School Bus Manufacturers Stay the Course Despite Regulatory, Funding Uncertainty

While the immediate future remains uncertain on federal emissions regulations and funding, school bus OEMs say they are prepared with varied solutions going forward to meet the needs of every customer, no matter the fuel or where they operate.

That was the key takeaway from a July 13 panel at STN EXPO West in Reno, Nevada. The OEM representatives on stage were Francisco Lagunas, general manager of North America Bus for Cummins; Jim Crowcroft, general sales manager for Thomas Built Buses; Katie Stok, product marketing and commercial readiness for IC Bus; Frank Girardot, the PR, marketing and government relations leader at RIDE; and Brad Beauchamp, EV product segment leader for Blue Bird. The session attempted to provide some clarity to the ever-changing funding and fuel landscape.

“The only certainty is that everything is so uncertain,” Lagunas punctuated during the “The Engines & Emissions Pathway Forward” session, facilitated by School Transportation News Editor-in-Chief Ryan Gray.

Lagunas added that Cummins is seeing an increased demand in diesel, confirming that the new B6.7 octane engine will be available in January. Though, he noted that investments in electric batteries and drive systems have not slowed down. Accelera, the zero-emissions division of Cummins, is a member of a joint venture with Daimler Truck North America and Paccar to create a U.S.-based battery cell manufacturer, Amplify Cell Technologies.

Crowcroft agreed, adding that one year has made a huge difference in industry focus. Several of the same panelists sat on a similar panel last year at STN EXPO, where he said EV was the focus of the industry.

“Now, it’s been a complete 180 [degree turn] this year,” he shared, adding that the industry has spent too much time talking about EVs and not enough time talking about the other offerings.

This year has been about being diverse, being nimble and ready to adapt to change when necessary. “What is the most practical plan?” he asked, noting that diesel technology has advanced and EV fatigue is setting in.

He shared that Thomas is not telling customers what fuel or energy type to use but instead empowering them to choose what works best for their fleets. Noting the Trump administration’s relaxation of a federal push for zero-emission vehicles, Crowcroft said there has been a sigh of relief from customers for not feeling like they have to purchase electric school buses.

He noted that with all the changes and technologies, it puts more pressure on the OEMs to keep up. He said Thomas is committed to investing in quality, citing that ahead of the 2027 GHG Phase 3 regulations targeting lower NOx (the EPA currently has it on hold pending a proposal to remove GHG regulations), school districts might want to pre-buy within the next 12 months to avoid cost increases tied to the new technology.

Beauchamp said Blue Bird has always focused on a fuel-agnostic path for its customers, and the company plans on continuing with propane being a low emission source. While he said Blue Bird had yet to see EV order cancellations as of last month, he anticipates those orders will flatten. Regardless, Blue Bird is committed to EV, noting an $80 million grant from the U.S. Department of Energy last year (and double that amount in company matching funds) to build a new Type D electric school bus plant.

He noted that while the supply chain has improved coming out of COVID-19, “We’re not out of the words on it, yet,” he said.

Stok noted that the industry conversation should not be about low costs but having a supplier that delivers good quality on time. She noted that, like the other OEMs, EV is still very much part of the IC Bus product portfolio, as is diesel. However, she said the change in federal regulations will usher in changing order preferences across the industry, noting that IC is reintroducing its own gasoline school bus with the upcoming Cummins engine.

For the remainder of 2025, she said IC Bus is on track to have the highest production output from its Tulsa, Oklahoma plant. Communication is key right now, she added, and the manufacturer is working with its dealer network to listen to the customers and continue to improve.

Meanwhile, Girardot said it’s too early to predict what the future holds but BYD electric school bus company RIDE believes it holds a promise to furthering the deployment of EVs and enhancing the capabilities of vehicle to grid technology. He noted that V2G holds value and is something that communities need to consider. He highlighted success stories of V2G, such as in the Oakland Unified School District in California.

Girardot added that technician training on electric school buses is a must.

Additionally, RIDE announced a range extension on its blade battery, which took home the Best Green Technology, as judged by attendees at the STN EXPO West Trade Show Innovation Awards. Girardot added RIDE, too, received a competitive grant to expand its manufacturing facility.

The school bus is evolving. With the integration of AI, data analytics and adaptive learning technologies, school buses are no longer vehicles for student transport alone they’re becoming smart and connected learning environments.

By reimagining school transportation operations, school districts can enhance safety, drive operational efficiency and engage their communities in new and meaningful ways.

Imagine a school bus that adapts to traffic in real time, monitors student behavior for safety, connects students to personalized learning content via Wi-Fi and provides
predictive insights to transportation directors and their teams. This is no longer science fiction it’s the new direction school transportation is headed, powered by AI.

Today’s cutting-edge tools are creating a more intelligent, impactful ride. AI-enabled routing software analyzes traffic, weather, construction and student addresses to create the most time and fuel efficient routes. The integration of onboard tablets allows for turn-by-turn directions and student manifests. These systems adapt in real time, helping buses avoid delays and improve on-time performance, while also helping to cut fuel use, reduce emissions and improve operational costs.

