Strides in Vehicle to Grid Technology Continue

Vehicle to-grid charging, while still in relatively early phases, is gaining traction across the school bus industry in both the U.S. and Canada.

The promise of V2G technology was frequently discussed in the early days of electric school bus adoption. However, few operations have been successful in giving power back to the grid at levels first promised, with only a handful of projects making headlines.

One such example is from The Mobility House, which announced a “successful implementation” of a V2G charging system at Fremont Unified School District near San Francisco, California. The company has several V2G projects around the U.S., including in New York and Massachusetts, that follow the same scalable approach.

“We were confident in our approach because of our deep experience in implementing V2G projects worldwide, and in school bus fleet electrification here in the U.S.,” said Alex Macharia, VGI program manager at The Mobility House North America. “It was important to establish trust in the technology and in us as an organization from our first conversations with [Director of Transportation Ernest Epley and Fremont]. Ultimately, we found that we were closely aligned on the mission to go beyond electrification by enabling clean reliable transportation that serves the Fremont USD student body while also improving grid resilience to benefit the community.”

Macharia noted that like all V2G projects, the one with Fremont required careful coordination and planning with utility Pacific Gas & Electric (PG&E) to obtain service expansion and interconnection. One of the recurring challenges with V2G, he said, is the functional compatibility between the vehicle, charger and charge management system, or CMS.

The CMS system at Fremont is developed by The Mobility House. According to a press release, ChargePilot manages daily smart charging of the buses, which the fleet operator can view can via an online dashboard. The market aggregation platform receives notifications from PG&E of an upcoming load reduction event via OpenADR, (a communication standard for utilities to provide control commands to distributed energy resources such as batteries and solar inverters) and suggests optimal charging schedules based on the event and time-of-use electricity prices, the release adds.

ChargePilot also adjusts charging optimization for the bus fleet to discharge power to reduce site load during the emergency event, while continuing to ensure vehicle readiness for departure on their next route, noted The Mobility House.

“We have come a long way in developing standardization within the technical interfaces, and this project will be showcasing methods of V2G deployment using open standards, which will resolve some of the complexity,” Macharia said, adding that the Fremont project is currently deployed under the PG&E Emergency Load Reduction Program with insights expected toward the end of next year.

By then, The Mobility House expects to have a full season of ELRP data.

“Program participants are compensated based on how much energy (kWh) or demand (kW) is reduced as compared to a baseline,” he continued, explaining that other partners included the World Resources Institute, Center for Transportation and the Environment, and Polara. “Thirty to 60 hours of events will be called per season (May to October). Events are one to five hours long called between 4 p.m. and 9 p.m.”

Fremont remains in the first phase of the project, with phase two expected to come online this fall. That phase will include the use of six bidirectional chargers.

“As more bidirectional vehicles and chargers come to market, and more utilities begin to offer V2G programs in their territories, The Mobility House will be at the forefront of deploying commercial and residential V2G solutions,” Macharia said.

Meanwhile, Fremont’s Epley said the decision to move toward V2G was driven by both sustainability goals and operational efficiency.

“We wanted to do more than just adopt electric buses. We wanted to maximize their value,” he said. “V2G technology allows us not only to reduce emissions and provide students with a cleaner ride, but also to turn our fleet into a flexible energy resource for the community. That dual purpose, educational and environmental impact paired with fiscal responsibility, was central to our choice.”

He noted that he is not an engineer or utility expert and is instead a “bus driver in a suit who happens to now lead transportation.” Because a project of this size is outside of his area of expertise, Epley said it is important to lean on partners such as PG&E and The Mobility House.

The companies, he added, handled the complex utility upgrades and charger integration, while he was able to continue to focus on daily operations.

“It was about mutual trust. They respected our school mission, and I trusted their technical know-how,” he said. “That’s how we made sure the infrastructure rollout matched our existing buses.

Epley said there were many practical and technical questions to answer. Among them, how would V2G impact battery life? What does the interconnection process look like with the utility? What are the financial models for energy export and savings?

“The Mobility House brought expertise in energy management, while PG&E provided clarity on grid requirements and tariffs. Together, they demystified the process and gave us the confidence to move forward, knowing the technology was both viable and beneficial long-term,” he added.

It’s too early to track financial outcomes, he said, but by discharging energy back to the grid during peak demand periods and charging during off-peak times, Fremont projects a reduction of net charging costs.

“Just as important, the technology is helping us flatten our energy demand curve, which benefits both the district and the grid,” Epley said, adding that the district’s vision is to scale in a deliberate and sustainable way.

The next two electric school buses and additional chargers are scheduled for 2026.

“Even as funding landscapes shift, we’re positioning [Fremont] to demonstrate that electric school buses are not just a pilot project, but a long-term operational norm,” he said. “The integration aligns with our district’s sustainability plan: reducing greenhouse gas emissions, lowering operating costs and setting an example for students on how innovation and responsibility can go hand in hand.”

Epley shared the response from the community and parents has been overwhelmingly positive, with parents appreciating that their children are riding in buses that are cleaner, quieter and healthier for the community.

“Neighbors see us contributing to local grid stability rather than just drawing power” he said. “And students themselves are excited to see their school district at the forefront of clean technology. It becomes a teaching moment. That community support reinforces that we’re not just upgrading buses, we’re helping shape a more sustainable future for Fremont, California.”

Elsewhere, Tucson Electric Power is launching a V2G project this fall. And Fuse Power launched the first V2G electric school bus project in Canada. “Fuse is supplying power back to the grid during peak hours from parked electric trucks and buses. This milestone marks a major step forward in the future of vehicle-to-grid innovation,” according to a company Linkedin post.

