Uncertainty,’ CARB Proposes Two Pathways for Emissions Regulations

The California Air Resources Board (CARB) proposed an emergency action to continue enforcing engine emissions regulations because it says federal government efforts to undo them could result in the sale of vehicles that are not certified to any standard.

As California’s lawsuit continues against the Trump administration, challenging the presidential executive order in January directing federal agencies to terminate state emissions waivers and a resulting revocation of those waivers through the Congressional Review Act (CRA) signed into law in June, CARB said it wants to provide regulatory certainty and flexibility to manufacturers. For school buses and trucks, manufacturers could meet the Omnibus Low-NOx regulation adopted in 2020 or the previous regulation that met the U.S. Environmental Protection Agency levels set in 2010. The CRA this spring revoked three waivers, one of which allowed CARB to set a new level of 0.05 g/bhp-hr of NOx.

The public had five business days from Monday’s announcement to weigh in on CARB’s intent to enact its Emergency Vehicle Emissions Regulations by filing comments with the state’s Office of Administrative Law.

The emergency regulations do not address the Advanced Clean Trucks rule, which the CRA also revoked an EPA waiver for.

“The amendments would confirm that, until a court resolves the uncertainty created by the federal government’s actions, certain antecedent regulations (displaced by Advanced Clean Cars II and Omnibus) remain operative (as previously adopted) with the caveat that CARB may enforce Advanced Clean Cars II and Omnibus, to the extent permitted by law, in the event a court of law holds invalid the resolution purporting to disapprove those waivers,” the proposal reads.

In other words, manufacturers would be able to continue certifying engines under either the earlier-adopted emissions standards or the more stringent standards.

CARB noted that most engine and vehicle manufacturers have already planned on or achieved compliance with the more stringent emissions requirements. But CARB also warned that manufacturers choosing to certify to previous emissions levels assume the risk of having engines out of compliance with regulations, should current legal cases brought against the Trump administration go in California’s favor.

Cummins spokeswoman Drew Blair told School Transportation News that it was premature to respond in detail to CARB’s proposal, as it was not final. But she added Cummins is following the issue closely.

“Cummins is focused on delivering products with the power and performance our customers need to get their jobs done, while also meeting emissions requirements,” she commented. “We also will continue to advocate for national standards to bring clarity to our business and customers and ensure efficient and affordable products are available to power their needs.”

Earlier this month, a group of vehicle manufacturers led by Daimler Truck North America, the parent company to Thomas Built Buses, filed a suit against CARB, claiming the agency would need to re-enact previous legislation before it could enforce earlier emissions regulations.

“In the event the vehicle manufacturer’s claims were deemed correct … then CARB must take immediate action to maintain a stable vehicle market in the state and prevent the sale of vehicles into the state that would not be certified to either set of standards …,” CARB writes. “… Otherwise, in light of these unprecedented circumstances, there may remain questions — for the first time since CARB’s program began decades ago — as to whether any California standard is in effect.”

A Daimler Truck spokesperson said Wednesday the company could not comment on CARB’s proposal.

International, the parent to IC Bus, signed onto the Daimler Truck lawsuit. An International spokesman declined comment because the litigation is ongoing.

Meanwhile, CARB said Tuesday 23 percent of new medium- and heavy-duty vehicle sales in 2024 were zero emissions, more than double the minimum statewide requirement. The data is based on 30,026 zero-emission trucks, buses and vans reported to CARB by manufacturers. School buses are included in the reporting.

It was the fourth year in a row that ZEV sales increased. More than 57,000 ZEVs have been sold in California since 2021.

Motiv Electric Trucks, Van-Con, Inc. and CCMT Bring Clean Electric School Buses to D&M Tours and the Teaneck, Midland Park, and Ramsey New Jersey Boards of Education

FOSTER CITY, Calif. and TEANECK, N.J., – As the 2025 school year gets under way in New Jersey, the students in Teaneck, Midland Park, and Ramsey public school districts will be breathing easier as they enjoy the ride in fully-electric Type B school buses operated by D&M Tours. The zero-tailpipe emission buses, manufactured by Motiv Electric Trucks and upfitted by Van-Con, Inc. will replace aging gasoline buses. The project was developed and managed by Climate Change Mitigation Technologies LLC (CCMT).

“With the start of the new school year, these new buses are on their routes, picking up and dropping off school children safely and sustainably,” said Tim Palomba, CEO of D&M Tours in Paterson, New Jersey. “These children and their communities will benefit greatly from the Motiv-Van-Con electric buses which dramatically reduce noise and air pollution in the bus “cabin” as well as in the multiple communities along the routes. Zero-emission buses are especially important for the Type A and B school buses that Van-Con makes because they are often used to transport special needs children, who generally spend a greater amount of time on a school bus than the other students.”