Onboard video systems on school buses aren’t new, but the use of AI software is. Most video systems offer software to help enhance detection of unsafe behavior like bullying or fights. Real-time alerts allow quick intervention to potentially prevent a situation from escalating. Looking at specific areas of interest on the school bus is a real need, and this can be done with enhanced software tools. Hours of recorded video footage and making time to review it effectively is an overwhelming task. But AI software could help tackle this challenge sooner than you realize.

Student tracking and parent communication is mission critical in a modern school transportation system. Parents and school officials are notified instantly when a student boards or exits the bus, bolstering both accountability and peace of mind.

Personalized onboard learning is more important than ever thanks to Wi-Fi. School districts can offer a variety of online learning platforms on mobile devices during school bus commute, turning down time into a valuable part of the learning day. Keep in mind the E-Rate funding for this technology is still available. I’d recommend taking action today to secure it. We don’t know what the future holds for the federal program.

Other connected technology solutions include predictive maintenance and vehicle health paired with AI. This technology can forecast mechanical issues before they become costly failures. Fleet managers receive alerts about maintenance needs, from brake wear to battery life, allowing for proactive servicing. Solution benefits included reduced breakdowns, extended vehicle lifespan and lower overall maintenance costs.

AI-assisted advanced driver systems (ADAS) is the future already realized. ADAS alerts drivers about lane departures, hard braking or following distances, helping reduce crashes. Additionally, AI-generated reports help with training and performance reviews. Fewer crashes mean fewer insurance claims. The other outcomes could be improved driver retention, safer driving habits and reduced stress.

Fleets should consider utilizing more data-driven decision making in their operations. AI platforms collect and analyze transportation data to identify trends, inefficiencies and opportunities for improvement. Dashboards visualize everything from ridership to route efficiency to behavior incidents, helping administrators make informed decisions. Improved operations, better budgeting and resource allocation allow for stronger alignment with academic goals.

By leveraging AI and emerging technologies, school districts are turning the daily commute into a strategic asset.

As technology adoption increases, data security is also vital. IT departments are now highly involved with technology purchasing for school transportation. As a result, IT professionals are requesting secured storage and enterprise level software solutions due to the increased issue of school data breaches. These types of solutions are significantly more expensive than the traditional lower budget solutions we are accustomed to.

The road to and from school can be a dynamic, data-rich, student-focused part of the educational journey. This transformation goes beyond efficiency it enhances student safety, supports learning and empowers transportation teams with the tools they need to succeed. This is a future to get excited about!

GreenPower Signs Contract for More Than $5 Million with State of New Mexico for All-Electric School Bus Pilot Program

SANTA FE, N.M., – GreenPower Motor Company Inc. (Nasdaq: GP) (TSXV: GPV) (“GreenPower”), a leading manufacturer and distributor of all-electric, purpose-built, zero-emission medium and heavy-duty vehicles serving the cargo and delivery market, shuttle and transit space and school bus sector, today announced it has signed a contract with the state of New Mexico to implement an all-electric school bus pilot project. The contract is the result of an award made by the state under an RFP published in May.

The two-year pilot project will deploy three GreenPower Type A all-electric, purpose-built, zero-emission Nano BEAST Access school buses in the first school year (2025-26), and three GreenPower Type D all-electric, purpose-built, zero-emission BEAST and Mega BEAST school buses in the second school year (2026-27). The shool buses will rotate around the state in five pilot rounds each school year with each round lasting six weeks. GreenPower will install charging systems, provide training for the drivers, mechanics and the community’s first responder and help ensure a seamless testing period.

The contract between GreenPower and the state of New Mexico provides more than $5 million for the purchase of vehicles, cost of charging infrastructure and overall management of the pilot. GreenPower will support the implementation of the project from a location to be established in New Mexico. Based on voluntary requests to participate, school districts are currently being selected by the state to participate in the pilot. The manufacturing of the three Nano BEAST Access school buses is substantially complete and they will be ready for deployment for Round 1 the week of September 15.

“The New Mexico pilot project provides an opportunity to expand the reach of GreenPower’s zero-emission school bus product and gives parents, kids and school districts in the state the opportunity to evaluate the transition to all-electric, purpose-built school buses,” said GreenPower President Brendan Riley. “The project is leveraging the successful pilot that GreenPower conducted in West Virginia, but also has a concentration on evaluating charging options and infrastructure.”

The pilot will include both Level 3 DC fast chargers and Level 2 slow chargers for the Nano BEAST Access school buses, and will evaluate Level 3 DC fast charging in the second year with the BEAST school buses. A part of the second year will be a vehicle-to-grid (V2G) evaluation using the GreenPower Mega BEAST. The Mega BEAST is a 40-foot Type D all-electric, purpose-built, zero-emission school bus that delivers a class-leading range of up to 300 miles on a single charge because of its massive 387 kWh battery pack. The range of the Mega BEAST is greater than any electric school bus in it’s class. It has more uphill climbing power and the most compelling and cost effective V2G capability for a more stable electric grid and community sustainability in areas where it is deployed.

“We are particularly interested in evaluating charging as a part of the pilot project,” said Mark Roper, Director of the Economic Development Division within the New Mexico Economic Development Department. “Range, charging rates and grid resiliency are critical components of switching to all-electric, zero-emission vehicles.”