Lawrence Public Schools, NRT Bus, Zenobē, and Partners Host Ribbon Cutting for New Electric Bus Fleet

METHUEN, Mass. – Lawrence Public Schools, NRT Bus Inc., Zenobē, and partners today hosted a ribbon cutting to celebrate the deployment of 35 new electric school buses. Thanks to successful public and private partnerships, Lawrence Public Schools has deployed 25 new electric school buses, supported by the Environmental Protection Agency (EPA), and 10 minibuses, supported by an initiative led by the Massachusetts Clean Energy Center (MassCEC) and funded by the Massachusetts Department of Environmental Protection (MassDEP), as part of their regular home-to-school operations. The buses are based in Methuen and support clean transportation for Lawrence Public Schools.

“To give students a comfortable, quieter daily bus ride while benefiting public health, the environment and Lawrence taxpayers is a big win for our entire community,” said Lawrence Public Schools Superintendent Ralph Carrero. “This initiative is the power of public-private partnership at its best.”

“As part of our ongoing commitment to reduce emissions and promote cleaner air for our students and schools, we are thrilled to announce the launch of this charging site to support our new electric fleet for Lawrence Public Schools,” said Scott Sheridan, Senior Vice President of NRT Bus. “We are grateful for the hard work and dedication of all our partners from the public and private sector who made this project possible and are helping us power this new fleet for the 2025 school year.”

Undertaken as a partnership between the EPA, MassCEC, Beacon Mobility, Zenobē, Sargent & Lundy, National Grid, Liberty Utilities, and the school district, the charging site was completed last summer and is being used to charge and store the 35 new electric buses.

“This investment means healthier air for students, quieter neighborhoods, and cost savings for school districts over the long term,” said Rachel Ackerman, Senior Program Director for Clean Transportation at MassCEC. “Projects like this show how innovative partnerships can deliver immediate community benefits while accelerating the state’s transition to clean transportation. MassCEC is proud to support Lawrence Public Schools in putting these new electric minibuses on the road.”

Electrified by National Grid and Liberty Utilities, the charging station site provides a sustainable hub for recharging the electric batteries that power the new fleet to shuttle Merrimack Valley students and community members to and from school and other local activities.

“At National Grid, we believe fleet electrification is a key component of building a sustainable and diversified energy future,” said Jake Navarro, Director of Clean Transportation, National Grid. “We’re proud to collaborate with a range of stakeholders to invest in and modernize our energy infrastructure to support the customers and communities we serve.”

Lawrence Public Schools deployed the 25 new electric buses as part of the EPA’s Clean School Bus Program in 2022. The school district serves 13,000 K-12 students. The 25 electric school buses alone are projected to reduce carbon emissions by an estimated 1.35 million pounds per year, equivalent to removing 136 gas-powered passenger cars off the road for one year. In addition, the district was awarded $1,670,000 under MassCEC’s ACT School Bus Deployment Program in 2023 which was used to fund the 10 minibuses.

All vehicles were placed in service for the current 2025 school year.

Transportation Directors Urged to “Prepare with Propane” Amid Growing Energy Reliability Concerns

RICHMOND, Va.– As concern for energy reliability surges nationwide, the Propane Education & Research Council (PERC) is marking National Propane Day by encouraging school transportation directors to explore propane autogas as a reliable, on-site energy solution that can support greater peace of mind during power outages or severe weather.

October 7 marks the fourth annual National Propane Day, and this year’s theme, “Prepare with Propane,” is a reminder of propane autogas’s reliability. A recent report from the U.S. Department of Energy warns that blackouts in the United States could increase 100-fold by 2030 as the electric grid struggles to meet growing demand. For school transportation directors that rely on a rigid energy source, that could mean the difference in keeping school buses running or grounding the fleet. Because propane autogas is stored on site, never degrades, and isn’t reliant on the power grid for distribution, it remains ready even during widespread power disruptions.

Leadership Starts From the Top Down

In the October issue of School Transportation News, STN examined what keeps directors in a certain role and district versus the factors that drive them to switch. To no surprise, it’s culture, administrative support and professional growth that lead the way.

Igor Petrivoc, a 2022 STN Rising Superstar, has been working in transportation for the past 16 years. Prior joining a school district, he started in transportation-related roles working for transit companies, then MV Transportation, where he has worked on a school bus contract since 2009. In 2018, he had the opportunity to join Adams 12 Five Star Schools near Denver, Colorado as the operations manager. However, he only served in that role for a few months before becoming the transportation director.

“Personally, it was a little bit challenging in the beginning just because I was mainly focused on the operations, and I knew that side really well. I had to back off and allow the new operations manager to step into their role so that I could oversee kind of the bigger picture on the district side of things,” he said of becoming the director, adding that the administration made the transition “easy.”

“Because they’re full of support and ensuring that you don’t fail, that you have people there that can help you with the budget, people there that can help you with the bigger projects,” he continued. “They invested a lot in me, and that’s why I’ve stayed with Adams 12 …They ensured that I was successful, both in the role and within the district.”

He explained that his COO at the time would meet with him regularly to provide guidance and support, serving as a mentor for Petrivoc. “He was big on providing leadership books, leadership trainings and courses,” he said, adding that the district also offered training from outside consultants to help with leadership.

One training that stuck with him covered finding one’s voice.

“There are these different voices as a leader that you exhibit, whether you’re a creative, a pioneer, a guardian, and just how to channel those voices into your own leadership style,” he said. “A lot of that was at play in in the early years and still is to this day. Just ensuring that you are continually growing and have resources available to you so that you can expand on your leadership style and your leadership abilities.”

In terms of what he looks for from his administration, he echoed the others in terms of support. He said he want his board to trust his input and value his experience. “They’ve never questioned anything,” he said. “They will certainly have questions, but they are fully supportive of the decisions, the direction that you want to take things in.”