The four electric Type B school buses feature Motiv’s proven EPIC 4 platform and Van-Con’s safe and durable school bus body. Each bus eliminates idling, noise and vibrations as well as tailpipe pollution and CO2 emissions, providing students a healthy, quiet and safe ride to school. The routes serviced by this project, like many school transportation routes, are ideal for electrification due to their local, repetitive, predictable nature and the fleet’s ability to charge overnight at a central depot.

Editor’s note — The “New Jersey Type B” is a subclass of Type A school buses the state uses when the vehicle weighs more than a10,000 pounds GVWR.

D&M tours will replace four older gasoline buses, avoiding up to 3,000 gallons of fossil fuel and related costs annually. Over the 15-year useful life of the project it is estimated that the Motiv electric buses will log 1,134,000 miles and eliminate over 2 million pounds of tailpipe emissions.

In addition to the health benefits, there are significant economic benefits to the district. According to an analysis from the Electric School Bus Initiative, an electric school bus can save the district more than $100,000 in lifetime fuel and maintenance savings compared to an equivalent diesel bus.

The school buses will travel between D&M’s fleet depot in Paterson to students in Teaneck, Midland Park, Ramsey, and multiple communities in between, providing health benefits all along the way. Research has shown prolonged exposure to poor air quality increases rates of heart disease, impaired lung function and lower IQ levels. Paterson accounts for 62 percent of all asthma Emergency Room visits in Passaic County, but only accounts for 29 percent of the Passaic County’s population. Children in Passaic County under the age of 5 have an asthma rate that is 65 percent higher than the New Jersey statewide average.

School Bus Driver Charged with DUI After Arrest on Minot Air Force Base

A school bus driver accused of driving under the influence with students on board has officially been charged, following his arrest on the first day of school at Minot Air Force Base, reported KFYR News.

On Sept. 2, state prosecutors reportedly filed a Class A misdemeanor charge of DUI with a minor against Tomas Podolski, who was taken into custody the morning of Aug. 20. According to a declaration of probable cause filed in district court, a Ward County deputy responded to the base around 8 a.m. after reports of a possibly intoxicated bus driver.

According to the news report, emergency personnel were already attending to Podolski when the deputy arrived. Base law enforcement reported finding a water bottle on the bus that smelled of vodka, and Podolski showed visible signs of impairment, including slurred speech and poor balance.

After being medically cleared, Podolski reportedly admitted to authorities that he had consumed “a couple of drinks the night before” and another drink that same morning. He refused field sobriety tests and was arrested at the scene. A subsequent breath test conducted at the jail registered a blood alcohol concentration of 0.214.

According to the article, Podolski was driving for Northland Bus Services, a third-party transportation provider contracted by Minot Public Schools (MPS). Following the incident, both the district and the company confirmed that Podolski had been fired. MPS has temporarily taken over the affected route between the base and the city to ensure continued safe transportation for students.

Officials confirmed via the article that no injuries were reported, and all students on board were safely transported to school. In addition to the DUI charge, Podolski was cited in traffic court for having an open container, according to online court records. It remains unclear if further charges will be filed. The investigation remains ongoing.

National Specifications Manual Republished to Fix Alternative Transportation Section Omission

The recently approved National School Transportation Specifications and Procedures that was published online and has been printed did not contain a new and historic section on alternative transportation.

The online version was removed from the National Congress on School Transportation website as of Friday, pending the update.

School Transportation News discovered the omission this week while finalizing the October magazine edition. STN asked for clarification from alternative transportation writing committee chair Tyler Bryan of the Delaware Department of Education, who in turn notified the NCST steering committee. Steering committee chair Michael LaRocco confirmed the oversight to STN Thursday.

The NCST steering committee informed state delegates and interested parties who attended the deliberations in May via email Friday that an online version of the updated specifications and the recently printed books are “incomplete.”

LaRocco added in the email that NCST is reprinting the books at no cost to those who ordered them, and the manuals will include a notation and disclaimer “to minimize any confusion.”

The new manuals should arrive at their destinations in two to three weeks, he added.

The alternative transportation section that was omitted contained guidance on driver credentials, driver training, vehicle design/equipment, and special education policy considerations. It was a new section included in the specs manual for the 17th NCST and was the first time the event that dates to 1939 took up the issue of non-school bus transportation.

Additionally, LaRocco told STN Friday the update will include another small technical change.