GreenPower is partnering with Highland Electric Fleets to install and implement the charging infrastructure necessary for the pilot. In a letter to the state, Highland’s Chief Commercial Officer Brian Buccella shared the company’s commitment to supporting GreenPower in assessing charging infrastructure and creating a reliable EV pilot project in New Mexico. “Our experience delivering and operating electric school buses at scale positions us well to assist in the successful execution of this pilot program. This initiative presents an opportunity to reduce transportation-related emissions in New Mexico communities, protect student health and modernize school transportation,” Buccella said.

Not So Fast: Technology Eyes Speed Reduction in School Buses

Technology to prohibit speeding is nothing new to school buses. While a federal proposal to require speed limiting devices on heavy-duty vehicles was recently scuttled, states and local governments continue to push for their use.

Where does the school bus industry stand with theses devices? Do they really increase safety?

Several manufacturers think so. Speed limiters, also known as intelligent speed assistance (ISA) technology, gained traction about three years ago in New York City. The devices were first placed on a variety of 50 government fleet vehicles but not school buses. However, the project has since been expanded three times, and currently speed limiters are now installed on 700 vehicles operating across the five boroughs, 50 of which are school buses powered by both diesel and electric.

Magtec Products provides advanced the ISA, which company names SafeSpeed, on vehicles in New York City. Gary Catapano, Magtec’s chief strategy and safety advisor, has extensive firsthand school bus safety experience. He oversaw transportation companies operating in the New York area as the senior vice president of safety for First Student as well as First Transit and Greyhound from October 2004 through October 2017.

“I’m really passionate about school bus safety and what school busses do every single day in North America. It’s a pretty incredible mission, moving all those children safely and securely, and by and large, they do a great job making that happen,” he said. “But speeding is one of those problems that affects not only the school bus industry, but every type of transport out there. … [I]t’s the leading cause of fatal injuries and crashes. Typically, from year to year, anywhere from 29 to 33 percent of all fatal crashes have speeding as a causal factor.”

He said when he left First Student, he started to work with Magtec because he had piloted the technology and saw how it could make fleets safer.

“Speed is at the center of our roadway safety problems in North America, and when you slow people down, you end up being able to avoid collisions,” Catapano said, adding that slowing down allows for more follow distance between vehicles and more time to conduct defensive driving maneuvers. School bus drivers have more time to react to other hazards on the roadway as well as actions of other motorists.

“So, not only does that eliminate speed related crashes but allows you to drive more defensively and help avoid non speeding related crashes,” Catapano added.

He noted that having ISA on school buses, especially those traveling in neighborhoods with children and bicyclists present, is critical to safety. Even traveling a few miles over the speed limit increases both crash risk and severity.

New York City vehicles have traveled over 5 million miles using Magtec’s SafeSpeed across a variety of vehicles and departments. Catapano noted that NYC is a challenging environment to operate vehicles due to its urban landscape, high skyscrapers and roadways with various speed limits.

The technology became a part of the city’s Transition to Safety plan. The report “NYC School Bus Fleet: Improving Road Safety Through Technologies and Training” published in January 2024 stated that the ISA system provides a warning (visual, haptic or a combination) to a driver that the target speed is exceeded.

After installing the technology on school buses, the report states “preliminary results on the first nine-bus pilot indicate that installing ISA on school buses decreased excessive speeding (11-plus mph above the speed limit) from 4.21 percent to 0.03 percent of overall driving time, representing a 99.29 percent decrease in excessive speeding time. These initial findings suggest that ISA is a feasible intervention to decrease speeding behaviors in school bus drivers.”

Catapano explained that NYC chose to enforce a speed limit that was above the posted limit by 11 miles per hour and matched the settings of the 2,000 speed cameras that are in placed around the city. Many NYC streets have a speed limit of 25 mph, putting the maximum speed a vehicle could travel at 36 mph. He noted the SafeSpeed device keeps track of the posted speed limits wherever the vehicle is traveling, regardless of if it’s on a highway or residential street.

Meanwhile, the 2025 NYC Safe Fleet Transition Plan, prepared by the Volpe National Transportation Center for the New York City Department of Citywide Administrative Services (DCAS), said ISA resulted in a 64 percent relative decrease in the amount of time that drivers exceeded the speed limit by at least 11 mph.

“With sufficient evidence that ISA is effective at reducing severe speeding, the technology has been recategorized from “exploratory” to a Tier 2 “best practice” technology,” the report states. It adds that the city plans to install ISA in an additional 1,600 fleet vehicles, which would be the largest single deployment of active ISA in the U.S.

In addition to safety, Catapano said the speed limiters are also saving fleets anywhere from 3 to 5 percent on fuel consumption. Plus, he said speeding results in tailgating, which leads to having to use the brakes more often, resulting in higher maintenance costs for parts replacement.

He added the technology is relatively affordable and easy to install—typically taking around one hour per bus.

Beyond speed regulation, the Magtec SafeSpeed system also offers remote vehicle shutdown capabilities, which can be used in emergency situations, such as when a bus driver is impaired or a vehicle is hijacked. Originally developed for military and high-value cargo protection, this security feature allows school districts to safely immobilize a vehicle from their dispatch office.

“Whether it’s an impairment issue, a medical emergency, or even a security threat, this technology gives districts a way to take control and protect both passengers and the public,” Catapano added, noting that no additional device is required.