He noted that it’s the support and relationships that keep him at Adams 12. He explained that there have been opportunities within the school district to move up, but he was expanding his family and personally, he said. It wasn’t the right time.

“My hope is to not leave Adams 12. On a personal side, I think everybody makes a decision of where they want to work based on a number of factors. One of those is absolutely the leadership and the support that you get,” he said. “It could not be any better at Adams 12. The other is the family dynamic.”

He said that when becoming a director at the age of 31, pay was at the top of the list in terms of benefits. But now, after having kids and realizing the importance of family, he values the home-work balance.

On the flip side, Danny Williams started as a school bus driver in 2005 while he was a senior in high school at Johnston County Schools in North Carolina. His mother, grandmother, uncles and aunts were all school bus drivers. Growing up he knew he would forge a similar path.

After graduation, he worked as a driver for the Public Schools of Robeson County before becoming a site coordinator. He returned to Johnston County as an area supervisor in 2016 before switching districts to Wilson County Schools in 2021 as the assistant director. In August 2022 he was promoted to executive director.

“I kind of knew that if I stayed at Johnston, I was going to be in that assistant director position for quite some time,” he said, noting that his aspirations were to serve as a director. “So, I knew that in order to go up, I had to leave Johnston County.”
That’s how he ended up at Wilson.

“I knew that [a transportation director] would be what I would land,” he said. “Did I think that I would advance as quick as I did, as young as I did? No. but it happened, and I’m grateful for those opportunities that I was granted along the way, and the support and the leadership that I had that molded and groomed me.”

Growing Safely: How Royse City ISD Protects Special Needs Riders

Safety has always been the top priority in student transportation, but for special education, it carries added weight. These buses serve students who require closer supervision and stronger family communication, making safety more important. Radios and reports still help, but new technologies are giving transportation leaders the ability to act in real time.

At Royse City ISD (RCISD) in Texas, that shift has meant embracing AI-powered cameras and live video to provide the extra layer of support their riders with disabilities need.

Royse City ISD: A District on the Rise

Royse City ISD transports over 8,000 students each week across three rapidly growing counties near Dallas, including more than 800 with special needs. Executive Director of Transportation Cody Cox, a lifelong student transportation professional who started as a bus driver, leads the operation.

As the district grows, so will its transportation needs. The district grows by about 1,000 students annually, forcing the purchase of new vehicles to meet both growth and replacement needs. The challenge with such rapid expansion is maintaining the same quality of safety for every student while also meeting the area’s transportation demands. This remains especially true for RCISD’s special education vehicle fleet, and is what prompted Cox to search for an effective solution.

Turning to Technology for Support

Transporting students with special needs requires extra care. These riders may need closer supervision, and drivers must balance safe operations with clear communication and visibility into what happens on board. For districts, the challenge is finding ways to provide that extra support while maintaining efficiency across the fleet.

For Royse City ISD, rapid growth made this challenge even more pressing. To strengthen safety protocols across its special education fleet, which includes SUVs, vans, and buses, Cody Cox began looking for technology that was versatile, reliable, and cost-effective.

“I was looking for a solution that was more cost-effective without losing any of the features of our larger DVRs,” Cox explained.

Earlier this year, the district piloted Safety Vision’s SafeDrive-AI 2, pairing its dual-camera driver system with four additional interior and exterior cameras to provide real-time awareness and added coverage across its diverse fleet of special education vehicles.

For Cox’s team, live-streaming from vehicles carrying high-needs students provided critical reassurance. Dispatchers could monitor in real time, step in quickly, and support onboard staff when needed. At the same time, AI-powered alerts from SafeDrive-AI 2 added another layer of protection, helping drivers identify potential risks on the road. Recorded video also proved essential, giving the district an objective account of incidents and concerns.

“Footage is very important to investigate situations and concerns,” Cox said. “It often gives us a better understanding of what was going on so we can provide better support to staff and students.”

Advice for Districts Considering Safety Technology

Looking ahead, RCISD has committed to outfitting its new special education vehicles and white fleet vehicles with the SafeDrive AI 2 system piloted earlier this year. For Cox, the decision reflects not only the benefits his team has already seen but also the long-term value of proactive safety tools. His advice to other districts is straightforward: “I would recommend they try them on new vehicles or retrofit some vehicles to see just how great the coverage is for the cost.”

By starting small, he suggests districts can experience firsthand how live video, AI alerts, and recorded footage work together to enhance safety without a major upfront investment. The system’s flexibility is another advantage because it can be customized and scaled to fit any fleet size. Waymo Driverless Car Illegally Passes Stopped School Bus in Atlanta

A driverless car operated by Waymo is under scrutiny after it was caught on video illegally passing a stopped school bus that was letting children off in Atlanta, reported WBIR News.

The incident occurred Monday afternoon and was recorded by a woman who witnessed the incident. Georgia state Rep. Clint Crowe said he was shocked after seeing the footage.

“I’m a big fan of new technologies and emerging technologies, and I think driverless cars are going to become more common,” Crowe said. “But we have to think about how they’re going to comply with the law.”

According to the news report, Crowe co-sponsored Addy’s Law in 2024, which was named after 8-year-old Addy Pierce. Pierce was killed in Henry County after being hit while crossing the street to get to her school bus. The law increased penalties for illegally passing a stopped school bus, with fines up to $1,000 and possible jail time.

Crowe emphasized that these laws also apply to autonomous vehicles.

“The majority of our traffic laws come with penalties like fines or driver’s license suspension,” he explained via the article. “These cars don’t have drivers or licenses, so we really have to rethink who is responsible. Who’s in control of the vehicle? Who is the operator?”

Crowe said he believes automobile manufacturers should face stronger consequences when their autonomous vehicles break the law, saying the current $1,000 fine isn’t enough. Other lawmakers agree.

“Driverless cars should be stopped until it can be figured out,” said State Sen. Rick Williams, one of the authors of Addy’s Law. “We should not have this on the road. It’s too dangerous for our children” he said via the article.

Williams said he plans to introduce new legislation that would increase penalties on driverless car companies when their vehicles violate traffic laws. Fortunately, no one was injured during the incident.

Waymo said in a statement via the article that “the trust and safety of the communities we serve is our top priority. We continuously refine our system’s performance to navigate complex scenarios and are looking into this further.”

Wisconsin State Police, School Bus Association Promote School Bus Safety

The Wisconsin State Patrol and the Wisconsin School Bus Association successfully completed Operation Safe Stop Week, a statewide campaign held from Sept. 22 to 26, aimed at improving student safety and raising awareness about school bus laws.

The Wisconsin Department of Transportation (WisDOT) previously announced the joint effort in a press release, highlighting its focus on public education, increased enforcement around school buses, and efforts to curb dangerous driving behaviors near student pick-up and drop-off zones.

During the week, authorities carried out targeted enforcement at high-risk bus stops, conducted vehicle inspections, and launched public outreach initiatives. The campaign’s primary goal was to reduce illegal passing incidents and ensure that students could travel to and from school without danger.

Wisconsin State Patrol Superintendent Tim Carnahan emphasized the importance of collaboration, stating, “The partnership with the Wisconsin School Bus Association and its drivers is essential in keeping both students and other road users safe. It’s critical that every driver understands and follows the rules of the road, especially around school buses.”

In 2024, over 1,200 citations were issued across Wisconsin to drivers who failed to stop for school buses with flashing red lights. Under state law, all drivers must stop at least 20 feet from a bus when its red lights are flashing, unless traveling on the opposite side of a divided highway. Buses also use amber lights to warn drivers that a stop is approaching.

Leading up to the campaign, the Wisconsin School Bus Association (WSBA) identified high-risk areas for illegal passing. Wisconsin State Patrol officers closely monitored these locations and performed safety checks to ensure bus warning systems were operating properly.

Cherie Hime, executive director of WSBA, noted via the release the ongoing commitment to student safety. “This initiative continues to serve as a vital effort to protect children and promote safe transportation. WSBA members are thankful for the long-standing partnership with the Wisconsin State Patrol on this important educational campaign,” she added.

As of March 2024, stricter penalties under Wisconsin Act 154 are now in effect. Motorists who fail to stop for a school bus face a $676.50 fine and four demerit points on their license.

Lion Electric School Buses Return to Quebec Roads After HVAC Fires

The Lion Bus electric school buses pulled from service in Quebec two weeks ago have reportedly all returned to the road after repairs were made to faulty HVAC fuses.

The Quebec Ministry of Education had ordered LionC electric school bus models to be taken out of service after a fire in Montreal Sept. 9, leading to school disruptions across the province and a renewed scrutiny of electric school bus safety. Lion360 diesel school buses, which Lion manufactured prior to only producing electric vehicles in 2017, were also affected by the issue. Lion Bus issued an inspection bulletin detailing the four-hour repair.

“We have identified some potential anomalies in a sub-component of the HVAC system that Lion obtains from a third-party supplier,” the bulletin states. “In the interest of safety above all else, we request that Lion bus operators perform the following inspections and modifications: [M]andatory inspection of several low-voltage electrical connections, replacement of certain electrical connectors, replace fan fuses with less powerful ones, adding a fuse to an HVAC control panel circuit. This inspection and modification procedure must be carried out on all Lion360 (diesel) and LionC 3rd generation and earlier buses (Gen3, Gen2 and Gen1).”

Lion Bus, the new name of the former Lion Electric based in Saint-Jérôme, Quebec, has become the centerpiece of Canada’s electric school bus transition. The manufacturer has delivered more than 1,200 all-electric buses across North America, with the majority operating in Quebec. But at the same time, the company recently emerged from Canada’s version of bankruptcy protection and was acquired by a Quebec real estate magnate. Per terms of the deal, all warranties outside of Quebec became null and void.

The Sept. 9 fire occurred while the English Montreal School Board bus, operated by contractor Transco, was parked and unoccupied. No injuries resulted. Transport Canada confirmed it was investigating three total reports of LionC fires, the Montreal incident and two earlier fires, with the focus was on the low-voltage heating system. The agency, Canada’s version of the U.S. National Highway Traffic Safety Administration, said its investigation has yet to identify a safety defect “due to the extent of fire damage in affected buses.”

Transport Canada recommended fleet owners immediately inspect their LionCs “in accordance with the manufacturer’s inspection bulletin.” For school bus drivers who see any smoke or smell anything burning, Transport Canada advises them to stop the bus, evacuate all passengers and, if safe, turn off the high-voltage and 12-volt power supplies.

CBC reported that three similar fires and a smoke-filled school bus have occurred since last November. It took the Sept. 9 incident for Transport Canada to investigate, according to the article.

But reports from local firefighters indicate the fire did not spread to the lithium-ion battery pack, added nonprofit climate advocate Green Communities Canada.

“It’s important to remember that data consistently shows gas-powered vehicles are six- to eight-times more likely to catch fire than electric vehicles,” added Leif Einarson, communications manager for Green Communities Canada. “One incident should not derail the momentum we’ve built in transitioning to cleaner, safer student transportation.”

Lion Bus said in a statement on Sept. 12 that it was working with Transport Canada to determine the exact cause but confirmed “neither the electric battery nor the propulsion system was involved.”

That same day, Lion said Société de l’assurance automobile du Québec approved its plan to return LionC electric school buses to service.

The English Montreal School Board confirmed in an Instagram post Sept. 20 that Transco received the missing parts needed for its electric buses. Two days later, Sunday, Sept. 22, the school posted that all buses had been repaired, inspected and cleared for operation Monday. In all, 76 school buses were grounded, cancelling 68 routes.