Another Success Story

New York City’s adoption of ISA systems is already inspiring interest from other school districts, some with as many as 1,200 buses already equipped with the technology, Catapano noted. Yet adoption remains slow nationwide.

“Truthfully, the technology is very inexpensive and it’s readily available now,” Catapano said. “The real question is, why aren’t more districts using it?”

At least one more big city is. A new pilot program in Washington, D.C., featuring speed-limiting technology developed by Lifesaver, is making waves in the effort to reduce crashes, injuries and fatalities on the road. The program also centers around ISA technology that automatically prevents vehicles from exceeding the speed limit.

Lifesaver has a three-decades-long mission of preventing road deaths, starting with ignition interlock systems. But four years ago, the company pivoted toward broader applications of safety tech.

“I started asking, how else can we save lives?” said Michael Travas, president and general manager of LifeSaver.

That question led to the development of an ISA technology, a system already proven in large commercial fleets but largely untapped in the public sector—especially in school transportation.

The turning point came when Travas connected with Rick Burke, D.C.’s traffic safety officer, during a conversation about the city’s Vision Zero goal for eliminating traffic crash fatalities. That led to a pilot installation of ISA devices in 10 school vehicles used for the city’s School Connect program, which provides equitable transportation for students transferring between schools.

The pilot program launched in January and was designed to run for three months, focusing on school buses operating throughout the city at varying times and locations. After just 30 days, feedback from school bus drivers was overwhelmingly positive.

“The drivers loved it,” Travas relayed. “One of them told me, ‘I know my vehicle will go the speed limit, so I can pay attention to the kids.’ That’s the whole point.”

He said the technology is purposefully non-distracting and once installed—typically a 30-minute process—the system silently enforces preset speed thresholds. Using real-time data from mapping sources like HERE, Google and Waze, the system automatically calibrates to local speed limits. It never hits the brakes for the drivers but simply prevents further acceleration.

The goal, Travas said, is safe, seamless compliance. And if drivers need to override the limiter in an emergency, a manual override button provides temporary acceleration for a fixed time, after which the limiter resumes.

With the D.C. pilot now past its initial phase, Lifesaver is working closely with city officials to expand ISA technology across more school vehicles. At the same time, they company is actively speaking with other cities and districts interested in launching their own programs. And while cost is always a concern for school systems, Lifesaver is committed to flexibility.

“We’re being adaptive during this early adoption period,” added Travas. “We want to see proof of safety, and we’re happy to work with districts to make that happen.”

Feds Have a Different Opinion?

Meanwhile, despite positive feedback from NYC, D.C. and others, the National Traffic Highway Safety Administration and Federal Motor Carrier Safety Administration withdrew a proposal to require ISA on heavy-duty vehicles.

The proposal would have required heavy vehicles with a gross vehicle weight rating over 26,000 pounds to be equipped with speed-limiting devices, initially set to a speed—likely between 60 and 68 miles per hour—that was to be determined in the final rule.

It dates back to the Obama administration’s original proposal that trucks with a gross weight of more than 26,000 pounds be equipped with a speed-limiting device to keep them under 65 mph. The proposed rule was withdrawn during the first Trump administration, only to be revived and advanced in 2022 by the Biden administration.

However, FMCSA and NHTSA withdrew the rule once again earlier this year. Transportation Secretary Sean Duffy said the device is not only an inconvenience but a hazard for drivers who are forced to go slower than the flow of traffic. Reasons for the withdrawal include policy and safety concerns as well as continued data gaps that create considerable uncertainty about the estimated costs, benefits and other impacts.

Bus & Motorcoach News reported that the American Trucking Associations, United Motorcoach Association other industry advocates embraced the proposed rule, including large trucking firms, Coach USA and many four-wheel truck drivers.

The opposition centered on the hazards of speed differentials, increased crashes, traffic backups, driver fatigue and increased pressure on a dwindling driver pool for relief drivers, as many routes were previously accomplished without exceeding the driving hours of service.

From Chaos to Clarity: How Transfinder Transformed Ohio District’s Transportation System

When Lori Smith stepped into the role of transportation coordinator at Bellbrook-Sugarcreek Schools, she inherited more than just a fleet of buses. She walked into a department in transition, a community in flux, and a software system she hadn’t chosen—but would soon come to champion.

Bellbrook-Sugarcreek, a growing Ohio district nestled in a nine-square-mile area, serves more than 2,600 students, with more than half relying on school transportation. Despite its modest size, the district’s transportation needs are complex, shaped by rural roads, frequent flooding, and a transient population due to its proximity to a military base.

Smith joined the district four years ago as a transportation assistant. Within 18 months, she was promoted to coordinator after her predecessor abruptly left. “It was a baptism by fire,” she recalls. “I had to learn how to be a supervisor, train my replacement, and figure out a new software system—all at once.”

That software system was Transfinder’s suite of tools designed to streamline school transportation. Smith hadn’t been involved in the decision to switch from another vendor to Transfinder. In fact, her first official act as coordinator was to finalize the contract.

“I was told, ‘This is what we’re doing. Get on board or this wasn’t going to be the job for me,’” she says.