First Student owns Transco in Quebec. But the largest contractor in North America, First Student also operates more Lion ESBs than any fleet, including in the U.S.

“Our maintenance and engineering teams are following the Lion Inspection Bulletin to guide all inspections and replacements. As part of this [Lion] bulletin, we are conducting a multi-step inspection focused on electrical safety and system integrity,” company spokeswoman Brenna Rudisill told School Transportation News. “This includes replacing the HVAC control panel for wiring damage and foreign objects, replacing specific fuses to optimize fan performance, checking electrical panels and starter solenoid connections for proper torque and alignment, and verifying bulkhead terminal tightness.”

Rudisill added First Student technicians replaced any faulty components found and upgraded connectors. The issue had been receiving the parts. She said the contractor advises school districts across Canada and the U.S. to “continue to follow Lion’s inspection bulletin.”

Valérie Tremblay, coordinator for the Canadian Electric School Bus Alliance (CESBA), said the inspections brought an unexpected upside.

“The good thing is it pushed school districts, operators and Transport Canada to thoroughly inspect all electric school buses,” she explained.

All-Electric School Bus Pilot Gearing Up in New Mexico

SANTA FE, N.M., – GreenPower Motor Company Inc. (“GreenPower”) and the New Mexico Economic Development Department have announced the launching of the New Mexico All-Electric, Purpose-Built, Zero-Emission School Bus Pilot Project at two Las Vegas public schools and a Santa Fe charter school.

GreenPower (NASDAQ: GP) (TSXV: GPV), a leading manufacturer and distributor of all-electric, purpose-built, zero-emission medium and heavy-duty vehicles serving the cargo and delivery market, shuttle and transit space, and school bus sector, today announced the launch of the New Mexico All-Electric, Purpose-Built, Zero-Emission School Bus Pilot Project with deployments of the Type A Nano BEAST at the Las Vegas City Schools and West Las Vegas Schools and the Type A Nano BEAST Access at the Monte del Sol Charter School in Santa Fe.

“GreenPower is pleased to begin this two-year pilot project with the State of New Mexico with three Nano BEASTs in schools that are excited to evaluate all-electric transportation options for school kids,” said Brendan Riley, president of GreenPower. “By focusing the first year of the project on the Type A Nano BEAST, the state and school districts will have a unique opportunity to see how the all-electric vehicle performs in differing conditions with different sets of charging infrastructure.”

GreenPower entered into an MOU with the State of New Mexico to assess the viability and reliability of fast charging in various environments and circumstances. The school districts’ participation in the pilot is voluntary, and the state has agreed to support the program with $5 million in capital outlay appropriation to purchase the vehicles and cover the cost of the pilot project.

The 2-year pilot program supports New Mexico’s dedication to the Energy Transition Act, designed to transition the state toward the goal of 100% zero-carbon electricity supply by 2045, while also providing support for affected communities and ensuring cost protections for residents.

According to the MOU, after two successful pilot phases, EDD will support an additional $15 million for more school buses. The state also pledges to work with GreenPower to expand the all-electric, zero-emission commercial fleet at the Department of Transportation and the General Services Department.

The two-year pilot project will deploy three GreenPower Type A all-electric, purpose-built, zero-emission school buses in the first school year (2025-26), and two GreenPower Type D all-electric, purpose-built, zero-emission BEAST school buses and one Mega BEAST school bus in the second school year (2026-27). The school buses will rotate around the state for five pilot rounds each school year, with each round lasting six weeks. GreenPower will install charging systems through its Pilot Project partnership with Highland Electric Fleets, provide training for drivers, mechanics, and the community’s first responders, and track telematics through a partnership with Geotab. GreenPower will provide a detailed report to the state at the end of each school year.

“Among some of the data that will be collected is range, charging infrastructure needs, handling and maneuverability, operating and maintenance savings, student and parent acceptance, and more,” said GreenPower CEO Fraser Atkinson. “The data will help with the idea of change as schools look to create a new beginning of a clean, healthy school day.”

“As we transition towards a more flexible, diversified, and environmentally sustainable economy, we are dedicated to achieving carbon-free power,” stated Rob Black, cabinet secretary of EDD. “This is also an opportunity to introduce young students to alternative energy sources. The steps we take today will not only promote a greener future but also inspire a new generation of environmental stewards.”

“Las Vegas City Schools is proud to be one of three New Mexico schools participating in this first round of the GreenPower pilot project, and we look forward to seeing how an all-electric school bus can benefit our school system and students,” said Melissa Sandoval, Superintendent at Las Vegas City Schools.

“We have been looking at grant opportunities to begin migrating from diesel to all-electric school buses for the past couple of years,” said Christopher Gutierrez, superintendent at West Las Vegas Schools. “Participating in this pilot project will allow us to determine the best ways to integrate zero-emission buses into our fleet.”

“Our charter school is always searching for new, innovative ways to serve our students and communities,” said Dr. Zoe Nelson, head learner for Monte del Sol Charter School. “We are honored to have been chosen to participate in the state’s all-electric school bus pilot program. Our school believes in safe, sustainable, and sensible alternatives, and I cannot wait to see the multitude of benefits this investment will yield for the deserving children of the Land of Enchantment.”

Webinar Gives Tips to Improve Student Behavior, Bus Driver Experience

The district has over 16,000 student riders, 3,000 of whom have special needs. Riveros said partnering with First Student empowers her 600 drivers and monitors to work with students. Riveros confirmed that these techniques have reduced severe behavior incidents.

She recounted the story of a young student who racked up numerous behavior incidents within days, confounding transportation staff. Finally, they discovered that he needed attention and solved the issue by assigning him a teacher to ride with.