Smith was determined to make it work. She reached out to peers as well as support members at Transfinder. Those calls changed everything, noting Transfinder’s expert “set up regular meetings, gave me homework, and held me accountable.” She said she felt empowered by the experience.

In fact, she said, the implementation experience “is why I am going to use your product as long as I’m sitting in this seat.”

Smith attended Transfinder’s Annual Client Summit in 2024, where she discovered not just tools, but a community. “I walked out of there thinking, ‘This makes so much sense now,’” she says. “Everyone took responsibility for the rocky start and committed to helping me succeed.”

Today, Smith uses a number of Transfinder’s award-winning solutions: Routefinder PLUS for routing, Tripfinder for field trips, Stopfinder for parent communication, Viewfinder for school staff, and Formfinder for managing non-public school students. Each tool has brought measurable improvements.

With Routefinder PLUS, the district eliminated manual data entry, reducing address errors and improving efficiency. “We used to hand-key everything,” Smith says. “So, every time a new student moved into the district, every time an address change happened, we would have to hand-key all of that. And as you can imagine, hand-keying means human error.”
Tripfinder, the first product Smith implemented, revolutionized field trip management. “We were able to customize it from the get-go to get information out of it, pulling, doing some data mining.”

Smith, a self-described data-driven person, said she was in the midst of preparing the district’s T-2 report, which certifies the actual expenses incurred in the transportation of eligible pupils.

“I was able to drill down into field trips. Which ones were done by bus drivers? Which ones were done by substitute drivers? Which ones were in a van? What coaches took most of the driving? How many hours were invoiced? How many miles were invoiced? Just the amount of data that you can pull out of any of the “finders” is, in my opinion, invaluable. Tripfinder runs so well.”

Stopfinder has transformed communication with parents. Instead of mass alerts that caused confusion, Smith can now send targeted messages about delays or reroutes due to flooding — a frequent issue in the district. This eliminated hysteria. “It’s been very helpful to target just specific areas,” she said.

Viewfinder has empowered school secretaries and administrators. Smith created custom views for each building, allowing staff to quickly access bus numbers, stop times, and routes. It has eliminated most phone calls about busing, she says. “The secretaries love it.”

Formfinder, the newest addition, allows Smith to manage transportation for parochial and non-public students who aren’t in the district’s student information system. “Families fill out the form, and it creates a record. It’s interesting, the versatility of all the products to be able to dig deeper for information and use it for different purposes.”

Despite the success, Smith still faces challenges. Convincing her veteran mechanic to embrace digital tools has been tough.”

Still, Smith is playing the long game. She knows that as veteran staff retire and new drivers come on board, the need for modern, efficient systems will only grow. “We’re going to have a lot of turnover in the next few years,” she says. She wants to be ready.

Her vision is clear: a fully integrated, tech-forward transportation department that serves students, supports staff, and communicates seamlessly with families. And thanks to her persistence—and the support of the Transfinder team—she’s well on her way.

Despite not being part of the decision-making process to dump a previous routing product for Transfinder, Smith said, “I am very pleased that we are where we are now. We had a very robust start.”

Another $200M Now Available for Electric School Buses in New York

The third round of funding through the $4.2 billion Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022 is now available for zero-emission school buses in the state of New York.

Gov. Kathy Hochul announced July 22 an additional $200 million distributed through the New York School Bus Incentive Program (NYSBIP). The second installment of $200 million was made available a year ago, while the first round of $100 million was announced in October 2022.

The funding covers everything from the purchase of the electric school buses to the charging infrastructure and fleet electrification planning.

“New York State is leaning into our Environmental Bond Act commitment to provide public schools with the funding and resources to make electric school buses more affordable,” Hochul said in a statement. “We are leaving no school behind as we reduce pollution from vehicles so every student can benefit from clean air while building healthier, more sustainable communities for New Yorkers across the state.”

The program is administered by the New York State Energy Research and Development Authority (NYSERDA), while NYSBIP provides incentives to eligible school bus fleet operators, including school districts and private contractors, that purchase zero-emission buses.

The funding is available on a first-come, first-served basis with funding amounts covering up to 100 percent of the incremental cost of a new or repowered electric school bus. Priority districts identified as high-need school districts and disadvantaged communities are available to receive larger funding amounts.

The deadline to purchase zero-emission school buses in the state nears amid the latest funding round. All new school buses purchased statewide as of Jan. 1, 2027, must be zero emissions and all school district and contractor fleets must be 100 percent zero emissions by 2035. The recently passed state budget extended a deferment until 2029 for school districts that demonstrate their challenges with meeting the mandate.

The NYSBIP defines zero emissions as electric or hydrogen fuel cell school buses, though only the latter are currently available.

EPA Proposal Seeks to Eliminate GHG Regulations for Vehicles, Engines

The U.S. Environmental Protection Agency is reconsidering the 16-year-old Obama administration ruling on greenhouse gases that formed the nation’s regulatory landscape for transportation emissions, including those for school buses.

The proposed rule rolled out by EPA Administrator Lee Zeldin Tuesday at an auto dealership in Indianapolis, Indiana could save more than $54 billion annually in manufacturing costs passed on to consumers, EPA said. It claims emissions regulations implemented over the past 15 years created $1 trillion in costs to manufacturing, power and industrial sectors for meeting various emissions requirements.

While the 300-page document does not mention school buses by name, it focuses on repealing GHG emission standards for various categories of vehicles, including the categories of medium- and heavy-duty trucks and engines that school buses fall under.  Specifically, it seeks to remove Part 85 on control of air pollution from mobile sources, Part 86—Control of Emissions from New and In-use Highway Vehicles and Engines, Part 600—Fuel Economy and Greenhouse Gas Exhaust Emissions of Motor Vehicles, Part 1036—Control of Emissions from New and In-use Heavy Duty Highway Engines, Part 1037—Control of Emissions from New Heavy Duty Motor Vehicles, and Part 1039—Control of Emissions from New and In-use Non-road Compression-Ignition Engines.

Already, EPA is reconsidering the implementation of its GHG Phase 3 Rule for heavy-duty trucks and buses that is set to start in 2027.

The proposed rule seeks to reinterpret the Clean Air Act, specifically Section 202(a), known as the Endangerment Finding, which concluded that carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride contribute to air pollution and endanger public health. The proposed rule argues that the Endangerment Finding is legally flawed, scientifically uncertain and economically counterproductive. EPA claims it was historically applied to address local and regional air pollution, not global climate change concerns.

This interpretation exceeded statutory authority, writes EPA, adding that Congress did not clearly authorize the EPA to regulate GHG emissions based on global climate change concerns “because that provision authorizes regulating only air pollutants that ‘cause or contribute to air pollution which may reasonably be anticipated to endanger public health or welfare.’”

The proposed rule also notes the U.S. Supreme Court rulings in West Virginia v. EPA and Utility Air Regulatory Group v. EPA that federal agencies cannot assert transformative regulatory authority without explicit congressional approval. Instead, agencies must have more than a “colorable textual basis” to decide major questions of policy.

EPA also questions “unreasonably analyzed” scientific data used to support the original “Endangerment Finding” that declared GHG to endanger public health and welfare. The proposed rule cites projections of global warming increases, health risks from heat waves, and impacts of other health events. It also notes empirical data, peer-reviewed studies and real-world developments since 2009 that “cast significant doubt on many of the critical premises, assumptions and conclusions in the Endangerment Finding.”

The proposal also claims technological limitations in addressing global climate change concerns, as “reducing GHG emissions from all vehicles and engines in the U.S. to zero would not have a scientifically measurable impact on GHG emission concentrations or global warming potential,” according to a May 27 draft report by the U.S. Department of Energy Climate Working Group.

EPA also notes President Donald Trump’s recent “One Big Beautiful Bill Act” repealed certain GHG provisions.

As for economic concerns, EPA highlighted that GHG emissions standards have increased vehicle costs, slowed fleet turnover and reduced consumer access to newer, safer and more efficient vehicles.

Public comments on EPA-HQ-OAR-2025-0194 are due by Sept. 21.

Student Stabbed After Leaving School Bus in Maryland

A student was stabbed shortly after exiting a school bus last week in Rossville, Maryland, reported Patch News.

According to the news report, Overlea High School administrators informed summer school families that the incident involved a student who had just gotten off bus number 183 on July 24 when the incident occurred.

Police responded to reports of a knife assault near the intersection of Franklin Square Drive and King Avenue. The victim, who was not identified at this writing, was transported to a hospital and is expected to recover.

Authorities have reportedly arrested a minor in connection with the stabbing. The suspect faces charges of first- and second-degree assault and was placed in the care of the Department of Juvenile Services.

In a message to families, Overlea leaders emphasized that student safety remains their highest priority and encouraged parents to reach out with any concerns.

Ohio-Based Training Program Equips School Bus Drivers to Handle Active Threats

As students across Ohio prepare to return to school this fall, a local company is stepping up efforts to ensure their safety on the way there.

S.T.A.R.T. (School Transportation Active-Threat Response Training), an Ohio-based organization, has launched a Back-to-School Active Threat Awareness Campaign to help protect the more than 800,000 students who ride school buses daily in the Buckeye State.

The program offers specialized training for school bus drivers and transportation personnel to help them identify early warning signs, manage high-risk situations and take swift protective action when necessary. The goal is to close critical safety gaps in student transportation.

S.T.A.R.T., was established in 2015 by a Jim Levine, a former school resource officer who saw a major gap in student safety. The organization is headquartered in Chagrin Falls, Ohio, and operates nationwide. It offers hands-on, scenario-based training developed by a team that includes current and former law enforcement officers, SWAT members, Secret Service agents, crisis response experts and mental health professionals.

The organization is a sponsor of both the Ohio Association for Pupil Transportation (OAPT) and the National Association for Pupil Transportation (NAPT), further underscoring its commitment to student safety on a state and national level.

Law enforcement agencies across Ohio are also being encouraged to take part in the initiative to help foster a coordinated, community-based approach to student safety.

“This training is invaluable. Our drivers, aides, and supervisors truly benefit from the skills and insights they gain,” said Dale L. Dickson, director of the Licking County Educational Service Center via a press release. “I hope to see the day when this training becomes a statewide, or even nationwide, requirement for all school transportation staff.”

Levine, who is also the president and CEO of S.T.A.R.T., emphasized that back-to-school season is only the beginning of the safety and security focus around student transportation.