The district’s partnership with First Serves by First Student manifests itself in practical ways. School bus drivers will watch videos of their bus rides and discuss what could be improved. Sunglasses and noise-canceling headphones are provided to sensitive students. Storing and sharing notes across schools, buses and drivers reveals what works and what doesn’t. “About Me” forms are prepped with student input and tell staff what their current fixation is. Information in referral forms is available to administration and drivers.

Laura Greene-Halley, senior director of student services for transportation contractor First Student, reviewed challenges including increasing incidents of disruptive student behavior on buses, increasing frustration in drivers and monitors, one out of every six students having individual education programs calling for transportation as a related service, ineffective traditional paper referral processes, and the disproportionate educational impact on students with disabilities.

Greene-Halley stressed the importance of student support systems in bringing together educators, school bus staff and parents for the best interest of the student.

Dr. Susan King, executive director of CLP Consulting Group and a member of the FirstServes advisory board, reviewed the need for placing students in the least restrictive environment, which could mean a yellow bus, van or car with attendants available as needed.

“This is fluid – a student doesn’t have to be assigned to one vehicle forever,” King said. “When they have the right supports and the behavior gets under control, we can move them back to their same-age peer group and try to help foster their social and emotional development.”

“We’re quick to make it more restrictive as a response to behavior,” Greene-Halley agreed. “We really have a duty to these students to treat transportation the same as education, and that’s why the partnership becomes so important.”

“Our students respond to consistency,” said King. She shared how First Student’s Multi-Tiered System of Supports (MTSS) uses an inverted triangle to illustrate how more restrictive supports should be used for increasingly smaller groups of students.

Tier 1, the largest, includes interventions that are successful for most students, like priority seating and positive behavior intervention support (PBIS). Medium-sized Tier 2 includes Tier 1 interventions plus mild individualized interventions, like check-in and check-outs, or an informative “About Me” form. Tier 3, the smallest, includes both Tier 1 and Tier 2 interventions plus collaborative, specialized, intentional behavior intervention plans for the bus.

“They’re a gen-ed student first and then we put on supports as needed,” Riveros explained.

Training is only 15 percent effective when provided alone, Greene-Halley said. She advised additionally utilizing the First Serves offering, which creates a continuum of expectations and support so that pupil transporters and classroom educators are on the same page and can provide consistent service for students. This does not involve sharing Individualized Education Plan (IEP) information, she added, but rather notes such as a student’s preference for a favorite comforting blanket or an aversion to sitting by the stop arm. Technology speeds this whole process up and quickly gets pertinent information to necessary staff.

Consequently, she said, students arrive at school calmer and ready to learn, drivers and monitors feel empowered and supported, and leadership is better equipped to provide behavior-based support. Schools experience fewer referrals, stronger community ties and a reduced need for crisis support personnel.

“It’s a matter of shifting the paradigm and making some changes up front so that there’s less having to react to things in the long run,” Greene-Halley stated. She shared that the First Serves system has won a T-Mobile Innovation Award and been recognized at educator conferences.

“Positive results are driven by customized solutions,” she said. “We all have the kids at the center of our heart.”

She confirmed that First Serves is available for districts that manage their own transportation in-house.

A key piece of driver coaching, Greene-Halley explained, is getting them to see that challenging student behavior is a form of their communication rather than simply something bad happening to the driver.

“Behavior is behavior is behavior,” she remarked, adding that MTSS works on general education buses as well. King noted that many gen ed students still have significant mental health issues and would benefit from support.

School Bus Maintenance Process Recommendations Influenced by Technology

Six decades ago, I started my career in maintenance by working on school buses at the Lancaster, New York, School District bus garage. Work began with a mix of Craftsman/Snap-on hand tools, a timing light, torque wrench, tire pressure gauge, dwell meter, and a set of feeler gauges. When a bus broke down, I had everything I needed to fix it. My procedure and process manual was a guy named Val, who had been doing school bus repair for 20 years.

Historically, school bus maintenance has relied on reactive, standard repair approaches rather than utilizing proactive or predictive maintenance strategies.Technicians typically used their experience and manual diagnostic tools to identify and fix issues, a process with printed procedures that can be time consuming. Within the past decade, the conventional approach to school bus maintenance has advanced with process modifications aided by technology.

The future school bus maintenance process will continue to evolve, resulting from the increased complexity of integrated modern school bus equipment as well as from new OEM’s and component suppliers, along with transportation departments and bus companies seeking improved efficiency, safety and cost management. Ongoing advancements in school bus equipment will require more regular updates to maintenance protocols, operational procedures, technician training and toolsets to maintain optimal safety standards and cost-effectiveness in bus operations.

As semi-autonomous systems, electric and clean fuel technologies rapidly advance in school buses, maintenance and repair methods of those systems must evolve. Advancements in training, diagnostic and repair processes are necessary to enhance technician productivity, reduce operational costs and promote safety.

Advanced maintenance technologies can enable more accurate diagnostics, timely maintenance and even predictive capabilities that alert operators to issues before they cause expensive failures. School bus maintenance centers should view the following innovative technologies as key tools to help technicians improve cost-efficiency, safety and reliability throughout fleet operations.

Telematics & GPS: Vehicle-to-Office
Integrating GPS and onboard diagnostics with transportation office data collection would provide real-time data on various parameters such as engine performance, fuel consumption and driver behavior. This continuous stream of real-time information allows school bus fleet managers to monitor their school bus fleet health. Real-time operating data provides fleet managers with insights into vehicle performance and driver behavior, enabling better decision-making and more efficient operations.

Predictive Maintenance
Telematics data combined with advanced analytics may be used to estimate timing component failures and assist in planning maintenance before equipment malfunctions occur. This approach stops small issues from becoming big problems. The benefits of telematics and predictive maintenance are significant, reducing demand maintenance, cost savings and enhanced fleet management.