“We’re encouraging schools to create a year-round mindset of preparedness,” Levine said. “Drivers should be ready to respond to threats at any time, in any location.”

Baltimore Expands Free MTA Service for Students

Baltimore City Public Schools (BCPS) students ages 12 and under are now eligible to ride local metro buses, Light Rail and subway services free of charge with their student passes.

The expanded fare policy went into effect Sunday, with the Maryland Transit Administration (MTA) stating the aim is improving access to education, jobs and extracurricular opportunities for youth throughout the city.

“This change enables greater participation in after-school programs, access to part-time jobs and other opportunities,” officials said in the statement.

Under the new policy, children up to age 12 can now ride free. Previous, free rides were only available for children age 6 and younger. MTA said the change is expected to help more families take advantage of public transportation without added financial strain.

BCPS students will also see a major benefit. They can now use their student transit passes at any time of day, not simplyduring school hours. This flexibility allows students to more easily attend after-school programs, internships, part-time jobs and other opportunities.

In addition, the All-Access Student Transit Pass previously reserved for college students is now available for all private school students. This move broadens access to affordable transportation for more young people across the Baltimore region.

MTA also extended the transfer window for riders using the CharmPass app. Transfers, which were previously limited to 90 minutes, are now valid for up to 120 minutes. The change offers more flexibility and convenience for commuters navigating the city.

The fare changes also laid the groundwork for a low-income fare program. Eligible participants in the Maryland Supplemental Nutrition Assistance Program (SNAP) will eventually benefit from discounted transit fares, supporting greater mobility for economically disadvantaged individuals.

However, the MTA is also tightening fare compliance. A new $5 surcharge is applied to light rail riders who who do not have a valid ticket and then purchase one using the CharmPass app during fare inspections. The measure is intended to encourage system-wide compliance while maintaining accessibility. MTA offers a complete policy guide.

The updated policy is part of a broader push to make public transportation more equitable and accessible for Baltimore’s youth and lower income communities.

50 Pounds of Dynamite Found Inside Alaska School Bus

Authorities in Alaska found 50 pounds of dynamite on an old school bus Wednesday, reported Fox 19.

According to the news report, Special Agent in Charge Rebecca Day said the property owner, who was not identified at this writing, discovered the dynamite in the school bus located on Richarson Highway. The bus was parked on his property, and he called law enforcement, which in turn contacted the FBI.

State troopers and other agencies shut down the highway for seven hours as they investigated. Agents said the dynamite was at least 20 years old and its location near the highway made it unsafe to attempt a controlled detonation.

Day told local media that authorities worked to remove the dynamite to a more appropriate location to dispose of it safely. The dynamite was doused with chemicals to keep it from exploding while it was burned. The situation was also monitored by a bomb disposal robot.

Authorities reportedly did not provide information on how the explosives got on the school bus or their intended use. Day stated that if anyone finds explosives in or on their property the best thing to do is contact law enforcement, which will assess the situation before making sure the explosives are disposed of safely.

Suffolk Transportation, Past-President Noble Among NSTA Honorees at Recent Convention

The National School Transportation Association named Long Island, New York contractor Suffolk Transportation as its Contractor of the Year and inducted NSTA past-president Carina Noble to its Hall of Fame during the Annual Meeting and Convention in Boston, Massachusetts.

School Transportation News is in its third year as sponsor of the NSTA Contractor of the Year award.

One of the largest school bus contractors in New York state, Suffolk Transportation Services and Suffolk Bus was established in 1955, though the company traces its origins to 1922, and was acquired in 1970 by John A. Corrado. John J. Corrado currently serves as president and CEO with his sons John R. and Joseph as assistant vice presidents. Suffolk Bus transports 62,000 students in 24 Long Island school districts each school day with 1,800 school buses over 1,500 routes.

“This award is a testament to the passion, integrity and professionalism of every member of our team,” said Thomas Smith, Suffolk’s chief operating officer. “Their dedication to safe, reliable service, a strong company culture, and leadership across the student transportation industry inspires me every day. We’re proud to stand with our fellow NSTA member companies in raising the bar for what excellence in pupil transportation truly means.”

Thomas McAteer is executive vice president and Angelo Carbone is director of the company’s transit and paratransit operations for Suffolk. 

Meanwhile, Noble joined the NSTA Hall of Fame following her term as the association’s president from 2021 to 2023. She is the senior vice president of communications for National Express, the second largest school bus contractor in North America.

NSTA credited her with helping to obtain a two-year exemption from the Federal Motor Carrier Safety Administration for under-the-hood requirements of the school bus inspection exam needed for the commercial driver’s license and amendments to the Clean School Bus Act that now allows private contractors direct access to grants.

“Carina Noble’s impact on NSTA cannot be overstated. She has served in a variety of capacities with the organization and left us in a better place each time. As government relations committee chair, Carina was focused and determined to use our advocacy platform in a positive way,” commented NSTA Executive Director Curt Macsysn. “Personally, I have leaned on Carina for advice and support over the years, and she has always come through with her calm and reasoned approach. I’m thrilled that she is entering into the NSTA Hall of Fame, and there isn’t a more worthy recipient.”