Internet of Things-Assisted Diagnostic Systems
IoT-based systems can provide detailed data on school bus component conditions. These systems can continuously monitor various aspects of the vehicle, from engine health to tire pressure, and relay this information to a centralized system, allowing technicians to access and analyze data from anywhere. This feature lets technicians remotely diagnose problems and help with initial repairs.

Augmented Reality in Maintenance Process
OEM’s are embracing Augmented Reality (AR) as a valuable training tool in maintenance. AR can overlay digital information onto physical components, providing technicians with OEM step-by-step repair process and detailed diagrams as they work. This real-time assistance helps with performing complex repairs with greater accuracy and efficiency.

Virtual Reality for Technician Training
Virtual Reality (VR) is transforming technician training. VR simulations create immersive training environments, where technicians can practice repairs without the risks associated with real-world training. These simulations can replicate a wide range of scenarios, allowing technicians to gain experience and build confidence before working on the bus.

AI Data-Driven Advancements
Artificial Intelligence (AI) and machine learning are the next wave of technological advancements in school bus repairs. AI-driven diagnostics would analyze vast amounts of industry fleet data to identify patterns and predict issues. These systems will quickly sift through data from multiple sources to pinpoint potential problems with remarkable accuracy. It may not be long before we see AI robots performing repetitive tasks like tire changes and wheel torque checks, allowing technicians to focus on more complex repairs. As AI technology advances, the possibility of partially automated repair shops becomes more realistic.

This is Our Future
Telematics and predictive maintenance are helping to lower costs while advanced diagnostic tools and IoT are improving repair times and accuracy. AR and VR are enhancing maintenance processes, technician training and retention. AI will be driving the next wave of innovation with predictive diagnostics and automated repairs. The integration of these technological advancements will contribute to greater reliability and performance within the school bus fleet, while also significantly elevating safety standards across the school bus industry. Emerging technologies are set to transform the school bus repair function significantly.

TSD Keynote to Outline Legal Considerations When Transporting Students with Disabilities

Special education attorney Betsey Helfrich returns to the Transporting Students with Disabilities and Special Needs (TSD) Conference in November to shed light on the legal side of transporting students with special needs.

On Sat., Nov. 8, Helfrich will present her keynote “Transportation of Special Education Students: Avoiding the Bumps and Legal Hazards.” Attendees will hear from a practicing lawyer in special education law practical strategies to ensure student safety and minimize liability for districts. Helfrich plans to review landmark case law as well as current hot topics to give TSD attendees a roadmap of the legalities of the transportation of students with disabilities.

Helfrich will also conduct an afternoon breakout session, “Don’t Turn a Blind Eye” later that afternoon on the importance and intricacies of video footage review to identify issues on the school bus to avoid repeat cases and resulting lawsuits.

Helfrich practices special education law in Kansas and Missouri before the Eight Circuit Court of Appeals. In addition to running her own practice, she also provides counsel to school districts on Section 504 of the Rehabilitation Act of 1973 and all areas of the Individuals with Disabilities Education (IDEA). She has successfully represented school districts against a variety of claims in state and federal courts and presented at the LRP Media Group’s 38th and 39th Annual National Institute on Legal Issues of Educating Individuals with Disabilities. She has also spoken at National Business Institute, the National School Board Association Council of School Attorneys, and the International Society for Technology in Education Conference.

Update: FCC Revokes E-Rate Eligibility of School Bus Wi-Fi

As expected, the Federal Communications Commission voted 2-1 to end E-Rate eligibility of school bus Wi-Fi as well as other off-campus internet hotspots.

The declaratory ruling approved Tuesday finds Wi-Fi is now ineligible for E-Rate funding for pending fiscal year 2025 reimbursement requests because two of three FCC commissioners “determined that the best reading of section 254 of the Communications Act of 1934, is that the use and provision of these services on school buses does not serve an educational purpose as defined by E-Rate program rules and conflicts with the statute’s direction to enhance access to E-Rate-eligible services for classrooms and libraries,” FCC said in a statement.

School Wi-Fi and hotspot experts disagree.

At the urging of FCC Chairman Brendan Carr, the open meeting agenda was updated last week to include reconsideration of a 2023 eclaratory ruling “that would align E-Rate eligibility with section 254 of the Telecommunications Act of 1996 and make school bus Wi-Fi an ineligible expense. FCC also revoked the federal school hotspot program. School bus Wi-Fi and hotspot advocates say the declaratory ruling disproportionately affects low-income and rural students.

Carr expressed his intent earlier this month to end federal reimbursements for school bus Wi-Fi. Normally the FCC seats five commissioners but currently only has three with two vacancies: Carr is joined by fellow Republican Olivia Trusty, who was confirmed by the Senate earlier this year, and Anna Gomez, a Democrat.

Gomez, who was the lone dissenting vote Tuesday, was one of three votes in 2023 to pass then-Chairman Jessica Rosenworcel’s Learning Without Limits, which included the school bus Wi-Fi eligibility. Following a 2024 FCC order to expand the Universal Service program to fund hotspots outside of schools and libraries, school districts were allowed to apply and be selected for reimbursements. Carr was also a commissioner at the time and cast a no vote.

FCC said Tuesday a statement from Gomez was forthcoming. On Sept. 3, she cautioned that millions of students as well as seniors nationwide stand to suffer as “FCC is moving to strip that connectivity away while doing nothing to make broadband more affordable.”

”Their latest proposals will only widen the gap between those with access to modern-day tools and those left behind. We must all fight back against this level of cruelty and indifference by this administration,” she added.

Carr contends the initiative illegally extended the Emergency Connectivity Fund passed by Congress to provide for federal funding of school bus Wi-Fi for neighborhood hotspots during the COVID-19 pandemic and school shutdowns for children needing to access virtual classes and complete homework.

Learning Without Limits intended to “close the homework gap” between areas of the country where students have access to and can afford broadband internet with economically disadvantaged and rural communities that do not or cannot.

Sen. Edward Markey of Massachusetts, a Democrat, is one of the original authors of the E-Rate program.

“Rolling back the FCC’s hotspot rule is a direct attack on students and educators who need Wi-Fi to complete homework assignments, create lesson plans, and connect with each other,” he said in an email to School Transportation News Friday. “This move is short-sighted and cruel. It saves no money and only makes life harder for millions of Americans. We should be expanding connections, not cutting them off, and I will fight to keep every child, family and library online.”

Markey led a letter sent to Carr by Senate Democrats Monday asking him to continue allowing school bus Wi-Fi to be an allowable E-Rate expense. The letter notes that FCC awarded $48 million through E-Rate in fiscal year 2024 for school bus Wi-Fi.

Further frustrating Markey and other school bus Wi-Fi and off-campus hotspot supporters, the FCC only gave one week notice of the meeting agenda change and did not allow for public comment. Joey Wender, executive director of the Schools Health & Libraries Broadband Coalition, said the fate of internet access for students “should not be rushed through,” pointing out school districts nationwide have already made purchasing plans under the assumption federal funding would be available going forward.

“We believe FCC should provide ample notice of any changes and for stakeholders to comment, tell their stories, and share their data,” he added.

Echoing Sen. Ted Cruz, the leading opponent of E-Rate for school bus Wi-Fi and hotspots in Congress, Carr asserts that school bus Wi-Fi and hotspots were never meant to be E-Rate eligible expenses. Advocates argue that Congress left open for interpretation section 254(c)(1) of the Communications Act, reauthorized in 1996 to add Universal Service as the mechanism that funds internet service for schools, libraries and health care providers, the definition of what an elementary school and secondary school, along with libraries, for where Wi-Fi and internet connections can be established and reimbursed.

“Congress deliberately left the term classroom undefined in the Telecommunications Act because it understood that students learn in many different settings, both inside and outside of traditional school buildings,” commented Keith Krueger, executive director of the Consortium for School Networking, or CoSN. “That flexibility has always been a strength of the E-Rate program, allowing it to adapt as learning environments change.”
He also noted the federal law refers to “an evolving level of services.”

“From that perspective, school bus Wi-Fi is consistent with the program’s purpose. It is simply one of the modern settings where students do their work,” he added.

During a keynote address at the 2024 STN EXPO West, Krueger told the audience the FCC estimates between 8.5 million and 16 million school children nationwide lack broadband internet at home.

Wender noted FCC supports internet connectivity reimbursed by E-Rate for administrative offices and book mobiles that extend to parking lots, and school bus Wi-Fi is an even better use-case.

FCC’s Carr and Gomez as well as Sen. Cruz had not responded to questions posed by STN at this report.

But Carr and Cruz have publicly stated that school bus Wi-Fi is poses a safety issue for students using it, with Cruz likening it to TikTok for school children.

However, E-Rate requires all funded communications devices comply with the Child Internet Protection Act. School bus Wi-Fi services must include filters that, in conjunction with closed school district networks, prohibit students from accessing unapproved sites and logs when and where the attempts occur.

In a 2023 announcement of the All Eyes on Board Act to combat FCC voting to allow school bus Wi-Fi, Cruz along with Sens. Senator Ted Budd of North Carolina and Shelley Capito of West Virginia acknowledged CIPA regulations but added “there is currently no provision requiring schools to block access to distracting and addictive social media apps or websites. As a result, the E-Rate program risks inadvertently enabling access to social media in schools,” though state laws do exist requiring the sites be blocked.

Earlier this month, Sen. Cruz encouraged the House to pass a Congressional Review Act (CRA) resolution to overturn what he called “the illegal Biden hotspot rule.” In May, he led a similar CRA through the Senate, where it passed to end federal funding of external hotspot devices some school districts send home with their students. But so far, Cruz has not garnered sufficient votes in the House to consolidate and pass a final CRA, which would be needed for President Trump’s signature into law.

Cruz has also said there are existing FCC programs that could fund school bus Wi-Fi, but he has not provided specifics.

Commented Wender, “I cannot speak to the intentions of policy makers. I can only speak to the consequences of ending the [school bus Wi-Fi] program, which is widening the digital divide resulting in low-income kids not being able to do their homework.”

Still, there’s hope, he said. Wender called FCC action “the lesser of two evils” because a future commission could reverse a decision and reinstate E-Rate reimbursement. The passage of a CRA would be more permanent.

Georgia School Bus Driver Arrested for DUI With Students on Board

A Bartow County school bus driver northwest of the Atlanta metro area is facing multiple charges after allegedly operating a school bus while under the influence with students on board, reported Fox 5.

According to the news report, 51-year-old Lori Hagaman was charged with driving a school bus under the influence and several counts of reckless conduct. She was released from jail Monday.

Authorities say two deputies stopped the school bus on U.S. 411 near the Burnt Hickory Road Connector after receiving a report that the vehicle was swerving and the driver appeared unresponsive. Upon exiting the bus, Hagaman was observed staggering and struggling with navigating the bus stairwell. Deputies noted she had slurred speech and reportedly denied both alcohol consumption and any medical issues.

During the investigation, deputies reportedly found an insulated cup in the driver’s cupholder that appeared to contain an alcoholic beverage. A concerned parent also told investigators her 9-year-old daughter suspected the driver had been intoxicated in the past, citing instances of missed bus stops and incorrect student drop-offs.

The Bartow County School System confirmed via the article that no students were injured during the incident. Officials stated that Hagaman has been removed from her assigned route pending further investigation.