In all, NSTA awarded 18 members and two companies during its Annual Meeting and Convention, held July 20-23. STN President and Publisher Tony Corpin joined Macysyn in presenting the magazine’s Innovator of the Year award to Guarav Sharda, chief technology officer of Beacon Mobility, for his direction and implementation of AI-based HR tools for employees. Sharda was also recognized at STN EXPO West a week earlier.

Six individuals also received NSTA Golden Merit awards for their dedication and contributions to school bus safety, community service, business practices and vehicle maintenance. They are Glenn Brayman, fleet manager for First Student in Massachusetts; Melissa Castle, a location manager for Mid Columbia Bus in Oregon; Michelle Harpenau, manager for Durham School Services in Boston, Massachusetts; Kevin Kilner, director of safety for Beacon Mobility; David Kinley, vice president of operations in New York for Student Transportation of America; and Barbie Stucker, general manager of Big Sky Bus Lines in Montana.

Distinguish Service Awards were given to Paul Mori, the New York director of client relations for Beacon Mobility and Susan Rady of Johnson School Bus Service in Wisconsin, for “significant, substantial and special contributions to pupil transportation contracting.”

NSTA Outstanding Driver Service Award Recipients went to Linda Caudillo of Mid Columbia Bus Company; Jeffrey Flitcraft of B.R. Williams in Pennsylvania, Kilra Hylton of TransAction Associates in Massachusetts, Duane Versteegh of School Bus Inc. in South Dakota, and Becky Williams of Dousman Transport Company in Wisconsin.

First Student took home the Go Yellow, Go Green Award for adopting and advancing electric school buses, which the company operates over 2,000 across North America. Tim Weaverling of insurance provider RWR-Keystone was named Committee Member of the Year while John Benjamin, president of Benjamin Bus in Minnesota was named Committee Chair of the Year. Lee Edwards of Wells Fargo Equipment Finance was awarded Vendor Partner of the Year.

Key Findings from the Report

  • 98% of districts are prioritizing transportation modernization.
  • 95% expect transportation budgets to increase in the next five years, by an average of 26%. Two-thirds of districts have already secured funding.
  • 49% have begun implementing modern solutions; 47% plan to within five years.
  • 68% say technology will play a significant or critical role in their strategy. Districts are prioritizing a variety of technology solutions aimed at addressing student safety.
  • 88% report equity gaps in transportation access across student groups.

What’s Driving the Shift

Districts are addressing long-standing transportation challenges that contribute to higher absenteeism among their most vulnerable students. Equity remains a pressing concern, with 88% of districts reporting access gaps, particularly in non-regulated states.

Meanwhile, rising operational pressures are accelerating the need for modernization. Administrators report top pain points such as high maintenance costs (25%), inefficient routes and schedules (24%), and challenges meeting regulatory compliance requirements (23%).

On-the-ground challenges include ensuring student safety (20%), coordinating schedules across diverse student groups (20%), adapting to shifting populations (19%), and improving communication with families (19%). Superintendents and transportation directors often differ in priorities, reinforcing the need for comprehensive, system-wide solutions.

The Modernization Response

In response, school districts are turning to a wide range of technology-enabled and flexible transportation strategies that are safer, more efficient, and built around students’ real-world needs. Many are already implementing:
Real-time GPS tracking systems (52%), AI-assisted routing software (48%), and driver monitoring systems (47%) to improve visibility and reduce inefficiencies.
Onboard camera systems (39%) and collision avoidance technology (37%) to enhance student safety.
Parent and student communication apps (44%) and emergency communication tools (37%) to improve family engagement and responsiveness.
Alternative Student Transportation models, already adopted by 37% of districts, are being used to serve students outside of standard bus routes and provide right-sized, technology-equipped vehicles.

Additionally, most districts plan to expand investments in collision avoidance systems (36%), safety training programs (35%), and AI-powered logistics (34%) over the next five years.

14-Year-Old Struck by School Bus in New Jersey

A teen girl was struck by a school bus in Bergen County, New Jersey, reported ABC 7.

The incident reportedly occurred last Wednesday at an intersection just before 9 a.m.

According to the news report, the driver of the school bus operated by First Student, Inc., remained on the scene after the crash and cooperated with the investigation.

Police stated child was seriously injured and taken by medevac helicopter to an area hospital. It was unclear at this report how the incident took place. Authorities said the investigation is ongoing, but a preliminary information indicated it not appear a crime occurred.

Philadelphia School District Gears Up for Annual Event Ahead of School Year

The School District of Philadelphia is gearing up for its annual “Ring the Bell” bus tour ahead of the upcoming academic year.

The “Ring the Bell” bus tour consists of a colorful school bus that visits multiple locations across Philadelphia during the summer, typically late July through mid‑August.

During each stop, families can pick up free backpacks and school supplies while supplies last, access on‑site registration for PreK–12th grade, sign up for the Parent Portal to access student information online, participate in interactive educational activities, games, and raffles, enjoy snacks and frozen treats, and receive immunizations and school physicals (at select sites).

According to the district’s website, all bus tours are from 10 a.m. to 2 p.m., starting July 28 through Aug. 15. Locations can be found here.

The aim of the tour, which is built around a “festival-like” community experience, is to eliminate barriers for busy families by bringing services directly to neighborhoods, so parents don’t have to hunt for information.

The festive atmosphere often includes raffles, prizes, and fun for kids and families.
